The relationship between the British and Nazi eugenics movements has been underexamined, largely because of the more obvious ties between the American and Nazi programs and the lack of a state-sponsored program in Britain. This article revisits this gap to reinsert the British eugenics movement into the historiography of the Nazi program by way of their shared rhetoric. To do this, I employ Foucault’s concepts of biopower and power/knowledge, arguing that biopower exists in rhetorical constructions of power and identity, which (...) the eugenics movements employed at national and individual levels to garner support and participation, particularly from women. The article is not an exhaustive account of the rhetorical overlaps between the two movements, but rather serves as a model of how one might understand eugenics as a rhetoric of biopower. (shrink)

Bird kill rate and disruption of habitat has been reported when industrial wind turbines are introduced into migratory bird paths or other environments. While the literature could be more complete regarding the documentation of negative effects on birds and bird habitats during the planning, construction, and operation of wind power projects, there is sufficient evidence to raise concerns. Authoritative and mandatory vigilance monitoring and long-term surveillance over the life of the industrial wind facility are lacking. By the time the documentation (...) of the rate of bird kills, including that of endangered species is available in an environs of an industrial wind turbine facility, the damage may be irreversible. This article briefly explores the negative environmental impacts of the siting of industrial wind turbines and associated infrastructure, including transformer stations and transmission lines, in proximity to migratory bird corridors, wetlands, and nesting grounds. Research is required prior to proceeding with further industrial wind development in these environs. The authors propose that there is sufficient scientific evidence to require invoking the precautionary principle and halting further development until these risks are resolved. (shrink)

I use Plotinus to present absolute divine simplicity as the consequence of principles about metaphysical and explanatory priority to which most theists are already committed. I employ Phil Corkum’s account of ontological independence as independent status to present a new interpretation of Plotinus on the dependence of everything on the One. On this reading, if something else (whether an internal part or something external) makes you what you are, then you are ontologically dependent on it. I show that this account (...) supports Plotinus’s claim that any entity with parts cannot be fully independent. In particular, I lay out Plotinus’s case for thinking that even a divine self-understanding intellect cannot be fully independent. I then argue that a weaker version of simplicity is not enough for the theist since priority monism meets the conditions of a moderate version of ontological independence just as well as a transcendent but complex ultimate being. ABSTRACT To address challenges to the primacy of the subject in speculative realism, we put Levi R. Bryant's object-oriented ontology in conversation with Jacques Lacan's register theory. In so doing, we recuperate an autonomous materiality for itself, providing a reading of the debate between Slavoj Žižek and Ernesto Laclau over the Lacanian Real and simultaneously providing a rich map of the being of subjectivity and modes of the rhetorical. We systematize Žižek's claim that each element of the register resonates with (...) the others to produce an ontical cartography: a map of the different intersections of the materially autonomous Real with the Symbolic and Imaginary elements of the Lacanian subject. By delimiting the characteristics of these intersections, we can better understand the different valences in which rhetoric operates without foreclosing the agency of objects and the objectivity of subjects. The rationale of patents on transgenic organisms leads to the startling notion of the human qua infringement. The moral reasons by which we may tenably reject such notion are not conclusive as to human life forms outside the body. A close look at recombinant DNA experimentation reveals ingenious processes, but not entities that the body lacks. Except for artificial genes, the genes of biotechnology are found on chromosomes, albeit nonconsecutively, and their uninterrupted transcripts appear in messenger RNA. An enhanced form (...) of protection for ingenious processes, the human methods patent, is proposed and defended as a replacement for product patents. The proposed patent would pertain to biotechnology manufacturing and genetic intervention in somatic and germ cells. A counterpart could govern nonhuman life forms. It is argued that compulsory licensing protections should be a condition of such patent. Contrary to the conservative assumption that statutory sobriquets suffice, the reckoning of what qualifies as a patentable ingenious process will continue to require systematic scientific guidance. I evaluate the argument advanced in politics and Christian ethics that I term ‘decolonial homophobia’: that decolonisation and LGBT+ affirmation are contradictory because LGBT+ rights are a global Northern phenomenon that is imperialistically imposed on the global South. I suggest one premise of the argument is valid—neo-colonial imposition of LGBT+ rights does happen and should be opposed. However, the overall argument fails because it erases or distorts diverse views and complexities of pre-colonial, colonial, and post-colonial history, and it tacitly supports (...) ‘homophobic nationalism’ that is oppressive even when advanced in ostensibly decolonial causes. I grant that there are tensions within many current expressions of decolonisation and LGBT+ rights, but argue that Christians should support both decolonisation and LGBT+ rights as intersecting justice issues. I close by suggesting we listen to global Southern LGBT+ activists like Uganda's kuchus on how to navigate this tension and pursue intersectional justice in all societies. (shrink)

Formal accounts of negotiation tend to invoke the strategic models of conflict which have been impressively developed by game theorists in this half-century. For two decades, however, research on artificial intelligence (AI) has produced a different formal picture of the agent and of the rational deliberations of agents. AI's models are not based simply on intensities of preference and quantities of probability. AI's models consider that agents use language in various ways, that agents use and convey knowledge, that agents plan, (...) search, focus, and argue. BackgroundThe U.S. Food and Drug Administration traditionally has kept confidential significant amounts of information relevant to the approval or non-approval of specific drugs, devices, and biologics and about the regulatory status of such medical products in FDA’s pipeline.ObjectiveTo develop practical recommendations for FDA to improve its transparency to the public that FDA could implement by rulemaking or other regulatory processes without further congressional authorization. These recommendations would build on the work of FDA’s Transparency Task Force in 2010.MethodsIn 2016-2017, we convened (...) a team of academic faculty from Harvard Medical School, Brigham and Women’s Hospital, Yale Medical School, Yale Law School, and Johns Hopkins Bloomberg School of Public Health to develop recommendations through an iterative process of reviewing FDA’s practices, considering the legal and policy constraints on FDA in expanding transparency, and obtaining insights from independent observers of FDA.ResultsThe team developed 18 specific recommendations for improving FDA’s transparency to the public. Is it permissible to use a human embryo in stem cell research, or in general as a means for benefit of others? Acknowledging each embryo as an object of moral concern, Louis M.Guenin argues that it is morally permissible to decline intrauterine transfer of an embryo formed outside the body, and that from this permission and the duty of beneficence, there follows a consensus justification for using donated embryos in service of humanitarian ends. Aworkshop was held August 26–28, 2015, by the Earth- Life Science Institute (ELSI) Origins Network (EON, see Appendix I) at the Tokyo Institute of Technology. This meeting gathered a diverse group of around 40 scholars researching the origins of life (OoL) from various perspectives with the intent to find common ground, identify key questions and investigations for progress, and guide EON by suggesting a roadmap of activities. Specific challenges that the attendees were encouraged to address included the following: What key (...) questions, ideas, and investigations should the OoL research community address in the near and long term? How can this community better organize itself and prioritize its efforts? What roles can particular subfields play, and what can ELSI and EON do to facilitate research progress? (See also Appendix II.) The present document is a product of that workshop; a white paper that serves as a record of the discussion that took place and a guide and stimulus to the solution of the most urgent and important issues in the study of the OoL. This paper is not intended to be comprehensive or a balanced representation of the opinions of the entire OoL research community. It is intended to present a number of important position statements that contain many aspirational goals and suggestions as to how progress can be made in understanding the OoL. The key role played in the field by current societies and recurring meetings over the past many decades is fully acknowledged, including the International Society for the Study of the Origin of Life (ISSOL) and its official journal Origins of Life and Evolution of Biospheres, as well as the International Society for Artificial Life (ISAL). Žižek claims "the Real is the inexorable abstract spectral logic of capital that determines what goes on in social reality". In this article, ideas from St. Thomas Aquinas's neo-Aristotelian philosophy pertaining to the nature of human existence are used to arrive at a metapsychological orientation to child psychology. Four primary characteristics were identified as being fundamental to a Thomistic perspective on child development: anthropological holism, vitalistic integrative development, inherent sociality, and tactile interpersonal relatedness. These characteristics served as guiding themes for the articulation of a succinct, coherent narrative describing the nature of a Thomistic child psychology.
