U.S. conservation policy, both in structure and in practice, places a heavy burden on conservationists to halt development projects, rather than on advocates of development to defend their proposed actions. In this paper, we identify this structural phenomenon in several landmark environmental policies and in practice in the contemporary debate concerning oil drilling in the Arctic National Wildlife Refuge. The burdens placed on conservation can be understood in terms of constraints—as conservation ‘floors’ and degradation ‘ceilings’. At base, these floors and (...) ceilings emerge out of underlying consequentialist commitments that assume that our environmental activity can be justified by appeal primarily to ends. A series of intuition pumps guides our argument to instead shift the conservation discourse away from these consequentialist commitments to more widely justify activities on our public lands. The Addendum of this note presents a brief perspective and an additional development pertaining to a previous paper. The even forceK n as well as the odd forceK 0 of the time-inversion-covariant (TIC) equation of motion in the presence of a magnetic field are derived from the results of the previous paper by a hint of generalization in classical physics. Then, by following identical steps as in the previous paper, the Addendum completes the derivation of the stochastic Hamilton-Jacobi and (...) the Schrödinger equations in the electromagnetic field. The time-dependent Schrödinger equation has been derived from three assumptions within the domain of classical and stochastic mechanics. The continuity equation isnot used in deriving the basic equations of the stochastic theory as in the literature. They are obtained by representing Newton's second law in a time-inversion consistent equation. Integrating the latter, we obtain the stochastic Hamilton-Jacobi equation. The Schrödinger equation is a result of a transformation of the Hamilton-Jacobi equation and linearization by assigning the arbitrary constant ħ=2mD. (...) An experiment is proposed to determine ħ and to test a hypothesis of the theory directly. A mathematical apparatus is formulated from the Jacobian formalism to derive physical parameters from ψ(x, t) and to obtain operators for the boundary cases of the theory. BackgroundThere is a growing interest in using cognitive–behavioural therapy (CBT) with people who have Asperger syndrome and comorbid mental health problems.AimsTo examine whether modified group CBT for clinically significant anxiety in an Asperger syndrome population is feasible and likely to be efficacious.MethodUsing a randomised assessor-blind trial, 52 individuals with Asperger syndrome were randomised into a treatment arm or a waiting-list control arm. After 24 weeks, those in the waiting-list control arm received treatment, while those initially randomised to treatment were followed (...) up for 24 weeks.ResultsThe conversion rate for this trial was high (1.6:1), while attrition was 13%. After 24 weeks, there was no significant difference between those randomised to the treatment arm compared with those randomised to the waiting-list control arm on the primary outcome measure, the Hamilton Rating Scale for Anxiety.ConclusionsTrials of psychological therapies with this population are feasible. This study investigates how collective corruption appears, using a computational method. Specifically, acknowledging that the characteristics of collective corruption process are analogous to percolation phenomena, we illuminate that collective corruption is formed by ongoing social interactions in an organizational boundary. By formulating a percolation-based system dynamics model, we consider the behavioral characteristics of collective corruption in terms of individuals’ corruption preferences governed by personal attributes on corruption. We also propose and examine scenarios regarding the formation of collective corruption.

The UK Government’s Code of Conduct for data-driven health and care technologies, specifically artificial intelligence -driven technologies, comprises 10 principles that outline a gold-standard of ethical conduct for AI developers and implementers within the National Health Service. Considering the importance of trust in medicine, in this essay I aim to evaluate the conceptualisation of trust within this piece of ethical governance. I examine the Code of Conduct, specifically Principle 7, and extract two positions: a principle of rationally justified trust that (...) posits trust should be made on sound epistemological bases and a principle of value-based trust that views trust in an all-things-considered manner. I argue rationally justified trust is largely infeasible in trusting AI due to AI’s complexity and inexplicability. Contrarily, I show how value-based trust is more feasible as it is intuitively used by individuals. Furthermore, it better complies with Principle 1. I therefore conclude this essay by suggesting the Code of Conduct to hold the principle of value-based trust more explicitly. (shrink)

It is generally acknowledged by proponents of ‘new mechanism’ that mechanistic explanation involves adopting a perspective, but there is less agreement on how we should understand this perspective-taking or what its implications are for practising science. This paper examines the perspectival nature of mechanistic explanation through the lens of the ‘mechanistic stance’, which falls somewhere between Dennett’s more familiar physical and design stance. We argue this approach implies three distinct and significant ways in which mechanistic explanation can be interpreted as (...) perspectival: ‘phenomenon perspectivism’, ‘pattern perspectivism’ and ‘hierarchy perspectivism’. We evaluate the strength of the perspective-dependency implied by each of these, and along the way, discuss their significance for wider debates within the new mechanism literature, such as the nature of function attribution and an ontic vs epistemic understanding of explanation. This paper argues that there is an inconsistency between Jaegwon Kim's earlier work on supervenience and his more recent work on explanatory exclusion. In his work on supervenience Kim advocates an explanatory agnosticism that, by the time of his later work, is replaced by an endorsement of reductive explanation. My argument is that this tension between Kim's early and later work is unfortunate since explanatory exclusion is highly questionable in its own right and is not reconcilable with his earlier work (...) on supervenience anyway. /// El presente artículo sostiene que existe una inconsistencia entre los primeros textos sobre superveniencia de Jaegwon Kim y sus trabajos más recientes sobre exclusión explicativa. In 2009, health authorities from Taiwan formally attended the 62nd World Health Assembly of the World Health Organization as observers, marking the country’s participation for the first time since 1972. The long process of negotiating this breakthrough has been cited as an example of successful global health diplomacy. This paper analyses this negotiation process, drawing on government documents, formal representations from both sides of the Taiwan Strait, and key informant interviews. The actors and their motivations, along with the forums, practices (...) and outcomes of the negotiation process, are detailed. While it is argued that non-traditional diplomatic action was important in establishing the case for Taiwan’s inclusion at the WHA, traditional concerns regarding Taiwanese sovereignty and diplomatic representation ultimately played a decisive role. The persistent influence of these traditional diplomatic questions illustrates the limits of global health diplomacy. (shrink)

Frederic Lee sets out the foundations of a post-Keynesian price theory through developing an empirically grounded production schema. The administered, normal cost and mark-up price doctrines are explained in parts I-III of the book, as many of their theoretical arguments are important for developing the foundations. This involves discussing the work of Gardiner Means, Philip Andrews, and Michal Kalecki as well as the developers of the doctrines, such as Edwin Nourse, Paolo Sylos Labini, Harry Edwards, Josef Steindl and Alfred Eisner. Drawing upon the arguments and formal modelling offered by the doctrines, in conjunction with empirical evidence from one hundred studies on pricing and production, Dr Lee develops an empirically grounded pricing model and production schema. In 2011, when Judith Butler delivered the lecture series that would become Notes Toward a Performative Theory of Assembly, the speech act theorist joined other critical scholars attempting to work through the dark cloud of neoliberal fatigue settling over the humanities. “Identitarian ontologies” had become only more entrenched in the age of terror, any potential alternatives seeming destined for “discursive appropriation” by the insidious vocabulary of late biopolitical capitalism. I argue that it is impermissible to use nudges as a tool to influence patients in the context of informed consent. The motivation for such nudges is that their use can help reconcile potential conflicts between a physician’s duty of beneficence and duty to respect patient autonomy. I argue that their use places physicians in a position of domination over patients. That is, it violates the republican freedom of patients because it grants physicians the power to arbitrarily interfere. I also (...) argue that if one tries to adjust the duty of beneficence to avoid this conclusion, then the republican freedom of patients is still threatened under conditions of clinical equipoise. As ways to avoid the inevitability of nudging, I suggest the alternative of boosting or the pairing of patients with physicians who share their deep values. This latter option achieves the benefits nudging patients is supposed to provide without violating the republican freedom of those patients. (shrink)

It is surely not coincidental that the term "soul" should mean not only the center of a creature's life and consciousness, but also a thing or action characterized by intense vivacity ("that bike's got soul!"). It also seems far from coincidental that the same contemporary academic discussions that have largely cast aside the language of "soul" in their quest to define the character of human mental life should themselves be so--how to say it?--bloodless, so lacking in soul. This volume arises (...) from the opposite premise, namely that the task of understanding human nature is bound up with and in important respects dependent upon the more critical task of learning to be fully human, of learning to have soul. The papers collected here are derived from a conference in Oxford sponsored by the Centre of Theology and Philosophy and together explore the often surprising landscape that emerges when human consciousness is approached from this angle. Drawing upon literary, philosophical, theological, historical, and musical modes of analysis, the essays of this volume vividly remind the reader of the power of the ancient language of soul over against contemporary impulses to reduce, fragment, and overly determine human selfhood. Mental toughness (MT) is a key psychological variable related to achievement in performance domains and perseverance in challenging circumstances. We sought to understand the lived experiences of mentally tough high-altitude mountaineers, focusing primarily upon decisions to persevere or abort summit attempts. Phenomenological interviews were conducted with 14 mountaineers including guides, expedition leaders, and doctors (Mage = 44 years). A content analysis was employed to identify key themes in the data. Participants emphasized the importance of MT in extreme environments and described (...) rational, flexible, and vigilant decision-making. Turning around without summiting was the toughest decision reported, with recognition of the thin line between persevering and overstretching. In contrast to much MT literature, mountaineers accepted limits, demonstrated restraint, and sacrificed personal goals to aid others. Costly perseverance was also reported with some mountaineers described as “too tough”: overcompetitive, goal-obsessed, and biased decision-makers. These findings revealed both benefits and dangers of MT in mountaineering. (shrink)

The Precautionary Principle is typically construed as a conservative decision rule aimed at preventing harm. But Martin Peterson (JME 33: 5–10, 2007; The ethics of technology: A geometric analysis of five moral principles, Oxford University Press, Oxford, 2017) has argued that the principle is better understood as an epistemic rule, guiding decision-makers in forming beliefs rather than choosing among possible acts. On the epistemic view, he claims there is a principle concerning expert disagreement underlying precautionary-based reasoning called the ecumenical principle: (...) all expert views should be considered in a precautionary appraisal, not just those that are the most prominent or influential. In articulating the doxastic commitments of decision-makers under this constraint, Peterson precludes any probabilistic rule that might result in combining expert opinions. For combined or consensus probabilities are likely to provide decision-makers with information that is more precise than warranted. Contra Peterson, I argue that upon adopting a broader conception of probability, there is a probabilistic rule, under which expert opinions are combined, that is immune to his criticism and better represents the ecumenical principle. Contemporary virtue epistemologists who write about education have often failed to answer two rather fundamental questions: firstly, “Why cultivate intellectual virtues?” Secondly, and more fundamentally, “Why ought children to learn? That is, how should we conceive of the epistemic goal of education?” In addressing this latter question, I posit that cognitive flourishing is the comprehensive epistemic goal of education that can serve as the basis for virtue-focused epistemology of education. After establishing this point, I then argue that a well-grounded virtue-centered (...) epistemology of education would be possible after addressing the following three questions: 1) what is a cognitively good life? 2) how does it relate to understanding? and 3) what is the relationship between understanding and intellectual virtues? In this article I describe the development of my collaboration with the textile artist Susie Freeman in the production of the visual arts project Pharmacopoeia. Over the last 3 years we have created a body of work that aims to provide information about common medical treatments in a way that engages the public imagination. The work is dominated by the use of active pharmaceuticals, both pills and capsules, which are incorporated into dramatic fabrics by a process known as pocket knitting. (...) These fabrics are then made into clothing and accessories, making their individual messages easier to ‘read’. The work aims to encourage people to think about their own medical and pharmacological history, and to reflect on their relationship with commonly prescribed drugs. It also reveals how dependent our society is on pharmaceuticals, how ambivalent we feel about them and yet how casually we use them. (shrink)

What assumptions are built into the claim that experience has “phenomenal properties,” and could these assumptions turn out to be false? I consider the issue specifically for the similarity relations between experiences: for example, experiences of different shades of red are more similar to each other than an experience of red and an experience of green. It is commonly thought that we have a special kind of epistemic access to experience that is more secure than our access to the external (...) environment. In the first part of the paper, I argue than one way of elucidating this claim is especially plausible—that systematic error, of the kind subjects make about the external environment in traditional “skeptical” scenarios, is not conceivable for introspection of experience, including for our knowledge of similarity relations. I argue that focusing on similarity relations gives us a more interesting version of the argument than for other forms of experiential introspection. Then in the second part of the paper I describe an example, inspired by a similar case due to Sydney Shoemaker, in which a subject, despite being fully rational and attentive, apparently is systematically mistaken about the character of their experience in a surprising way. I argue that the example calls into question whether there are properties of experience satisfying the epistemic access constraint, and therefore whether experience has “phenomenal properties” in the intuitive sense. Female-biased parental investment is unusual but not unknown in human societies. Relevant explanatory models include Fisher’s principle, the Trivers-Willard model, local mate and resource competition and enhancement, and economic rational actor models. Possible evidence of female-biased parental investment includes sex ratios, mortality rates, parents’ stated preferences for offspring of one sex, and direct and indirect measurements of actual parental behavior. Possible examples of female-biased parental investment include the Mukogodo of Kenya, the Ifalukese of Micronesia, the Cheyenne of North America, the (...)
