The Hebbian view of word representation is challenged by findings of task (level of processing)-dependent, event-related potential patterns that do not support the notion of a fixed set of neurons representing a given word. With cross-language phonological reliability encoding more asymmetrical left hemisphere activity is evoked than with word comprehension. This suggests a dynamical view of the brain as a self-organizing, connectivity-adjusting system.

Luciano Floridi develops the first ethical framework for dealing with the new challenges posed by Information and Communication Technologies. He establishes the conceptual foundations of Information Ethics by exploring important metatheoretical and introductory issues, and answering key theoretical questions of great philosophical interest.

Who are we, and how do we relate to each other? Luciano Floridi, one of the leading figures in contemporary philosophy, argues that the explosive developments in Information and Communication Technologies is changing the answer to these fundamental human questions. As the boundaries between life online and offline break down, and we become seamlessly connected to each other and surrounded by smart, responsive objects, we are all becoming integrated into an "infosphere". Personas we adopt in social media, for example, (...) feed into our 'real' lives so that we begin to live, as Floridi puts in, "onlife". Following those led by Copernicus, Darwin, and Freud, this metaphysical shift represents nothing less than a fourth revolution. "Onlife" defines more and more of our daily activity - the way we shop, work, learn, care for our health, entertain ourselves, conduct our relationships; the way we interact with the worlds of law, finance, and politics; even the way we conduct war. In every department of life, ICTs have become environmental forces which are creating and transforming our realities. How can we ensure that we shall reap their benefits? What are the implicit risks? Are our technologies going to enable and empower us, or constrain us? Floridi argues that we must expand our ecological and ethical approach to cover both natural and man-made realities, putting the 'e' in an environmentalism that can deal successfully with the new challenges posed by our digital technologies and information society. Luciano Floridi presents a book that will set the agenda for the philosophy of information. PI is the philosophical field concerned with the critical investigation of the conceptual nature and basic principles of information, including its dynamics, utilisation, and sciences, and the elaboration and application of information-theoretic and computational methodologies to philosophical problems. This book lays down, for the first time, the conceptual foundations for this new area of research. It does so systematically, by pursuing three goals. Descola’s work has profoundly renewed ecological thought by suggesting that the global planetary crisis is linked to the ‘naturalist ontology’, by which modern Westerners distance themselves from non-humans. This article proposes to re-read Descola with Marx in order to critically assess question the genesis of this ontology. Rather than looking to the history of ideas in search of what prepared this naturalism, a close reading of Marx allows to hypothesise a practical origin of naturalism, in the worldly occupations that make (...) up ‘abstract labour’. By shedding light on the practical ontogeny of naturalism, we emphasize that the Marxian analysis of capitalism remains highly needed for thinking about and living through the ecological crisis. This book helps us understand the true meaning of the concept and how it can be used to understand our world.

This paper reports on the investigation of the effects of neuronal shape, at both individual cell and network level, on the behavior of neuronal systems. More specifically, two-dimensional biologically realistic neuronal networks are obtained that take explicity into account the position and morphology of neuronal cells, with the respective behavior for associative recall being simulated through a diluted version of Hopfield's model. While a specific probability density function is used for the placement of the cell bodies, images of real neuronal (...) cells (namely alpha and beta ganglion cells from the cat retina) are used to obtain biologically realistic models. Several morphological measures – including fractal dimension, the excluded volume, and integral geometry functionals–are estimated for the considered cells, and their values are correlated with the potential of the network for associative recall, which is quantified in terms of the overlap between distorted version of the trained patterns and their original version. Such an approach allows the quantitative and objective characterization of the relationship between neuronal shape and function, an important issue in neuroscience. The obtained results substantiate interesting relationships between the neural morphology and function as determined by the performance of the network. (shrink)

The phenomenon of distributed knowledge is well-known in epistemic logic. In this paper, a similar phenomenon in ethics, somewhat neglected so far, is investigated, namely distributed morality. The article explains the nature of distributed morality, as a feature of moral agency, and explores the implications of its occurrence in advanced information societies. In the course of the analysis, the concept of infraethics is introduced, in order to refer to the ensemble of moral enablers, which, although morally neutral per se, can (...) significantly facilitate or hinder both positive and negative moral behaviours. In this paper we propose an approach to multi-source belief revision where the trust or credibility assigned to informant agents can be revised. In our proposal, the credibility of each informant represented as a strict partial order among informant agents, will be maintained in a repository called credibility base. Upon arrival of new information concerning the credibility of its peers, an agent will be capable of revising this strict partial order, changing the trust assigned to its peers accordingly. Our goal (...) is to formalize a set of change operators over the credibility base: expansion, contraction, prioritized, and non-prioritized revision. These operators will provide the capability of dynamically modifying the credibility of informants considering the reliability of the information. This dynamics will reflect a new perception of trust assigned to the informant, or extend the set of informants by admitting the addition of new informant agents. (shrink)

This article offers an account and defence of constructionism, both as a metaphilosophical approach and as a philosophical methodology, with references to the so-called maker's knowledge tradition. Its main thesis is that Plato's “user's knowledge” tradition should be complemented, if not replaced, by a constructionist approach to philosophical problems in general and to knowledge in particular. Epistemic agents know something when they are able to build (reproduce, simulate, model, construct, etc.) that something and plug the obtained information into the correct (...) network of relations that account for it. Their epistemic expertise increases with the scope and depth of the questions that they are able to ask and answer. Thus, constructionism deprioritises mimetic, passive, and declarative knowledge that something is the case, in favour of poietic, interactive, and practical knowledge of something being the case. Metaphilosophically, constructionism suggests adding conceptual engineering to conceptual analysis as a fundamental method. (shrink)

Global clinical trials depend on a range of standards in order for research results to be comparable. As standardization is more than a mere technical exercise, tensions can arise when things are not uniform. This paper uses empirical data from interviews with principal investigators as well as Clinical Research Organization and pharmaceutical industry representatives working in India’s clinical trial industry to critically examine the ways Indian researchers navigate quests for standardization. It turns the analytical lens to the often obfuscated work (...) of standardization aiming to transcend the biological and cultural specificity of research participants and research sites. Drawing on the concept of local biologies, it illustrates that the universal body presumed by clinical trial methodology is, in fact, a specifically Euro-American one: Indian participants not only need to be made globally comparable but also aligned with the drugs’ future consumers. Focusing on the tensions between biomedicine’s postulation of bodily universality and trial participants’ local biologies, this paper advances recent interventions problematizing the structural violence undergirding global clinical trials. It also contributes to the literature on local biologies in its discussion of how these are negotiated in Indian for-profit clinical trials. (shrink)

Inducement prizes have been long used to stimulate individuals and groups to accomplish diverse goals. Lately, governments have become more and more interested in these prizes and sought to include this kind of incentives within the set of policy tools available to promote science, technology, and innovation. To date, however, there has been little empirically-based scientific knowledge on how to design, manage, and evaluate innovation prizes. This note discusses aspects of the prize phenomenon and the opportunities and challenges related with (...) the use of innovation prizes as a government policy instrument. Compared to other incentive mechanisms, prizes are likely to present advantages to, for example, accelerate the development and commercialization of technologies that are held back for diverse reasons and help to leverage public money with external ideas, collaborative efforts, and the participation of diverse individuals and organizations. Still, despite these advantages and other interesting features of prizes, there are key questions that policy-makers and scholars must address to better understand this kind of incentives and further improve prize designs and implementations before governments move forward to a more widespread use of innovation prizes in science and technology policies. This is the revised version of an invited keynote lecture delivered at the "1st Australian Computing and Philosophy Conference". The paper is divided into two parts. The first part defends an informational approach to structural realism. It does so in three steps. First, it is shown that, within the debate about structural realism, epistemic and ontic structural realism are reconcilable. It follows that a version of OSR is defensible from a structuralist-friendly position. Second, it is argued that a version of (...) OSR is also plausible, because not all relata are logically prior to relations. Third, it is shown that a version of OSR is also applicable to both sub-observable and observable entities, by developing its ontology of structural objects in terms of informational objects. The outcome is informational structural realism, a version of OSR supporting the ontological commitment to a view of the world as the totality of informational objects dynamically interacting with each other. The paper has been discussed by several colleagues and, in the second half, ten objections that have been moved to the proposal are answered in order to clarify it further. (shrink)

This article reports the findings of AI4People, an Atomium—EISMD initiative designed to lay the foundations for a “Good AI Society”. We introduce the core opportunities and risks of AI for society; present a synthesis of five ethical principles that should undergird its development and adoption; and offer 20 concrete recommendations—to assess, to develop, to incentivise, and to support good AI—which in some cases may be undertaken directly by national or supranational policy makers, while in others may be led by other (...) stakeholders. If adopted, these recommendations would serve as a firm foundation for the establishment of a Good AI Society. (shrink)

This study examines how multinational corporations (MNCs) from the retail sector deal with four challenges they face when adopting Corporate Social Responsibility (CSR) policies: the challenge of developing well-performing CSR projects and programs, building competitive advantages based on CSR, responding to local stakeholder issues in the host countries and learning from different CSR experiences on a worldwide basis. Based on in-depth case studies of two globally leading retail MNCs (with strong operations in Latin America), the concept of Transverse CSR Management (...) emerged. Transverse CSR Management is defined as a distinctive form of organizational configuration that crosses different functional areas, country operations, and the boundaries of the firm. In particular, this article makes three main contributions: (1) we identify four central challenges faced by MNC managers when developing their CSR strategies; (2) we propose the concept of Transverse CSR Management to face these central challenges (together, at the same time) and identify its key elements (top management, external stakeholders, functional areas, and country subsidiaries); and (3) we propose four mechanisms (hierarchical, relational, cultural, and collaborative) through which the concept of Transverse CSR Management can be implemented by practicing managers. This study provides valuable insights for MNC managers in headquarters and subsidiaries on the issues they need to address in order to successfully deal with the four CSR-related challenges. Artificial agents (AAs), particularly but not only those in Cyberspace, extend the class of entities that can be involved in moral situations. For they can be conceived of as moral patients (as entities that can be acted upon for good or evil) and also as moral agents (as entities that can perform actions, again for good or evil). In this paper, we clarify the concept of agent and go on to separate the concerns of morality and responsibility of agents (most (...) interestingly for us, of AAs). We conclude that there is substantial and important scope, particularly in Computer Ethics, for the concept of moral agent not necessarily exhibiting free will, mental states or responsibility. This complements the more traditional approach, common at least since Montaigne and Descartes, which considers whether or not (artificial) agents have mental states, feelings, emotions and so on. By focussing directly on mind-less morality we are able to avoid that question and also many of the concerns of Artificial Intelligence. A vital component in our approach is the Method of Abstraction for analysing the level of abstraction (LoA) at which an agent is considered to act. The LoA is determined by the way in which one chooses to describe, analyse and discuss a system and its context. The Method of Abstraction is explained in terms of an interface or set of features or observables at a given LoA. Agenthood, and in particular moral agenthood, depends on a LoA. Our guidelines for agenthood are: interactivity (response to stimulus by change of state), autonomy (ability to change state without stimulus) and adaptability (ability to change the transition rules by which state is changed) at a given LoA. Morality may be thought of as a threshold defined on the observables in the interface determining the LoA under consideration. An agent is morally good if its actions all respect that threshold; and it is morally evil if some action violates it. That view is particularly informative when the agent constitutes a software or digital system, and the observables are numerical. Finally we review the consequences for Computer Ethics of our approach. In conclusion, this approach facilitates the discussion of the morality of agents not only in Cyberspace but also in the biosphere, where animals can be considered moral agents without their having to display free will, emotions or mental states, and in social contexts, where systems like organizations can play the role of moral agents. The primary cost of this facility is the extension of the class of agents and moral agents to embrace AAs. (shrink)

La consapevolezza che anche la filosofia non possa dichiararsi storicamente innocente non cancella ma spinge a ritrovare sempre di nuovo la vocazione più profonda di quest’originale forma di esercizio spirituale: una ricerca appassionata del bene e della verità, capace di resistere alla suggestione del possesso compiuto e di mantenersi in quella apertura alla possibilità dell’errore che è presidio di autentica libertà per sé e per gli altri. Nel cammino per apprendere quest’arte di maneggiare gli assoluti, diventa allora importante scegliere con cura i propri maestri, frequentare l’orto che hanno seminato, imparare ad usare gli arnesi che hanno adoperato, per diventare capaci di costruirne di nuovi, quelli che si rendessero necessari per coltivare il campo della propria personale esperienza di vita. Sociology came into being when its “founding fathers” saw what had remained hidden in the past, i.e., that man is a “social animal” in a sense much more profound than even Aristotle thought: he is a social animal not only because he lives in continual “commerce” with his peers, but also because society lives in him as a cultural tradition. In other words, sociology was born out of the “revolt against individualism” accompanied by the realization that social life is sui (...) generis: “as if it had an autonomous life, completely separate from human organisms.” Thus, to provide a sociological explanation is to show the reasons why behavior cannot be correctly deciphered without taking into account die particular cultures in which actors were socialized. This paper may be read as a sequel of a 1995 paper, published in this journal, in which I predicted what sort of transformations and problems were likely to affect the development of the Internet and our system of organised knowledge in the medium term. In this second attempt, I look at the future developments of Information and Communication Technologies and try to guess what their impact on our lives will be. The forecast is that, in information societies, the threshold (...) between online and offline will soon disappear, and that once there won't be any difference, we shall become not cyborgs but rather inforgs, i.e. connected informational organisms. Luciano Floridi presents an innovative approach to philosophy, conceived as conceptual design. His starting-point is that reality provides the data which we transform into information. He explores how we make, transform, refine, and improve the objects of our knowledge, and defends the radical idea that knowledge is design.

The idea of artificial intelligence for social good is gaining traction within information societies in general and the AI community in particular. It has the potential to tackle social problems through the development of AI-based solutions. Yet, to date, there is only limited understanding of what makes AI socially good in theory, what counts as AI4SG in practice, and how to reproduce its initial successes in terms of policies. This article addresses this gap by identifying seven ethical factors that are (...) essential for future AI4SG initiatives. The analysis is supported by 27 case examples of AI4SG projects. Some of these factors are almost entirely novel to AI, while the significance of other factors is heightened by the use of AI. From each of these factors, corresponding best practices are formulated which, subject to context and balance, may serve as preliminary guidelines to ensure that well-designed AI is more likely to serve the social good. In 2016, the European Parliament approved the General Data Protection Regulation (GDPR) whose core aim is the safeguarding of information privacy, and, by corollary, human dignity. Drawing on the field of philosophical anthropology, this paper analyses various interpretations of human dignity and human exceptionalism. It concludes that privacy is essential for humans to flourish and enable individuals to build a sense of self and the world.

In this commentary, we discuss the nature of reversible and irreversible questions, that is, questions that may enable one to identify the nature of the source of their answers. We then introduce GPT-3, a third-generation, autoregressive language model that uses deep learning to produce human-like texts, and use the previous distinction to analyse it. We expand the analysis to present three tests based on mathematical, semantic, and ethical questions and show that GPT-3 is not designed to pass any of them. (...) This is a reminder that GPT-3 does not do what it is not supposed to do, and that any interpretation of GPT-3 as the beginning of the emergence of a general form of artificial intelligence is merely uninformed science fiction. We conclude by outlining some of the significant consequences of the industrialisation of automatic and cheap production of good, semantic artefacts. (shrink)

This theme issue has the founding ambition of landscaping Data Ethics as a new branch of ethics that studies and evaluates moral problems related to data (including generation, recording, curation, processing, dissemination, sharing, and use), algorithms (including AI, artificial agents, machine learning, and robots), and corresponding practices (including responsible innovation, programming, hacking, and professional codes), in order to formulate and support morally good solutions (e.g. right conducts or right values). Data Ethics builds on the foundation provided by Computer and Information (...) Ethics but, at the same time, it refines the approach endorsed so far in this research field, by shifting the Level of Abstraction of ethical enquiries, from being information-centric to being data-centric. This shift brings into focus the different moral dimensions of all kinds of data, even the data that never translate directly into information but can be used to support actions or generate behaviours, for example. It highlights the need for ethical analyses to concentrate on the content and nature of computational operations — the interactions among hardware, software, and data — rather than on the variety of digital technologies that enables them. And it emphasises the complexity of the ethical challenges posed by Data Science. Because of such complexity, Data Ethics should be developed from the start as a macroethics, that is, as an overall framework that avoids narrow, ad hoc approaches and addresses the ethical impact and implications of Data Science and its applications within a consistent, holistic, and inclusive framework. Only as a macroethics Data Ethics will provide the solutions that can maximise the value of Data Science for our societies, for all of us, and for our environments. (shrink)

The essential difficulty about Computer Ethics' (CE) philosophical status is a methodological problem: standard ethical theories cannot easily be adapted to deal with CE-problems, which appear to strain their conceptual resources, and CE requires a conceptual foundation as an ethical theory. Information Ethics (IE), the philosophical foundational counterpart of CE, can be seen as a particular case of environmental ethics or ethics of the infosphere. What is good for an information entity and the infosphere in general? This is the ethical (...) question asked by IE. The answer is provided by a minimalist theory of deseerts: IE argues that there is something more elementary and fundamental than life and pain, namely being, understood as information, and entropy, and that any information entity is to be recognised as the centre of a minimal moral claim, which deserves recognition and should help to regulate the implementation of any information process involving it. IE can provide a valuable perspective from which to approach, with insight and adequate discernment, not only moral problems in CE, but also the whole range of conceptual and moral phenomena that form the ethical discourse. Toleration is one of the fundamental principles that inform the design of a democratic and liberal society. Unfortunately, its adoption seems inconsistent with the adoption of paternalistically benevolent policies, which represent a valuable mechanism to improve individuals’ well-being. In this paper, I refer to this tension as the dilemma of toleration. The dilemma is not new. It arises when an agent A would like to be tolerant and respectful towards another agent B’s choices but, at the same time, A is (...) altruistically concerned that a particular course of action would harm, or at least not improve, B’s well-being, so A would also like to be helpful and seeks to ensure that B does not pursue such course of action, for B’s sake and even against B’s consent. In the article, I clarify the specific nature of the dilemma and show that several forms of paternalism, including those based on ethics by design and structural nudging, may not be suitable to resolve it. I then argue that one form of paternalism, based on pro-ethical design, can be compatible with toleration and hence with the respect for B’s choices, by operating only at the informational and not at the structural level of a choice architecture. This provides a successful resolution of the dilemma, showing that tolerant paternalism is not an oxymoron but a viable approach to the design of a democratic and liberal society. (shrink)
