The supply chain of the auto body industry in Duitama, Boyacá, faces challenges that affect its efficiency, such as the lack of integration of new technologies and organizational management models, limiting its competitiveness in expanded markets. The purpose of this research is to analyze the key links in the supply chain: procurement, production, distribution and organizational performance, in order to identify opportunities for improvement that promote the strengthening and sustainability of the local auto body industry. Methodologically, a qualitative approach with (...) descriptive scope is employed, using a documentary review and direct observation. The findings indicate that the main difficulty lies in the absence of integrated logistics and management strategies, which leads to the isolated operation of the links in the chain, reducing the efficiency and competitiveness of the companies. It is concluded that it is essential to develop proposals that promote the implementation of management guidelines that strengthen each link of the supply chain and are more integrative and effective, ensuring the continuity and business success of the bodywork sector in Duitama. This study analyzes the constraining factors of women's empowerment in rural contexts, focusing on socioeconomic and sociocultural factors. It examines the limited access to economic resources, employment opportunities, gender roles, social norms, and access to education as segregating elements, restricting empowerment. From this perspective, the purpose of this research is to review the specialized literature to analyze these factors and determine guidelines to strengthen empowerment in rural communities. With a qualitative approach, the research is also descriptive and reviews studies and (...) specialized sources. The findings show that the main obstacles are limited access to economic resources and employment opportunities, along with traditional gender roles and lack of education, which in turn limit the economic participation and influence of rural women in the community, leading to the conclusion that it is necessary to address these elements comprehensively, promoting policies and programs that improve access to resources, education and gender equality, facilitating an environment that empowers rural women and allows them to fully contribute to their communities. Many published instruments for assessing adolescent adjustment can be implemented in the school context. However, most of them fail to include a comprehensive and positive theoretical perspective of adolescent development and, even when they do, priority is often given to the clinical perspective, or problems with ecological validity and cost-effectiveness emerge. The Magallanes Adaptation Scale is a 90-item Likert-instrument designed for Spanish-speaking adolescents in order to screen several adjustment areas from a holistic and positive perspective of development. Although some evidence (...) of its psychometric robustness has been tested, no confirmatory analysis of its structure has been published. This paper analyzes the items and the factor structure (exploratory factor analysis and confirmatory factor analysis, using the split-half method) of the scales. Participants were 948 Spanish adolescents (49.84% girls) aged between 11 and 17 and stratified sampled. Thirty-six items were removed from the item analysis. The results of the exploratory factor analysis revealed five factors, excluding mother’s adaptation. Several models were tested during the confirmatory factor analyses, with a 24-item second-order four-factor solution being found to have the best adjustment indicators. The short version proposed in this paper can constitute a helpful tool with screening purposes to help school teachers to assess students’ overall development beyond mere academic performance, although further validity research is needed. The goal of this study is analyse the influence of perceived supervisor support (PSS) by employees at a micro level and the role of the cultural values of “power distance” and “masculinity” at a macro level on direct employee participation in decision making (PDM). Furthermore, the influence of the gender of managers and employees is taken into account. The analysis is based upon the Sixth European Working Conditions Survey carried out by Eurofound in 2016. The results of a Hierarchical linear (...) model indicate that all predictors significantly influenced PDM and PSS positively and cultural values negatively. When the gender of managers and employees is considered, the findings suggest that PSS has a larger impact on PDM when male managers address female employees. Regarding the moderating effect of PSS on cultural values, it is shown that masculinity and power distance lose importance when employees have the support of their supervisors. (shrink)

Considering the transformation of educational scenarios, we recognize the need to train foreign language teachers with high pedagogical, research, and technological skills. This recognition considers the new challenges of education and aligns with the educational discourses and commitments that are shaped by the curricular proposals of foreign language programs in higher education. It is necessary to know the level of competencies of teacher trainers, university lecturers, to identify possible ongoing training needs. This research uses a mixed-methods design with an exploratory-descriptive (...) approach that contributes to the educational instructions to start continuous training plans for their teachers under the policies, global dynamics, and demands of education. The research shows that there are still challenges to confront, as teachers still have opportunities to strengthen their pedagogical, educational, and new technology competencies. In philosophical aesthetics, discussions on design objects place the notion of Functional Beauty at the fore. Such a philosophical approach can be found in Jane Forsey’s book The Aesthetics of Design that focuses on the notion of function to promote the aesthetic value of design and develops an interpretation of Kantian Dependent Beauty around it. Lucía Jiménez Sánchez has recently put forward several flaws of Functional Beauty accounts. She presented several practical cases as evidence for the narrowness of (...) Functional Beauty accounts. Two cases are presented against Jane Forsey’s theory of Dependent Beauty, holding that it excludes other properties from appreciation that are not necessarily related to functionality, i.e., expres- sive properties. The purpose of this article is to show that these criticisms leveled at Jane Forsey’s proposal for an aesthetic theory of design are unfounded and are based on a misun- derstanding of the structure of judgments of beauty in her system. Despite this, these criticisms highlight the need to clarify the purpose of the aesthetics of design. (shrink)

Scholars have identified crimmigration – or the criminalization of “irregular” migration in law – as a key issue affecting migrant access to justice in contemporary immigrant-receiving societies. Yet the gendered and racialized implications of crimmigration for diverse migrant populations remains underdeveloped in this literature. This study advances a feminist intersectional approach to crimmigration and migrant justice in Canada. I add to recent research showing how punitive immigration controls disproportionately affect racialized men from the global south, constituting what Golash-Boza and Hondagneu-Sotelo (...) have called a “gendered racial removal program”. In my study, I shift analytical attention to consider the effects of the contemporary crimmigration system on migrant women survivors of gender-based violence. While such cases constitute a small sub-group within a larger population of migrants in detention, nevertheless scholarly attention to this group can expose the multiple axes along which state power is enacted – an analytical strategy that foundational scholars like Crenshaw used to theorize “structural intersectionality” in the US. In focusing on crimmigration in the Canadian context, I draw attention to the growing nexus between migration, security, and gender-based violence that has emerged alongside other processes of crimmigration. I then provide a case analysis of the 2013 death while in custody of Lucía Dominga Vega Jiménez, an “undocumented” migrant woman from Mexico. My analysis illustrates how migrant women’s strategies to survive gender-based violence are re-cast as grounds for their detention and removal, constituting what I argue is a criminalization of survivorship.The research overall demonstrates the centrality of gendered and racialized structural violence in crimmigration processes by challenging more universalist approaches to migrant justice. A series of recent debates in experimental economics have associated demand effects with the artificiality of the experimental setting and have linked it to the problem of external validity. In this paper, we argue that these associations can be misleading, partly because of the ambiguity with which “artificiality” has been defined, but also because demand effects and external validity are related in complex ways. We argue that artificiality may be directly as well as inversely correlated with demand effects. We also (...) distinguish between the demand effects of experimentation and the reactions that they may trigger and that might endanger experimental validity. We conclude that economists should pay more attention to the way in which subjects construe the experimental task and learn to exploit subjects’ reactivity to expectations in their experiments. In this paper I examine some of the positive epistemic and moral dimensions of anger in Plato’s dialogues. My aim is to show that while Plato is clearly aware that retaliatory anger has negative effects on people’s behavior, the strategy we find in his dialogues is not to eliminate anger altogether; instead, Plato aims to transform or rechannel destructive retaliatory anger into a different, more productive, reformative anger. I argue that this new form of anger plays a crucial positive role (...) in our intellectual and moral development. In relation to our intellectual development, anger is often part of people’s reactions to the Socratic interrogations and it often helps or hinders attempts to acknowledge one’s ignorance and become motivated to learn. For anger to play a positive role in the context of philosophical conversations, Plato suggests its transformation from being an outward-looking and reactive emotion oriented towards retaliation (refutation), into a mostly inward-looking emotion aimed at ones’ own moral and intellectual reform or self-betterment. In relation to our moral progress, anger is strategically linked both to the control of our appetites and to the virtue of courage, so anger is crucial to the psychology of the good citizen. Concretely, anger is needed both for the development of the right opposition to injustice and greed, and for the formation of an adequate sensitivity to justice. (shrink)

The importance of graduating ethical health professionals is indisputable. Yet evaluating the quality of ethics education programs remains problematic for educators. A divide between learning and integrating ethics in everyday professional practice lies at the heart of this issue. The Ethics in Professional Practice (EPP) project addresses health professions' students’ self-efficacy for ethical practice. Students are cast as central characters in authentic vignettes and complete guided learning activities to facilitate their ethical reasoning skills. A design-based research approach was utilised to (...) create EPP resources and this study focuses on the analysis phase of the design process. The aim was to investigate EPP learning outcomes by developing innovative measures based upon Kirkpatrick’s ( 2006 ) evaluation model: namely, reaction, learning, behaviour and effects. Health professions students from Exercise and Sports Science, Rehabilitation Counselling and Speech Pathology (n = 58) participated in the EPP. Qualitative content analysis of reflective statements demonstrated their ethical sensitivity in four categories: Expectations and Empathy in Quality Care; Managing Overwhelming Demands; Informed, Engaged and Empowered; Access to Flexible Models of Service Delivery. Findings from the Rehabilitation Counselling cohort (n = 16) were explored in-depth using Semantic Differential Scales and demonstrated positive ethical reasoning outcomes. Participants also developed individual, ethical practice goals for professional practica. Qualitative content analysis of these goals demonstrated clear ethical reasoning learning effects. Participants integrated concepts of becoming an ethical professional with effective communication, collaboration, empowerment and quality care. Study outcome measures are critiqued and findings may inform redesign of future ethics education resources. (shrink)

The paper reviews the foundational ideals that gave “Europe”, an integration project with continental ambitions, its initial meaning or identity. “Europe” meant reconciliation and peace, reconstruction and widespread prosperity, and the mitigation of nationalism through the creation of supranational communities. A broad cultural consensus made it easier to trust each other and work together. The enterprise received a tacit approval from Europeans throughout the initial stages. More than 60 years and 20 member states later the project is under strain in (...) the social, economic, political and cultural fields. Today, as Europeans (now continental citizens) experience not only the advantages, but also the sacrifices of belonging to “Europe” (in the form of a Union), their allegiance to, and indeed the identity of the whole project are in question. I will submit that the original identity of “Europe” should be revived, and revisited for it to evolve in response to the present challenges. If its future identity is that of an intercultural, inclusive, flexible, and analogical polity, Europe will be still worth fighting for. (shrink)

Comparing the relative sensitivity of direct and indirect measures of learning is proposed as the best way to provide evidence for unconscious learning when both conceptual and operative definitions of awareness are lacking. This approach was first proposed by Reingold & Merikle (1988) in the context of subliminal perception. In this paper, we apply it to a choice reaction time task in which the material is generated based on a probabilistic finite-state grammar (Cleeremans, 1993). We show (1) that participants progressively (...) learn about the statistical structure of the stimulus material over training with the choice reaction time task, and (2) that they can use some of this knowledge to predict the location of the next stimulus in a subsequent “generation” task. However, detailed partial correlational analyses of the correspondence between performance during the reaction time task and the statistical structure of the training material showed that large effects remained even when controlling for explicit knowledge as assessed by the generation task. Hence we conclude (1) that at least some of the knowledge expressed through reaction time performance can not be characterized as conscious, and (2) that even when associations are found at a global level of analysis, dissociations can still be obtained when more detailed analyses are conducted. Finally, we also show that participants are limited in the depth of the contingencies they can learn about, and that these limitations are shared by the Simple Recurrent Network model of Cleeremans & McClelland (1991). From the political point of view, European Union (EU) integration implies some kind of unity in the community constituted by EU citizens. Unity is difficult to attain if the diversity of citizens (and their nations) is to be respected. A thick bond that melts members' diversity into a 'European pot' is therefore out of the question. On the other hand, giving up unity altogether makes political integration impossible. Through a meta-theoretical analysis of normative positions, this paper proposes a composed notion (...) of European identity that links without binding. It contains four facets – cultural, political, social, external – with nuances, expressed in three binaries, that cut across all of them – history-project, ethos-achievement, commonness-uncommonness. I will submit that a workable European identity (and the related concepts of unity, polity and citizenship) can be better conceived as analogical – a mid way between blending unity and irreconcilable diversity. The Lautsi case in Italy attracted widespread attention in Europe and beyond. Though the issue under contention was a Christian symbol, the European Court of Human Rights (ECHR) judgements showed changes in assessment both about religion (in contrast with former cases regarding Muslim veils) and secularism (which did not have the same meaning for everyone). In light of those rulings, this paper reflects on the concepts of neutrality and secularism and their normative implications for European citizens in terms of belonging, (...) solidarity and cohesion. An open and plural public sphere, in which intercultural exchange can flourish, is crucial if Europe is serious about the integration of its immigrants, many of whom possess a Muslim background. A ‘post-secular’ Europe may have to reconsider long-held stereotypes about religion and nuance its self-understanding as ‘secular’, in a way that religious citizens can identify with Europe too. The discussion will draw on the ideas of Taylor, Casanova, Habermas, Weiler and Beck to illustrate some of the political, ethical and theoretical complexities of the Lautsi case, specifically issues to do with neutrality, secularism and the role of religion in the public sphere. Promoting honesty is considered a key endeavor in the betterment of our societies. However, our understanding of this phenomenon, and of its evil twin, dishonesty, is still lacking. In this text, we analyze the main tenets assumed by empirical models of vigilance and sanctions. We approach our analysis in three sections. Initially, we investigate the concept of honesty as assumed by commonly used methodologies in studying honesty. This then leads us to identify the previously overlooked but essential element of epistemic (...) privilege in characterizing honesty. In the third part, we delve into how current explanatory models of honesty lack sufficient consideration of epistemic privilege, resulting in incomplete narratives about honesty. Our analysis of the extant literature suggests that both internal (including the self-concept maintenance theory) and external vigilance models fall short of explaining honesty and dishonesty because of both conceptual problems and empirical inadequacy. Identifying these shortcomings allows us to suggest some possible directions of research. (shrink)

BackgroundPerinatal bereavement is an event that greatly impacts the emotional, psychological, and psychosocial aspects of those who want to have a child.ObjectivesSince there are few studies on the psychological impact of the COVID-19 pandemic on couples grieving for perinatal loss, this research aimed to survey this experience.ParticipantsBetween 2020 and 2021, in Italian provinces highly affected by the COVID-19 pandemic, 21 parents participated: 16 mothers and 5 fathers, among which there were 4 couples.MethodsA mixed-method design was used through self-report questionnaires and (...) in-depth interviews. Accompanied by a sociodemographic form, the following questionnaires were administered: Prolonged Grief-13, the Parental Assessment of Paternal Affectivity, the Parental Assessment of Maternal Affectivity, the Dyadic Adjustment Scale short version, the Daily Spiritual Experiences Scale, and the Impact of Event Scale-Revised. The texts obtained through the in-depth interviews underwent thematic analysis.ResultsFifty per cent of participants suffered from Post-Traumatic Stress Disorders symptoms and 20% suffered from relational dyadic stress. Four areas of thematic prevalence emerged: psychological complexity of bereavement, the impact of the COVID-19, disenfranchisement vs. support, and spirituality and contact with the lost child. Participants interpreted their distress as related to inadequate access to healthcare services, and perceiving the pandemic restrictions to be responsible for less support and lower quality of care. Furthermore, they needed psychological help, and most of them were unable to access this service. Spirituality/religiosity did not help, while contact with the fetus and burial did.ConclusionIt is important to implement psychological services in obstetrics departments to offer adequate support, even in pandemic situations. Postnationalists like Habermas have suggested EU citizenship as a way to overcome nationalisms, grounding political belonging on the body of laws that members of the postnational polity generate in the public sphere. Cosmopolitan communitarianist like Bellamy think that EU citizens should form a mixed-commonwealth, with political belonging based on their nations. I will argue that the second option is more desiderable and submit the analogical character of the ensuing ideas of the citizenship, identity and polity. Cosmopolitan communitarianist citizenship promises to (...) better foster the great richness of European national cultural, religious, historical, political, legal and linguistic diversity while still maintaining a certain unity to form a "mixed" polity. El artículo trata de mostrar las influencias de los ideales de la Ilustración en el pensamiento de John Stuart Mill. Así, puede comprobarse como en esos ideales de libertad, igualdad, tolerancia, respeto a la diferencia que propugna la Ilustración están presentes en el pensamiento de Mill y vertebran su filosofía.

In 2004 Jürgen Habermas and Joseph Ratzinger participated in a debate on the ‘pre-political moral foundations of the free-state’. Their contributions showed broad agreement on the role of religion in today’s Western secular state and on areas of collaboration and mutual enrichment between Modernity and Christianity in Europe and the West. They diverged regarding the need or not of a common cultural background prior to the existence of the polity. Their diverging point becomes all the more fascinating to the extent (...) that the matter requires wider empirical, analytical and normative research before it can be settled. Nevertheless, the implications that derive from one or the other possibility are very different in terms, for instance, of immigration and citizenship policies. Norman et al. reported that participants exposed in succession to two artificial grammars could be able to learn implicitly about them, and could apply their knowledge strategically to select which string corresponds to one of these two grammars. In this commentary, I identify an artifact that could account for the learning obtained not only in this study, but also in some previous studies using the same procedures. I claim that more methodological control is needed before jumping to conclusions on the (...) kind of strategic control that could be achieved unconsciously. (shrink)

As the euro crisis unfolds, political discourse on both sides of the European Union (EU)’s internal divide—“North” and “South”—becomes ever more exasperated, distant and untranslatable. At the root lies a weak pan-European sense of belonging—a common political identity thanks to which European citizens may regard each other as equals, and therefore as deserving recognition, trust, and solidarity. This paper describes some of the culture-related problems that impact directly on the formation of an eventual political identity for EU citizens. It then (...) suggests that the enacting of an interculturalist paradigm can help untie some of the nuts—political but also cultural—that Europe faces in order to solve the economic crisis. A few remarks are dedicated in the conclusive part to cultural pluralism in Singapore, a key player in any future progress towards the integration of the Asia Pacific Region. (shrink)

At a moment when a new crisis threatens Europe—a crisis containing, among other ingredients, COVID-19, a faltering economy, immigration and Brexit—the European Union (EU)’s motto ‘Europe united in diversity’ would appear progressively less attainable. This paper submits that the European ideal is still both desirable and possible through the fostering of political unity at the constitutional (regime) level by using the notions of analogical state and analogical culture, and at the community level by the enablement of public sphere secularity and (...) relational interculturalism. These concepts share the intuition that the EU should be envisaged in a more flexible manner, and carry several policy implications for the future of European integration. (shrink)

The euro crisis has hit “Europe” (the European Union, or EU) at its root. Economic harshness, social unrest and political turmoil betray a deeper problem: a weak pan-European sense of belonging — a common political identity thanks to which European citizens may regard each other as equals, and therefore as deserving of recognition, trust, and solidarity. This paper explores interculturalism from an analogical perspective, looking at the harmonious interplay between human rights and cultural plurality, as a possible source of trust (...) and solidarity among European citizens. Only a common — even if analogical — political identity, whereby European citizens regard each other, if not as “siblings” at least as “cousins,” can make the sacrifices required to overcome the crisis meaningful — and therefore less unlikely to happen. Michael McKinsey es uno de los personajes que ha enfatizado con mayor ahínco que la conjunción de ambas posturas es inconsistente. En este trabajo defiendo la idea de que las objeciones presentadas por McKinsey no afectan de manera importante la formulación davidsoniana de la autoridad de la primera persona (AC3) en conjunción con (E); señalo, además, que si no (...) pudiera hacerse una reconstrucción à la Davidson de (AC3) desde la postura de McKinsey sería en virtud de las diferencias metodológicas, semánticas, epistemológicas y ontológicas entre ambos autores, y no debido a que esta reconstrucción en sí misma sea incompatible con el externalismo. Fichte’s hostility towards Napoleon, as expressed in his lectures of 1813 on the theory of the state, has its origin at the level of principles, and his always very strong admiration for the figure of Napoleon is at the same time so negatively loaded, that Napoleon becomes for Fichte something like an arch-enemy, the enemy par excellence. Napoleon has turned the old European political world upside down in favor of a re-structuration of this order according to the principles of the (...) French Revolution. This is, at least, how Napoleon was seen by the traditional powers that he had caused to fall or that he had shaken them with lasting political and historical consequences. Goethe, Hegel and Fichte have seen him in this perspective with very different attitudes. In this context, Fichte’s hostility towards Napoleon can be considered, at least partially, as a hostility towards the principles of the Revolution. But if these principles represent something like the normative self-understanding of political modernity at all, then the political philosophy of Fichte can be understood as strongly critical to these principles, if not simply as reactionary. It is worthwhile to consider why such a critical and even reactionary position can be derived in a completely consistent way from this philosophy, which has as its center a radicalized concept of freedom, and which at the beginning had even welcomed the outbreak of the Revolution. Die Feindschaft Fichtes gegen Napoleon, so wie sie später in seinen Vorlesungen von 1813 über die Staatslehre Ausdruck findet ist eine Feindschaft, die ihren Ursprung auf der Ebene von Grundsätzen hat, und die die immer sehr starke Bewunderung Fichtes für die Figur von Napoleon so negativ belastet, dass dieser am Ende zwar zu einem tief bewunderten, aber auch zu einem prinzipiellen Erzfeind wird. Nun hat Napoleon die alte europäische politische Welt auf den Kopf gestellt zugunsten einer Umstrukturierung dieser Ordnung nach den Prinzipien der französischen Revolution. So wenigstens ist Napoleon von den traditionellen Mächten, mit denen er sich auseinandergesetzt und die er zum Sturz oder ins Schwanken gebracht hat, empfunden worden. Und so haben Hegel, Goethe und auch Fichte ihn gesehen. Die Feindschaft Fichtes gegen Napoleon muss sich also zumindest teilweise als eine Feindschaft gegen die Prinzipien der Revolution verstehen lassen. Wenn aber diese Prinzipien so etwas wie die normative Selbstauffassung der politischen Moderne überhaupt bestimmen, dann ist die politische Philosophie Fichtes sehr kritisch zu dieser Selbstauffassung oder einfach reaktionär. Und es lohnt sich zu prüfen, warum gerade aus dieser Philosophie, in deren Mittelpunkt ein radikalisierter Begriff von Freiheit steht und die am Anfang den Aufbruch der Revolution sogar begrüßt hat, eine so kritische oder gar reaktionäre Einstellung, und zwar auf eine sehr konsequente Weise sich ergibt. Es recurrente la tendencia a considerar a Alexander von Humboldt como autor ro-mántico-naturalista, dada la combinación del método científico de análisis empírico de la naturaleza con su visión estético-subjetiva que posee ciertos rasgos “románticos”. Un estudio del léxico empleado por Humboldt en las descripciones de la naturaleza revela, sin embargo, el predominio del lenguaje estrictamente científico e intersubjeti-vo sobre el subjetivo. La presencia de rasgos semánticos “románticos” no es, empero, meramente ornamental, sino que cumple una función estética que, en la (...) percepción humboldtiana de la naturaleza, es un complemento subjetivo indispensable dentro de su imagen holística del mundo. En el presente artículo, el autor se ocupa de esbozar una caracterización general del autoengaño desde algunas de las principales perspectivas en la materia, señalando los problemas centrales que involucra y haciendo énfasis en la línea intencionalista. Luego analiza la relación que el autoengaño guarda con la autoridad de la primera persona y qué imagen resulta de una conjunción teórica de ambos problemas.

Political integration has been part of the European project from its very beginnings. As far back as the early seventies there was concern in Brussels that an ingredient was missing in the political integration process. ‘Output legitimacy’ – the permissive consensus citizens grant to a government that is ‘delivering’, even if they do not participate in setting its goals – could not sustain unification indefinitely. Such a lacking ingredient – or ‘soul’ – has been labelled ‘European identity’ (EI) in an (...) abundant and growing academic literature. According to Aristotle, ‘polity’ is a specific ‘constitution’ (regime or politeia) of a ‘city’ (or polis): a (‘political’) community composed of ‘citizens’ (politai). No polis can exist unless the politai come together to form it and sustain it. But what will gather and keep them united? Citizens can be very diverse regarding their language, history, religion or economic activity. In absence of a motivation, diversity of itself will make each member of a community go their own way. What kind of bond is required among very diverse European citizens to keep their polis (the EU) – their political community – together? In this paper I analyse several responses – culture, deliberation, welfare, power, multiplicity. Then I attempt a synthesis suggesting that the answers might be referring to different aspects of a single notion – rather than exhaustive explanations of it. Finally I mention three issues regarding the concept of EI that require further study. (shrink)

A stunning phenomenon has dramatically changed the way in which we in the West regard the public sphere in particular, and democracy in general in the twenty-first century: the re-emergence of religion.

In the concept of European citizenship, public and international law intersect. The unity of the European polity results from the interplay between national and European loyalties. Citizens’ allegiance to the European polity depends on how much they see the polity’s identity as theirs. Foundational ideals that shaped the European project’s identity included social reconciliation and peaceful coexistence, economic reconstruction and widespread prosperity, and the creation of supranational structures to rein in nationalism. A broad cultural consensus underlay the first impulse for (...) integration. Europeans had little trouble giving explicit or tacit allegiance to such a project, which resulted in an unparalleled success. However, roughly 60 years and 20 Member States later, social integration is being challenged as immigrants with diverse cultural backgrounds arrive, while far-right political parties surge in reaction; economic integration is confronted with a faltering euro and countries struggling to meet financial commitments; and political integration weakens as the EU seems to fail the democratic test. Cultural assumptions are no longer shared by all. Allegiance to today’s EU is problematic for the ordinary European citizen. This paper submits that careful attention to the spirit of the foundational ideals sheds light on how the present problems as well as future integration could and should be approached. (shrink)

Citizenship is the cornerstone of a democratic polity. It has three dimensions: legal, civic and affiliative. Citizens constitute the polity's demos, which often coincides with a nation. European Union (EU) citizenship was introduced to enhance ‘European identity’ (Europeans’ sense of belonging to their political community). Yet such citizenship faces at least two problems. First: Is there a European demos? If so, what is the status of peoples (nations, demoi) in the Member States? The original European project aimed at ‘an ever (...) closer union among the peoples of Europe.’ Second: Citizens are members of a political community; to what kind of polity do EU citizens belong? Does the EU substitute Member States, assume them or coexist alongside them? After an analytical exposition of the demos and telos problems, I will argue for a normative self‐understanding of the EU polity and citizenship, neither in national nor in federal but in analogical terms. Plurality implies a public sphere in which different worldviews (e.g. Secular Humanist, Christian, Jewish, Muslim and others) coexist respecting each other. Banning the presence of one or several of them from the public sphere is questionable in principle, and divisive in practice.
