After the unexpected death of Professor Józef Kałuża at the age of 74 on the 26th of July 2003, not only Polish neuropathology but also Polish philosophy of medical investigations lost one of its most renowned minds. Beginning in 1949, Professor Kałuża studied medical sciences for five years at the Medical Faculty of the Jagiellonian University in Cracow. He did his Ph.D. thesis in neuropathology in the Department of Neuropathology of the Polish Academy of Science. In 1962 he received a (...) Rockefeller Foundation scholarship and spent one year at the National Institutes of Health. In 1981 Professor Kaluza was promoted to a tenured professorship in neuropathology. He is the author of more than 110 articles published in medical periodicals and coauthor of many chapters in medical handbooks. (shrink)

U.S. approaches to oversight of research and technological products have developed over time in an effort to ensure safety to humans, animals, and the environment and to control use in a social context. In modern times, regulatory and oversight tools have evolved to include diverse approaches such as performance standards, tradable allowances, consultations between government and industry, and pre-market safety and efficacy reviews. The decision whether to impose an oversight system, the oversight elements, the level of oversight, the choice of (...) approach, and its execution can profoundly affect technological development, individual and collective interests, and public confidence in technological products. Oversight is conducted by a range of institutions with various capabilities, cultures, and motives. Avenues for disputing oversight decisions are also important, and some argue that the U.S. operates in an adversarial regulatory culture in which Congress, the media, and stakeholders regularly contest the decisions of federal agencies. This article examines the previously unheralded influence of Wagner's opera on Nietzsche's various attempts, throughout the 1880s, at forging an alternative conception of erotic desire—a conception no longer subordinated to the pursuit for fusional reconciliation but rather linked to the eternal return and the unconditional (...) affirmation of distance itself. Professor Bochenski, as he himself points out in the prologue, is a logician; he is best known in England and the United States for his work in the history of logic, and more recently in Soviet and East European philosophy. But he has taught philosophy for many years - in Rome, in Switzerland, and on a number of visits to the United States - and in this book provides an elementary introduction to contemporary work in the field. As a means (...) to this end he has chosen to deal with four alternative methods employed by philosophers in the twentieth century. Philosophical methodology has not attracted much attention, in English speaking circles, as a distinct branch of the discipline of philosophy; the term "methodologist", if used at all, would ordinarily be taken to refer to somebody concerned with scientific rather than philosophical method. When, therefore, Professor Bochenski refers, as he frequently does, to "contemporary methodologists", meaning people who debate the re spective merits of phenomenology and mathematical logic as ways of approaching the world, the phrase has an odd ring. But philosophical methodology really makes a great deal more sense than scientific method ology. In science methodology is almost superfluous; given all the avail able information and a reasonably clear idea of what is wanted, there is usually not much ambiguity as to the means of getting it, or not much that could be resolved by mere argument. Novel targeted genetic modification (TagMo) techniques for plants have the potential to increase the speed and ease of genetic modification and fall outside existing regulatory authority. We conducted 31 interviews with expert-stakeholders to explore the differing visions they have for the future of plant TagMo environmental regulation. To guide our analysis we review the tenets of anticipatory governance in light of future studies literature on emerging technology, focusing on how to contribute to reflexivity by making explicit the assumptions within envisioned (...) futures. Our findings reveal that the environmental regulation futures articulated by expert-stakeholders could be classified into three categories—optimistic, pragmatic, and critical—based on their differing underlying assumptions concerning what constitutes environmental risk and the adequacy of existing U.S. genetically modified plant regulations. By gathering these diverse perspectives on the future and studying how they differ, we hope to further the anticipatory governance-informed engagement with regulation and foster a more productive discussion of plant TagMo regulation. The article looks at the state of women’s and gender history at Polish universities, taking the international context—especially the case of the United States, France, Great Britain, and Germany—as a point of departure for analyzing the specificities of the Polish situation. It is argued that the weak position of women’s history and virtual nonexistence of gender history are caused by the following reasons: the dominance of political history, resistance to theory, a general lack of interdisciplinary approaches, reluctance to feminism, structural (...) inflexibility and hierarchy that characterize Polish universities. At the same time, the integration of gender history approaches into research is claimed to be a chance for the development and more widespread acceptance of women’s history, as well as for greater inclusion of theory into Polish historical research. In Laudato si’, Pope Francis says that the way to begin solving environmental problems is by “learning to see and appreciate beauty”. Environmental ethicists have long known that beauty motivates people to protect nature. What form that takes depends upon how one defines beauty. In A Sand County Almanac, Aldo Leopold shares not only his famous land ethic, but also a land aesthetic. This paper will show that Laudato si’ and A Sand County Almanac present similar aesthetics emphasizing receptivity to (...) objective natural beauty. First, I will consider Pope Francis’s uses of beauty. I then look to how environmental ethicists have evaluated beauty to determine what makes an environmental aesthetic robust rather than superficial. Finally, I examine how A Sand County Almanac both demonstrates receptivity and forms the reader to be receptive. I contend that reading A Sand County Almanac represents one way to practice Pope Francis’s instructions. (shrink)

In this paper we discuss the views on the Turing test of four influential thinkers who belong to the tradition of analytic philosophy: Ludwig Wittgenstein, Noam Chomsky, Hilary Putnam and John Searle. Based on various beliefs about philosophical and/or linguistic matters, they arrive at different assessments of both the significance and suitability of the imitation game for the development of cognitive science and AI models. Nevertheless, they share a rejection of the idea that one can treat Turing test as a (...) test for “machine thinking.” This seems to stem from a concern for the proper use of language —one that is a fundamental methodological commitment of analytic philosophy. This paper illuminates a variety of issues that speak to the question of whether ‘captivity for conservation’ can be an ethically acceptable goal of the modern zoo. Reflecting on both theoretical disagreements and practical challenges , the paper explains why the ‘Noah’s Ark’ paradigm is being replaced by an alternative ‘integrated approach.’ It explores the changes in the zoo’s core tasks that the new paradigm implies. And it pays special attention to the changes that would have to be made in (...) zoos’ collection policies: connection with in situ projects, emphasizing local species and the local biogeographical region, exchange of animals among zoos and between zoos and wildlife, and a shift towards smaller species. Finally the question will be addressed whether the new paradigm will achieve a morally acceptable balance between animal welfare costs and species conservation benefits. (shrink)

The introduction of Women and Gender Studies in Polish universities is intrinsically connected with the systemic transformation following 1989. This change was marked by the rejection of the communist past with its nominal sexual equality and acceptance of a conservative culture legally restricting women’s rights. Since the mid-nineties, Women and Gender Studies programs have been instituted in many state and private universities albeit on an auxiliary, extramural bases or as “specialization” within other degrees (e.g., sociology, or cultural studies). Since the (...) mid-2000s, gender studies in Poland include studies of masculinity, gender identity formation and queer theory in addition to the traditional women studies program. After Poland joined the EU, the introduction of European legal standards started to influence the progress in Poland’s gender politics towards greater recognition of minority rights. Gender Studies are in the foreground of these changes in teaching and training students and colleagues in gender issues seen as crucial for building a democratic inclusive society. (shrink)

Growing public concern and uncertainties surrounding emerging technologies suggest the need for socially-responsible behavior of companies in the development and implementation of oversight systems for them. In this paper, we argue that corporate social responsibility (CSR) is an important aspect of nanotechnology oversight given the role of trust in shaping public attitudes about nanotechnology and the lack of data about the health and environmental risks of nanoproducts. We argue that CSR is strengthened by the adoption of stakeholder-driven models and attention (...) to moral principles in policies and programs. In this context, we examine drivers of CSR, contextual and leadership factors that influence CSR, and strategies for CSR. To illustrate these concepts, we discuss existing cases of CSR-like behavior in nanotechnology companies, and then provide examples of how companies producing nanomedicines can exhibit morally-driven CSR behavior. The presented paper focuses on the analysis of strategic documents at the level of the European Union concerning the regulation of artificial intelligence as one of the so-called disruptive technologies. In the first part of the article, we outline the basic terminology. Subsequently, we focus on the summarizing and systemizing of the key documents adopted at the EU level in terms of artificial intelligence regulation. The focus of the paper is devoted to issues of personal data protection and cyber security (...) included in these strategic documents. For the purposes of conservation or suppression of species, gene drive technology has significant potential. Theoretically speaking, with the release of even relatively few animals with gene drive systems in an ecosystem, beneficial or harmful genes could be introduced into the entire wild-type population of that species. Given the profound impact that gene drives could have on species and ecosystems, their use is a highly contentious issue. Communities and groups have differing beliefs about nature and its conservation or preservation, as (...) well as concerns about the ecological safety of the eradication, replacement or enhancement of particular species of animals by means of genetic engineering. For all those reasons, the rigorous regulation of insects and other animals with gene drive systems is crucial. In this paper, we consider the question of whether the United States Food and Drug Administration is prepared to effectively regulate insects and other animals with gene drives. (shrink)

Józef Lipiec proposes his typology of axiological subjectivities according to levels of their commitment to values. He distinguishes 6 types of them in the order from complete passivity to full creativity. He also discusses ontological conditions of the axiological creativity. As for the problem of the origins of this kind of creativeness, the author opts for moderate determinism: the outer world provokes man to create values, but itself it is only a reservoir with raw material of which values can be (...) made out. W artykule przedstawiono niektóre wątki interesujących analiz filozoficzno-etycznych Roberta Spaemanna na temat świata zwierząt, podejmowanych przezeń w duchu arystotelesowskim. Dotykają one kwestii, które wydają się być szczególnym przedmiotem zainteresowania zarówno znawców zagadnienia, jak i współczesnego człowieka. Są to: natura i status ontyczny zwierząt, cierpienie i jego źródła, zabijanie tych stworzeń oraz jedzenie ich mięsa. Spaemann nie tylko nie podważał, ale w duchu myśli klasycznej i współczesnej oryginalnie podkreślał istotową wyższość człowieka nad zwierzęciem. Czynił to m.in. przez zaakcentowanie zdolności człowieka do (...) samorelatywizacji. Według wybitnego myśliciela niemieckiego zasady etyczne normujące nasze odniesienie do zwierząt łączą się ściśle z metafizycznym rozumieniem ich bytowości. Zasady te bowiem mają swoją podstawę w teleologicznej naturze naszych mniejszych braci i podmiotowej formie ich egzystencji. Spaemann akcentował rolę życzliwości, odpowiedzialności i troski, utylitarystyczną zasadę rachunku korzyści i strat, imperatyw kategoryczny Kanta oraz normę personalistyczną. Natomiast obowiązek ochrony zwierząt i odpowiedzialności za nie rozwijał w kontekście godności ludzkiej. Podjęto próbę wykazania, jak doniosła jest teleologiczna perspektywa, której nikt tak wyraziście i przekonująco nie ukazał w odniesieniu do zwierząt we współczesnej niemieckiej filozofii jak właśnie Spaemann. Dokonano także porównania jego stanowiska na temat świata zwierzęcego z wizją Petera Singera. Przede wszystkim w artykule podjęto próbę rekonstrukcji Spaemanna myśli dotyczącej etycznych i metafizycznych aspektów stosunku człowieka do zwierząt. (shrink)

Jan Patočka became politically active for the first time as a spokesperson of the dissident movement Charter 77. In this capacity he wrote several essays, the first of which, entitled "On the Matters of The Plastic People of the Universe and DG 307", I interpret as the explanation and justification of his turn toward political engagement. The following article is a reading of Patočka's essay that pays particular attention to a peculiar formal feature of the essay – namely that it's (...) presented as a reversal of Dostoevsky's short story "The Dream of a Ridiculous Man". In reversing this story, Patočka shows us the two basic ways of human life and explains his political engagement as an action taken on behalf of the properly human way of life, which he calls "life in truth" or "the responsible life". The purpose of his political engagement thus wasn't defending human rights, but defending life in truth, to which human rights provide suitable conditions. "On the Matters…" also presents Patočka's assessment of the Communist regime with clarity and severity not seen elsewhere in his writings, and shows a shift in his views of youth and youthful rebellion. The problem of history in Nietzsche’s second Unfashionable Observation is best approached through that which it is supposed to serve: life, more specifically human life. I argue that Nietzsche presents an oblique but nevertheless complete articulation of the nature of the human soul as consisting of two basic parts, of desiring (the unhistorical) and memory (the historical): of a multiplicity of desires that struggle for domination over the others, and which express themselves in more complex ways through memory-based structures such (...) as conscience. I then discuss some implications of this conception. First, I interpret the significance of the useful kinds of history: rather than being different modes of historical science, they are much more basic modes of practical relating to the matters of our world (especially to other humans and their ways of life) that are external to us both temporally and spatially. Second, I discuss the particular kinds of desires which underpin the three useful kinds of history. Third, I interpret the problem of scientific history as arising from a turning of the normal human structures of meaningfulness against themselves, and as resulting in two specific kinds of psychic damage: to our capacity for growth and self-cultivation, and to our will to do so at all. Finally, I show the importance of the erotic-historic soul for the questions of right and wrong methods of self-knowledge and for the meaning of the imperative “sei du selbst!” that we find in Schopenhauer as Educator. Environmental releases of gene edited (GEdOs) and gene drive organisms (GDOs) will likely occur under conditions of high uncertainty and in complex socioecological systems. Therefore, public deliberation is especially important to account for diverse interpretations of safety, risks, and benefits; to draw on experiential and public wisdom in areas of proposed release; to ameliorate dangers of technological optimism; and to increase the public legitimacy of decisions. Yet there is a “democratic deficit” in the United States' oversight system for GEdOs and (...) GDOs, as unconflicted experts, publics, and skeptical stakeholders are most often excluded from decision‐making and unavailable to critically examine potential risks and benefits or raise broader concerns about socioeconomic or cultural impacts. This article argues for the need to open up decision‐making for GEdOs and GDOs, discusses the challenges for doing so within the current oversight framework, and finally, proposes institutional, policy, and attitudinal changes that are likely important for overcoming barriers to public deliberation. The growth of responsible innovation scholarship has been mirrored by a proliferation of RI definitions and practices, as well as a recognition of the importance of context for RI. This study investigates how researchers in the field of nanotechnology for food and agriculture define and practice RI, as well as what motivations they see for pursuing RI. We conducted 20 semi-structured interviews with nano-agrifood researchers from industry and academia in the USA, where we asked them to describe their RI definitions, (...) practices, and motivations. We analyzed the emergent themes from these interviews, including how the themes aligned with four prominent RI principles. We found that nano-agrifood researchers largely focused their descriptions of RI definitions, practices, and motivations around a narrow envisioning of the RI principle of anticipation — emphasizing product safety, efficacy, and efficiency. We also found noteworthy tensions surrounding the less frequently mentioned RI principles. For example, some researchers envisioned inclusion as a way to align products with industry interests while others saw it as a way to align products with the public good. Concerning motivations for RI, some researchers viewed RI as a way to protect one’s reputation and avoid lawsuits while others viewed it as a way to improve human well-being and solve societal problems. Given these findings, future efforts to foster RI within nano-agrifoods should promote discussions among researchers concerning what it means to responsibly innovate and what practices this could entail, particularly beyond ensuring product safety, efficacy, and efficiency. Codes of governance have mushroomed in contexts operating under a single, dominant institutional logic, such as publicly listed corporations. These codes act as institutional prescriptions that help spread best practices throughout industries. More recently, in some countries, specific codes have been developed for hybrid organizations that integrate multiple, conflicting institutional logics simultaneously, such as cooperative enterprises. Drawing on an extensive set of qualitative data, we ask how such institutional prescriptions may (fail to) address governance challenges in organizations with multiple, conflicting (...) institutional demands. In doing so, we extend current literature on governance of hybrid organizations, which has so far focused on individual and organizational levels, to include institutional-level strategies. While governance codes are often inspired by deontological ethics to solve issues in a single institutional logic, we find that governance codes for hybrid organizations should not prioritize a single institutional logic, nor follow a deontological approach to improving governance, but should, on a more pragmatist take, remain open to continuous learning. Historically, market regulation has played an important role in shaping the trajectory of scientific and technological innovation in food and agriculture. However, regulators’ traditional focus on safety and efficacy may be insufficient to address more complex ethical, legal, and social implications of novel products, such as the use of nanotechnology and nanomaterials in food and agriculture. One solution might be to implement the principles of responsible innovation to challenge innovators and policymakers to better anticipate risks further upstream and be responsive (...) to societal desires and concerns, although substantial barriers to implementation persist. This paper presents stakeholder views on the relationship between regulation and RI in nano-agrifoods based on a broader U.S. stakeholder engagement study conducted in the fall of 2020. We found that participants raised key issues that incorporated all 4 pillars of RI. We also found that participants’ attitudes about the relationship between regulation and innovation informed their recommendations about the relationship between regulation and RI. These attitudes are represented in a spectrum of views, ranging from “regulation as barrier” to “regulation as driver” of innovation. We further identified implications for how each attitude might be used to operationalize RI in regulatory systems. Overall, these results suggest that just as regulation drove key innovations in the twentieth century, regulation may still have a role to play in helping to promote RI of nano-agrifoods in the twenty-first. The author reflects on the peculiarity of European integration suggesting that its unique characteristics calls for a completely new approach which demands a great deal of creativity in our thinking. Such creativity is needed, first of all, in a very discourse applied to the European integration. Conceptual creativity must help us to depart from the centuries old ideas which do not allow us to see the specificity of the new political reality in Europe. Next, there is a need to overcome (...) two dilemmas that limit our imagination in building new conceptual framework of integrating Europe. These are: the dilemma of liberal or social Europe and the dilemma of federal or intergovernmental Europe. Neither of these two oppositions takes into consideration the unprecedented nature of European Union. In conclusion the author suggests that the way out of the mentioned dilemmas is also through a radical rebuilding of a European integration discourse which must concentrate rather on “solidarity” than on “democracy” as its organizing concept. A brief account of the first - unsuccessful - attemps to create research centers in the field of technical (applied) physics in Poland in the period before the outbreak of World War is given. Outstanding physicists such as Mieczysław Wolfke, Stanisław Kalinowski, Aleksander Jabłoński and Wacław Dziewulski took part in this trials. Activities in this direction continued after the war, especially after the establishment of the Polish Academy of Sciences, within whch several institutes dealing with the application of physics were (...) established. The most important of them incude the Institute of Physics and Institute of Fundamental Technological Research in Warsaw, as well as the Institute of Fluid-Flow Machinery in Gdańsk and Institute of Nuclear Physics in Kraków. Outside the structure of the Polish Academy of Sciences, the Industrial Institute of Electronics and the Institute of Plasma Physics and Laser Microfusion were established, both in Warsaw. Technical Physics center establised at the Warsaw, Wrocław and Poznań Universities of Technology and at the Nicolaus Copernicus University in Toruń are also discussed. Spectacular examples of medical applications include photodynamic therapy based on the Jabłoński diagram, optical tomography and proton radioteraphy for eye cancer. (shrink)
