Whether this satirical inscription on a Dutch innkeeper's sign upon which a burial ground was painted had for its object mankind in general, or the rulers of states in particular, who are insatiable of war, or merely the philosophers who dream this sweet dream, it is not for us to decide. But one condition the author of this essay wishes to lay down. The practical politician assumes the attitude of looking down with great self-satisfaction on the political theorist as a (...) pedant whose empty ideas in no way threaten the security of the state, inasmuch as the state must proceed on empirical principles; so the theorist is allowed to play his game without interference from the worldly-wise statesman. Such being his attitude, the practical politician — and this is the condition I make — should at least act consistently in the case of a conflict and not suspect some danger to the state in the political theorist's opinions which are ventured and publicly expressed without any ulterior purpose. By this clausula salvatoria the author desires formally and emphatically to deprecate herewith any malevolent interpretation which might be placed on his words. (shrink)

The original edition of Kant: Political Writings was first published in 1970, and has long been established as the principal English-language edition of this important body of writing. In this new, expanded edition, two important texts illustrating Kants's view of history are included for the first time: his reviews of Herder's Ideas on the Philosophy of The History of Mankind and Conjectures on the Beginning of Human History; as well as the essay What is Orientation in Thinking. The German humanist Johann Reuchlin (1455-1522) defended the value of Jewish scholarship and literature when it was unwise and unpopular to do so. As G. Lloyd Jones points out, "A marked mistrust of the Jews had developed among Christian scholars during the later Middle Ages. It was claimed that the rabbis had purposely falsified the text of the Old Testament and given erroneous explanations of passages which were capable of a christological interpretation." Christian scholars most certainly did not advocate learning (...) the Hebrew language. Reuchlin was exceptional in pursuing and promoting Hebrew studies, believing that a working knowledge of that language was essential for a true appreciation of the Bible and rabbinic literature. Refusing to join Christian contemporaries who wished to destroy the Kabbalah and the Talmud, he spoke out against ignorance. Christians could have a useful dialogue with Jews if they gained a thorough knowledge of the writings of Jewish exegetes and philosophers. Toward that end he proposed university endowments that aroused the fury of opponents and led to the famous "battle of the books." Reuchlin's keen interest in Jewish mysticism resulted in the publication of De arte cabalistica in 1517. The first part of this dialogue reflects on messianism, the second part on the relation of the Pythagorean system to the Kabbalah, and tdhe third on the "practical Kabbalah." According to Jones, "Reuchlin demonstrates how Christians can make profitable use of Jewish mystical writings, and therefore shares with the reader his understanding of the art of the Kabbalah." That art will reach more readers in this modern English-language translation by Martin and Sarah Goodman.In addition to an introduction by G. Lloyd Jones, this edition of On the Art of the Kabbalah features a new introduction by Moshe Idel, a professor at the Hebrew University in Jerusalem and the author of many books, including Kabbalah: New Perspectives. The Metaphysics of Morals is Kant's major work in applied moral philosophy in which he deals with the basic principles of rights and of virtues. It comprises two parts: the 'Doctrine of Right', which deals with the rights which people have or can acquire, and the 'Doctrine of Virtue', which deals with the virtues they ought to acquire. Though Kant is best known for his strictly philosophical works in the 1780s, many of his early publications in particular were devoted to what we would call 'natural science'. Kant's Universal Natural History and Theory of the Heavens (1755) made a significant advance in cosmology, and he was also instrumental in establishing the newly emerging discipline of physical geography, lecturing on it for almost his entire career. This new translation is an extremely welcome addition to the continuing Cambridge Edition of Kant’s works. English-speaking readers of the third Critique have long been hampered by the lack of an adequate translation of this important and difficult work. James Creed Meredith’s much-reprinted translation has charm and elegance, but it is often too loose to be useful for scholarly purposes. Moreover it does not include the first version of Kant’s introduction, the so-called “First Introduction,” which is now recognized (...) as indispensable for an understanding of the work. Werner Pluhar’s more recent translation, which does include the First Introduction, is highly accurate when it confines itself to rendering Kant’s German. However, it is often more of a reconstruction than a translation, containing so many interpretative interpolations that it is often difficult to separate out Kant’s original text from the translator’s contributions. Paul Guyer and Eric Matthews have provided a translation that compares to or exceeds Pluhar’s in its literal approach to the German, but that confines all interpretative material to footnotes and endnotes, so that the text itself, with all its unclarities and ambiguities, lies open to view. In addition, Guyer, as editor of the volume, has provided a great deal of valuable supplementary material. This includes an introduction with an outline of the work and details of the history of its composition and publication, and a wealth of endnotes offering clarifications of the text, background information, and, most strikingly, many references to related passages in Kant’s voluminous writings, particularly in connection with Kant’s earlier writings related to aesthetics. The edition also records differences among the first three editions of the work, and—of particular interest—erasures from and additions to Kant’s manuscript of the First Introduction. Although the introduction and endnotes reflect interpretative views that are sometimes disputable, this supplementary material makes the present edition into a valuable resource even for those able to read the text in German. It was important for the translator to follow the course of Kant’s thought and as far as possible preserve his style, including recurring words. Natural science terminology keeps as close as possible to the dissertation text, so instead of the term “gas”, which Kant does not use, the translator resorts to a loan-translation “elastic liquid,” harking back to the Russian term упругая жидкость which was proposed by Mikhail V. Lomonosov but did not catch on. For the same reason the translator uses the loan translation “moment” instead of the more common “motive force”. “Gradus”, however, is always translated as “degree” for the sake of uniformity. All the translator’s additions to the Kantian text are within square brackets. When the meaning of a word is translated in a form that departs from the original meaning due to context the Latin original is attached within round brackets in the grammatical form used by Kant. To facilitate understanding, long compound sentences of the Kantian text are sometimes broken up into several simple sentences. The structure of the text and title page format have been preserved. Nearly all of the work that has been done on Kant’s conception of public reason has focused on its socio-political significance. John Rawls, Onora O’Neill and others have explored its relevance to a well ordered democracy, to pluralism, to toleration, and so on. However, the relevance of public reason for Kant is not limited to the socio-political. Kant repeatedly appeals to the “touchstone of communication” in relation to the normative side of his epistemology. Like nuclear energy, most technologies could have dual use—for health and well being and disaster and terror. Some research publications have brought to the forefront the tragic consequences of the latter potential through their possible use. Monitoring life science research and development (R&D) to prevent possible misuse is a challenging task globally, more so in developing economies like India, which are emerging as major biotech hubs. As a signatory to the Biological and Toxin Weapons Convention, India has put in (...) motion a process of evolving a series of measures to manage dual-use technology. The Indian Council of Medical Research (ICMR) has taken a lead in drafting model codes of conduct, ethics and practice for use by other S&T agencies to tailor them as per their requirements. Taking cue from the discussions held by the editors of the various medical and science journals in the developed world, the Indian Journal of Medical Research, the official publication of the ICMR, is working on policy and uniform practice of publication of dual-use research results. The Government of India too has promulgated legal provisions to minimize the risks of misuse of technology, like the Weapons of Mass Destruction Act. Clearly, no single agency would be able to manage the dual-use of technology effectively. Multiple agencies have to come together to work in tandem for effective implementation of various measure and also like Janus, ensure that they are neither too restrictive nor intrusive to discourage the development of science. On Kant’s account, “public use of reason” is the use that a truth-seeking scholar makes of his reason when he communicates his thoughts in writing to a world of readers. Commentators tend to treat this account as expressing an egalitarian ideal, without taking seriously the limiting conditions—especially the scholarship condition—built into it. In this paper, I interrogate Kant’s original account of public reason in connection with his construction of the “Oriental” as a linguistically and therefore epistemically and culturally (...) inferior Other. I thereby give reasons to worry that Kant’s account is substantively inegalitarian (even if it is nominally egalitarian). I also draw attention to the fact that Kant constructed a linguistic Other against the backdrop of colonialism and from a position of power. This positionality gave what he said about the Other an ideology-forming and world-making effect. In this way, his exclusionary discursive practices—such as depicting the Oriental as an inferior linguistic Other—could have a lasting impact on knowledge production and on the real-world exercise of public reason. The two standard interpretations of Kant’s view of the relationship between external freedom and public law make one of the terms a means for the production of the other: either public law is justified as a means to external freedom, or external freedom is justified as a means for producing a system of public law. This article defends an alternative, constitutive interpretation: public law is justified because it is partly constitutive of external freedom. With this paper I intend to rehabilitate the status of orality as medium of the public use of reason in the normative Kantian sense. As a first step, I reconstruct the reasons why Kant rejects the spoken word and designates the written word as the sole medium of public reasoning. As a second step, I argue for the possibility of employing the spoken word as medium of public reasoning while remaining within the normative framework of Kant’s concept of (...) the public use of reason. In this article, I offer a novel and in-depth account of how, for Kant, free speech is the mechanism that moves a society closer to justice. I argue that the criticism of the legislator preserved by free speech must also be the result of collective agreement. I further argue that structural features of judgements of taste and the sensus communis give guidance for how we should communicate publicly to succeed at the aims Kant has laid out, as judgements (...) of taste, like politics, belong fundamentally to a transitional sphere between nature and freedom. Contrary to the received view, I argue that Kant, in the “Doctrine of Right”, outlines a third, republican alternative to absolutist and voluntarist conceptions of political legitimacy. According to this republican alternative, a state must meet certain institutional requirements before political obligations arise. An important result of this interpretation is not only that there are institutional restraints on a legitimate state's use of coercion, but also that the rights of the state (‘public right’) are not in principle reducible to (...) the rights of individuals (‘private right’). Thus, for Kant, political obligations are intimately linked to the existence of a certain kind of republican institutional framework. (shrink)

According to recent scholarship, Kant’s "An Answer to the Question: What is Enlightenment?" and the introductory section to "The Conflict of the Faculties" are masterpieces of philosophical rhetoric. The philosophical significance of these texts lies in establishing the free public use of reason as a tool to discipline political power through pure practical reason, and the rhetorical mastery consists in presenting the free public use of reason as a means to satisfy the ruler’s pragmatic practical reason. Elaborating on this (...) interpretation, I flesh out three further aspects of the writings in question. First, I examine the four types of arguments that Kant crafts in defence of the public use of reason and show how their pragmatic practical character is fully in keeping with the foundation of politics on pure practical ideas. Second, contrasting Kant’s notion of the public use of reason with the classical liberal conception of free speech, I argue that the distinctive character of Kant’s notion of the public use of reason consists in adding to the liberal demand for freedom from state censorship the requirement of the self-discipline of the participants in the public use of reason. Third, I contend that Kant’s notion of the public use of reason goes beyond a mere non-coercive discursive procedure and conclude that, to qualify as public in the distinctive Kantian sense, publicly presented positions must uphold theoretical and moral criteria informed by critical philosophy. In “An Answer to the Question: What is Enlightenment?,” Kant defines the public use of reason as “that use which someone makes of it as a scholar before the entire public of the world of readers.” Commentators rarely note Kant’s reference to “scholarship” in this passage and, when they do, they often disagree about its meaning and significance. This paper addresses those disagreements by exploring discussions of scholarship in Kant’s logic lectures as well as in later works (...) like The Conflict of the Faculties. These sources suggest that Kant defends a rigorous conception of scholarship, which may not be consistent with liberal and egalitarian interpretations of the public use of reason. The paper concludes that Kant’s account of the public use of reason provides only a limited defense of freedoms of speech and of the press, which is neither as liberal nor as egalitarian as other commentators have suggested. Professional ethics, in general, deals with justified moral values that govern the work of professionals. Profession is an expertise who is committed to promote a distinctive public good, such as learning or education. Professionals are committed to special duties to make services available, maintain confidentiality, secure informed consent for services, and be loyal to clients, employers, and others with whom one has fiduciary relationship. Professional ethics deals with theoretical issues which seek to understand how the justified moral values governing professionals (...) are linked to wider values. It also deals with practical issues as to how to apply duties in particular contexts. Professional values include principles of obligation and rights, virtues, personal moral ideals as manifested in the great lives. Given such a Western idea of professional ethics, it is indeed fascinating to trace professional ethics in the Upaniṣads. The Upaniṣadic sages since time immemorial have shown the path to peace and progress for all humanity, not only by laying down theoretical ideals or speculation, but by actually applying truths in their practical life. They have demonstrated the practical application of the ethical ideals or moral values in the personal and professional life and proved that self-realization alone can not only save man from misery but promote to the state of highest bliss. The standards laid down by them have been followed practically by people even today. Gītoponiṣad states that whatever action is performed by the great is imitated by the common people; whatever standard is set by him is followed by them. The Kaṭha Upaniṣad prescribes professional values to the extent that not he who has not ceased from evil conduct can obtain Him by knowledge. Good conduct as a value is thus emphasized here. In Taittirīya Upaniṣad, for instance, the teacher prescribes certain values in the form of commandments: speak the truth and practice virtue. Thus, it is evident that the Upaniṣadic teacher is not only concerned about the intellectual progress of the student but also its personal and professional life as well. The paper is a humble attempt to explore the roots of professional ethics in the Upaniṣadic ethics. (shrink)

This chapter aims to situate Kant’s account of practical reason in metaethical debates. First, it explains the reasons why it is legitimate and instructive to discuss Kant’s relevance in contemporary metaethics, hence addressing some issues about the intended scope of metaethics and its relation to practical reason and psychology. Second, it defends an interpretation of Kant’s conception of autonomy, which avoids some paradoxes traditionally associated with self-legislation. Third, it shows that constructivism best captures Kant’s conception of (...) practical reason and of its authority. Kantian constructivism is defended as a self-standing metaethical theory, which is designed to account for the objectivity and unconditional authority of practical knowledge, on the basis of standards congruent with shared subjective experience. This version of constructivism, adopting a “dialogical” interpretation of the autonomy of rational will, explains how finite rational agents are obligated and bound by the moral law. (shrink)

This article explores the historical and philosophical backgrounds that inform the appropriation of the term “public reason” in liberal theory. Particularly, it studies the differing nuances attached to public reason by Kant and Rawls. The article suggests that, while Kant viewed the public use of reason as a conditio sine qua non for Enlightenment to take place within the Prussian society, Rawls’s notion of public reason in Political Liberalism serves a different purpose in our contemporary world. Rawls sees (...) public reason as a tool, which would enable citizens of the pluralistic liberal state to unearth tolerable bases for coexistence, despite their trenchant and often conflicting ideological, cultural and religious differences. Moreover, Rawls’s notion of public reason aims at liberal legitimacy: the normative and political justification of the legal power of the state in liberal democracy. (shrink)

In this response to Lu-Adler’s “Kant on Public Reason and the Linguistic Other,” I summarize the restrictions the scholarship condition imposes on the public use of reason in Kant’s essay “What is Enlightenment?” I then agree that Lu-Adler identifies an even more radical set of restrictions on the public use of reason, confirming that Kant is not the liberal egalitarian he is often supposed to be by intellectual historians, historians of philosophy, and Kant scholars. After that, (...) I suggest that what Lu-Adler calls “the construction of a linguistic other” in Kant’s lectures on logic and anthropology can also be understood as “Kantian linguistic racialization.” I close with a short reflection on how we should respond to Kant’s illiberal, inegalitarian, linguistic racism. In Kant’s Politics in Context, Reidar Maliks offers a compelling account of Kant’s political philosophy as part of a public debate on rights, citizenship, and revolution in the wake of the French Revolution. Maliks argues that Kant’s political thought was developed as a moderate middle ground between radical and conservative political interpretations of his moral philosophy. The book’s central thesis is that the key to understanding Kant’s legal and political thought lies in the public debate among (...) Kant’s followers and that in this debate we find the political challenges which Kant’s political philosophy is designed to solve. Kant’s Politics in Context raises crucial questions about how to understand political thinkers of the past and is proof that our understanding of the past will remain fragmented if we limit our studies to the great men of the established canon.
