The new prominence given to science for economic growth and industry comes with an increased policy focus on the promotion of commodification and commercialization of academic science. This paper posits that this increased interest in commodification is a new steering mechanism for governing science. This is achieved by first outlining what is meant by the commodification of scientific knowledge through reviewing a selection of literatures on the concept of commodification. This paper investigates the impact of changing science policy doctrines on the development of an academic field, working life research. Working life research is an interdisciplinary field of study in which researchers and stakeholders collaborated to produce relevant knowledge. The development of the field, we argue, was both facilitated and justified by the, at the time dominant, science policy orthodoxy in Sweden, sector research. Sector research science policy doctrine favoured stakeholder-driven research agendas in the fields relevant to the sector. This (...) approach to agenda setting was highly contested by Swedish universities and left scientists vulnerable to the fallout from any conflicts arising among the stakeholder groupings that were part of the governance arrangement. Our case shows that working life research was in part a victim of the struggle between science and policy over who sets the agenda for science in Sweden. In this struggle, each side chose to use ‘scientific quality’ as a proxy for furth ing its respective interests and visions for how science should be governed. The paper argues that this case is of interest to the continued elaboration of the Mode 2 thesis and the debate about ‘relevant science’. We find that the close association with stakeholders and the concomitant dependence it created left working life research unable to defend itself against its critics and that this state of affairs was particularly problematic for social science research on working life. Promoting collaboration between university researchers and practitioners from the business and public sectors has emerged as an important tool of science policy. This article examines the discourses that policy makers employ in promoting this strategy by analyzing the narratives about the social relevance of science and its role vis-à-vis the industrial sector in the context of strategic research funding in Sweden. Four dominant discourses on science are identified and discussed. It is argued that these policy frames construct a boundary between (...) research and practice, which is in turn used as rhetorical justification for research funding policies that seek to increase business influence and input to university research at the expense of academic autonomy in this sphere. This article addresses the issue of how Social Science and Humanities (SSH) researchers frame and argue relevance, where there are no explicit expectations to do so. It uses research project reports submitted to a Swedish research council, to distil and further analyze ‘relevance expressions’. These expressions illustrate some methodological differences along the lines of the long-standing distinction between nomothetic (generalization oriented) and idiographic (case /description oriented). We extracted relevance claims from a database of project abstracts and reports from the following (...) fields: History, Linguistics, Political Science and Psychology. We interrogated these statements for possible differences with respect to how relevance is expressed. The study finds differences in the way that nomothetic and idiographic expressions imply, argue or derive support for relevance, and that these may be somewhat associated with fields, although with certain qualifications. Importantly, relevance expressions can be viewed as epistemic operations that occur in degrees of concretization, broadly or narrowly formulated, and in different levels of everyday and technical expressions. A key insight is that relevance in SSH appears to be closely associated with the way subjects relate to the empirical. This ultimately lends support for the application of the nomothetic/idiographic as a conceptual, albeit not exhaustive, analytical approach to understanding the relevance of SSH. (shrink)

Alvin Weinberg’s classic and much debated two articles in Minerva, “Criteria for Scientific Choice” (1963) and “Criteria for Scientific Choice II – The Two Cultures” (1964), represent two of the first and most important attempts to create a meta-discourse about priority setting in science policy, and many of the points advanced remain relevant. The goal of this paper is to elaborate on the relevance of some of Weinberg’s original arguments to priority setting today. We have singled out four issues for (...) attention: The tension between scientific and institutional choice, the assumptions behind the triad of scientific, technological and social merit, the elusive ‘externality from size’ argument for funding promoted by Weinberg, and finally the problems involved in the idea of basic science as an ‘overhead cost’ for applied science, and applied science as an ‘overhead’ on a sectoral mission. These four issues will be elaborated from a policy perspective and connected to present day challenges for science and technology policy. (shrink)
