The article offers a complete vision of the problems tackled by and the fundamental theses defended by neoconstitutionalism (or neoconstitutionalisms), a current which tends to be transformed into a global reply, a new political culture that is present in all contemporary debates on legal and political philosophy. After characterising the model of the constitutional state, the author analyses four types of neoconstitutionalism that are developed from four different problems. In the first place he deals with neoconstitutionalism as a political philosophy (...) that considers the constitutional state as the best form of organising political society. He secondly analyses the contribution of neoconstitutionalism to the theoretical debate on the nature of norms and their interpretation which enables him to present it as a important renewal of the positivist theory of law. Thirdly the author gives the neoconstitutionalist reply in the conceptual debate about what should be understood by law and how to explain its relationship with morality. Fourthly, he presents neoconstitutionalist models of legal science. Finally, by way of conclusion, he sees to respond to the question whether neoconstitutionalism may be an alternative to the dialectic between iusnaturalism and positivism. (shrink)

As it is well known, mobile phones have become a basic gadget for any individual that usually stores sensitive information. This mainly motivates the increase in the number of attacks aimed at jeopardizing smartphones, being an extreme concern above all on Android OS, which is the most popular platform in the market. Consequently, a strong effort has been devoted for mitigating mentioned incidents in recent years, even though few researchers have addressed the application of visualization techniques for the analysis of (...) malware. Within this field, the present work proposes the extension of a new technique called Hybrid Unsupervised Exploratory Plots to visualize Android malware datasets. More precisely, the novel Beta-Hebbian Learning (BHL) method is applied for the first time and validated under the frame of Hybrid Unsupervised Exploratory Plots, in conjunction with clustering methods. The informative visualization achieved provides a picture of the structure of the malware families, allowing subsequent analysis of their organization. To validate the Hybrid Unsupervised Exploratory Plot extension and its tuning, the popular Android Malware Genome dataset has been used in the experimental setting. Promising results have been obtained, suggesting that BHL applied in combination with clustering techniques in Hybrid Unsupervised Exploratory Plots are a viable resource for the visualization of malware families. Corruption in public administration is a serious problem that negatively affects society and the functioning of the State. It is essential to address this issue effectively to promote transparency, integrity and trust in government institutions. This research aims to review the existing literature on the evaluation of corruption and its effects on the effectiveness of public administration. Three research questions were posed following the PICO methodology (1) What is the effect of corruption on the population's trust in government institutions?, (2) (...) What mechanisms to prevent and combat corruption in public administration have been implemented in different countries?, (3) What is the impact of corruption on government efficiency? The investigations were carried out using the Scopus database and Web of Science for which inclusion and exclusion criteria were applied to identification, screening and including 40 relevant articles. The results elucidate citizens' perception of corruption in public administration, as well as the sources that cause this scourge. In addition, the key findings of the review are presented, including the mechanisms to prevent and combat corruption implemented in different contexts. It is concluded that to combat corruption requires a joint effort from society, the government and entities in order to promote transparency and strengthen institutions, which in turn will contribute to building a more just and trustworthy society. The environmental damage that has been generated by human activity is a cause for concern, so pro-environmental behavior has been identified as one of the possible solutions. However, it has been seen that there are psychological barriers that prevent or hinder this behavior. For this reason, in order to have an instrument to evaluate these psychological barriers in our context, the objective of this research was to adapt the Dragons of Inaction Psychological Barriers scale to the Colombian population. The sample (...) was made up of 810 university students from Bogotá and Chía, Colombia; 367 males and 443 females between 15 and 48 years of age. In general, an exploratory factor analysis and a confirmatory factor analysis were carried out, which demonstrated the existence of a five-factor structure with 20 items. Item and reliability analyses were performed, which demonstrated that the instrument has a high internal consistency; and two invariance studies were carried out, which showed that the factor structure is invariant for all study groups. In addition, the total instrument was scored. In conclusion, this adaptation of the DIPB presents adequate validity and reliability, and allows guiding future research on inaction barriers in the Latin American context, while providing an input for a first diagnosis of this construct in Colombia. The article presents a set of articles on the present and projection of the scholastic tradition. The starting point is the anthropological turn that, within scholasticism and at the beginning of the fourteenth century, privileged the study of ethics, law and politics and, consequently, the forced development of a moral theology concerned with the human coexistence. The second scholasticism, prolonging this tradition throughout the 16th and 17th centuries, could not remain oblivious to the implications of the profound changes that were (...) taking place: the Discovery of America, the Protestant Reformation, the development of a commercial proto-capitalism and the strengthening of the monarchies. As the Reformation was consolidated in a good part of the European territories, intellectual borders were raised between the various confessions. However - and this is the focus of the papers presented - these borders were porous and, despite the climate of confrontation, various indirect communication channels managed to maintain a single intellectual republic. In an earlier paper, I set out to apply to animal mimicry the definition of the sign, and, more specifically, of the iconic sign, which I originally elaborated in the study of pictures, and which was then extended by myself and others to language, gesture, and music. The present contribution, however, while summarizing some of the results of those earlier studies, is dedicated to the demonstration that animal mimicry, as well as phenomena of the human Lifeworld comparable to it, are (...) in a sense the opposite of signs. It has often been observed, not only within speech act philosophy, but also by the semiotician Luis Prieto, that as sign can only function as such once it is recognized to be a sign. Animal mimicry, camouflage, and the like, in contrast, only work as such, to the extent that they are not perceived as signs. Unlike what speech act philosophy claims, nevertheless, the “difference which makes a difference” is not the recognition of a purpose attributed to the subject producing the sign. A footprint, for example, has to be recognized as a sign in order to function as such. Nevertheless, to the extent that a purpose is attributed to the subject setting the sign, it may be considered a sign, but one that hides its nature, a fake footprint. Mimicry and camouflage, however, are similar to such “natural meanings” as footprints in entertaining a different relation to the agent initiating the act and the agent perceiving it. Classical studies of mimicry distinguish its varieties according to what is rather vaguely called function. In this paper, we will investigate whether these classifications can be recuperated from a semiotic point of view, or whether a semiotically valid classification should start from scratch. (shrink)

For the last twenty years Luis Prieto, in his published work in French, has reiterated that the systematic study of the codes (other than natural languages) which were invented by men for communication purposes is in and of itself an undertaking essential for an understanding of both the laws of communication in general and of the mechanisms of these systems of communication—the totality of which would make up the (Saussurian) semiology of communication (Prieto 1966, 1968, 1975). Among (...) these systems the symbols of chemistry—referred to as such for a long time— and their combinatory rules constitute a very ancient code or series of codes (Crosland, 1962). Up to now this code has not been subjected to a genuine semiological study, except for the essay by Dagognet (1969, see Mounin 1970) which is more literary or poetical and metaphysical than scientific. Ecological psychology (see Gibson, 1979) is generally thought of as comprising two main claims. The first is that perception is direct insofar as it is not the result of information added to sensory representations. The second is that perception is comprised of affordances (at least most of the time) or opportunities for action that exist in the environment. Barrett explores the possibility of giving an objective account of perceiving religious meaning and value by means of ecological psychology. The attempt to (...) utilize ecological psychology to account for values is not without precedent, however. Jayawickreme and Chemero (2008), for instance, used the ecological concept of ‘‘affordance’’ to sketch an account of both virtues and morally relevant situations. Surprisingly, Barrett never mentions this central ecological concept, choosing instead to focus solely on the directness of perception. We believe that this constricts his ecological account of religious value. While we agree with Barrett that the cognitive science of religion treats presence as an insider’s experience, such that religious experience is a ‘‘black box’’ phenomenon, intractable, and mysterious, and that ecological theory might provide an account of values, we are not convinced by his particular attempt at an ecological account of religious meaning. The purpose of this paper is to present a possible theoretical articulation between Terrence Deacon’s concept of ententionality and the concept of pertinence as posed by semio-linguist Luis J. Prieto. The advantage of such articulation is that it brings together two seemingly incompatible approaches within semiotics, namely the Peircean and the Saussurean ones. We start by subscribing to the definition of semiotics as the study of forms of knowledge in order to highlight the importance of analyzing intentional phenomena (...) as semiosic phenomena. Afterwards, we present the concept of ententionality and the levels of organization that ultimately set the conditions for entention to emerge. Then, we present an analysis of this concept aided by Prieto’s notion of pertinence. Our main conclusion is that ententionality and teleodynamic organization presupposes the existence of a pertinence principle that enables the recognition of differences in the extrinsic conditions of a system, and that such recognition of differences is at the basis of proper intentional phenomena. El 23 de abril de 1996 falleció en Lima, a los 89 años, el padre Gerardo Alarco Larrabure, profesor de filosofía medieval de la mayoría de los miembros del comité editorial de Areté. Estos apuntes biográficos, que se limitan a su formación intelectual hasta su retorno de Europa al Perú en 1945, pretenden ser un homenaje a su persona y una muestra de gratitud por su labor docente.

Frente a la tendencia a tratar los temas de la pobreza desde un abordaje estadístico, el autor realiza un enfoque comprensivo de la pobreza, postulando que ella hoy recibe exclusión activa, segregación, orfandad política, y es visualizada como amenaza a la seguridad. Plantea luego un conjunto de tesis para el desarrollo social, que suponen la organización, la solidaridad y el esfuerzo activo de los mismos grupos y comunidades que viven la pobreza, y cuyos elementos centrales son la educación popular y (...) la economía popular. Propone finalmente la Economía de Solidaridad como proyecto integrador de los esfuerzos de desarrollo social y superación de la pobreza. (shrink)
