In 2009, health authorities from Taiwan formally attended the 62nd World Health Assembly of the World Health Organization as observers, marking the country’s participation for the first time since 1972. The long process of negotiating this breakthrough has been cited as an example of successful global health diplomacy. This paper analyses this negotiation process, drawing on government documents, formal representations from both sides of the Taiwan Strait, and key informant interviews. The actors and their motivations, along with the forums, practices (...) and outcomes of the negotiation process, are detailed. While it is argued that non-traditional diplomatic action was important in establishing the case for Taiwan’s inclusion at the WHA, traditional concerns regarding Taiwanese sovereignty and diplomatic representation ultimately played a decisive role. The persistent influence of these traditional diplomatic questions illustrates the limits of global health diplomacy. (shrink)

We conducted focus groups to assess patient attitudes toward research on medical practices in the context of usual care. We found that patients focus on the implications of this research for their relationship with and trust in their physicians. Patients view research on medical practices as separate from usual care, demanding dissemination of information and in most cases, individual consent. Patients expect information about this research to come through their physician, whom they rely on to identify and filter associated risks. (...) In general, patients support this research, but worry that participation in research involving randomization may undermine individualized care that acknowledges their unique medical histories. These findings suggest the need for public education on variation in practice among physicians and the need for a collaborative approach to the governance of research on medical practices that addresses core values of trust, transparency, and partnership. Since scholarly interest in corporate social responsibility (CSR) has primarily focused on the synergies between social and economic performance, our understanding of how (and the conditions under which) companies use CSR to produce policy outcomes that work against public welfare has remained comparatively underdeveloped. In particular, little is known about how corporate decision-makers privately reconcile the conflicts between public and private interests, even though this is likely to be relevant to understanding the limitations of CSR as a means of aligning (...) business activity with the broader public interest . This study addresses this issue using internal tobacco industry documents to explore British-American Tobacco’s (BAT) thinking on CSR and its effects on the company’s CSR Programme. The article presents a three-stage model of CSR development, based on Sykes and Matza’s theory of techniques of neutralization, which links together: how BAT managers made sense of the company’s declining political authority in the mid-1990s; how they subsequently justified the use of CSR as a tool of stakeholder management aimed at diffusing the political impact of public health advocates by breaking up political constituencies working towards evidence-based tobacco regulation; and how CSR works ideologically to shape stakeholders’ perceptions of the relative merits of competing approaches to tobacco control. Our analysis has three implications for research and practice. First, it underlines the importance of approaching corporate managers’ public comments on CSR critically and situating them in their economic, political and historical contexts. Second, it illustrates the importance of focusing on the political aims and effects of CSR. Third, by showing how CSR practices are used to stymie evidence-based government regulation, the article underlines the importance of highlighting and developing matrices to assess the negative social impacts of CSR. Sundquist terms the "black-Jewish question" (2). In doing so, the book serves as both culmination and corrective to an already-expansive scholarly (...) literature on blacks and Jews generated since the late 1960s. Much of this scholarship has operated within a U.S.-centered paradigm to chart interethnic relations, laboring as it does to unpack, complicate, theorize, and otherwise come to understand the changing texture of black-Jewish relations and, in Sundquist's wods, its "intermixture of empathy, anxiety, and Hostility' (3)." Strangers in the Land stretches this paradigm to its limit, even as the diasporic imaginaries treated therein persistently escape a U.S. national imaginary and signal other possibilities for conceptualizing this tense and tender history.In its five hundred–plus pages of text, one hundred–plus pages of endnotes, and countless detailed footnotes (that are themselves illustrative and evocative), Sundquist has assembled a voluminous archive of textual material to show how works of the imagination by blacks and Jews have been "produced in a dynamic, multilayered historical matrix" that reveals the paradoxes of American liberalism (9). Similarly, the careful readings of novels by Naylor, Williams, Spencer, and Kelley exemplify the rich results of Sundquist's method.This deeply historicist and intertextual project echoes Sundquist's 1993 epic work To Wake the Nations: Race in the Making of American Literature, which strenuously and quite effectively demonstrated how African American literature is constitutive of American literature, and not merely a minor subset of it. If this earlier work revealed the continued paradox of racial slavery in American conceptions of democracy, Strangers in the Land serves as something of a sequel. The book places another massive racial project, the systematic genocide of Europe's Jews, at the heart of twentieth-century American life. "The Holocaust," writes Sundquist, "became the benchmark against which at least one other case, African American slavery and its aftermath, has been judged" (6). The author explains the meaning of the term and examines the different ways in which (...) Illich used this approach. Illich studied technological artifacts, whether individual devices or institutional structures, in terms of their relationship to Christian belief in the Incarnation. His work is interpreted in terms of its consonance with the thought of Jacques Ellul. This study examines employee perceptions on the effective adoption of artificial intelligence principles in their organizations. 49 interviews were conducted with employees of 24 organizations across 11 countries. Participants worked directly with AI across a range of positions, from junior data scientist to Chief Analytics Officer. The study found that there are eleven components that could impact the effective adoption of AI principles in organizations: communication, management support, training, an ethics office, a reporting mechanism, enforcement, measurement, accompanying technical processes, a (...) sufficient technical infrastructure, organizational structure, and an interdisciplinary approach. The components are discussed in the context of business code adoption theory. The findings offer a first step in understanding potential methods for the effective adoption of AI principles in organizations. (shrink)

Pursuing an analogy with the natural sciences, Lee McIntyre, in this first full-length defense of social scientific laws to appear in the last twenty years, upholds the prospect of the nomological explanation of human behavior against those who maintain that this approach is impossible, impractical, or irrelevant.

The following thesis is an analysis on the relation between knowledge and reasoning about how to act. It seems fairly intuitive that one is rational to act on what one knows. But unfortunately, the issue is not so simple. In constructing a normative framework for practical reason, one could either require knowledge to be a necessary requirement for practical reason or one might only hold that knowledge is sufficient for reasoning about what to do, though having knowledge is not a (...) necessary requirement. While the United Nations Principles of Responsible Management Education are a very positive development in the horizon of management education over the last decade, there are still many significant challenges for engaging the mind of the manager in ways that will foster the values of PRME and the UN Global Compact. Responsible management education must address three foundational challenges in business education if it is to actualize the aspirations of PRME: it must confront the cognitional myth that knowing is like (...) looking, it must move beyond mere analysis to systems thinking, and it must transition from a values-neutral stance to a values-driven stance. Using Developing Sustainable Strategies, an MBA practicum in the Sustainable Management Concentration at DePaul University’s Kellstadt Graduate School of Business as a case study, this article identifies the ways in which Pragmatic Inquiry can address these challenges. The method of Pragmatic Inquiry prepares students to become responsible managers, to develop sustainable strategies, and to be creators of shared value. Built from the philosophical foundations of American pragmatism and Bernard Lonergan’s critical realism, Pragmatic Inquiry is an effective method and pedagogy for responsible management education. Many have felt that it is impossible to defend autonomous laws of social science: where the regularities upheld are law-like it is argued that they are not at base social scientific, and where the phenomena to be explained would seem to require social descriptions, it is argued that laws governing the phenomena are unavailable at that level. But is it possible to develop an ontology that supports the dependence of the social on the physical, while nonetheless supporting the explanatory power (...) of genuinely autonomous social scientific laws? The aim of this paper is to show that reductive explanation is not a requirement of a `naturalist' ontology, thereby defending an account of supervenience as a suitable framework within which to recognize a metaphysical relationship between the natural and the social that is consistent with the pursuit of autonomous nomological social scientific explanations. Through a study of literary texts and terms of art he refers to in his critical essay “On the Child-like Heart-mind” ( Tongxin Shuo 童心說), as well as the metaphors and images he fleshes out throughout his writings, I characterize Li’s ethical vision and show that (...) it is rooted in a particular loose and accommodating conception of human nature and centered on the simple and intuitive act of daily maintaining the birthright of our “child-like heart-mind.”. Kierkegaard's work was a significant response to nineteenth‐century controversies about biblical hermeneutics. Kierkegaard attempted to resolve questions about meaning by focusing on the passions brought to bear on the text, and the passions that the text can evoke. His version of the hermeneutic circle was his conviction that the canonical form of the Bible has the power to evoke Christian pathos, when it is read with the appropriate self‐concern. The interaction of the canonical form and the apt subjectivity obviated the (...) need for any reconstructed authorial intentionality or historical context. (shrink)

This article discusses Kracauer’s analysis of mass ornament in light of Deleuze’s concept of ritournelle. Kracauer was interested in the spectacle of Tiller Girls and found the principle of the capitalist production process in its ornamental formations. Capitalism destroys any natural organisms for its means and excludes any resistance from its effective procedure. This operation necessarily comes along with calculation and mechanisation. All individuals have scaled up statistics charts and scrambled with machines completely. People have turned into masses who are (...) no longer different in form but simple technical objects that can be equally employed at any point of the globe. Kracauer understood mass ornament as the surface-level expression of global capitalism, which revealed its unconscious. He emphasised the ambivalence of mass ornament and a possible line of escape from capitalist rationality through the emptiness of its formal excess. Deleuze’s concept of ritournelle may shed light on a similar question of mass ornament and push its scope beyond Kracauer’s analysis. The two philosophers seem to share the frame of formalism when they deploy their arguments concerning form and depth; however, Deleuze put forward the issue of temporality in his discussion of ritournelle, a crucial question that Kracauer omits. Mistakes during criminal investigations are costly, leading to wrongful convictions, so it is helpful to employ rigorous analytic methods to help mitigate errors and biases. This paper introduces a new method to help make sense of a set of information, allowing thought processes to be externalised in a systematic and transparent manner. While this method is presented in a criminal investigation context, it can be applied to any situation where analysis of several hypotheses and evidence is required. Open source software (...) was created and used to test the method empirically. A simulated criminal investigation was carried out by seventy-five trainee investigators, the results showed better conclusions were reached when using the method. (shrink)

Knowledge must be grounded in evidence in accordance with epistemological principles. This monograph distinguishes two kinds of principle: rules of evidence and rules of justification. -/- Rules of evidence, such the canons of inductive and deductive logic, specify what sort of evidence is relevant to what sort of conclusion. Rules of justification specify what a person's cognitive state must be if he is to be justified in accepting a conclusion. Hume presents two definitions of cause in his \textit{Enquiry} which correspond to his two definitions in his \textit{Treatise}. The first of the definitions is ontological and the second is psychological; indeed, the definitions are extensionally and intensionally distinct. The critical mistake of the skeptical interpretation is the assumption that the two definitions are equivalent, and the critical mistake of the necessitarian is the assumption an association of ideas can be had from one experiment.
