Lists of species underpin many fields of human endeavour, but there are currently no universally accepted principles for deciding which biological species should be accepted when there are alternative taxonomic treatments (and, by extension, which scientific names should be applied to those species). As improvements in information technology make it easier to communicate, access, and aggregate biodiversity information, there is a need for a framework that helps taxonomists and the users of taxonomy decide which taxa and names should be used (...) by society whilst continuing to encourage taxonomic research that leads to new species discoveries, new knowledge of species relationships, and the refinement of existing species concepts. Here, we present 10 principles that can underpin such a governance framework, namely (i) the species list must be based on science and free from nontaxonomic considerations and interference, (ii) governance of the species list must aim for community support and use, (iii) all decisions about list composition must be transparent, (iv) the governance of validated lists of species is separate from the governance of the names of taxa, (v) governance of lists of accepted species must not constrain academic freedom, (vi) the set of criteria considered sufficient to recognise species boundaries may appropriately vary between different taxonomic groups but should be consistent when possible, (vii) a global list must balance conflicting needs for currency and stability by having archived versions, (viii) contributors need appropriate recognition, (ix) list content should be traceable, and (x) a global listing process needs both to encompass global diversity and to accommodate local knowledge of that diversity. We conclude by outlining issues that must be resolved if such a system of taxonomic list governance and a unified list of accepted scientific names generated are to be universally adopted. (shrink)

Cet article se concentre sur le contrecoup sociopolitique de la pandémie de Covid-19 et utilise le cadre de la philosophie de Hegel pour l’analyser. Premièrement, l’article étudie les protestations de principe de diverses personnes contre les mesures imposées par l’État pour contrôler la pandémie. Sur la base de l’analyse de Hegel de la double reconnaissance entre l’État et ses membres, sur laquelle reposent les démocraties modernes, on soutient que ces protestataires de principe refusent de reconnaître l’État comme l’effectivité de la (...) liberté publique, soulignant ainsi la fragilité inhérente des États modernes. Pour justifier leurs positions, les contestataires ont argué qu’ils ne se sentent pas reconnus par l’État. Comme solution à ce problème, il est suggéré que l’État doit développer de nouvelles façons d’intégrer ces personnes, non seulement à travers son cadre juridique et institutionnel, mais aussi sur le plan économique et socioculturel. Deuxièmement, l’article réfléchit à l’impact de la pandémie sur les relations interétatiques à l’aide de la thèse de Hegel selon laquelle un lien fédérant les nations européennes pourrait régler pacifiquement les conflits entre les États dans cette région du monde. On avance pour finir que l’impact mondial de la pandémie et de nombreuses autres crises (changement climatique, répartition inégale des richesses, etc.) crée un terrain d’entente, offrant une raison d’étendre l’approche européenne de résolution des crises interétatiques à d’autres parties du globe. One of Israel Kirzner’s less wellknown contributions is to the theory of capital. In this paper, we link the Austrian theory of capital and the theory of economic organization. Our starting point is the key Austrian notion of capital heterogeneity which we interpret in terms of attributes. Most capital assets are multi-attribute in nature, and many attributes may not be known to entrepreneurs. This fosters a need for experimenting with capital combinations. Because there are costs of measuring attributes, this process (...) has implications for economic organization. Thus, we argue that novel implications for the understanding of ownership and the existence and boundaries of firms may be teased out of such a perspective.La théorie du capital représente une des contributions les moins connues d’Israel Kirzner. Dans cet article, nous établissons le lien entre la théorie autrichienne du capital et la théorie de l’organisation économique. Notre point de départ est la notion autrichienne fondamentale d’hétérogénéité du capital que nous interprétons en termes d’attributs. De par leur nature, la plupart des biens capitaux possèdent plusieurs attributs qui peuvent demeurer inconnus aux entrepreneurs. Ceci accroît la nécessité d’expérimenter des combinaisons capitalistiques. Etant donné les coûts qu’entraîne la mesure des attributs, ce processus a des implications quant à l’organisation économique. Dans son ouvrage La libération animale, Peter Singer développe trois grandes idées : le principe d'égale considération des intérêts, le rejet du spécisme et la nécessité de mettre un terme à certains types d'exploitation des animaux, notamment ceux qui ont trait à la recherche et à l'élevage industriel. Cette oeuvre phare a connu un retentissement immense, à tel point que sa publication, en 1975, a été présentée comme le moment clef dans l'émergence du mouvement éponyme. Cependant, le mouvement de libération (...) animale ne saurait se réduire à la seule pensée singerienne. Ce mouvement extrêmement protéiforme a fait l'objet de débats intenses à l'interne, entre les défenseurs des animaux eux-mêmes qui privilégient des approches diverses, comme à l'externe, entre ceux qui défendent le statu quo ou contestent les arguments animalistes. L'objet de ce recueil est de revenir sur le lien entre le mouvement de libération animale et les théories de Peter Singer qui, à tort ou à raison, en est perçu comme le père fondateur. Comment l'éthique animale de l'auteur a-t-elle été accueillie depuis la publication de La libération animale, et comment a-t-elle évolué? Quelle place la doctrine utilitariste occupe-t-elle dans le travail de Singer et dans les débats qu'il a engendrés? C'est en effet dans cette doctrine parente que résident les écueils auxquels s'est heurté le travail de l'auteur. C'est aussi là que son système a trouvé sa force et sa simplicité caractéristiques. Peter Zumthor est aujourd’hui considéré comme « l’architecte des atmosphères ». De ce fait, son œuvre est souvent rapprochée des théorisations de la notion d’atmosphère issues de la phénoménologie allemande. RésuméCet article est une exégèse appréciative de l'article de Steven Burns intitulé « If a lion could talk ». Dans son essai, Burns clarifie la remarque énigmatique de Ludwig Wittgenstein, « Si un lion pouvait parler, on ne serait pas capables de le comprendre », en la situant dans le contexte plus large de l’œuvre de Wittgenstein en philosophie de la psychologie. Nous lisons l'interprétation de cette remarque par Burns comme ouvrant les questions wittgensteiniennes fondamentales au sujet du sens et (...) de la (mé)compréhension, et nous la situons dans le cadre du travail de l'enseignant de Burns, Peter Winch. Notre discussion est une exégèse étroite du contenu immédiat de la remarque sur le lion et elle met en lumière les liens avec les réflexions écrites de Wittgenstein sur The Golden Bough de James George Frazer. Nous montrons comment Burns et Winch utilisent les méthodes de Wittgenstein pour résoudre les énigmes philosophiques en attirant l'attention sur des cas familiers intermédiaires. Enfin, nous concluons par quelques remarques impressionnistes sur Socrate dans une brève discussion au sujet de la difficulté de la technique et de l'activité philosophiques que Burns déploie et recommande. On se demande quelle est la relation entre moi et ma parole, si la parole découle de l'essence même de mon être. Une analyse phénoménologique, qui partirait du dialogue comme d'un donné indubitable, ne suffit pas tout à fait, puisqu'il il s'agit d'un sens éventuel du dialogue pour le tout de mon être. Il faut donc aborder la question d'un point de vue (...) d'où le dialogue lui-même est mis en suspens. Commençons par l'indubitable absolu : l'être. Il y a quelque chose, quoi que ce soit, il y a au moins la question même de l'être. Mais cette question qui se met elle-même en question, se sait être. Et qu'est cela sinon moi-même, pas encore opposé, il est vrai, à toi, à lui, à nous ? Pourtant je ne suis pas l'être ; il y a en moi une dualité entre essence et être, et une dualité entre être et penser. Je sais que je suis, je cherche encore qui je suis. Eh bien, je suis « ici et maintenant » , c. à. d. je suis dans un ordre spatio-temporel, par mon corps, qui est donc ce qui m'exprime à moi-même, ma parole. Mais mon corps est originellement en commerce avec les êtres du monde, et j'ai le sentiment de cette situation par la perception et le comportement. En révélant le sens des êtres du monde, en leur donnant des noms de mon point de vue, je me nomme moi-même. En revenant sur la voie parcourue jusqu'ici, l'article démontre que ce n'est pas seulement mon monde que je nomme. Le « moi » de la certitude absolue est un « nous » pas encore détaillé. Et à l'intérieur de ce « nous » jaillit, par ta foi en moi, l'opposition communicative entre moi et toi, que j'expérimente surtout dans la corrélation de la voix et de l'ouïe. La parole fonde la communauté, puisqu'en exprimant mon être elle s'adresse à vous, et manifeste ainsi mon être comme « être-avec » . L'être même est infini, et donc communicabilité pure, et donc parole. Mais notre parole humaine n'est que participation déficiente de la communication immédiate qui serait l'identité de l'être, le connaître et l'aimer. Elle reste moyen, et donc succédané de l'immédiat, et donc ambigue. Notre dialogue doit se transcender dans l'inexprimable, dans le silence. La parole essentielle, la parole de l'amour, est pour les hommes la parole la plus dangereuse et la plus incertaine. Elle ne se prouve que par la fidélité. Outlining the characteristics of “wicked” and “super‐wicked” problems, climate change is considered as a global super‐wicked problem that is primarily about the future. Being global‐ and future‐oriented makes climate change something we have to learn to live with but cannot expect to solve. Because the Institute on Religion in an Age of Science (IRAS) is a multidisciplinary society that yokes the natural and social sciences with values, it is in a position to explore strategies for living with climate change—exemplified by (...) the articles in this section. Finally, asking “who/what is in charge,” it is suggested that in a dynamically interrelated and evolving world no one is. It is important to distinguish between good that is already created and the creative interactions that give rise to new good. In order to live with climate change, our primary orientation should be to live with the creativity that has created and continues to create our life on Planet Earth—since we are not able to know what the future holds. The equation of consciousness with qualia, of wakeful awareness with awareness-of-cognitive content (perceptions, conceptions, emotions), while intuitivelyattractive, and formally referenced as the primary index of consciousness by many philosophers, psychologists, and neuroscientists, nevertheless has significant difficulties specifying precisely what it is that distinguishes conscious from non-conscious cognition. Moreover, there is a surprisingly robust congruence of evidence to the contrary, supporting the notion that consciousness, as a state of reflexive awareness, is distinct from the content one is aware of, that this (...) awareness/content amalgam is actually the product of an incorporation process of various intermittent, and constantly varying streams of content onto a pre-existing reflexively conscious state which is not reliant on these streams for its constitution as a reflexive state. Consciousness, the evidence strongly indicates, is not qualia, not the awareness of this or that perceptual, conceptual or emotional content, but reflexive, autonoetic awareness as such. (shrink)

Some artificial intelligence systems can display algorithmic bias, i.e. they may produce outputs that unfairly discriminate against people based on their social identity. Much research on this topic focuses on algorithmic bias that disadvantages people based on their gender or racial identity. The related ethical problems are significant and well known. Algorithmic bias against other aspects of people’s social identity, for instance, their political orientation, remains largely unexplored. This paper argues that algorithmic bias against people’s political orientation can arise in (...) some of the same ways in which algorithmic gender and racial biases emerge. However, it differs importantly from them because there are strong social norms against gender and racial biases. This does not hold to the same extent for political biases. Political biases can thus more powerfully influence people, which increases the chances that these biases become embedded in algorithms and makes algorithmic political biases harder to detect and eradicate than gender and racial biases even though they all can produce similar harm. Since some algorithms can now also easily identify people’s political orientations against their will, these problems are exacerbated. Algorithmic political bias thus raises substantial and distinctive risks that the AI community should be aware of and examine. (shrink)

Answering Beate Hofmann's article on mothers’ recuperation in Germany, this response uses the results of two Sweden-based research projects on the changed role of the Church of Sweden and seven more West-European majority churches in welfare society. Special attention is given to the interdependence of national welfare system and theology and to current changes in European welfare systems.

In 2019, the IEEE launched the P7000 standards projects intended to address ethical issues in the design of autonomous and intelligent systems. This move came amidst a growing public concern over the unintended consequences of artificial intelligence (AI), compounded by the lack of an anticipatory process for attending to ethical impact within professional practice. However, the difficulty in moving from principles to practice presents a significant challenge to the implementation of ethical guidelines. Herein, we describe two complementary frameworks for integrating (...) ethical analysis into engineering practice to help address this challenge. We then provide the outcomes of an ethical analysis informed by these frameworks, conducted within the specific context of internetdelivered therapy in digital mental health. We hope both the frameworks and analysis can provide tools and insights, not only for the context of digital healthcare, but for data-enabled and intelligent technology development more broadly. Both the structure of the Google search algorithm and the rhetoric surrounding the company suggest Google's aspiration to attain the classic theological status of omniscience. Understanding how Google performs online searches shows that this most characteristic of all digital media corporations fits in a long lineage of religious media that claim to operate ontologically.

This dialogue (trilogue) is an attempt to critically discuss the technoscientific convergence that is taking place with biodigital technologies in the postdigital condition. In this discussion, Sarah Hayes, Petar Jandrić and Michael A. Peters examine the nature of the convergences, their applications for bioeconomic sustainability and associated ecopedagogies. The dialogue paper raises issues of definition and places the technological convergence (‘nano-bio-info-cogno’) – of new systems biology and digital technologies at the nano level – in an evolutionary context to speculate, (...) on the basis of the latest research, future possibilities. A growing interest in and concern about the adequacy and fairness of modern peer-review practices in publication and funding are apparent across a wide range of scientific disciplines. Although questions about reliability, accountability, reviewer bias, and competence have been raised, there has been very little direct research on these variables.The present investigation was an attempt to study the peer-review process directly, in the natural setting of actual journal referee evaluations of submitted manuscripts. As test materials we selected 12 already published (...) research articles by investigators from prestigious and highly productive American psychology departments, one article from each of 12 highly regarded and widely read American psychology journals with high rejection rates (80%) and nonblind refereeing practices.With fictitious names and institutions substituted for the original ones (e.g., Tri-Valley Center for Human Potential), the altered manuscripts were formally resubmitted to the journals that had originally refereed and published them 18 to 32 months earlier. Of the sample of 38 editors and reviewers, only three (8%) detected the resubmissions. This result allowed nine of the 12 articles to continue through the review process to receive an actual evaluation: eight of the nine were rejected. Sixteen of the 18 referees (89%) recommended against publication and the editors concurred. The grounds for rejection were in many cases described as “serious methodological flaws.” A number of possible interpretations of these data are reviewed and evaluated. (shrink)

Confirmation bias is one of the most widely discussed epistemically problematic cognitions, challenging reliable belief formation and the correction of inaccurate views. Given its problematic nature, it remains unclear why the bias evolved and is still with us today. To offer an explanation, several philosophers and scientists have argued that the bias is in fact adaptive. I critically discuss three recent proposals of this kind before developing a novel alternative, what I call the ‘reality-matching account’. According to the account, confirmation (...) bias evolved because it helps us influence people and social structures so that they come to match our beliefs about them. This can result in significant developmental and epistemic benefits for us and other people, ensuring that over time we don’t become epistemically disconnected from social reality but can navigate it more easily. While that might not be the only evolved function of confirmation bias, it is an important one that has so far been neglected in the theorizing on the bias. (shrink)
