Розглянуто особливості зародження контролю фінансової сфери в інших державах та визначено напрями розвитку контролю фінансової сфери в Україні, які полягають у розробці нормативно-правової бази для втілення в життя системи недержавного пенсійного забезпечення, впровадженні обов'язкового страхування цивільно-правової відповідальності власників наземних транспортних засобів, формуванні Державного реєстру фінансових установ України, створенні перешкод на шляху використання страхового ринку з метою виведення коштів за кордон через операції перестрахування та відмивання "брудних" коштів.

This is an interview by the Erasmus Journal for Philosophy and Economics with John E. Roemer. The interview covers Roemer’s intellectual biography; his extensive writings on exploitation, egalitarianism, socialism, bargaining, and justice; his latest work on Kantian optimization, his vision for the future of socialism; and, finally, his methodological commitments and the value of interdisciplinarity.

An important epistemic issue in climate modelling concerns structural uncertainty: uncertainty about whether the mathematical structure of a model accurately represents its target. How does structural uncertainty affect our knowledge and predictions about the climate? How can we identify sources of structural uncertainty? Can we manage the effect of structural uncertainty on our knowledge claims? These are some of the questions that an epistemology of structural uncertainty faces, and these questions are also important for climate scientists and policymakers. I develop (...) three desiderata for an epistemological account of structural uncertainty. In my view, an account of structural uncertainty should identify sources of structural uncertainty, explain how these sources limit the applicability of a model, and show how the severity of structural uncertainty depends on the questions that can be asked of a model. I argue that analyzing structural uncertainty by paying attention to the details of model building can satisfy these desiderata. I focus on parametrizations, which are representations of important processes occurring at scales that are not resolved by climate models. Parametrizations are often thought to be ad-hoc, but I show that some important parametrizations are theoretically justified by explicit or implicit scale separation assumptions. These assumptions can also be supported empirically. Analyzing these theoretical and empirical justificatory roles of the scale separation assumptions can provide insights into how parametrizations contribute to structural uncertainty. I conclude by sketching how my approach can satisfy the desiderata I set out at the beginning, highlighting its importance for policy-relevant scientific statements about the climate. (shrink)

Translations of Chinese writing on human rights from throughout the twentieth century, with introductions.

The aim of this paper is to explore the status of argumentative discourse. We argue that argumentation can contribute to instances of different discourse genres, regardless of whether it is functional to their purposes. By analyzing examples from the daily press in the light of an approach to discourse analysis inspired by pragmatics, we show that also texts that are not expected to be argumentative have underlying argumentative structures and that a text’s being argumentative is a matter of degree: the (...) understanding of underlying argumentative structures contributes to a varying extent to the understanding of what a text as a whole means and of its point in the speech situation. This role of argumentative structures in text understanding suggests considering argumentation as a cognitively-based dimension of discourse, connected to human rationality. (shrink)

Desde mediados del siglo XX, el devenir de la salvaguarda relacionada con las viviendas ha avanzado desde la monumentalidad hasta el contexto, desde la individualización hasta la caracterización paisajística, desde las condiciones materiales hasta los aspectos vivenciales. Sin embargo, amparar el cuerpo de las residencias típicas de cada territorio, en especial en los dinámicos marcos urbanos, resultó —y resulta— un desafío. Las experimentaciones de propuestas hacia un amparo residencial a más largo plazo han coincidido en dos aspectos de interés: la (...) promoción de indicadores de sustentabilidad patrimonial, inscriptos en cada marco estatal-local preservacionista, junto con el reconocimiento y el tratamiento del rol usuario. En este sentido, desde variables histórico-arquitectónicas y sociales se propuso la construcción y la aplicación de indicadores de sustentabilidad patrimonial residencial para visibilizar problemas y potencialidades hacia una formulación de estrategias de preservación apropiadas. Para ello se abordó la ciudad de Mar del Plata, una aglomeración intermedia bonaerense paradigmática debido a sus dinamismos pasados y presentes, con foco en sus chalets “estilo Mar del Plata” y sus usuarios. Se analizaron dos barrios históricos —Stella Maris y La Perla—, donde sobrevive una relevante diversidad de chalets en un marco de múltiples riesgos que afectan su permanencia. Desde una perspectiva principalmente cualitativa, apoyada por datos cuantitativos, se articularon relevamientos in situ, fuentes escritas (investigaciones previas, artículos científicos, cartas patrimoniales), gráficas (planimetrías, fotografías, imágenes aéreas) y orales (encuestas, entrevistas). De esta manera, la indagación desarrollada permitió avanzar en renovados caminos para progresar en la salvaguarda del legado residencial contextual. (shrink)

The sixteenth and seventeenth centuries marks a period of transition between the vitalistic ontology that had dominated Renaissance natural philosophy and the Early Modern mechanistic paradigm endorsed by, among others, the Cartesians and Newtonians. This paper will focus on how the tensions between vitalism and mechanism played themselves out in the context of sixteenth and seventeenth century chemistry and chemical philosophy, particularly in the works of Paracelsus, Jan Baptista Van Helmont, Robert Fludd, and Robert Boyle. Rather than argue that these (...) natural philosophers each embraced either fully vitalistic or fully mechanistic ontologies, I hope to demonstrate that these thinkers adhered to complicated and nuanced ontologies that cannot be described in either purely vitalistic or purely mechanistic terms. A central feature of my argument is the claim that a corpuscularian theory of matter does not entail a strictly mechanistic and reductionistic account of chemical properties. I also argue that what marks the shift from pre-modern vitalistic chemical philosophy to the modern chemical philosophy that marked the Chemical Revolution is not the victory of mechanism and reductionism in chemistry but, rather, the shift to a physicalistic and naturalistic account of chemical properties and vital spirits. Computer science advocates institutional frameworks as an effective tool for modelling policies and reasoning about their interplay. In practice, the rules or policies, of which the institutional framework consists, are often specified using a formal language, which allows for the full verification and validation of the framework (e.g. the consistency of policies) and the interplay between the policies and actors (e.g. violations). However, when modelling large-scale realistic systems, with numerous decision-making entities, scalability and complexity issues arise making it possible only (...) to verify certain portions of the problem without reducing the scale. In the social sciences, agent-based modelling is a popular tool for analysing how entities interact within a system and react to the system properties. Agent-based modelling allows the specification of complex decision-making entities and experimentation with large numbers of different parameter sets for these entities in order to explore their effects on overall system performance. In this paper we describe how to achieve the best of both worlds, namely verification of a formal specification combined with the testing of large-scale systems with numerous different actor configurations. Hence, we offer an approach that allows for reasoning about policies, policy making and their consequences on a more comprehensive level than has been possible to date. We present the institutional agent-based model methodology to combine institutional frameworks with agent-based simulations). We furthermore present J-InstAL, a prototypical implementation of this methodology using the InstAL institutional framework whose specifications can be translated into a computational model under the answer set semantics, and an agent-based simulation based on the jason tool. Using a simplified contract enforcement example, we demonstrate the functionalities of this prototype and show how it can help to assess an appropriate fine level in case of contract violations. Improvising involves participants adopting attitudes and dispositions that make them welcoming towards what happens, even when it is unforeseen. How is the discourse on improvisation and a disposition to improvise in the community connected to the concept of inquiry? What type of reasoning can be developed? This paper aims to reflect on two different perspectives. On the one hand, we consider the feasibility of improvising inquiry in the community, promoting inquiry as an activity that can be developed extemporaneously when teacher (...) and students form a community with an “improvising” habitus. On the other hand, we underscore the intrinsic improvisational dimension of inquiry that takes shape in philosophical dialogue in the community. To develop these two educational and formative perspectives, participants students and particularly teachers must first acquire a “readiness” for improvisation which is a sort of complex attitude. Some results of previous research on improvisation are presented to explain and emphasize the features of this complex disposition. Teachers who improvise suddenly open a window on events happening in the community, serving as an example for the class which is invited to do the same. Teachers thus become improviser-facilitators within the community, embracing the feature of a new jazz-pedagogy at the same time. (shrink)

This paper defends an interpretation of Husserl''s theory of language, specifically as it appears in the Logical Investigations, as an example of a larger body of theories dubbed ''language as calculus''. Although this particular interpretation has been previously defended by other authors, such as Hintikka and Kusch, this paper proposes to contribute to the discussion by arguing that what makes this interpretation plausible are Husserl''s distinction between the notions of meaning-intention and meaning-fulfillment, his view that meaning is instantiated through meaning-intending (...) acts of transcendental consciousness, and his view that the content of meaning-intending acts is ideal meaning simpliciter. As well, the paper argues that the phenomenological method of reduction itself presupposes the notion that reality as such can be reached by subtracting the influence of the language of the natural attitude and its ontological commitments and it, thus, presupposes the conception of language as a reinterpretable calculus. Organ shortage constitutes an unsolved problem for every country that offers transplantation as a therapeutic option. Besides the largely implemented donation model and the eventually implemented market model, a theorized automatic organ procurement model has raised a rich debate in the legal, medical and bioethical community, since it could show a higher potential to solve organ shortage. In this paper, we study the main arguments for and against this model. We show how, in the light of empirical data extracted from (...) countries with a universal health care system, its implementation could lead to a positive impact on organ procurement rates. Three factors are envisioned as fundamental in the comprehension and a possible regulation of the automatic organ procurement model: the lack of recognition of the conscientious objection, the preservation of the right to choose end of life conditions, and the need to avoid incentives for families or healthcare professionals. The thought of the Cappadocian fathers is linked to the Trinitarian nature of God. They strive for formulating a definition of divine person. The extent of the Cappadocian notion of person covers two other important ideas which refer to being someone: an ability to be in a fraternal relation with others, and a disposition to enter such a relation voluntarily. The Christian idea of divine person also implicates a concept of infinite dignity. This article explores the concept of "practice" in Alasdair MacIntyre's moral theory, emphasizing its relevance for reconstructing virtue ethics in a contemporary context of moral fragmentation. Through a critical analysis of his work, After Virtue, the historical, philosophical, and narrative foundations of his ethical framework are examined. MacIntyre characterizes modernity as a period of moral disorder, marked by ethical pluralism lacking a shared basis for consensus. He advocates for the revival of teleology and Aristotelian virtues to address these dilemmas, adapting (...) them to the current cultural and social context. The concept of practice is central to this approach, defined as a collaborative activity guided by internal norms and values aiming for intrinsic excellence. Furthermore, the author employs narrative as a structure to integrate morality, history, and tradition. This research argues that reintegrating virtues and practices into morality offers a cohesive and meaningful solution to contemporary ethical challenges. Adults reason by exclusivity to identify the meanings of novel words. However, it is debated whether, like children, they extend this strategy to disambiguate other referential expressions. To further inform this debate, this study tested 41 adults on four conditions of a disambiguation task: label/label, fact/fact, label/fact, and fact/label. Participants also provided a verbal explanation for their referent selections to tease apart the underlying processes. Results indicated that adults successfully discerned the target object in the label/label and label/fact condition, yet (...) not the remaining two conditions. Verbal reports indicated that the strategy utilized to disambiguate differed depending upon communicative context. These findings confirm that the tendency to reason by exclusivity becomes restricted to word-learning situations with growing linguistic and communicative experience. (shrink)

Our society is heavily mediated by information technologies, so the simplest interactions become traceable, which collaborates to a deluge of data. They represent an abundant source for social analysis and an unparalleled opportunity for citizens to access, produce and disseminate information. Nevertheless, all this affluence of data, for presenting itself in a scattered way, also poses significant difficulties for achieving an integrated view of social reality and its interactions, and is organized in many competing interfaces and information architectures, that may (...) produce, reinforce and disseminate ideologies, hegemonic discourse and platform biases. We identify an emerging field of dispute of the place of mediation of the many flows of information, and efforts for repurposing and restructuring these flows over the seamless structuring of different competing architectures. The field of contemporary ethics has been dominated by two opposite but equally extreme positions regarding the function of rules in moral reasoning. According to the first of these positions, known as rule-based ethics, morality consists of obeying a set of rules. On the other hand, according to the opposite view, known as particularism, moral reasoning cannot be reduced to the application of rules to particular situations. The particularist argues that rules and rule-following cannot genuinely capture the nature of moral (...) reasoning. Pierre Legendre. Entendiendo que es allí en la tensión misma entre lo dicho, lo ausente y lo im-puesto donde se inscribe la posibilidad misma de la acción. Mientras que Kristeva aborda la pregunta por la transformación a partir de una crítica vuelta sobre la semiótica misma, Spivak inscribe una teoría del cambio en el marco de una relectura semiótica de la subalternidad. Marina McCoy explores Plato's treatment of the rhetoric of philosophers and sophists through a thematic treatment of six different Platonic dialogues, including Apology, Protagoras, Gorgias, Republic, Sophist, and Phaedras. She argues that Plato presents the philosopher and the sophist as difficult to distinguish, insofar as both use rhetoric as part of their arguments. Plato does not present philosophy as rhetoric-free, but rather shows that rhetoric is an integral part of philosophy. However, the philosopher and the sophist are distinguished by (...) the philosopher's love of the forms as the ultimate objects of desire. It is this love of the forms that informs the philosopher's rhetoric, which he uses to lead his partner to better understand his deepest desires. McCoy's work is of interest to philosophers, classicists, and communications specialists alike in its careful yet comprehensive treatment of philosophy, sophistry, and rhetoric as portrayed through the drama of the dialogues. We present here for the first time an italian translation of Rang’s Vom Weg messianischer Deutung : the introductory essay on the work on Shakespeare’s sonnets. This work remained unfinished and was only partially published posthumously by Rang’s son, Bernhard, in 1954, with the title Shakespeare der Christ. Eine Deutung der Sonette. The translation is accompanied by a comment essay on Rang’s text. This comment essay firstly aims to contextualize both the work on Shakespeare and the very complex and still (...) little researched figure of Florens Christian Rang; secondly, it addresses the most important conceptual issues that the essay presents. With a strongly programmatic nature and, at the same time, with an expressionistic style, which is as obscure as it is visionary, Vom Weg messianischer Deutung presents the method of messianic interpretation in contrast with the classical-romantic one of the pneumatic interpretation. What is at stake is a perspective that challenges the autonomy of art in order to place the Kunstwerk in the series of all the works of divine creation to transform it in faith work. It is the point of view of the Last Judgment that leads the way. The messianic critique of art reveals to be only a particular case of messianic world critique, literally a critique of the world, which redirects itself to the world. It is the movement of conversion which breaks with the false dualism of Romanticism, according to which the spirit is divided in two: on the one hand, there are the experience, the world, the science, on the other hand, there is the art as pure mirroring of forms. Through the messianic interpretation, the spirit returns to be body, flesh. It follows the permanent movement of creation, namely the continuous conversion from God to the world and from the world to God. In this sense, according to Rang, Shakespeare’s sonnets exemplify the faith work: their poetic word names the messianic unity of body and spirit. They are crystals within which all creatural life, the great stages of the divine creation, are concentrated. (shrink)

Henry Sidgwick sought to interpret F.H. Bradley’s ethics, as presented in Ethical Studies, in fundamentally Aristotelian terms. Sidgwick “found it ‘natural’ to think of self-realization as the ‘realization or development into act of the potentialities constituting the definite formed character of an individual’.” In this paper, I want to demonstrate that, rather than giving the work of Bradley an Aristotelian interpretation, as Sidgwick sought to do, one should focus on studying the Hegelian influences on and the historicist aspects of Ethical (...) Studies. Bradley’s account of the self to be realized is far from approaching Aristotle’s account. First of all, Bradley never speaks in terms of actual and potential character, and he certainly would not accept Sidgwick’s claim that the potentialities constitute the definite formed character of an individual. There is nothing Aristotelian in Bradley’s talk of history and evolution, nor in his holistic doctrine of ethical relativism. (shrink)

The article deals with one of the earliest Christian interpretations of the supreme secular power created by Eusebius Pamphilus, Bishop of Caesarea, during the life of the first Christian emperor Constantine the Great. It is proved that the concept by Eusebius contains mythological ideas transformed in a Christian context. In particular, the main focus of the interpretation of the Lord is the recognition of Him as Pantocrator [Παντοκράτωρ – the Lord of all] endowed with infinite power and authority over the (...) Universe. Such an interpretation reconstructs archaic ideas about the deity as the centre of power and says nothing about his mercy and justice. This concept became the basis for the argumentation of the absolute nature of the Christian emperor’s supreme power – Basileus. The Lord, communicating with Basileus through His Son, Christ the Logos, gives him the sacred right to reign and thus makes him godlike [Friend of God – Θεóς, divinely favoured] – an icon of the Lord of all. Another mythological feature of Eusebius’ interpretation of supreme power is the solution to the problematic relationship between the reign and the priesthood. Eusebius believed that the Lord’s endowment of Basileus with the right to reign obliges him to perform priestly functions at the same time. The purpose of Basileus’ priesthood was to enlighten his flock about the essence of the Word of God, and not to observe religious rituals. In this way, the role of the basileus-priest differed from the Patriarch. Thus, the mythological nature of the concept by Eusebius of Caesarea is the fact that he unconsciously replaced various semantic connections. This happened because he could not explain the essence of supreme power and its value to society in a different way. The foundation of Eusebius’ mythological thinking is the beginning of the synthesized rationality (historical understanding of the real past) and myth (substitution of history by religious tradition) of the history of the Byzantine Empire.
