Many countries, including Australia, have established a national scheme that supports the recognition of a single ethical review for multi-centre research conducted in publicly funded health services. However, local site-specific governance review processes remain decentralised and highly variable. This short report describes the ethics and governance processes required for a negligible risk national survey of physiotherapy-led airway clearance services in Australia. We detail inconsistencies in research governance document preparation and submission (platforms, processes, forms and signatories) and report the time cost (...) and likely impact of these inconsistencies on health services research outcomes. Processes and strategies that facilitated success in this project are identified and summarised as helpful hints to other researchers looking to embark on negligible risk research in public health facilities. In this book, Mark Johnston argues that God needs to be saved not only from the distortions of the "undergraduate atheists" but, more importantly, from the idolatrous tendencies of religion itself. Each monotheistic religion has its characteristic ways of domesticating True Divinity, of taming God's demands so that they do not radically threaten our self-love and false righteousness. Turning the monotheistic critique of idolatry on the monotheisms themselves, Johnston shows that much in these traditions must be condemned as (...) false and spiritually debilitating. A central claim of the book is that supernaturalism is idolatry. If this is right, everything changes; we cannot place our salvation in jeopardy by tying it essentially to the supernatural cosmologies of the ancient Near East. Remarkably, Johnston rehabilitates the ideas of the Fall and of salvation within a naturalistic framework; he then presents a conception of God that both resists idolatry and is wholly consistent with the deliverances of the natural sciences. Princeton University Press is publishing Saving God in conjunction with Johnston's forthcoming book Surviving Death, which takes up the crux of supernaturalist belief, namely, the belief in life after death. Critically engaging with thinkers including Slavoj Zizek, Alain Badiou, Catherine Malabou, Jean-Claude Milner, Martin Hagglund, William Connolly and Jane Bennett, Johnston formulates a materialist and naturalist account of subjectivity that does full justice to human beings as irreducible to natural matter alone.

The world-view to which the long arc of modern philosophy since Descartes bends is Materialism With A Bad Conscience, a Materialism continually bedeviled by the need to deal with apparently irreducible mental items. I believe this world-view to be the offspring of an introjective error; in effect, the mentalization of sensible form, finality and value. Hence the characteristic modernist accusation is that when we take sensible form, finality and value to be genuine features of the manifest we are thereby "projecting" (...) aspects of our mental life onto an environment devoid of these features. David Hume went furthest in this Projectivist direction arguing that indeed even the very notion of an efficient cause was a projection of our habitual expectations that the regularly observed consequences of certain classes of events would continue. So far from these expectations constituting a practical knowledge of efficient causes, acquired over immense periods of time in the life of our species as it adapted to and with its complex causal environment, those expectations are merely appearances which we mistake for a mind-independent relation among the things themselves. Thus the manifest is traded in for the "manifest image of the world," an image interposed between a subject and deracinated environment. (shrink)

The term “technological fix”, coined by technologist/administrator Alvin Weinberg in 1965, vaunted engineering innovation as a generic tool for circumventing problems commonly conceived as social, political or cultural. A longtime Director of Oak Ridge National Laboratory, government consultant and essayist, Weinberg also popularized the term “Big Science” to describe national goals and the competitive funding environment after the Second World War. Big Science reoriented towards Technological Fixes, he argued, could provide a new “Apollo project” to address social problems of the (...) future. His ideas – most recently echoed in “solutionism” – have channeled confidence and controversy ever since. This paper traces the genesis and promotion of the concept by Weinberg and his contemporaries. It argues that, through it, the marginal politics and technological confidences of interwar scientists and technocrats were repositioned as mainstream notions closer to the heart of Big Science policy. In a project The Hastings Center is now running on the future of prenatal testing, we are encountering clear examples, both in established law and in the practices of individual providers, of failures to respect women's reproductive autonomy: when testing is not offered to certain demographics of women, for instance, or when the choices of women to terminate or continue pregnancies are prohibited or otherwise not supported. But this project also raises puzzles for reproductive autonomy. We have learned that some (...) clinicians and patients do not discuss the fact that prenatal testing can lead to a decision about whether to terminate a pregnancy—they just don't talk about it. And while the decision whether to agree to prenatal screening and diagnostic testing is to be made with women's free and informed consent, many screening tests have been routinized in such a way that some women do not even recall agreeing to testing, while others feel that agreeing to testing is what their clinicians expect of them or that the testing is necessary to protect themselves and their families from the significant financial hardship of raising a child with a disability. In the face of these pressures, can one really say that women are freely choosing to undergo testing or are freely choosing to continue or terminate a pregnancy following receipt of test results? The reality of these pressures is requiring us to consider expanding the scope of our investigation beyond the clinical encounter to the broader context—to think harder about what reproductive autonomy means and how best to enhance it. Liberalism, the founding philosophy of many constitutional democracies, has been criticized in recent years from both the left and the right for placing too much faith in individual rights and distributive justice. In this book, David Johnston argues for a reinterpretation of liberal principles he contends will restore liberalism to a position of intellectual leadership from which it can guide political and social reforms. He begins by surveying the three major contemporary schools of liberal political thought--rights-based, perfectionist, and political (...) liberalism--and, by weeding out their weaknesses, sketches a new approach he calls humanist liberalism. The core of Johnston's humanist liberalism is the claim that the purpose of political and social arrangements should be to empower individuals to be effective agents. Drawing on and modifying the theories of John Rawls, Michael Walzer, Ronald Dworkin, Joseph Raz, Amartya Sen, and others, Johnston explains how this purpose can be realized in a world in which human beings hold fundamentally different conceptions of the ends of life. His humanist liberalism responds constructively to feminist, neo-Marxist, and other criticisms while remaining faithful to the core values of the liberal tradition. (shrink)

In this paper, we provide a historical exposition of John Buridan's theory of divided modal propositions. We then develop a semantic interpretation of Buridan's theory which pays particular attention to Buridan's ampliation of modal terms. We show that these semantics correctly capture his syllogistic reasoning.

Aristotle claims, in his Nicomachean Ethics, that in addition to being, for example, just and courageous, and temperate, the virtuous person will also be witty. Very little sustained attention, however, has been devoted to explicating what Aristotle means when he claims that virtuous persons are witty or to justifying the plausibility of the claim that wittiness is a virtue. It becomes especially difficult to see why Aristotle thinks that being witty is a virtue once it becomes clear that Aristotle’s witty (...) person engages in what he calls ‘educated insolence’. Insolence, for Aristotle, is a form of slighting which, as he explains in the Rhetoric, generally causes the person slighted to experience shame and anger. In this paper, I attempt to bring some clarity to Aristotle’s claim that being witty is a virtue by examining why Aristotle thinks that the object of a witty person’s raillery will find this joking pleasant. The Australian Royal Commission into Aged Care Quality and Safety acknowledged understaffing and substandard care in residential aged care and home care services, and recommendations were made that that the Australian Government should promote assistive technology within aged care. Robotic care assistants can provide care and companionship for the elderly—both in their own homes and within health and aged care institutions. Although more research is required into their use, studies indicate benefits, including enabling the elderly to live independently at home, (...) assistance with medication and monitoring of safety. Nevertheless, there are inherent ethical challenges in the use of robots as carers, including loss of privacy, unwarranted restrictions on autonomy, lack of dignity, deception, and the exacerbation of loneliness. Ethics by design can counter these issues in development of robotics and clinical ethics committees have been put forward as a way of dealing with the ethical use of robotic care in healthcare institutions. In this paper I outline the ethical challenges of robotic care assistants and how these may be mediated in their design and use. (shrink)

Mainstream nursing history often positions itself in opposition to philosophy and many nursing historians are reticent of theorizing. In the quest to illuminate the lives of nurses and women current historical approaches are driven by reformist aspirations but are based on the conception that nursing or caring is basically good and the timelessness of universal values. This has the effect of essentialising political categories of identity such as class, race and gender. This kind of history is about affirmation rather than (...) friction and about the conservation of memory and musealization. In contrast, we will focus on how we imagine nursing history could be used as a philosophical, critical perspective to challenge the ongoing transformations of our societies. Existing reality must be confronted with strangeness and the historically different can assume the function of this counterpart, meaning present and past must continuously be set in relation to each other. Thus, critical history is always the history of the present but not merely the pre‐history of the present – critique must rather present different realities and different certainties. In this paper, we use this approach to discuss the implementation of the nursing process (NP) in Germany. The nursing process appears to be a technology that helped to set up an infrastructure ‐ or assemblage ‐ to transform nursing interventions into a commodity exchangable between consumers and nurses in a free market. In our theoretical perspective, we argue that NP was a step in the realization of the German ordoliberal program, a specific variety of neoliberalism. In order to implement market‐orientation in the healthcare system it was necessary to transform hospitals into calculable spaces and to make all performances in the hospital calculable. This radically transformed not just the systems, but the ways in which nurses and patients conveived of themselves. (shrink)

We propose that corporations should be subject to a legal obligation to identify and internalise their social costs or negative externalities. Our proposal reframes corporate social responsibility as obligated internalisation of social costs, and relies on reflexive governance through mandated hybrid fora. We argue that our approach advances theory, as well as practice and policy, by building on and going beyond prior attempts to address social costs, such as prescriptive government regulation, Coasian bargaining and political CSR.

Medical tourism is the practice of traveling across international borders with the intention of accessing medical care, paid for out-of-pocket. This practice has implications for preferential access to medical care for Canadians both through inbound and outbound medical tourism. In this paper, we identify four patterns of medical tourism with implications for preferential access to care by Canadians: Inbound medical tourism to Canada’s public hospitals; Inbound medical tourism to a First Nations reserve; Canadian patients opting to go abroad for medical (...) tourism; and Canadian patients traveling abroad with a Canadian surgeon. These patterns of medical tourism affect preferential access to health care by Canadians by circumventing domestic regulation of care, creating jurisdictional tensions over the provision of health care, and undermining solidarity with the Canadian health system. Virtual reality allows the user to be immersed in environments in which they can experience situations and social interactions from different perspectives by means of virtual embodiment. In the context of rehabilitation of violent behaviors, a participant could experience a virtual violent confrontation from different perspectives, including that of the victim and bystanders. This approach and other virtual scenes can be used as a useful tool for the rehabilitation of intimate partner violence perpetrators, through improvement of their empathic skills or (...) for training in non-violent responses. In this perspective, we revise and discuss the use of this tool in a prison environment for the rehabilitation of IPV perpetrators with a particular focus on practical aspects based on our experience. Although the quality and effectiveness of mental health treatments and services have improved greatly over the past 50 years, therapeutic revolutions in psychiatry have not yet been able to reduce stigma. Stigma is a risk factor leading to negative mental health outcomes. It is responsible for treatment seeking delays and reduces the likelihood that a mentally ill patient will receive adequate care. Albert Abraham Michelson (1852-1931), the American optical physicist best known for his precise determination of the velocity of light and for his experiments concerning aether drift, is less often acknowledged as the creator of new spectroscopic instrumentation and new spectroscopies. He devised a new method of light analysis relying upon his favourite instrument – a particular configuration of optical interferometer – and published investigations of spectral line separation, Doppler-broadening and simple high-resolution spectra (1887-1898). Contemporaries did not pursue his method. Michelson (...) himself discarded the technique by the end of the decade, promoting a new device, the ‘echelon spectroscope’, as a superior instrument. High-resolution spectroscopy was taken up by others at the turn of the century using the echelon, Fabry-Pérot etalon and similar instruments. Michelson’s ‘Light Wave Analysis’ was largely forgotten, but was rediscovered c1950 and developed over the following three decades into a technique rechristened ‘Fourier transform spectroscopy’. This paper presents Michelson’s interferometric work as a continuum of personal interests and historical context as an example of 'research technology' and 'peripheral science'. (shrink)

It has been much debated whether Tractarian objects are what Russell would have called particulars or whether they include also properties and relations. This paper claims that the debate is misguided: there is no logical category such that Wittgenstein intended the reader of the Tractatus to understand his objects either as providing examples of or as not providing examples of that category. This is not to say that Wittgenstein set himself against the very idea of a logical category: quite the (...) contrary. However, where Russell presents his logical variety of particulars and the various types of universal, and Frege presents his of objects and the various types of function, Wittgenstein denies the propriety of such a priori expositions. Wittgenstein envisages a variety of logical types of entity but insists that the nature of these types is something to be discovered only through analysis. (shrink)

I discuss the early history of holography and explore how perceptions, applications, and forecasts of the subject were shaped by prior experience. I focus on the work of Dennis Gabor (1900–1979) in England,Yury N. Denisyuk (1927-2005) in the Soviet Union, and Emmett N. Leith (1927–2005) and Juris Upatnieks (b. 1936) in the United States. I show that the evolution of holography was simultaneously promoted and constrained by its identification as an analog of photography, an association that influenced its assessment by (...) successive audiences of practitioners, entrepreneurs, and consumers. One consequence is that holography can be seen as an example of a modern technical subject that has been shaped by cultural influences more powerfully than generally appreciated. Conversely, the understanding of this new science and technology in terms of an older one helps to explain why the cultural effects of holography have been more muted than anticipated by forecasters between the 1960s and 1990s. Canada, as one of the three Allied nations collaborating on atomic energy development during the Second World War, had an early start in applying its new knowledge and defining a new profession. Owing to postwar secrecy and distinct national aims for the field, nuclear engineering was shaped uniquely by the Canadian context. Alone among the postwar powers, Canadian exploration of atomic energy eschewed military applications; the occupation emerged within a governmental monopoly; the intellectual content of the discipline was influenced by (...) its early practitioners, administrators, scarce resources, and university niches; and a self-recognized profession coalesced later than did its American and British counterparts. This paper argues that the history of the emergence of Canadian nuclear engineers exemplifies unusually strong shaping of technical expertise by political and cultural context. (shrink)

Holography, the three-dimensional imaging technology, was portrayed widely as a paradigm of progress during its decade of explosive expansion 1964–73, and during its subsequent consolidation for commercial and artistic uses up to the mid 1980s. An unusually seductive and prolific subject, holography successively spawned scientific insights, putative applications and new constituencies of practitioners and consumers. Waves of forecasts, associated with different sponsors and user communities, cast holography as a field on the verge of success—but with the dimensions of success repeatedly (...) refashioned. This retargeting of the subject represented a degree of cynical marketeering, but was underpinned by implicit confidence in philosophical positivism and faith in technological progressivism. Each of its communities defined success in terms of expansion, and anticipated continual progressive increase. This paper discusses the contrasting definitions of progress in holography, and how they were fashioned in changing contexts. Focusing equally on reputed ‘failures’ of some aspects of the subject, it explores the varied attributes by which success and failure were linked with progress by different technical communities. This important case illuminates the peculiar post-World War II environment that melded the military, commercial and popular engagement with scientific and technological subjects, and the competing criteria by which they assessed the products of science. As new parents quickly learn, parenting always involves choosing your battles. Ideally, parents have the freedom to make those moral choices without the prejudice of an unreasonable or premature inflicted ought. Resolving the predictive uncertainties of genomic information is the professional responsibility of the biomedical community, just as clarifying the impact of global warming or assessing the risks of rising multidrug resistance is the responsibility of similar specialists. Until sequencing can give parents clear and meaningful information that they can use (...) to protect their children without also burdening parents with uncertain findings about which little if anything can be done, it makes no sense to impute an obligation for them to seek it out. To do so not only increases the mental and emotional burden on parents but also distorts the scope of parental responsibility in ways that undermine parents’ capacity to play their immediate role as the nurturers of a new life. On problems and assumptions in the historiography of holography for distinctive social groups engaged in the practice.

2003 Paul Bunge Prize of the Hans R. Jenemann Foundation for the History of Scientific Instruments Judging the brightness and color of light has long been contentious. Alternately described as impossible and routine, it was beset by problems both technical and social. How trustworthy could such measurements be? Was the best standard of intensity a gas lamp, an incandescent bulb, or a glowing pool of molten metal? And how much did the answers depend on the background of the specialist? A (...) History of Light and Colour Measurement: Science in the Shadows is a history of the hidden workings of physical science-a technical endeavor embedded in a social context. It argues that this "undisciplined" subject, straddling academia, commerce, and regulation, may be typical not only of 20th century science, but of its future. Attracting scientists, engineers, industrialists, and artists, the developing subject produced a new breed of practitioners having mixed provenance. The new measurers of light had to decide the shape not only of their specialism but of their careers: were they to be a part of physics, engineering, or psychology? The physical scientists who dominated the subject into the early 20th century made their central aim the replacement of the problematic human eye with physical detectors of light. For psychologists between the wars, though, describing the complexity of color was more important than quantifying a handful of its dimensions. And after WWII, military designers shaped the subject of radiometry and subsumed photometry and colorimetry within it. Never attaining a professional cachet, these various specialists moved fluidly between science and technology; through government, industry, and administration. (shrink)

This book offers readers a uniquely detailed engagement with the ideas of legendary French psychoanalyst Jacques Lacan. The Freudian Thing is one of Lacan's most important texts, wherein he explains the significance and stakes of his "return to Freud" as a passionate defence of Freud's disturbing, epoch-making discovery of the unconscious, against misrepresentations and criticisms of it. However, Lacan is characteristically cryptic in The Freudian Thing. The combination of his writing style and vast range of references renders much of his (...) thinking inaccessible to all but a narrow circle of scholarly specialists. Johnston's Irrepressible Truth opens up the universe of Lacanian psychoanalysis to much wider audiences by furnishing a sentence-by-sentence interpretive unpacking of this pivotal 1955 essay. In July 2000, the Seminole Nation of Oklahoma passed a resolution that would effectively expel a significant portion of its tribal members. The resolution amended the Nation's constitution by changing its membership criteria. Previously, potential members needed to show descent from an enrollee of the 1906 Dawes Rolls, the official American Indian tribal rolls established by the Dawes Commission to facilitate the allotment of reservation land. The amended constitution requires possession of one-eighth Seminole Indian blood, a requirement that a significant (...) portion of the tribe's membership cannot fulfill. The members of the Nation who fail to meet this new membership criterion all have one thing in common: they are black.Descendents of former slaves who came to live among the Seminole Indians of Florida in the seventeenth and eighteenth centuries, the black Seminoles have been officially recognized by the U.S. government as members of the Seminole Nation of Oklahoma since 1866. Larry May's and Kenneth Shockley's discussions of punishment for mob‐based harms fall back on the idea of individual mens rea. They recognise that the mens rea element is complicated by the fact that an individual's intentional actions in the context of mob activity have a collective dimension to them, either because they are ‘group‐based’, or because they are enabled or constrained by the collective's ‘normative authority’. However, their accounts of punishment fail to adequately reflect this complication. We claim that this (...) is because they primarily countenance ‘paradigmatic’ forms of punishment. Part 2 of the article argues that a non‐paradigmatic form of punishment – one that is ‘expressive’ insofar as it publicly communicates a denunciation – can better target the complex relations between the individual and collective dimensions of mob‐based harms. In order to better illuminate the target of such punishment, Part 1 of the article clarifies the relation between individual, shared and collective responsibility for mob‐based harms. Responding to several shortcomings in May's and Shockley's work, we examine the emergence of ‘mob mentality’ and argue that mob beliefs, intentions and norms are dynamically ‘expressed’ (i.e. publicly manifested, communicated and shaped) in and through the situated behaviour of individual mob members. In this essay, James Scott Johnston examines Jürgen Habermas's transcendental justification of his discourse theory of morality. According to Johnston, the application of Habermas's theory to educational issues often assumes that this justification is a cogent one. However, if the theory is to provide reasoned and appropriate guidance for educators, the justification of discourse ethics requires closer examination. Johnston argues that Habermas's so-called “weak” transcendental approach is in fact unsustainable because it fails to reconcile two conflicting schools (...) of philosophical thought: Kant's transcendental idealism and George Herbert Mead's social pragmatism. Johnston concludes that a more plausible justification of the discourse ethical project can be achieved by rejecting Habermas's Kantianism and appealing solely to Mead's social pragmatic conception of rationality. Ilinca Zarifopol-Johnston's critical biography of the Romanian-born French philosopher E. M. Cioran focuses on his crucial formative years as a mystical revolutionary attracted to right-wing nationalist politics in interwar Romania, his writings of this period, and his self-imposed exile to France in 1937. This move led to his transformation into one of the most famous French moralists of the 20th century. As an enthusiast of the anti-rationalist philosophies widely popular in Europe during the first decades of the 20th century, (...) Cioran became an advocate of the fascistic Iron Guard. In her quest to understand how Cioran and other brilliant young intellectuals could have been attracted to such passionate national revival movements, Zarifopol-Johnston, herself a Romanian emigré, sought out the aging philosopher in Paris in the early 1990s and retraced his steps from his home village of Rasinari and youthful years in Sibiu, through his student years in Bucharest and Berlin, to his early residence in France. Her portrait of Cioran is complemented by an engaging autobiographical account of her rediscovery of her own Romanian past. (shrink)
