For years, privacy regulators have said that privacy is good for business. Strong privacy management programs and accountability mechanisms build trust with consumers. In the public sector, privacy regulators have seen massive information sharing projects fail when public input or consultation, or independent oversight is not considered. After a sequence of events in 2018, society as a whole began asking questions about what is being done with personal information and questioned whether it is in our best interests. This presentation made (...) at the University of Alberta’s Kule Institute’s event on “AI, Ethics and Society” in May 2019 provides an overview of the shifts that have taken place and how privacy regulators internationally have incorporated discussions about ethical assessments, in addition to traditional privacy impact assessments, as a way to guide current and future tech developments involving personal information in a way that is legal, fair and just. Could it be right to convict and punish defendants using only statistical evidence? In this paper, I argue that it is not and explain why it would be wrong. This is difficult to do because there is a powerful argument for thinking that we should convict and punish defendants using statistical evidence. It looks as if the relevant cases are cases of decision under risk and it seems we know what we should do in such cases (i.e., maximize expected value). (...) Given some standard assumptions about the values at stake, the case for convicting and punishing using statistical evidence seems solid. In trying to show where this argument goes wrong, I shall argue (against Lockeans, reliabilists, and others) that beliefs supported only by statistical evidence are epistemically defective and (against Enoch, Fisher, and Spectre) that these epistemic considerations should matter to the law. To solve the puzzle about the role of statistical evidence in the law, we need to revise some commonly held assumptions about epistemic value and defend the relevance of epistemology to this practical question. Should there be an age at which certain legal rights become available to individuals and, if so, how should the appropriate age be determined? The chapter defends age-based discrimination against objections that it is unjust or undemocratic. It then considers the issue of the voting age and defends certain criteria for its determination.

One of the central debates within contemporary Anglo-American political philosophy concerns how to formulate an egalitarian theory of distributive justice which gives coherent expression to egalitarian convictions and withstands the most powerful anti-egalitarian objections. John Tillson’s Children, Religion and the Ethics of Influence develops and deploys the ‘epistemic criterion’ for deciding whether teachers should promote belief in particular propositions. He defends that criterion by arguing that it promotes human well-being and enables individuals to fulfil their duty to pursue the truth. In this article I draw on John Rawls’ conception of political liberalism to suggest that the epistemic criterion is an inappropriate basis for the political community’s shaping of children’s beliefs.

We address the claim that nonhuman animals do not represent unobservable states, based on studies of physical cognition by rooks and social cognition by scrub-jays. In both cases, the most parsimonious explanation for the results is counter to the reinterpretation hypothesis. We suggest that imagination and prospection can be investigated in animals and included in models of cognitive architecture.

Recent years have seen a proliferation of non-governmental organisations with a mission to help redress various social and environmental problems, but the effectiveness of these organisations in carrying out their stated goals is rarely assessed or critically examined. It has become increasingly clear, however, that these organisations vary greatly in their level of competence and professionalism. Many of them are ineffective, and in some cases they may even exacerbate the problems they set out to solve. These difficulties are based upon (...) flawed assumptions about how civil society can correct social ills, and about how institutions that are intermediate between the individual and the state can carry out effective change. To illustrate these points with an environmental example, we present the case of Jamaica's coral reefs, which have been under stress for decades. Both the causes of reef degradation and the solutions to these problems can be clearly outlined. Many well-intentioned organisations and individuals have been involved in the attempt to stem or reverse the damage, and significant funding has been channelled through these agencies. In spite of this, there has been no documented improvement in the condition of the reefs, apart from some natural regeneration that owed nothing whatever to any human activity. The problem is that the known solutions have not been implemented. This has happened for several reasons. First, government organisations have actively encouraged NGOs to undertake the responsibility of protecting sections of the coastline, but without any proper assessment of the capacity of those organisations to do so, and in some cases actively preventing them from acquiring that capacity. Second, the proliferation of NGOs has been counter-effective, resulting in duplication of effort, competition for limited funds, and conscious or unconscious misrepresentation of results. Third, the utilisation of NGOs to solve environmental problems often results in an increase in the number of levels of management, resulting in inefficient utilisation of funds. The known solutions to the degradation in the Jamaican marine environment principally involve reducing fishing pressures at a national level and the reduction of pollution by local municipalities. The effective role of NGOs in bringing about these two solutions therefore differs: where national changes are necessary, government centralisation and effective enforcement are necessary, although NGOs could still play a useful auxiliary or augmenting role. With local problems like municipal pollution, NGOs may be better able to lead in catalysing and implementing change, although the government could usefully provide coordination and support. These differences illustrate the fallacy in the simplistic assumption that rising public concern, increased levels of funding and a growing number of people and/or organisations involved in conservation will lead to environmental improvement. Effective hierarchical organisation is still a prerequisite for bringing about effective solutions, although the mode of organisation adopted should be a function of the particular solution necessary. Finally, since many NGOs have effectively functioned as parasitical organisations that have consumed public funding without any discernible public benefit, NGOs should be subject to the same scrutiny and assessment as any private sector organisation contracted to the government and/or donor agencies, and those who fail to perform should be barred from further receipt of public funds. Because predictions are inherently risky and are more often than not false, the text first offers an assessment of the current state of the science-religion discussion and a quick survey of the last 50 years of work in this field. The implications of the six features of this vision for the future of the field are then presented in some detail. Rather (...) than bemoaning the current diversity of approaches and conclusions as a negative result, I endorse it as a healthy sign—if acknowledged honestly and managed well. (shrink)

Much of the modern period was dominated by a `reductionist' theory of science. On this view, to explain any event in the world is to reduce it down to fundamental particles, laws, and forces. In recent years reductionism has been dramatically challenged by a radically new paradigm called `emergence'. According to this new theory, natural history reveals the continuous emergence of novel phenomena: new structures and new organisms with new causal powers. Michael Polanyi was perhaps the most important emergence theorist of the middle of the 20th century. As the key link between the British Emergentists of the 1920s and the explosion of emergence theory in the 1990s, he played a crucial role in resisting reductionist interpretations of science and keeping the concept of emergence alive. Polanyi’s position on emergence is described and its major strengths and weaknesses are analyzed. Sartre's theory of the imagination is important both as an alternative to the idea that the imagination consists of images contained somehow in the mind - the "illusion of immanence" — and as an early formulation of Sartre's conception of consciousness. In this paper I defend Sartre's theory of imaginative consciousness against some of its critics. I show how difficulties with his theory parallel a perennial problem in Sartre-interpretation, that of understanding how consciousness can negate its past and posit possibilities (...) beyond the facticity of its situation. In this short essay I will not provide a detailed exposition of Sartre's theory of the imagination. Rather, I provide the basis of an interpretation of this theory that emphasizes the role that the past plays in imaginative consciousness. (shrink)

Although psychologists study both the objective (behavior) and the subjective (phenomenology) components of cognition, we argue that an overemphasis on the subjective drives a wedge between psychology and other closely related scientific disciplines, such as comparative studies of cognition and artificial intelligence. This wedge is particularly apparent in contemporary studies of episodic recollection and future planning, two related abilities that many have assumed to be unique to humans. We shall challenge this doctrine. To do so, we shall adopt an ethological (...) approach to comparative cognition and this necessitates two requirements. The first is that memory and planning need to be characterized in terms of objectively defined properties as opposed to purely phenomenological ones; the ability to remember what happened, where, and how long ago is a critical behavioral criterion for episodic memory. The second requirement is the identification of an ethological context in which these memories would confer a selective advantage. As a consequence, we turn this debate into an empirical evaluation in nonlinguistic animals and one embodied in synthetic creatures. Indeed, our behavioral conception of flexibly deployable information about “what, where, and when” has so far supported a comparative cognition in animals as diverse as corvids and primates. We argue that this approach may clarify and challenge ideas that have been based solely on research with human subjects, without the need to be constrained by phenomenological assumptions based on human‐centric ways of thinking. The startling success of the religion‐science discussion in recent years calls for reflection. Have old walls been broken down, old antagonisms overcome? Have science and religion finally been reconciled? Or is all the activity just so much sound and fury signifying nothing? Postmodern equations of scientific and religious beliefs disregard a number of enduring differences that help make sense of the continuing tensions. Genetics offers real opportunities for public health actors. Increased understanding of genetics will illuminate some of the factors that affect disease and, in many cases, will lead to more effective treatments. The recognition that phenylketonuria was caused by a metabolic defect that led to the accumulation of toxic levels of phenylalanine, an elevation that could largely be averted by adopting a low-phenylalanine diet, is an early example. Some cases of what was thought to be Sudden Infant Death Syndrome, a diagnosis (...) used when no etiology is known, now appear to have been caused by metabolic defects in fatty acid oxidation and sodium channel defects. One of the tasks that has already been undertaken by the public health sector is to ensure that genomic information is incorporated into clinical care when the robusmess of findings and their clinical utility have been well defined. Successful corporate acquisitions require its managers to achieve substantial performance improvements in order to sufficiently cover acquisition premiums, the expected return of debt and equity investors, and the additional resources needed to capture synergies and accelerate growth. Acquirers understand that achieving the performance improvements necessary to cover these costs and create value for investors will most likely require a significant effort from mergers and acquisitions (M&A) management teams. This understanding drives the common and longstanding practice of offering hefty performance incentive (...) packages to key managers, assuming that financial incentives will induce in-role and extra-role behaviors that drive organizational change and growth. The present study debunks the assumptions of this common M&A practice, providing quantitative evidence that shared vision and autonomous motivation are far more effective drivers of managerial performance than financial incentives. Looking back over the last 40 years of work in the philosophy of religion provides a fascinating vantage point from which to assess the state of the discipline today. I describe central features of American philosophy of religion in 1970 and reconstruct the last 40 years as a progression through four main stages. This analysis offers an overarching framework from which to examine the major contributions and debates of process philosophy of religion during the same period. The major thinkers, topics, (...) positions, and controversies are presented, analyzed, and critiqued. In the concluding section I offer a critical appraisal of the state of the field today based on the results of these historical analyses. (shrink)

This book analyses the moral theory of the seventh century Indian Mahayana master, Santideva. Santideva is the author of the well-known religious poem the Bodhicaryavatara (Entering the Path of Enlightenment) , as well as the significant, but relatively overlooked, Siksasamuccaya (Compendium of Teachings) . Both of these works describe the nature and path of the bodhisattva, the altruistic spiritual ideal especially exalted in Mahayana literature. With particular focus on the Siksasamuccaya , this work offers a response to three questions: What (...) is Santideva's moral theory? How does it compare to other analyses of Buddhist ethics? Can one moral theory adequately describe Buddhist moral thought? An exegetical account of the bodhisattva path as outlined in the Siksasamuccaya is provided by textual analysis and translations. The central moral concept of this Buddhist thinker and Santideva's ethical presuppositions and moral reasoning are brought to light by analysing the use of key moral terms and comparing them to other Buddhists' principles. It is also considered in relation to dominant Western ethical theories. By focusing on a neglected Buddhist Sanskrit text by a major Mahayana figure, Barbra Clayton helps to redress a significant imbalance in the scholarship on Buddhist ethics, which has up to now focused primarily on the ethics of the Pali literature and as interpreted in the Theravada tradition.
