Ce texte est consacré à l’analyse des idées transhumanistes au concours de la conception philosophique de L. Wittgenstein sur les points suivants : le rôle des sciences dans la vie humaine, la corporéité, l’éternité, le sens de l’existence, et surtout la question de l’indéfini en humain. L’article pourrait être utile pour l’autoréflexion du transhumanisme.

Regulation by design (RBD) is a growing research field that explores, develops, and criticises the regulative function of design. In this article, we provide a qualitative thematic synthesis of the existing literature. The aim is to explore and analyse RBD’s core features, practices, limitations, and related governance implications. To fulfil this aim, we examine the extant literature on RBD in the context of digital technologies. We start by identifying and structuring the core features of RBD, namely the goals, regulators, regulatees, (...) methods, and technologies. Building on that structure, we distinguish among three types of RBD practices: compliance by design, value creation by design, and optimisation by design. We then explore the challenges and limitations of RBD practices, which stem from risks associated with compliance by design, contextual limitations, or methodological uncertainty. Finally, we examine the governance implications of RBD and outline possible future directions of the research field and its practices. (shrink)

The Off-Modern charts a fresh path beyond the categories of modernism and postmodernism, center and periphery, artistic theory and practice.

The problem of globalization is actual nowdays that it’s necessary to understand what it is for those who is engaged in this process. It is clear that for some persons globalization is a myth which makes to adopt and to develop the strategy of surviving when all the roles are distributed and there is no opportunity to get the main roles because the aim is to servive keeping available wealth or improving it a little. Globalization as utopia theory appeares at (...) that time when a human being began to think about his place among other persons and it is connected with activity in reaching the ideal, to compromise or to oppose to those who determine ideology of the process. However understanding of globalization as ideology is the main thing but in this case it leads both to negative and positivemoments in human development. Heavy consequences are those of lost of identity and forming negative identity of whole nations. It’s the reason of appearing of irreversible consequences that is antiglobalizm in the best case and terrorism in the worst case. Globalization is eager to unite the world to keep stable unity of the world as the guarantee of the humanity saving in the whole and each person as well. So it gets into a trap of the old world arrangement according its external signs but a person and his life is out of this arrangement. That is why it is necessary to find the method which will make different the attitude to information flows and will pay attention to the problems of identity in the process of globalization. Визначено, що державний бюджет є одним із головних інструментів державного регулювання економічних процесів забезпечення якості життя населення. Означено напрями вдосконалення державного регулювання фінансовими ресурсами соціального розвитку.

The article analyzes the concept formation of civil society, effective interaction of an individual and society as a guaranty for the development of civil society, determines factors of its effectiveness: the formation of social capital, the person on the basis of dialogue, partnership and national consolidation; attempts are made to analyze theoretical generalization of civil society in the developed countries of the West and the initial stages of the civil society in Ukraine. According to Marinus of Samaria, Proclus was the author of many philosophical doctrines. In particular he was the first to assert the existence of a kind of souls that are capable of simultaneously seeing several ideas and situated between the divine Intellect which embraces all things together by a single intuition, and the souls whose thoughts pass from one idea to another. In the following we are going to answer the question, what kind of souls did Proclus discover and why (...) did he thought it to be necessary to introduce them in his metaphysical system. To solve this problem it seems reasonable to clarify the mechanism of horizontal-vertical progression in Proclus’ philosophy, as well as to describe the general structure of the psychic level of reality embracing the so called Monad of “unparticipated” Soul and the multiplicity if its “participated” products: divine, demonic and human souls. Unlike some previous scholars, who alleged that souls discovered by Proclus were demonic or intelligent ones, I affirm that Marinus could have in mind hypercosmic participated souls, situated between the unparticipated monad of the psychic level of reality and the multiplicity of participated souls within the material cosmos. In support of this assumption I cite some relevant passages from Proclus’ Commentary on “Timaeus” and demonstrate that he named “hypercosmic” not only the unparticipated monad of Soul, but also souls of the so called “absolute” gods, which are both in touch with the sensible cosmos and above it because of animating eternal immaterial bodies consisting of supra-celestial light. In conclusion I try to establish the genuine authorship of the doctrine of hypercosmic souls and to answer the question, why did Marinus attribute it to Proclus. (shrink)

A universally acknowledged, core property of language is its complexity, at each level of structure – sounds, words, phrases, clauses, utterances, and higher levels of discourse. How does this complexity originate and develop in a language? We cannot fully answer this question from spoken languages, since they are all thousands of years old or descended from old languages. However, sign languages of deaf communities can arise at any time and provide empirical data for testing hypotheses related to the emergence of (...) language complexity. An added advantage of the signed modality is a direct correspondence between visible physical articulations and linguistic structures, providing a more transparent view of linguistic complexity and its emergence (Sandler 2012). These essential characteristics of sign languages allow us to address the issue of emerging complexity by documenting the use of the body for linguistic purposes. We look at three types of discourse relations of increasing complexity motivated by research on spoken languages – additive, symmetric and asymmetric (Mann and Thompson 1988; Sanders, Spooren, and Noordman 1992), Each relation type can connect units at two different levels: within propositions (simpler) and across propositions (more complex). We hypothesized that these relations provide a measure for charting the time course of emergence of complexity, from simplest to most complex, in a new sign language. We test this hypothesis on Israeli Sign Languages (ISL), a young language, some of whose earliest users are still available for recording. Taking advantage of the unique relation in sign languages between bodily articulations and linguistic form, we study fifteen ISL signers from three different generations, and demonstrate that the predictions indeed hold. We also find that younger signers tend to converge on more systematic marking of relations, that they use fewer articulators for a given linguistic function than older signers, and that the form of articulations becomes reduced, as the language matures. Mapping discourse relations to the bodily expression of linguistic components across age groups reveals how simpler, less constrained, and more gesture-like expressions, become language. (shrink)

One of the issues with which bioethics is concerned is defining the limits of the organism’s transformations by technology in order for humanity to avoid evil. Kant’s teleological power of judgment enables us to identify an organism and it allows nature to be transformed only insofar as it affirms a moral subject acting on the basis of autonomy as reason. I propose a new way of utilizing Kantian philosophy in bioethical knowledge. I ask: can we make judgments about nature via (...) the principle of purposiveness? In answering this question, I clarify the following points. The first is Kant’s research into the foundations and reasons for using the teleological power of judgment. The second is the role of digital technology and how it complicates the use of the teleological power of judgment within the framework of bioethical knowledge. And the third is the preservation of the foundations for using the teleological power of judgment. (shrink)

The article investigates Epicureans’ thoughts about fear based on the analysis of Lucretius’ poem «On the Nature of Things». He uses the terms timor, metus, terror, formido, pavor. The category of fear is important for Lucretius, because it allows him to elucidate the fundamentals of the Epicurean philosophy. With its help he displays the differences of characters, the similarity of the human race and animals on the emotional level, explains the aim of life in Epicurus’ conception, describes people’s attitude towards (...) gods, natural phenomena, death, characterizes vices, violations of all norms, asserts the inevitability of punishments for them by people, not gods. Lucretius displays the correlation between various fears, which is based on erroneous thoughts of people about death and nature of things. He calls to fight against fears with help of the Epicurean doctrine, but thinks that the philosophy is not able to completely eradicate the demerits. (shrink)

This monograph considers the problem of the Russian intelligentsia’s self-identification in its historic-philosophical aspect and compares the spiritual and biographical opposition of Dostoevsky and Tolstoy in the 19th and 20th century.

The different manifestations of negative relations to science exist in modern society that is revealed in broad spreading of antiscientific knowledge, fall the prestige of the fundamental science, reduction the interest youth to naturally-scientific education, reduction naturally-scientific component of school and highereducation. The search of the ways, allowing form the adequate attitude pupils to science in process of the education, is actual for getting over these trends. It means that the complex of values, which can be connected with a science, (...) must be revealed, and then these ideas should find the embodiment in educational practice. In paper it is shown that for forming adequate relations pupils to science and scientific picture of the world it is necessary in training to attract attention to value of the science and scientific picture of the world. Analysis of values connecting with science, including scientific picture of the world, is executed in these paper. (shrink)

Leadership has become a more popular term than management, even though it is understood that both phenomena represent important organizational behaviors. This paper focuses on empathy in leadership, and presents the findings of a study conducted among business students over the course of 3 years. Finding that empathy consistently ranked lowest in the ratings, the researchers set out to discover the driving motives behind this invariable trend, and conducted a second study to obtain opinions about possible underlying factors. The paper (...) presents the findings of both studies, as well as literature reviews on the differences between management and leadership, a historical overview of leadership, a reflection of 21st century leadership, the ongoing debate on the effects of corporate psychopaths on ethical performance, and scholars’ perception on empathy in corporate leadership. The findings indicate the need for a paradigm shift in corporations as well as business schools in regards to leaders’ required skills, and suggest a proactive approach from business faculty to change the current paradigm. ABSTRACTThis article intends to reconsider the epistemological status of delusional beliefs on the basis of Wittgenstein’s conception of certainty. Several works over the last two decades have compared delusional beliefs with so-called hinge propositions, which – according to Wittgenstein – function as expressions of objective certainty. This gives rise to a paradox. On the one hand, delusions are compatible to Wittgensteinian certainties in some respects; on the other hand, they contradict beliefs shared by other members of the community, which makes (...) them different from ‘normal’ certainties. In order to address this issue, I use Moyal-Sharrock’s taxonomy of hinge propositions. This taxonomy allows one to distinguish between different types of hinge propositions; all types share the same features, but these features are manifested in a variety of ways. Thus, delusional beliefs might also be regarded as constituting a specific type of hinge propositions. This move makes it possible to resolve the paradox and to identify the special epistemic features of delusional beliefs. (shrink)

One of the most challenging issues, essential for the actual state of science, is the search for a fragile balance between scientific normativity, openness, methodological proliferation and other key concepts, associated with the modern world of research. Paul Feyerabend understood science not as a detached and hermetic self-sufficient reality, but as a structural part of the social world, liable to politicization, discrepancies and inconsistency. His analysis of science, its strategies and institutions involved and, in a way, undermined a long living (...) concept of science as an objective, rational and neutral domain. Following his discoveries, today researchers in general, philosophers of science and social epistemologists in particular, face the problem of corrupted practices, which jeopardize the acquisition of true knowledge. According to the ideas of professor S. Turner, there are two strategies of approaching epistemic coercion: conformity or resistance. Aimed at scientific progress and sustainable development the scientists strive to overcome obstacles of technological, organizational and administrative nature. It presents the case of epistemic resistance. In other circumstances, when the mechanisms of epistemic coercion function without recognition and impediment, the epistemic environment conforms. Professor S. Turner’s article gives an in-depth analysis of epistemic coercion as a ubiquitous phenomenon, pervading intellectual and institutional practices of science and public life. Having stated the existence of the new instruments of epistemic control, he also sheds light on the requirement of the new forms of resistance. In the following article the author consequently scrutinizes the types of epistemic coercion offered by S. Turner. In order to highlight a technological perspective on all three types of epistemic coercion (information deprivation, normalizing/stigmatizing, legitimating/delegitimizing), the author places the emphasis on algorithm – based practices as a distinctive type of information deprivation. Presented from the standpoint of technological design, an algorithm could be seen as a technologically embodied form of epistemic coercion. Further on, the author argues that some of the means of resistance, given by prof. S. Turner, are more suitable to perform epistemic coercion, rather than resisting it. For instance, transparency has compromised itself as an untrustworthy concept put in use to conceal more information than to reveal. Tribalism is proven to be another arguable means of resistance because of its limiting effect on practices of open internal and external scientific communication. Finally, the author augments the list of means of epistemic coercion with construction of ignorance and coercive effect of expertise. (shrink)

Introduction. The study of the economic potential of industrial regions is an important task in modern economics. Industrial regions play a key role in the country’s economy, as they are the main centers of production and services, create jobs and contrib- ute to the development of other sectors of the economy. One of the main tools for analyzing the economic potential of industrial regions is to assess their opportunities to attract investment, develop production, improve the quality of life and well-being (...) of the population. This makes it possible to identify problem areas in the region’s economy and develop measures to eliminate them. The purpose of the study. The study is devoted to identifying the relationship between the economic potential and the welfare of the population as exemplified by industrial regions of the Russian Federation. Methods. The main research methods used by the authors are the review and content analysis of scientific approaches in this subject area, collecting and processing statistical information, supplement- ing methods for assessing the economic poten- tial and well-being of the population, calculating relevant integral indicators, interregional compari- sons and ranking territories according to selected criteria. Scientific novelty of the research. Within the framework of the study, the authors propose a methodology for selecting industrial regions, sup- plement tools for assessing the level of economic potential of an industrial region, and propose a method for selecting indicators for assessing the level of well-being of the population of an industrial region. Results. According to the results of the study, there is a weak relationship between the economic potential and the well-being of the population of industrial regions. Carrying out the calculations de- scribed in the article on a regular basis can become a key factor in ensuring effective monitoring of the socio-economic situation in certain territories. Conclusions. The study is important for under- standing which factors have the greatest impact on the well-being of the residents of the regions and what measures need to be taken to improve the level of economic development of the region and social protection of the population. The results of the study can be used to develop effective strate- gies for the development of regions and improving the life quality of people. (shrink)

Civil activism in the field of science is one of the most crucial issues and the key factor of autonomy of science. Herewith, the position of universities and other scientific institutions is vulnerable and hinges upon state and private financing. Science finds itself between two unattractive and doubtful prospects of developing in either bureaucratic or corporate (in the business sense) way, which leads to the abridgement of basic academic freedoms. The following article discovers current trends of contemporary epistemology, related to epistemic agent and his/her activities. A number of issues raised here describe internal experience of the agent, such as (in)voluntary nature of belief formation, trust in one’s faculties of perception, correspondence of formed beliefs to evidence, demarcation between purely epistemic and pragmatic rationality. Another part of the issues is related to external experiences of the agent. The most crucial among them are: blameworthiness of the agent’s belief system, limited intake (...) of testimonial knowledge as a result of social bias; epistemic disagreement and “epistemic peers” as the sources of knowledge or additional pressure from the environment. The article considers the concept of staff assessment. Being eligible to evaluating the personnel in public institutions, the methods and criteria are summarized, being based on the analysis of the classification of areas of business entities personnel evaluation and on the approaches and methods of this assessment described in the literature. The paper argues that incomprehensive and unsystematic personnel evaluation assessment procedures are typical in the domestic practice. The authors claim that effective system of personnel estimation in public institutions should (...) primarily focus on simplified procedures for assessment and the constructive feedback between the object and subjects of evaluation. This study examines discursive representations of judicial power in Russian print media. The data are drawn from governmental and oppositional newspapers and cover a six-month period during 2013. Using an approach that is informed by Critical Discourse Analysis and a pragma-dialectical perspective on argumentation, the authors distinguish strategies and specific linguistic means as well as argumentation fallacies that journalists employ in the articles to construct the representation which is consistent with a newspaper’s ideology.

This paper presents current debates on an anthropological principle in linguistics that Russian scholars are involved in. It presents as important the consideration of traditional issues in linguistics from the position of anthropologism. Also, it is fruitful to understand the lingual personality as an object of study in linguistics, to interpret the meaning of words from an anthropocentric position, and to anthropologically interpret ways of the world conceptualization in semantics of the lingual and textual units. Objectives: Neuroplastic changes that drive recovery of shoulder/elbow function after stroke have been poorly understood. The purpose of this study was to determine the relationship between neuroplastic brain changes related to shoulder/elbow movement control in response to treatment and recovery of arm motor function in chronic stroke survivors.Methods: Twenty-three chronic stroke survivors were treated with 12 weeks of arm rehabilitation. Outcome measures included functional Magnetic Resonance Imaging (fMRI) for the shoulder/elbow components of reach and a skilled motor function test (Arm (...) Motor Abilities Test, AMAT), collected before and after treatment.Results: We observed two patterns of neuroplastic changes that were associated with gains in motor function: decreased or increased task-related brain activation. Those with significantly better motor function at baseline exhibited a decrease in brain activation in response to treatment, evident in the ipsilesional primary motor and contralesional supplementary motor regions; in contrast, those with greater baseline motor impairment, exhibited increased brain activation in response to treatment. There was a linear relationship between greater functional gain (AMAT) and increased activation in bilateral primary motor, contralesional primary and secondary sensory regions, and contralesional lateral premotor area, after adjusting for baseline AMAT, age, and time since stroke.Conclusions: Recovery of functional reach involves recruitment of several contralesional and bilateral primary motor regions. In response to intensive therapy, the direction of functional brain change (i.e., increase or decrease in task-related brain recruitment) for shoulder/elbow reach components depends on baseline level of motor function and may represent either different phases of recovery or different patterns of neuroplasticity that drive functional recovery. Various approaches to civil society research are considered. Two key problems caused by impact of post-modernism are discussed, that are: crises of identification with the society and problems of personal identity. A particular personality crisis that is specific for contemporary Russia is noticed. The crisis is caused by the combination of two factors. They are: social abandonment, atomization and loneliness and total relativism produced by expansion of post-modernism. The second factor influences the Western citizenship as well. That’s why “re-emergence” of (...) civil society is discussed in the Western world, though civil society institute has never died in the Western countries. Personality-oriented civil society is considered to be a prologue for re-emergence of the wholeness that seems to fall apart because of the loss of all universalistic values. The alliance between the heritage of the Russian thinker V. Rozanov and philosophical discourse by M. Foucault is tracked, the latter being a champion of personality-oriented civil society as opposed to “gregarious” politicallystructured one. Rozanov demonstrates his life to us as a process of a personality’s creative work which makes life experience a basis for the creation of universal values. Post-modernism represented by Fucault makes this experience as a basis in the process of the reflexive discourse-analysis this demonstrating his moving away from it. Both authors removed “interdict” from a number of so called "private themes" that had had ambiguous marginalized/sacral status in public discourse. The two thinkers transformed the problem of the “private discourse” into meta-language fit to conceive and describe the essence of the societal life and epoch as a whole. They drew attention to personality-oriented social communications and emergence of new types of societal communities. Both figures are ofa great importance for now-a-days discussions on civil society development in the epoch of a post-modernism. The fact that comparison of their views will contribute to better understanding of the controversies which are inherent in civil society is demonstrated. (shrink)

This article intends to re-examine Rousseau’s educational theory in the context of the nature/culture opposition. In contemporary discussions on the nature/culture dualism, it has been often stated that his educational theory is based on the assumption that a child is a natural being. However, the author demonstrates that Rousseau was instead committed to a duality of human nature; this influences his educational theory. In his model, human nature consists of a natural and a social side; these two parts are in (...) conflict which seems unsolvable due to the present state of society. A child is regarded as a figure which is open to the future reconciliation of nature and culture. Thus, Rousseau’s model of education is presented not from the standpoint of the present state of society, but from the standpoint of an ideal state which might be built in the future. In addition, the examination of human duality allows one to show that Rousseau’s ideas on civil and private education are closely interrelated. (shrink)

The paper focuses on studying public attitudes toward science in Bulgaria and the role of political discourse in shaping public expectations and perceptions. The study's methodology includes an analysis of theoretical concepts and their empirical verification with data from a quantitative Eurobarometer survey (Special Eurobarometer 516) and a discourse analysis of the representation of the scientific sphere in the public debate. The Bulgarian social reality clearly shows a blurring of the role, nature, and participation of science in societal development, the (...) imposition of populist societal expectations towards it, as well as political statements that abuse the reputation of the scientific sphere and its representatives. Neither the pathogenesis nor the aetiology of Down's syndrome (DS) are clearly understood. Numerous studies have examined whether clinical features of DS are a consequence of specific chromosome 21 segments being triplicated. There is no evidence, however, that individual loci are responsible, or that the oxidative damage in DS could be solely explained by a gene dosage effect. Using astrocytes and neuronal cultures from DS fetuses, a recent paper shows that altered metabolism of the amyloid precursor protein and oxidative stress (...) result from mitochondrial dysfunction.1 These findings are consistent with considerable data implicating the role of the mitochondrial genome in DS pathogenesis and aetiology.
