While civic education may not always be explicitly included in school curriculums, it can still be imparted through various non-teaching practices and in different places. In this article, we will delve into three potential educational spaces -memorials, museums, and libraries- that are commonly found in Western democracies. We will explore the significance and scope of each of these spaces and discuss their respective ethical, political, and aesthetic responsibilities. Public Libraries (PLs) continue to contribute a great deal to user education in local communities. This paper analyzes the importance of PLs in driving community literacy through promotion of user education for the progressive improvement of the society. The paper stresses the relevance and value of PLs by reassessing the benefits they accrue by analyzing the impact of PLs on community and social education. As indigenous knowledge repositories, PLs play a significant role as community information service providers (...) by driving community literacy. The goal of this paper is to analyze the role played by PLs in driving community education and promoting information literacy in the society. PLs, being storehouses of knowledge, support user education by undertaking active part in community information services. The model helps in explaining and analyzing the efficiency of information search and retrieval process in PLs and how it affects user education and community literacy. The paper also discusses the relevance and value of PLs in this age of digital technology. Barbarians at the Gates of the Public Library is a philosophical and historical analysis of how the rise of consumerism has led to the decline of the original mission of public libraries to sustain and promote democracy through civic education. Through a reading of historical figures such as Plato, Helvetius, Rousseau, and John Stuart Mill, the book shows how democracy and even capitalism were originally believed to depend upon the moral and political education that public libraries (and (...) other institutions of rational public discourse) could provide. But as capitalism developed in the 20th century it evolved into a postmodern consumerism that replaced democracy with consumerism and education with entertainment. Public libraries have mistakenly tried to remain relevant by shadowing the rise of consumerism, but have instead contributed to the rise of a new barbarism and the decline of democracy. (shrink)

This volume assesses how far the ideas and achievements of the 19th century British Idealist philosophical reformers are still important for us today when considering fundamental questions about the structure and objectives of the education system in England and Wales. Part 1 examines those ideas of the Idealists, especially T. H. Green, which had most bearing on the educational reforms carried out between 1870 and the 1920s and traces their connection with the philosophy and educational theory of Hegel and (...) other post-Kantians. Part 2 is an historical survey, concentrating on the innovations in the organization and contents of education in England and Wales brought about by the administrators and educationists educated in philosophical idealism. The modern library derives from a vision of public service developed in the 19th century. At various times in the past a commercial service, an educational resource, a religious domain and a political institution, the library today exists in various forms, including all these but in addition the professional libraries held by law firms and scientific or technological associations, multimedia lending libraries and certain areas of the world-wide web.

Nigeria is a developing country with youths that have great potentials. They embrace new innovations easily. In Anambra State of Nigeria alone, there are eight (8) higher institutions. It was observed that in the rural areas recently, youths indulge in drug taking and other anti-social acts. Many of them are dropout from schools. The rural libraries could play big roles by reverting them to skillful living again that is by equipping the libraries with information resources that would interest the youths (...) and attract them back to complete their education. A questionnaire titled “Using the rural library for youth development” was constructed and distributed among the youths and librarians in five (5) villages that have rural libraries. 300 copies of questionnaire was made and distributed. 235 respondents were gotten. The response rate became 78%. Findings were made. It was suggested that the government should build and equip the rural libraries to modern standard, provide current materials and also employ more librarians to work there. (shrink)

The relationship between education and democratic development has been a growing theme in debates focussed upon public education, but there has been little work that has directly related educational leadership to wider issues of freedom, politics and practice. Engaging with ELMA through the work of Hannah Arendt enables these issues of power to be directly confronted. Arendt produced texts that challenged notions of freedom and politics, and notably examined the lives of people, ideas and historical events in ways (...) that are pertinent to the purposes and practices of education. This significant volume examines the main texts in the Arendt library and explains each of the key ideas and how they can enable critical thinking about knowledge production and practice in educational leadership. The analysis draws upon a range of exemplars and empirical projects from the field of educational leadership, investigating utility issues regarding Arendt's ideas, and engaging with the debates concerning her insights and contribution. Increasing parts of the world population have rudimentary reading and writing skills but limited command of grammar, syntax and spelling. This functional illiteracy has detrimental effects on labor market participation, population health and political stability. Geographies of illiteracy also include affluent societies like the Netherlands, a country that is not only illustrative of a widespread phenomenon, but arguably also a bellwether of things to come elsewhere in the world if these developments are not reversed. This exploratory paper focuses on two (...) institutional spaces where the literacy crisis is conventionally addressed: schools and public libraries. We argue that while each has a contribution to make, neither institution is currently able to curtail the trend, partially because preferred literacy promotion methods are incongruent with rapidly evolving changes in the literacy landscape, especially regarding youth communication. We consider three possible responses to our current literacy crisis and conclude that efforts to curb functional illiteracy require a pragmatic and multi-pronged approach, and perhaps even some counterintuitive strategies. Online education lacks the moral and ethical engagement as well as the empathic interactions that are essential and integral to true liberal education, including business. While the online venue can provide useful information and put libraries at the hands of the student or employee, there is an implicit lack of focus on the sacredness and centrality of the person, his or her values, attitudes, needs, and expectations. The focus of online education is on the delivery of data, (...) not the student’s engagement with the material or the process. Critically absent from online education is the ability to explore the transformation of data as it changes, first to information, then to knowledge, and finally to wisdom, within each person. Finally, absent is the ability to raise the level of abstraction. Since all needs to be measurable in concrete terms in online education, we are left with the language of metrics, such as deliverables, outcomes, inputs, and outputs. Where is the person in all of this? Where is the focus on the moral compass that is so necessary in any type of education? (shrink)

Seed libraries are institutions that support the creation of semi-formal seed systems, but are often intended to address larger issues that are part of the “food movement” in the global north. Over 100 SLs are reported present in California. I describe a functional framework for studying and comparing seed systems, and use that to investigate the social and biological characteristics of California SLs in 2016 and how they are contributing to alternative seed systems based on interviews with 45 SL managers. At a minimum, SLs function as new seed distribution institutions founded and overseen by dedicated, values-driven individuals and groups with goals including education, seed access, local adaptation, biodiversity conservation, community-building, and human health. Annually about 4776 people borrow seeds from, and 238 people return seeds to the SLs in this study, that operate through over 17,000 hours of work/year. These SLs distribute approximately 6456 packets of seed annually, mostly of commercial seeds from small seed companies, but some SLs emphasize local and culturally meaningful seeds. The significance of a 6% seed return rate depends on SL goals and can be investigated once appropriate indicators for those goals are identified and documented. Beyond distribution, the seed system functions accomplished by SLs differ, and all can have consequences for the processes shaping the diversity and adaptation of their crops. The SLs engaged in seed system functions beyond distribution are new forms of socially-motivated community science, poised to develop biological and social innovations reflecting their values and interests. In lieu of an abstract, here is a brief excerpt of the content:In Their Father’s Library: Books Furnish Not Only a Room, But Also a Tradition ELIZABETH POWERS Although they shared close life dates and became famous in the same years for their epistolary novels, Johann Wolfgang von Goethe (1749–1832) and Fanny Burney (1752–1840) would seem to have been worlds apart literarily. (Goethe had in his Weimar library a copy of Evelina, while Burney was probably not ignorant of (...) the Europe-wide sensation The Sorrows ofYoung Werther.) What might be called their literary apprenticeship, however, was remarkably similar, consisting not of schooling in a traditional institution in which students (and, importantly, most eighteenth-century writers) were drilled in the classical curriculum, but, instead, from wide reading within the confines of their fathers’ libraries. It is true that Goethe and his younger sister Cornelia were supplied at home with a number of tutors and that their progress was monitored by their father, but their acquaintance with literature was fostered within the confines of the family home. Burney had no formal education at all. Indeed, on the appearance of Evelina, her father (according to her diary) remarked : “[S]he has had very little Education but what she has given herself,—less than any of the others!” Burney, however, had the advantage of growing up in a milieu in which books mattered. While the Goethes were eminently respectable, on the mother’s side part of what was the patriciate of the city of Frankfurt, the Burney household in London was bursting with wits and with what can only be called celebrities. The Burneys knew God and the world: David Garrick, Dr. Johnarion 28.1 spring/summer 2020 116 in their father’s library son, Hester Thrale. As Virginia Woolf noted of the famous father, Dr. Charles Burney, he was a musician “who could talk of intellectual things and ask clever people to his house.” Goethe has given plenty of evidence of roaming freely among his father’s books, a collection of 1,700 calfskin-bound volumes. When Burney went to serve at the court of King George III, Queen Charlotte was disappointed at how few books the author of Evelina possessed. (Similarities accumulate: Goethe also served at court, as minister in the duchy of Weimar.) But why cart around a load of books? As Burney wrote in her diary: “[M]y Father’s most delightful Library, as I then told her [the Queen], with my free access to it, had made [owning my own books] a thing unnecessary... ” Libraries in the eighteenth and early nineteenth century, whether private or public affairs, were not like contemporary public libraries, catering to a wide array of tastes, but were repositories of what Matthew Arnold termed “the best that is known and thought in the world.” Let’s call it the Western intellectual and cultural heritage. Most respectable homes would possess at a minimum a Bible, while the holdings in private homes, as evident in the library of Goethe’s father, could reach astounding proportions. According to Burney biographer Claire Harman, Fanny’s brother left at his death one of the finest private libraries of the age. Moreover, the antiquity of the works in the venerable libraries scattered across Europe from Dublin to Saint Petersburg, and especially their survival despite centuries of vicissitudes, was testimony to the authoritative nature of the transmission. Anyone who took the Bible in hand, who took lessons from it, adhering, for instance, to the injunctions of the Ten Commandments, was conscious of subscribing to values shared by preceding generations. Literary practitioners, also showing obeisance to authoritative predecessors, followed earlier models, in the process contributing to an evolving literary heritage. There was no purity in this transmission. It was truly promiscuous, but its quasi-biological character, like a mother’s left-handedness in a child, can be seen in the family Elizabeth Powers 117 resemblances among writers of different eras. Just as individuals perpetuate traits of their parents, so literature and the other arts recycled features of artistic predecessors. The article presents the results of a systematic review conducted according to the integrative review method, which investigates both the empirical and theoretical-descriptive literature to combine academic reflection with professional practices implemented in educational contexts. The review question aims at identifying effective educational practices to promote civic engagement in the 6-13 age group, regarding school contexts. We conducted the search of the records through disciplinary and generalist databases and with the use of digital libraries. The analysis of the included materials (...) made it possible to identify some recursive elements that characterize the educational activities aimed at promoting civic engagement in this age group. In this contribution, these elements will be analysed, highlighting how they can contribute to the design of an educational research path having as its focus the promotion of civic engagement and the sense of community. Otto Neurath experienced an adventurous as well as dangerous life. Already in his childhood, he was fascinated by his father’s huge library. He was especially impressed by images and illustrations since Ancient times and the French Encyclopédie, which inspired his lifelong dealing with picture language. This became manifest with the founding of his “Social and Economic Museum of Vienna” and the invention of his “Vienna Method of Pictorial Language,” later on renamed ISOTYPE. In the flourishing period of “Red Vienna” (...) he acquired a lot of books in several languages covering his research fields and practical activities as a social reformer, teacher and museologist, philosopher, sociologist and historian of science. With his forced migrations from Vienna and The Hague, this most valuable collection of books and brochures was partly destroyed, dispersed, and aryanized, when Austro-Fascism came into power in Austria and Hitler’s troops invaded into the Netherlands. Luckily, Otto Neurath and some members of his family and collaborators could survive and save parts of this unique collection of books which mirrors the education and intellectual background of the polymath Neurath in Dutch and British exile. Here, he again bought and published books continuing his activities for the Vienna Circle of Logical Empiricism as well as the Unity of Science and the Isotype movements covering some 3000 books in 1945. Three typical case studies from the Neurath library are provided covering economics, philosophy, and literature: Neurath’s annotations in books of Friedrich A. von Hayek, Karl Popper, and the writer Stefan Zweig. The main roles of libraries are developing and providing access to collections of cultural heritage. While the specific policies necessary to accomplish these roles may vary across different types of libraries, these institutions have at their core a dual role in preserving and supporting access to documents illustrating an era of knowledge and culture. Libraries are thus significant institutions in the process of learning, but also in that of remembering and forgetting at a social level. This article provides an overview (...) of the structure and organization of the public library system in the last two decades of the Communist regime in Romania. As part of a larger information history project, the research discusses the characteristics of this system created to support mass education and the ways in which public libraries also became institutions of memory in Communist Romania. The description of the library system structure is enriched by an overview of the professional training available for librarians and descriptions of the main library services related to access to collections and memories. The analysis of archival materials and oral history interviews with librarians document how these services were implemented and delve into the challenges encountered. Partial access to knowledge and information was a core part of the offered library services. As a consequence, services that were part of the Communist library system could be a source of long-term memory impairment at the social level. (shrink)

Aim of the article is to present our research dealing with virtual reality modeling and education activities. It involves a chain of development steps: taking pictures of objects, collecting information, creation of 3D models and panoramas, setting up the interactive virtual reality environment along with educational support and testing the user experience with students. Methodology/methods of work: the creation of 3D models and panoramas is done by taking pictures of real objects and using them as textures. The education (...) materials are created as interactive presentations and the usability testing of these presentations should be planned. Scientific goal is to measure the quality of interaction by this education support in order to derive rules testing effectiveness of support, interactive applications and presentations. Findings: 3D models and other educational support materials may be created voluntarily by teachers. The open source library for many different models should be created by whole community provided suitable interfaces of modeling tools will be arranged. Conclusions: Complex educational and interactive materials including virtual reality and panoramas are satisfactory when combined with easy 3D models that are made from taken pictures, which could be made by teachers themselves and/or open communities by existing cameras. This paper heeds the advice of EPAT's editor, who said he 'will be happy to publish further works on Heidegger and responses to these articles' after introducing four articles on Heidegger and education in the August, 2005, issue. It discusses the papers in order of appearance critically, for none of them shows understanding of Heidegger's writings and descriptions of human existence in his most important work, Being and Time, nor the work of the internationally recognized educational philosopher who has (...) written about educational problems using Heidegger's perspective over the past forty years and that should be considered in any application of Heidegger's thought to education if educational philosophy is to become a cumulative discipline. Because philosophy of education is notoriously non-accumulative and requires far more than referring to education in the first and last paragraphs of an article in order to be about an educational problem or phenomenon, the publications of this scholar in the phenomenology of education are mentioned throughout, as are Heidegger's works, to show how the four authors might have benefited from library research to utilize existing understandings and go beyond them. The study aimed to identify the concept of sustainable development, and to explore the role of digital libraries in achieving SDGs, by shedding light on the reality of the SDL in terms of financial, technical and human capabilities to achieve the Kingdom’s 2030 vision for sustainable development. The study revealed that digital libraries play an active role in achieving SDGs through secure and diverse technical infrastructure, and a variety of digital information sources. Digital libraries enhance the level of information awareness (...) among users. Among digital libraries worldwide, SDL is distinguished in terms of knowledge resources acquired, its platforms, and through the large number of beneficiaries of its services, representing all segments of the academic community in Saudi Arabia's higher education institutions. Based on a solid network, and Saudi Arabia vision 2030, SDL succeeded to link higher education institutions through a huge amount of information sources, and facilitated their access, and provided equal opportunities for all. The study recommended that in order to be the national digital platform and effective development partner, SDL must expand the scope of services to include trade and industrial private and public sectors, and raise the level of research awareness and ethics among Arab scholars and researchers. The purpose of this work is to find out how different library classification systems and linguistic ontologies arrange a particular domain of interest and what are the limitations for information retrieval. We use knowledge representation techniques and languages for construction of a domain specific ontology. This ontology would help not only in problem solving, but it would demonstrate the ease with which complex queries can be handled using principles of domain ontology, thereby facilitating better information retrieval. Facet-based methodology has (...) been used for ontology formalization for quite some time. Ontology formalization involves different steps such as, Identification of the terminology, Analysis, Synthesis, Standardization and Ordering. Firstly, for purposes of conceptualization OntoUML has been used which is a well-founded and established language for Ontology driven Conceptual Modelling. Phase transformation of “the same mode” has been subsequently obtained by OWL-DL using Protégé software. The final OWL ontology contains a total of around 232 axioms. These axioms comprise 148 logical axioms, 76 declaration axioms and 43 classes. These axioms glue together classes, properties and data types as well as a constraint. Such data clustering cannot be achieved through general use of simple classification schemes. Hence it has been observed and established that domain ontology using faceted principles provide better information retrieval with enhanced precision. This ontology should be seen not only as an alternative of the existing classification system but as a Knowledge Base system which can handle complex queries well, which is the ultimate purpose of any classification system or indexing system. In this paper, we try to understand how ontology-based information retrieval systems can prove its utility as a useful tool in the field of library science with a particular focus on the education domain. These educational inequalities include not only disparities in funding per pupil but also in class size, teacher qualification, and resources such as books, labs, libraries, computers, and curriculum, as (...) well as the physical condition of the school and the safety of students within it. While not all schools attended by poor children are bad schools, and not all schools attended by well-off children are good schools, there are clear patterns. Poor children are more likely to attend crowded and poorly equipped schools with less qualified teachers than the children of more affluent families. PurposeThe purpose of the study is to identify current trends in library and information science education related to the user‐centred approach adopted by libraries and information professionals in response to the advent of the internet.Design/methodology/approachCourse descriptions of 30 LIS departments around the world were analyzed based on Wilson's map of information science that proposes five basic foundations fields: information content, information systems, people, organizations, and policy. The analysis focused on the user‐centred people field and on the interactions between (...) this field and the other four fields proposed by the model. Course descriptions found in the departments' web sites were analyzed using the content analysis method and eight categories were revealed in the analysis that represent the different interactions between the fields.FindingsFindings show that LIS departments have been successful in infusing the traditional information‐related curricula with a user‐centred approach but they have yet to develop areas of study that strengthen the students' social skills.Research limitations/implicationsThe data collection method limited the scope of the study. By restricting the data collection to course descriptions as advertised in the departments' web sites the study could only analyze the departments' intent and not their actual work in the field.Originality/valueThe study recommends the implementation of courses dealing with social or personal skills. The subject of the article, which is based on the concept and practical methodology of using the space of the museum exposition as an educational one, is the activities of the Moscow Memorial Museum "Losev's House". Particular attention is paid to the analysis of such educational resources of a new type offered by the Losev House as the Scientific Library, Online Lecture and Study Day at the Museum; within the framework of each of these forms, its general educational potential (...) and advantages are analyzed in comparison with the traditional forms of teaching philosophy within the walls of an educational institution of a conventional type. Based on the results of the study, fundamentally new opportunities for increasing the effectiveness of philosophical education through the active formation of the educational motivation of a museum visitor or a learning individual through immersion and interactive interaction are identified and analyzed. In conclusion, an assessment is made of the educational activities of the "Losev's House" within the framework of the general socio-cultural genesis of the domestic society, its actual opposition to the multiple tendencies of cultural primitivization. The article concludes that, having a pronounced discursive character, philosophy, being presented in the educational space of the Losev House Museum, receives additional original opportunities for deploying this discourse. Represented in the educational space of the museum, philosophy, as an established system, from its content side, acts as a harmony and balance of its own objective and subjective aspects. A full-fledged philosophical education cannot be limited only to educational practices, it is necessary to include the upbringing of the culture inherent in philosophy and independence of thought. In the era of modern information culture, which implies the possibility of providing quick access to any necessary information, the emphasis in the learning process is shifting from the previous forms of its direct transmission to the formation of appropriate learning motivation, immersiveness and interactivity of new forms of learning provided by the educational space of the Losev House Museum. Purpose– This paper aims to consider selected results from the Arts and Humanities Research Council -funded “Managing Access to the internet in Public Libraries” project, from 2012-2014. MAIPLE has explored the ways in which public library services manage use of the internet connections that they provide for the public. This included the how public library services balance their legal obligations and the needs of their communities in a public space and the ethical dilemmas that arise.Design/methodology/approach– The researchers used (...) a mixed-method approach involving a review of the literature, legal analysis, a questionnaire survey and case studies in five public library authorities.Findings– UK public library services use a range of methods to regulate internet access. The research also confirms previous findings that filtering software is an ubiquitous tool for controlling access to and protecting library users from “inappropriate”, illegal and harmful internet content. There is a general, if sometimes reluctant, acceptance of filtering software as a practical tool by library staff, which seems to contrast with professional codes of ethics and attitudes in other countries. The research indicates that public library internet access will be a valued service for some time to come, but that some aspects of how public library services regulate internet access is currently managed can have socially undesirable consequences, including blocking legitimate sites and preventing users from accessing government services. Education could play a greater part in helping the general population to exercise judgement in selection of materials to view and use. This does not preclude implementing stricter controls to protect children, whilst allowing public libraries to continue providing a social good to those who are unable to otherwise participate in the digital age.Research limitations/implications– The response to the survey was 39 per cent meaning that findings may not apply across the whole of the UK. The findings of this study are compared with and supplemented by other quantitative sources, but a strength of this study is the depth of understanding afforded by the use of case studies.Originality/value– This paper provides both a quantitative and qualitative analysis of how internet access is managed in UK public libraries, including how library services fulfil their legal obligations and the ethical implications of how they balance their role in facilitating access to information with their perceived role as a safe and trusted environment for all members of their communities. The findings add to the international discussion on this issue and stimulate debate and policy making in the UK. (shrink)

In his “Games and the Art of Agency,” C. Thi Nguyen makes an intriguing and very plausible suggestion: games, or at any rate a great many of them, are artworks whose medium is, roughly, how one goes about doing what one does. In assigning an objective, laying down the constraints under which it has to be achieved, and specifying the terrain on which it will be played out, a game sculpts the decision-making processes of its players, the ways they see (...) their environment and option space, their motivations, and much else. Thus our by now quite extensive repertoire of games constitutes a library of agency. This library allows us to try on different modes of agency before deciding which is best for us—for a given type of occasion, or generally. It can help educate us into unfamiliar forms of agency, by providing the sort of controlled exercises that allow beginners the practice they need, which is to say that games are exercise and preparation for autonomous agency. And it promises to broaden and enrich our philosophical treatments of the topic, in part by serving as a testbed for competing theories of practical rationality; if we want to get a realistic sense of what it would be like to decide what to do, in the way that one or another theory of practical deliberation says, we can experiment with it in an appropriately designed game. The present paper is about the author’s current research on children’s education in urban contexts. It departs from the rising offer of programmes for school children in out-of-school contexts (e.g. museums, libraries, science centres). It asks what makes these practices educational (and not just interesting, entertaining and/or audience building). Based on Biesta ( 2006a , 2010 ) theory of education, the author frames and analyses the educational characteristics of, and possibilities of articulating, in and out-of-school educational practices. This (...) paper aims at understanding if the occasional outing from primary school premises promotes interruptions in the humanist foundations of school. In order to analyse relations between different institutions and professionals (to be) engaged in educational activities and programmes, Nóvoa ( 2002 , 2009 ) essays will be brought to the discussion, namely his conception of the ‘Public Space of Education’—as a space where culture, education, arts, sports and leisure are shared responsibilities, and where diverse institutions are networked aiming towards societal pluralism. I argue for the possibility of using cities’ public spaces as contexts with a worldly quality to complexify children’s education. Nevertheless, I draw attention to the unbearable educational lightness that these practices may carry if they do not go beyond the praise of chance; as well as to their unsustainable weight if they perpetually repeat school’s normal orders and add up rational discourses.
