Accountability is a cornerstone of the governance of artificial intelligence (AI). However, it is often defined too imprecisely because its multifaceted nature and the sociotechnical structure of AI systems imply a variety of values, practices, and measures to which accountability in AI can refer. We address this lack of clarity by defining accountability in terms of answerability, identifying three conditions of possibility (authority recognition, interrogation, and limitation of power), and an architecture of seven features (context, range, agent, forum, standards, process, (...) and implications). We analyse this architecture through four accountability goals (compliance, report, oversight, and enforcement). We argue that these goals are often complementary and that policy-makers emphasise or prioritise some over others depending on the proactive or reactive use of accountability and the missions of AI governance. Online technologies enable vast amounts of data to outlive their producers online, thereby giving rise to a new, digital form of afterlife presence. Although researchers have begun investigating the nature of such presence, academic literature has until now failed to acknowledge the role of commercial interests in shaping it. The goal of this paper is to analyse what those interests are and what ethical consequences they may have. This goal is pursued in three steps. First, we introduce the concept of (...) the Digital Afterlife Industry, and define it as an object of study. Second, we identify the politico-economic interests of the DAI. For this purpose, we develop an analytical approach based on an informational interpretation of Marxian economics. Third, we explain the practical manifestations of the interests using four real life cases. The findings expose the incentives of the DAI to alter what is referred to as the “informational bodies” of the dead, which in turn is to be seen as a violation of the principle of human dignity. To prevent such consequences, we argue that the ethical conventions that guide trade with remains of organic bodies may serve as a good model for future regulation of DAI. (shrink)

As China and the United States strive to be the primary global leader in AI, their visions are coming into conflict. This is frequently painted as a fundamental clash of civilisations, with evidence based primarily around each country’s current political system and present geopolitical tensions. However, such a narrow view claims to extrapolate into the future from an analysis of a momentary situation, ignoring a wealth of historical factors that influence each country’s prevailing philosophy of technology and thus their overarching (...) AI strategies. In this article, we build a philosophy-of-technology-grounded framework to analyse what differences in Chinese and American AI policies exist and, on a fundamental level, why they exist. We support this with Natural Language Processing methods to provide an evidentiary basis for our analysis of policy differences. By looking at documents from three different American presidential administrations––Barack Obama, Donald Trump, and Joe Biden––as well as both national and local policy documents (many available only in Chinese) from China, we provide a thorough comparative analysis of policy differences. This article fills a gap in US–China AI policy comparison and constructs a framework for understanding the origin and trajectory of policy differences. By investigating what factors are informing each country’s philosophy of technology and thus their overall approach to AI policy, we argue that while significant obstacles to cooperation remain, there is room for dialogue and mutual growth. The web is increasingly inhabited by the remains of its departed users, a phenomenon that has given rise to a burgeoning digital afterlife industry. This industry requires a framework for dealing with its ethical implications. We argue that the regulatory conventions guiding archaeological exhibitions could provide the basis for such a framework.

This paper proposes the use of an argumentation framework with recursive attacks to address a trust model in a collaborative open multi-agent system. Our approach is focused on scenarios where agents share information about the credibility (informational trust) they have assigned to their peers. We will represent informants’ credibility through credibility objects which will include not only trust information but also the informant source. This leads to a recursive setting where the reliability of certain credibility information depends on the credibility (...) of other pieces of information that should be subject to the same analysis. Credibility objects are maintained in a credibility base which can have information in conflict. In this scenario, we will formally show that our proposal will produce a partially ordered credibility relation; such relation contains the information that can be justified by an argumentation process. The US is promoting a new vision of a “Good AI Society” through its recent AI Bill of Rights. This offers a promising vision of community-oriented equity unique amongst peer countries. However, it leaves the door open for potential rights violations. Furthermore, it may have some federal impact, but it is non-binding, and without concrete legislation, the private sector is likely to ignore it.

Philosophers have relied on visual metaphors to analyse ideas and explain their theories at least since Plato. Descartes is famous for his system of axes, and Wittgenstein for his first design of truth table diagrams. Today, visualisation is a form of ‘computer-aided seeing’ information in data. Hence, information is the fundamental ‘currency’ exchanged through a visualisation pipeline. In this article, we examine the types of information that may occur at different stages of a general visualization pipeline. We do so from (...) a quantitative and a qualitative perspective. The quantitative analysis is developed on the basis of Shannon’s information theory. The qualitative analysis is developed on the basis of Floridi’s taxonomy in the philosophy of information. We then discuss in detail how the condition of the ‘data processing inequality’ can be broken in a visualisation pipeline. This theoretic finding underlines the usefulness and importance of visualisation in dealing with the increasing problem of data deluge. We show that the subject of visualisation should be studied using both qualitative and quantitative approaches, preferably in an interdisciplinary synergy between information theory and the philosophy of information. The phenomenon of distributed knowledge is well-known in epistemic logic. In this paper, a similar phenomenon in ethics, somewhat neglected so far, is investigated, namely distributed morality. The article explains the nature of distributed morality, as a feature of moral agency, and explores the implications of its occurrence in advanced information societies. In the course of the analysis, the concept of infraethics is introduced, in order to refer to the ensemble of moral enablers, which, although morally neutral per se, can (...) significantly facilitate or hinder both positive and negative moral behaviours. Luciano Floridi presents an innovative approach to philosophy, conceived as conceptual design. His starting-point is that reality provides the data which we transform into information. He explores how we make, transform, refine, and improve the objects of our knowledge, and defends the radical idea that knowledge is design.

Computational and information‐theoretic research in philosophy has become increasingly fertile and pervasive, giving rise to a wealth of interesting results. In consequence, a new and vitally important field has emerged, the philosophy of information (PI). This essay is the first attempt to analyse the nature of PI systematically. PI is defined as the philosophical field concerned with the critical investigation of the conceptual nature and basic principles of information, including its dynamics, utilisation, and sciences, and the elaboration and application of (...) information‐theoretic and computational methodologies to philosophical problems. I argue that PI is a mature discipline for three reasons: it represents an autonomous field of research; it provides an innovative approach to both traditional and new philosophical topics; and it can stand beside other branches of philosophy, offering a systematic treatment of the conceptual foundations of the world of information and the information society. The post-Westphalian Nation State developed by becoming more and more an Information Society. However, in so doing, it progressively made itself less and less the main information agent, because one of the main forces that made the Nation State possible and then predominant, as a historical driving force in human politics, namely Information and Communication Technologies (ICTs), is also what is now making it less central, in the social, political and economic life of humanity across the world. ICTs enable and (...) promote the agile, temporary and timely aggregation, disaggregation and re-aggregation of distributed groups around shared interests across old, rigid boundaries represented by social classes, political parties, ethnicity, language barriers, physical and geographical barriers, and so forth. Similar novelties call for a serious exercise in conceptual re-engineering. This paper argues for the need to understand how the new informational multiagent systems may be designed in such a way as to take full advantage of the socio-political progress made so far, while being able to deal successfully with the new global challenges (from the environment to the financial markets) that are undermining the legacy of that very progress. In the contemporary digital age, recommender systems (RSs) play a fundamental role in managing information on online platforms: from social media to e-commerce, from travels to cultural consumptions, automated recommendations influence the everyday choices of users at an unprecedented scale. RSs are trained on users’ data to make targeted suggestions to individuals according to their expected preference, but their ultimate impact concerns all the multiple stakeholders involved in the recommendation process. Therefore, whilst RSs are useful to reduce information overload, their (...) deployment comes with significant ethical challenges, which are still largely unaddressed because of proprietary constraints and regulatory gaps that limit the effects of standard approaches to explainability and transparency. In this context, I address the ethical and social implications of automated recommendations by proposing a pro-ethical design framework aimed at reorienting the influence of RSs towards societal interest. In particular, after highlighting the problem of explanation for RSs, I discuss the application of beneficent informational nudging to the case of conversational recommender systems (CRSs), which rely on user-system dialogic interactions. Subsequently, through a comparison with standard recommendations, I outline the incentives for platforms and providers in adopting this approach and its benefits for both individual users and society. The debate about the ethical implications of Artificial Intelligence dates from the 1960s :741–742, 1960; Wiener in Cybernetics: or control and communication in the animal and the machine, MIT Press, New York, 1961). However, in recent years symbolic AI has been complemented and sometimes replaced by Neural Networks and Machine Learning techniques. This has vastly increased its potential utility and impact on society, with the consequence that the ethical debate has gone mainstream. Such a debate has primarily focused on principles—the (...) ‘what’ of AI ethics —rather than on practices, the ‘how.’ Awareness of the potential issues is increasing at a fast rate, but the AI community’s ability to take action to mitigate the associated risks is still at its infancy. Our intention in presenting this research is to contribute to closing the gap between principles and practices by constructing a typology that may help practically-minded developers apply ethics at each stage of the Machine Learning development pipeline, and to signal to researchers where further work is needed. The focus is exclusively on Machine Learning, but it is hoped that the results of this research may be easily applicable to other branches of AI. The article outlines the research method for creating this typology, the initial findings, and provides a summary of future research needs. (shrink)

Can knowledge provide its own justification? This sceptical challenge - known as the problem of the criterion - is one of the major issues in the history of epistemology, and this volume provides its first comprehensive study, in a span of time that goes from Sextus Empiricus to Quine. After an essential introduction to the notions of knowledge and of philosophy of knowledge, the book provides a detailed reconstruction of the history of the problem. There follows a conceptual analysis of (...) its logical features, and a comparative examination of a phenomenology of solutions that have been suggested in the course of the history of philosophy in order to overcome it, from Descartes to Popper. The idea of artificial intelligence for social good is gaining traction within information societies in general and the AI community in particular. It has the potential to tackle social problems through the development of AI-based solutions. Yet, to date, there is only limited understanding of what makes AI socially good in theory, what counts as AI4SG in practice, and how to reproduce its initial successes in terms of policies. This article addresses this gap by identifying seven ethical factors that are (...) essential for future AI4SG initiatives. The analysis is supported by 27 case examples of AI4SG projects. Some of these factors are almost entirely novel to AI, while the significance of other factors is heightened by the use of AI. From each of these factors, corresponding best practices are formulated which, subject to context and balance, may serve as preliminary guidelines to ensure that well-designed AI is more likely to serve the social good. Luciano Floridi develops the first ethical framework for dealing with the new challenges posed by Information and Communication Technologies. He establishes the conceptual foundations of Information Ethics by exploring important metatheoretical and introductory issues, and answering key theoretical questions of great philosophical interest.

This book offers an overview of the ethical problems posed by Information Warfare, and of the different approaches and methods used to solve them, in order to provide the reader with a better grasp of the ethical conundrums posed by this new form of warfare. -/- The volume is divided into three parts, each comprising four chapters. The first part focuses on issues pertaining to the concept of Information Warfare and the clarifications that need to be made in order to (...) address its ethical implications. The second part collects contributions focusing on Just War Theory and its application to the case of Information Warfare. The third part adopts alternative approaches to Just War Theory for analysing the ethical implications of this phenomenon. Finally, an afterword by Neelie Kroes - Vice President of the European Commission and European Digital Agenda Commissioner - concludes the volume. Her contribution describes the interests and commitments of the European Digital Agenda with respect to research for the development and deployment of robots in various circumstances, including warfare. This article presents a dialogue between Roland Barthes and Paolo Fabbri, which took place on 18 December 1965 in Florence, Italy. Barthes offers an engaging account of his structuralist approach to narrative, as was later published in essay form, ‘Introduction to the Structural Analysis of Narrative’, included in a special issue of Communications (Issue 8, 1966). In a cordial exchange with Fabbri, Barthes provides a more candid presentation of method than found in print, along with critical reflection of (...) the underlying importance of the structuralist approach, as perceived at the time. The interview took place as part of a small conference on narrativity. Participants included Algirdas Julien Greimas, Claude Bremond, Umberto Eco, Jules Gritti, Violette Morin, Christian Metz, and Tzvetan Todorov. Subsequently, a number of these participants contributed articles to the same issue of Communications, on the structural analysis of narrative. (shrink)

Who are we, and how do we relate to each other? Luciano Floridi, one of the leading figures in contemporary philosophy, argues that the explosive developments in Information and Communication Technologies is changing the answer to these fundamental human questions. As the boundaries between life online and offline break down, and we become seamlessly connected to each other and surrounded by smart, responsive objects, we are all becoming integrated into an "infosphere". Personas we adopt in social media, for example, (...) feed into our 'real' lives so that we begin to live, as Floridi puts in, "onlife". Following those led by Copernicus, Darwin, and Freud, this metaphysical shift represents nothing less than a fourth revolution. "Onlife" defines more and more of our daily activity - the way we shop, work, learn, care for our health, entertain ourselves, conduct our relationships; the way we interact with the worlds of law, finance, and politics; even the way we conduct war. In every department of life, ICTs have become environmental forces which are creating and transforming our realities. How can we ensure that we shall reap their benefits? What are the implicit risks? Are our technologies going to enable and empower us, or constrain us? Floridi argues that we must expand our ecological and ethical approach to cover both natural and man-made realities, putting the 'e' in an environmentalism that can deal successfully with the new challenges posed by our digital technologies and information society. What is the impact of information and communication technologies (ICTs) on the human condition? In order to address this question, in 2012 the European Commission organized a research project entitled The Onlife Initiative: concept reengineering for rethinking societal concerns in the digital transition. This volume collects the work of the Onlife Initiative. It explores how the development and widespread use of ICTs have a radical impact on the human condition.

This work fulfills the need for a conceptual and technical framework to improve understanding of Information Quality (IQ) and Information Quality standards. The meaning and practical implementation of IQ are addressed, as it is relevant to any field where there is a need to handle data and issues such as accessibility, accuracy, completeness, currency, integrity, reliability, timeliness, usability, the role of metrics and so forth are all a part of Information Quality. -/- In order to support the cross-fertilization of theory (...) and practice, the latest research is presented in this book. The perspectives of experts from beyond the origins of IQ in computer science are included: library and information science practitioners and academics, philosophers of information, of engineering and technology, and of science are all contributors to this volume. -/- The chapters in this volume are based on the work of a collaborative research project involving the Arts and Humanities Research Council and Google and led by Professor Luciano Floridi, University of Oxford. -/- This work will be of interest to anyone handling data, including those from commercial, public, governmental and academic organizations. L’articolo si propone di indagare le implicazioni ecologiche di due differenti tendenze sistemiche: La General Systems Theory di Ludwig von Bertalanffy, che fa da cornice alla Systems Ecology di Eugene Odum; La Second-Order Cybernetics elaborata da Heinz von Foerster, Humberto Maturana e Niklas Luhmann, che costituisce la matrice di un nuovo paradigma ecologico denominato General Ecology. Nell’articolo verranno comparate la GST e la SOC in relazione ai loro differenti modi di intendere il sistema e la sua genesi; il ruolo dell’osservatore (...) nella definizione dei confini di un sistema; e la relazione tra sistema e ambiente. Verrà mostrato come la SOC, mettendo in causa il principio del controllo gerarchico della GST, conduce alla nozione di differenze ecologiche, con la quale si indica una pluralità di diadi sistema-ambiente, problematizzando così la nozione di ambiente come riferimento fisico e oggettivo.
