In this first comprehensive treatment of Plato’s political thought in a long time, John Wallach offers a "critical historicist" interpretation of Plato. Wallach shows how Plato’s theory, while a radical critique of the conventional ethical and political practice of his own era, can be seen as having the potential for contributing to democratic discourse about ethics and politics today. The author argues that Plato articulates and "solves" his Socratic Problem in his various dialogues in different but potentially complementary (...) ways. The development of autonomous, robotic weaponry is progressing rapidly. Many observers agree that banning the initiation of lethal activity by autonomous weapons is a worthy goal. Some disagree with this goal, on the grounds that robots may equal and exceed the ethical conduct of human soldiers on the battlefield. Those who seek arms-control agreements limiting the use of military robots face practical difficulties. One such difficulty concerns defining the notion of an autonomous action by a robot. Another challenge concerns how (...) to verify and monitor the capabilities of rapidly changing technologies. In this article we describe concepts from our previous work about autonomy and ethics for robots and apply them to military robots and robot arms control. We conclude with a proposal for a first step toward limiting the deployment of autonomous weapons capable of initiating lethal force. (shrink)

Computers are already approving financial transactions, controlling electrical supplies, and driving trains. Soon, service robots will be taking care of the elderly in their homes, and military robots will have their own targeting and firing protocols. Colin Allen and Wendell Wallach argue that as robots take on more and more responsibility, they must be programmed with moral decision-making abilities, for our own safety. Citizens, political leaders, and scholars invoke the term 'democracy' to describe present-day states without grasping its roots or prospects in theory or practice. This book clarifies the political discourse about democracy by identifying that its primary focus is human activity, not consent. It points out how democracy is neither self-legitimating nor self-justifying and so requires critical, ethical discourse to address its ongoing problems, such as inequality and exclusion. Wallach pinpoints how democracy has historically depended on notions of goodness to (...) ratify its power. The book analyses pivotal concepts of democratic ethics such as 'virtue', 'representation', 'civil rightness', 'legitimacy', and 'human rights' and looks at them as practical versions of goodness that have adapted democracy to new constellations of power in history. Wallach notes how democratic ethics should never be reduced to power or moral ideals. Historical understanding needs to come first to highlight the potentials and prospects of democratic citizenship. Building artificial moral agents (AMAs) underscores the fragmentary character of presently available models of human ethical behavior. It is a distinctly different enterprise from either the attempt by moral philosophers to illuminate the “ought” of ethics or the research by cognitive scientists directed at revealing the mechanisms that influence moral psychology, and yet it draws on both. Philosophers and cognitive scientists have tended to stress the importance of particular cognitive mechanisms, e.g., reasoning, moral sentiments, heuristics, intuitions, or a moral grammar, (...) in the making of moral decisions. However, assembling a system from the bottom-up which is capable of accommodating moral considerations draws attention to the importance of a much wider array of mechanisms in honing moral intelligence. Moral machines need not emulate human cognitive faculties in order to function satisfactorily in responding to morally significant situations. But working through methods for building AMAs will have a profound effect in deepening an appreciation for the many mechanisms that contribute to a moral acumen, and the manner in which these mechanisms work together. Building AMAs highlights the need for a comprehensive model of how humans arrive at satisfactory moral judgments. (shrink)

Inferences from the absence of evidence to something are common in ordinary speech, but when used in scientific argumentations are usually considered deficient or outright false. Yet, as demonstrated here with the help of various examples, archaeologists frequently use inferences and reasoning from absence, often allowing it a status on par with inferences from tangible evidence. This discrepancy has not been examined so far. The article analyses it drawing on philosophical discussions concerning the validity of inference from absence, using probabilistic (...) models that were originally developed to show that such inferences are weak and inconclusive. The analysis reveals that inference from absence can indeed be justified in many important situations of archaeological research, such as excavations carried out to explore the past existence and time-span of sedentary human habitation. The justification is closely related to the fact that archaeology explores the human past via its material remains. The same analysis points to instances where inference from absence can have comparable validity in other historical sciences, and to research questions in which archaeological inference from absence will be problematic or totally unwarranted. The challenge of designing computer systems and robots with the ability to make moral judgments is stepping out of science fiction and moving into the laboratory. Engineers and scholars, anticipating practical necessities, are writing articles, participating in conference workshops, and initiating a few experiments directed at substantiating rudimentary moral reasoning in hardware and software. The subject has been designated by several names, including machine ethics, machine morality, artificial morality, or computational morality. Most references to the challenge elucidate one facet or (...) another of what is a very rich topic. This paper will offer a brief overview of the many dimensions of this new field of inquiry. The use of "theory" in feminist analysis has been said to threaten feminism as a political force. This collection of work by leading feminist scholars engages with the question of the political status of poststructuralism theory within feminism. Against the view that the use of post-structuralism necessarily weakens feminism, 'Feminists Theorize the Political' affirms the contemporary debate over theory as politically rich and consequential. In laying the theoretical groundwork for the volume, Butler and Scott posed a number of questions to (...) prominent legal scholars, literary critics, philosophers, political theorists, historians, and cultural theorists. The essays do not settle the questions but generate new and productive directions for them. The volume as a whole valorizes the unsettling power and politics of theory. The essays in 'Feminists Theorize the Political' speak to the questions that emerge from the convergence of feminism and poststructuralism: What happens to feminist critique when traditional foundations--experience, history, universal norms--are called into question? Can feminist theory problematize the notion of the subject without losing its political effectivity? Which version of the subject is to questioned, and how does that questioning open up possibilities for reformulating agency, power, and sites of political resistance? What are the consequences of a specifically feminist reformulation of difference? What are the uses and limits of a poststructuralist critique of binary logic for the theorization of racial and class differences, the position of the subaltern? This anthology represents a diverse array of theoretical work within feminist theory with strong political stakes. Although not all of the authors subscribe to poststructuralism, (and few would concede post-structuralism is a monolithic enterprise), each offers an innovative feminist analysis that is in some way motivated in and by the poststructuralist challenge. 'Feminists Theorize The Political' addresses a range of feminist concerns, including productive freedom, anti-discrimination law, rape, and formulating power in terms of exclusion, difference and hierarchy. Recently, there has been a resurgence of interest in general, comprehensive models of human cognition. Such models aim to explain higher-order cognitive faculties, such as deliberation and planning. Given a computational representation, the validity of these models can be tested in computer simulations such as software agents or embodied robots. The push to implement computational models of this kind has created the field of artificial general intelligence (AGI). Moral decision making is arguably one of the most challenging tasks for computational (...) approaches to higher-order cognition. The need for increasingly autonomous artificial agents to factor moral considerations into their choices and actions has given rise to another new field of inquiry variously known as Machine Morality, Machine Ethics, Roboethics, or Friendly AI. In this study, we discuss how LIDA, an AGI model of human cognition, can be adapted to model both affective and rational features of moral decision making. Using the LIDA model, we will demonstrate how moral decisions can be made in many domains using the same mechanisms that enable general decision making. Comprehensive models of human cognition typically aim for compatibility with recent research in the cognitive and neural sciences. Global workspace theory, proposed by the neuropsychologist Bernard Baars (1988), is a highly regarded model of human cognition that is currently being computationally instantiated in several software implementations. LIDA (Franklin, Baars, Ramamurthy, & Ventura, 2005) is one such computational implementation. LIDA is both a set of computational tools and an underlying model of human cognition, which provides mechanisms that are capable of explaining how an agent’s selection of its next action arises from bottom-up collection of sensory data and top-down processes for making sense of its current situation. We will describe how the LIDA model helps integrate emotions into the human decision-making process, and we will elucidate a process whereby an agent can work through an ethical problem to reach a solution that takes account of ethically relevant factors. This article interprets demokratia and arete as dynamically related terms of political thought in ancient Greek culture, from Homeric times to the end of the classical era. It does so selectively, identifying three stages in which this relationship is developed: from the Homeric to archaic eras; fifth-century Athenian democracy, in which demokratia and arete are posed as complementary terms; and the fourth century era in which philosophers used virtue to critique democracy. Relying mostly on evidence from writers who have become (...) benchmarks in the history of Western political thought, the argument emphasizes the inherently political dimension of arete during this period of ancient Greek culture. Noting different ways in which arete is related to political power in general and democracy in particular, it also illustrates the manner in which arete is neither philosophically pristine nor merely an instrument of practical power. The effect of the research contradicts traditional and recent readings of democracy and virtue as inherently antagonistic. The aim of the article is to identify ancient Greek contributions to understanding the potential, contingencies and dangers of the relationship between democracy and virtue — one which may benefit both democracy and virtue. The notion of ‘democracy’ as found in ancient Athens and the work of ancient Greek political theorists has crucially functioned as a critical, distant mirror for major authors of twentieth-century political thought — starting importantly with Ernest Barker but continuing along diverse paths in the works of Karl Popper, Leo Strauss, Hannah Arendt in the wake ofWorld War II, as well as for recent theorists of democracy who have read Athenian practices and critical discourses against the grain of contemporary philosophy, (...) politics, and culture. In all of them, images of ‘democracy’ in ancient Greek political theory operate simultaneously as historical discoveries, theoretical constructions, and rhetorical supplements for critical renditions of the political realm. As such, they evidence the slippery centrality of ideas of democracy in ancient Greek political thought for the necessary, problematic, and divergent efforts of recent political theorists to justify their ideas as historically rooted, philosophically true, and politically relevant. Past entities, events, and circumstances are neither observable nor manipulatable. Several philosophers argued that this inaccessibility precludes a realistic conception of the past. I survey versions of antirealism and agnosticism about the past formulated by Michael Dummett, Leon Goldstein, and Derek Turner. These accounts differ in their motivations and reasoning, but they share the opinion that the reality of at least large swathes of the past is unknowable. Consequently, they consider statements about them as referring, at most, to present constructs. (...) These antirealists about the past are not, however, antirealists or skeptics about time or chronology. They accept, among other things, that present traces can be dated and statements about their temporal provenances are referring and truth-apt.I posit that an antirealist who accepts that at least some of the present traces can be truth-aptly dated while holding that these traces do not support knowledge about past events and circumstances commits herself to a radically skeptic stance. Otherwise, she would be diluting her position so that it will be hardly distinguishable from realism. This problem could be avoided if antirealists about the past would extend their antirealism to estimates of the age of present traces. Such a position, however, would imply a very drastic form of scientific antirealism. I conclude that the past’s inaccessibility is insufficient to support antirealism about the past, either as a part of moderate scientific antirealism or as a stand-alone position. (shrink)

Niche Construction Theory has been gaining acceptance as an explanatory framework for processes in biological and human evolution. Human cultural niche construction, in particular, is suggested as a basis for understanding many phenomena that involve human genetic and cultural evolution. Herein I assess the ability of the cultural niche construction framework to meet this explanatory role by looking into several NCT-inspired accounts that have been offered for two important episodes of human evolution, and by examining the contribution of NCT to (...) the elucidation of two “primary examples” mentioned often in the NCT literature. The result, I claim, is rather disappointing: While NCT may serve as a descriptive framework for these phenomena, it cannot be said to explain them in any substantive sense. Especially disturbing is NCT’s failure to account for differing developments in very similar situations, and to facilitate evaluation and discrimination between divergent and contradictory causal accounts of particular phenomena. I argue that these problems are inherent, and they render NCT unsuitable to serve as an explanatory framework for human phenomena. NCT’s value, at least as related to human phenomena, is therefore descriptive and heuristic rather than explanatory. In conclusion, I discuss and reject comparisons made between NCT and the theory of natural selection, and examine several potential sources of NCT’s explanatory weakness. (shrink)

From the days of Plato’s Academy, academic life and discourse have operated in tension with political life, and often the political life of democracy. Since World War II, this tension has been read as essentially antagonistic. In this survey of the relationship of the original and subsequent incarnations of the Academy to ancient Athens, republican Rome, and the Florentine city-state, it becomes clear that the tension was, in fact, potentially as much of an asset to democracy as an assault upon (...) it—even as the tension forever remained real. Readings of Plato and versions of the Academy become antagonistic to civic life only when their intellectual posture takes refuge in metaphysical doctrines or political ideologies that bear only marginal connections to the effective argument of Plato’s dialogues or the initial political postures of Academic life. Arguing that a psychological basis for ethics can be found in human motivation, Rethinking Goodness proposes a naturalistic ethics that transcends the conflict between liberalism and authoritarianism --the conflict between freedom at the price of narcissism and morality at the price of coercion. A third option is offered, an ethic broader than liberalism's pursuit of the personal, that avoids jeopardizing, as do authoritarian positions, the centrality of individual autonomy.

After watching the 2017 Charlottesville riots, Joan Wallach Scott began thinking about our standard views of history as progressive, and the culmination of progress in the Western European nation-state since the 18th century. The return of once-discredited ideas-Nazism, white supremacy, nationalism-poses serious threats to democratic institutions and values, and upends our commonly-used adages about "the judgment of history" or being "on the right side of history." The three chapters examine the Nuremberg Tribunal, South Africa's Truth and Reconciliation Commission, and (...) the movement for reparations for slavery in the U.S. Scott examines how our association of these events with the expectation that history moves in an ever-improving linear direction. Instead, Scott forces us to reassess the history of these cases, not as an appeal to how history will ultimately judge these events, but rather as a need to perpetuate the nation-state and its claims to morality. This article examines the effect of material evidence upon historiographic hypotheses. Through a series of successive Bayesian conditionalizations, I analyze the extended competition among several hypotheses that offered different accounts of the transition between the Bronze Age and the Iron Age in Palestine and in particular to the “emergence of Israel”. The model reconstructs, with low sensitivity to initial assumptions, the actual outcomes including a complete alteration of the scientific consensus. Several known issues of Bayesian confirmation, including the problem of (...) old evidence, the introduction and confirmation of novel theories and the sensitivity of convergence to uncertain and disputed evidence are discussed in relation to the model’s result and the actual historical process. The most important result is that convergence of probabilities and of scientific opinion is indeed possible when advocates of rival hypotheses hold similar judgment about the factual content of evidence, even if they differ sharply in their historiographic interpretation. This speaks against the contention that understanding of present remains is so irrevocably biased by theoretical and cultural presumptions as to make an objective assessment impossible. (shrink)

This paper traces the history of uses of the word “gender”. It suggests that though “gender” has been recuperated and become commonplace, many issues persist around the way “women” and “men”, and the power relations between them, are defined and are evolving. Provided it still allows us to question the meanings attached to the sexes, how they are established and in what contexts, gender remains a useful, because critical, analytical category.
