We critically evaluate arguments in a recent Journal of Law, Medicine & Ethics article by Svoboda, Adler, and Van Howe disputing the 2012 affirmative infant male circumcision policy recommendations of the American Academy of Pediatrics. We provide detailed evidence in explaining why the extensive claims by these opponents are not supported by the current strong scientific evidence. We furthermore show why their legal and ethical arguments are contradicted by a reasonable interpretation of current U.S. and international law and ethics. After (...) all considerations are taken into account it would be logical to conclude that failure to recommend male circumcision early in infancy may be viewed as akin to failure to recommend childhood vaccination to parents. In each case, parental consent is required and the intervention is not compulsory. Our evaluation leads us to dismiss the arguments by Svoboda et al. Instead, based on the evidence, infant male circumcision is both ethical and lawful. (shrink)

Mathematical theorems are cultural artifacts and may be interpreted much as works of art, literature, and tool-and-craft are interpreted. The Fundamental Theorem of the Calculus, the Central Limit Theorem of Statistics, and the Statistical Continuum Limit of field theories, all show how the world may be put together through the arithmetic addition of suitably prescribed parts (velocities, variances, and renormalizations and scaled blocks, respectively). In the limit — of smoothness, statistical independence, and large N — higher-order parts, such as accelerations, (...) are, for the most, part irrelevant, affirming that, in the end, most of the world's particulars may be averaged over (a very un-Scriptural point of view). (We work out all of this in technical detail, including a nice geometric picture of stochastic integration, and a method of calculating the variance of the sum of dependent random variables using renormalization group ideas.) These fundamental theorems affirm a culture that is additive, ahistorical, Cartesian, and continuist, sharing in what might be called a species of modern culture. We understand mathematical results as useful because, like many other such artifacts, they have been adapted to fit the world, and the world has been adapted to fit their capacities. Such cultural interpretation is in effect motivation for the mathematics, and might well be offered to students as a way of helping them understand what is going on at the blackboard. Philosophy of mathematics might want to pay more attention to the history and detailed technical features of sophisticated mathematics, as a balance to the usual concerns that arise in formalist or even Platonist positions. We are used to seeing foundations linked to the mainstream mathematics of the late nineteenth century: the arithmetization of analysis, non-Euclidean geometry, and the rise of abstract structures in algebra. And a growing number of case studies bring a more philosophy-of-science viewpoint to the latest mathematics, as in [Carter, 2005; Corfield, 2006; Krieger, 2003; Leng, 2002]. Mac Lane's autobiography is a valuable bridge between these, recounting his experience of how the mid- and late-twentieth-century mainstream grew especially through Hilbert's school.An (...) autobiography at age 94 obviously has a lot of ground to cover. Mac Lane entered Yale in 1926 to study chemistry as a good practical career field but by the end of his first year he had won a $50 prize in mathematics and learned that you could make a living with it—as an actuary. He decided to do that. The next year he was excited to learn from his philosophy professor F.S.C. Northrop that you can also pursue new mathematical discoveries! Northrop had studied with A.N. Whitehead and sold Mac Lane on the excitement of Principia Mathematica. In a pattern that foreshadowed his career Mac Lane bought and annotated a copy of the first volume of Principia but his planned tutorial study of the book turned into a study of [Hausdorff, 1914] applying set theory to topology and analysis. As a graduate student at Chicago he was powerfully influenced by E.H. Moore, who taught the new axiomatic methods as tools for unifying and advancing the most classical analysis . Then he went to Göttingen. He heard Hilbert lecture on philosophy. He studied mathematics and its philosophy with Weyl. He followed Noether's lectures on abstract algebra for number theory. Using mobile health research as an extended example, this article provides an overview of when the Common Rule “applies” to a variety of activities, what might be meant when one says that the Common Rule does or does not “apply,” the extent to which these different meanings of “apply” matter, and, when the Common Rule does apply, how it applies.

Dil, düşüncelerin ifade edilmesini, bilgi aktarımını ve sosyal etkileşimi sağlayan temel bir olgudur. Dil eğitimi ise kültürler arası iletişimi kolaylaştıran ve dünya genelinde etkili iletişim kurma becerisi kazandıran bir faaliyettir. Birden fazla dil bilmek, farklı kültürlere ve bakış açılarına açık olmayı sağlar. Yaşadığı dünya düzeni içerisinde çağın gerisinde kalmak istemeyen, uygar ve etkileşimli bir toplum olma niyetini taşıyan Fransa hükümet yetkilileri dil eğitimi konusunda ciddi adımlar atmıştır. 1795 yılında Doğu dilleri üzerine uzmanlaş Inalco’yu kurarak başta Osmanlı olmak üzere İslâm dünyasının (...) konuştuğu dili öğrenen uzmanlar yetiştirmeye başlamıştır. Kuruluşundan itibaren sistemli bir şekilde dil yelpazesini genişleten Inalco, Türkçe, Arapça, Çince, Farsça, Hintçe, Japonca, Korece, Rusça, İbranice ve daha birçok Doğu dilini bünyesine katmıştır. Bu dilleri öğrenen ve konuşan kişiler sayesinde Fransa, Doğuyla olan münasebetini güçlü tutmakta ve burada bulunan devletlerle uzaktan yahut yakından temas içerisinde kalmayı sürdürmektedir. Yaklaşık dört asırlık geçmişiyle Inalco, bir dil eğitimi merkezi olmanın yanında şarkiyat kurumları içerisinde önde gelen, sayısız oryantalist yetiştirip çeşitli sahalarda eserlerin yazılmasına imkân tanıyan bir kurumdur. Kuruluş, misyonuna uygun olarak uzun süre Doğu dilleri ve medeniyetleri üzerine uzmanlaşmış öncü isimleri yetiştirip çalışmalarıyla kültürel etkileşimi teşvik etmiş ve kültürler arası anlayışı geliştirmeye yardımcı olmuştur. Kurumsal tecrübesiyle ilgi alanını hep genişleten Inalco günümüzde neredeyse tüm dünya dilleri ve medeniyetleri üzerine çalışmalarını devam ettirmektedir. Artık dil ve kültür alanındaki uzmanlığı ve köklü geçmişiyle dünya genelinde saygın bir kurum olarak kabul edilmektedir. Inalco’da yetişen dil uzmanları Fransız hükümetinin diplomatik ve ticari ilişkilerinde aktif rol alarak bu konularda yetkililere tercümanlık hizmeti sunmuşlardır. Aynı zamanda uzman oldukları dillerin yeni nesillere öğretilmesinde öğretici pozisyonlarını korumuşlar ve ilişkide oldukları kültürlerin tanınmasında da önemli roller üstlenmişlerdir. Her ne kadar yaptıkları iş şarkiyat hizmeti olsa da Doğu kültürüne ait mirasın gün yüzüne çıkartılmasında, değerlendirilmesinde ve tasnifinde yer alarak bu kültürlere ait ögelerin korunmasında yardımcı unsur olmuşlardır. Silvestre de Sacy, Louis Bazin, Régis Blachère, Louis Massignon vb. birçok Doğu bilimci burada yetişerek hem kendi ülkelerine hem de Doğu kültürüne hizmet etmişlerdir. Ancak akademik ortamda Inalco ve benzeri kurumlar üzerine yeteri kadar çalışmanın olmadığı da bir gerçektir. Dolayısıyla bu çalışmada, Inalco’nun kuruluşu, işleyiş şekli ve faaliyet alanları tanıtıldıktan sonra bir şarkiyat kurumu olarak misyonu üzerinde durulacaktır. Saha araştırması, gözlem, yetkili mercilerden alınan bilgi ve belgelerle oluşturulan çalışmanın alandaki boşluğu dolduracağı düşünülmektedir. En 1670, el autor español Juan Caramuel publicó en Italia el segundo tomo de una magna obra, Mathesis biceps (publicada en latín), sobre el saber matemático de su época. En el mismo se incluía un capítulo (un "sintagma" según el propio Caramuel), titulado Kybeia ("juegos de dados" en griego), donde el autor introduce su idea del origen del juego y resuelve algunos problemas relacionados con los mismos, convirtiéndose en una de las obras tempranas sobre cálculo de probablidades. En este texto (...) se da un repaso a los antecedentes al trabajo de Caramuel relacionados con el cálculo de probabilidades, se analiza punto por punto la aportación de este autor al nuevo cálculo en su Kybeia, y se añade la traducción al castellano del mismo.
