Following the unsuccessful attempt to get a woman appointed as UN secretary-general in 2016 and the drop in women in senior posts in 2015, it appeared that gender equality at the UN was as distant as ever. Yet, gender equality within the Secretariat and UN system has been on the organization's agenda since 1970, with goals and target dates set for the level of women's participation and achievement. These have been met in some issue areas and organizations, but not others. (...) As part of the special issue on “The United Nations at Seventy-Five: Looking Back to Look Forward,” this essay traces the evolution of efforts to increase the representation of women in the UN system and takes stock of their current representation therein, analyzing the data on the Secretariat and appointments to senior posts as well as in various operations and programs. In this essay, we argue that there exist obvious parallels between questions that inform philosophy of chemistry and the so-called hard problem of consciousness in philosophy of mind. These include questions regarding the emergence of higher-level phenomena from lower-level physical states, the reduction of higher-level phenomena to lower-level physical states, and 'downward causation'. We, therefore, propose that the 'hard problem' of consciousness should be approached in a manner similar to that used to address parallel problems in philosophy of chemistry. Thus, (...) our contribution begins by scrutinizing the ways chemists and quantum chemists think about and use different levels of organization and chemical relations and relata and then investigates the problem of 'downward causation' as it relates to the question of emergence. We demonstrate that the science of the transformation of 'substances', namely chemistry, enables us to go beyond substantialism and to develop, instead, a non-substantialist account of levels of reality. Similarly, the 'hard problem' of consciousness will require that we transcend traditional emergentism and its substantialist conception of mind. As with chemical phenomena, mental phenomena must be examined in terms of the relationality of wholes and parts, and this will require the development of a mereology that explains how parts and wholes may co-define each other. Like the non-classical and non-transitive mereology that has been proposed for quantum chemistry, an extended mereology for philosophy of mind must be one that entangles the whole, its parts, and the environment, thus rendering 'downward causation' into a relational concept. This proposal is neither a reductionist analysis that only needs the parts to define the whole, nor a merely holistic description within which the whole is necessary to define the parts. Rather, we propose that the parts, the whole, and the environment co-define each other so that our understanding of parts, wholes, and environment as independent concepts must itself be altered. A new model of bioturbation has been developed to describe short term sediment reworking induced by macrobenthic communities. The design of the model had to consider the mixing processes, firstly, at the organism level, and secondly, at community level. This paper describes the mixing mode of the four types of bioturbators defined by the authors: the biodiffusors, the upward-conveyors, the downward-conveyors and the regenerators. The mathematical formulation of these sub-models consists of ordinary differential equations. They take into account the size (...) of the bioturbated zone, the output fluxes to the water column, tracer decay, physical mixing due to local currents and the type and intensity of the bioturbation processes. These sub-models make it possible to describe correctly the mixing events that have occurred in cores with each type of bioturbator. They also provide the basis for general bioturbation model, that will take into account the respective degrees of involvement of (i) the different bioturbation processes and their characteristics, (ii) the interference between the different processes, and (iii) make possible to predict the particle reworking in order to include it in studies of organic matter in early diagenesis. This work presents a mathematical model describing the interactions between the cross-shore structure of small pelagic fish population an their exploitation by coastal and offshore fisheries. The complete model is a system of seven ODE’s governing three stocks of small pelagic fish population moving and growing between three zones. Two types of fishing fleets are inter-acting with the fish population, industrial boats, constrained to offshore area, and artisanal boats, operating from the shore. Two time scales were considered and we use (...) aggregation methods that allow us to reduce the dimension of the model and to obtain an aggregated model, which is a four dimension one. The analysis of the aggregated model is performed. We discuss the possible equilibriums and their meaning in terms of fishery management. An interesting equilibrium state can be obtained for which we can expect coexistence and a stable equilibrium state between fish stocks and fishing efforts. Blood coagulation is regulated through a complex network of biochemical reactions of blood factors. The main acting enzyme is thrombin whose propagation in blood plasma leads to fibrin clot formation. Spontaneous clot formation is normally controlled through the action of different plasma inhibitors, in particular, through the thrombin binding by antithrombin. In the current study we develop a mathematical model of clot formation both in quiescent plasma and in blood flow and determine the analytical conditions on the antithrombin concentration corresponding (...) to different regimes of blood coagulation. The French school of theoretical biology has been mainly initiated in Poitiers during the sixties by scientists like J. Besson, G. Bouligand, P. Gavaudan, M. P. Schützenberger and R. Thom, launching many new research domains on the fractal dimension, the combinatorial properties of the genetic code and related amino-acids as well as on the genetic regulation of the biological processes. Presently, the biological science knows that RNA molecules are often involved in the regulation of complex genetic networks as effectors, e.g., (...) activators, inhibitors or hybrids. Examples of such networks will be given showing that there exist RNA “relics” that have played an important role during evolution and have survived in many genomes, whose probability distribution of their sub-sequences is quantified by the Shannon entropy, and the robustness of the dynamics of the networks they regulate can be characterized by the Kolmogorov–Sinaï dynamic entropy and attractor entropy. The five narratives identified by the DEEPEN-project are interpreted in terms of the ancient story of desire, evil, and the sacred, and the modern narratives of alienation and exploitation. The first three narratives of lay ethics do not take stock of what has radically changed in the modern world under the triple and joint evolution of science, religion, and philosophy. The modern narratives, in turn, are in serious need of a post-modern deconstruction. Both critiques express the limits of humanism. They (...) do not imply, however, that these narratives should not be taken seriously. In particular, the enduring presence of three ancient narratives in laypeople’s symbolic thought is highly significant in terms of the role that the logic of the sacred keeps playing in the workings of modern societies. Lay people’s implicit understanding of how modern technology tends towards catastrophe and apocalypse provides the strongest argument for taking these narratives seriously. (shrink)

An examination of the fundamental role cybernetics played in the birth of cognitive science and the light this sheds on current controversies. The conceptual history of cognitive science remains for the most part unwritten. In this groundbreaking book, Jean-Pierre Dupuy—one of the principal architects of cognitive science in France—provides an important chapter: the legacy of cybernetics. Contrary to popular belief, Dupuy argues, cybernetics represented not the anthropomorphization of the machine but the mechanization of the human. The founding fathers (...) of cybernetics—some of the greatest minds of the twentieth century, including John von Neumann, Norbert Wiener, Warren McCulloch, and Walter Pitts—intended to construct a materialist and mechanistic science of mental behavior that would make it possible at last to resolve the ancient philosophical problem of mind and matter. The importance of cybernetics to cognitive science, Dupuy argues, lies not in its daring conception of the human mind in terms of the functioning of a machine but in the way the strengths and weaknesses of the cybernetics approach can illuminate controversies that rage today—between cognitivists and connectionists, eliminative materialists and Wittgensteinians, functionalists and anti-reductionists. Dupuy brings to life the intellectual excitement that attended the birth of cognitive science sixty years ago. He separates the promise of cybernetic ideas from the disappointment that followed as cybernetics was rejected and consigned to intellectual oblivion. The mechanization of the mind has reemerged today as an all-encompassing paradigm in the convergence of nanotechnology, biotechnology, information technology, and cognitive science. This paper aims to connect philosophy of chemistry, green chemistry, and moral philosophy. We first characterize chemistry by underlining how chemists: co-define chemical bodies, operations, and transformations; always refer to active and context-sensitive bodies to explain the reactions under study; and develop strategies that require and intertwine with a molecular whole, its parts, and the surroundings at the same time within an explanation. We will then point out how green chemists are transforming their current activities in order to act upon (...) the world without jeopardizing life. This part will allow us to highlight that green chemistry follows the three aforementioned characteristics while including the world as a partner, as well as biodegradability and sustainability concerns, into chemical practices. In the third part of this paper, we will show how moral philosophy can help green chemists: identify the consequentialist assumptions that ground their reasoning; and widen the scope of their ethical considerations by integrating the notion of care and that of vulnerability into their arguments. In the fourth part of the paper, we will emphasize how, in return, this investigation could help philosophers querying consequentialism as soon as the consequences of chemical activities over the world are taken into account. Furthermore, we will point out how the philosophy of chemistry provides philosophers with new arguments concerning the key debate about the ‘intrinsic value’ of life, ecosystems and the Earth, in environmental ethics. To conclude, we will highlight how mesology, that is to say the study of ‘milieux’, and the concept of ‘ecumeme’ proposed by the philosopher and geographer Augustin Berque, could become important both for green chemists and moral philosophers in order to investigate our relationships with the Earth. Jean-Pierre Dupuy, prophet of what he calls "enlightened doomsaying," has long warned that modern society is on a path to self-destruction. In this book, he pleads for a subversion of this crisis from within, arguing that it is our lopsided view of religion and reason that has set us on this course. In denial of our sacred origins and hubristically convinced of the powers of human reason, we cease to know our own limits: our disenchanted world leaves us (...) defenseless against a headlong rush into the abyss of global warming, nuclear holocaust, and the other catastrophes that loom on our horizon. Reviving the religious anthropology of Max Weber, Emile Durkheim, and Marcel Mauss and in dialogue with the work of René Girard, Dupuy shows that we must remember the world's sacredness in order to keep human violence in check. A metaphysical and theological detective, he tracks the sacred in the very fields where human reason considers itself most free from everything it judges irrational: science, technology, economics, political and strategic thought. In making such claims, The Mark of the Sacred takes on religion bashers, secularists, and fundamentalists at once. In physics, one is often misled in thinking that the mathematical model of a system is part of or is that system itself. Think of expressions commonly used in physics like “point” particle, motion “on the line”, “smooth” observables, wave function, and even “going to infinity”, without forgetting perplexing phrases like “classical world” versus “quantum world”.... On the other hand, when a mathematical model becomes really inoperative in regard with correct predictions, one is forced to replace it with a new (...) one. It is precisely what happened with the emergence of quantum physics. Classical models were superseded by quantum ones through quantization prescriptions. These procedures appear often as ad hoc recipes. In the present paper, well defined quantizations, based on integral calculus and Weyl–Heisenberg symmetry, are described in simple terms through one of the most basic examples of mechanics. Starting from probability distribution on the Euclidean plane viewed as the phase space for the motion of a point particle on the line, i.e., its classical model, we will show how to build corresponding quantum model and associated probabilities or quasi-probabilities distributions. We highlight the regularizing rôle of such procedures with the familiar example of the motion of a particle with a variable mass and submitted to a step potential. (shrink)

RésuméCet article explore les liens entre le recours à la véracité de Dieu et les notions de certitude «métaphysique» et «morale» chez Descartes. Pour cela, je montre le rôle qu'elles jouent dans sa preuve de l'existence du monde extérieur, sa position sur l'existence d'autres esprits et celle sur l'«animal-machine». Descartes se sert de la véracité de Dieu dans le premier cas, maispas dans le deuxième ni le troisième. Je suggere que c'est parce que faire à nouveau appel à la véracité (...) de Dieu dans le cas des autres esprits aurait mis en péril sa doctrine de l'animal-machine. Je conclus en me penchant sur des passages de Descartes qui pourraient sembler incompatibles avec l'inter prétation que je fais du rôle important quejoue la certitude morale dans sa philosophic. How do chemists assign numbers to chemicals properties? What do these numbers refer to? To answer these questions, we will first point out both the context-dependence of chemicals and the epistemic limitations of chemistry. We will then investigate how chemists use various procedures to stabilize measurements and how they use mixtures of samples as “references” in order to determine the amount of different chemicals in a sample. This study will enable us to query how it is possible for chemists to (...) change one factor while holding others constant at each step of the measurement procedure. This part of our work which will lead us to query the meaning of the ceteris paribus clause and the very possibility of making holistic inferences in the domain of chemistry. To conclude, we will highlight how methodological pluralism developed by chemists makes it possible for a relational type of consistency to emerge. (shrink)

During the seventeenth and eighteenth centuries, French authors did not ignore the word “éthique,” but neither did they make it play a specific role in their works like they did with “morale,” their preferred term. By contrast, English writers were more likely than their counterparts to distinguish “Ethicks” from “Morals.” Consequently, it is mainly in English-language writings that the separation of the two terms can be found. The key authors invested in refining these distinctions are Locke, Shaftesbury, Hutcheson, Hume, and (...) Bentham—the last one being the philosopher who enacted the splitting of these two terms. From their meditations gradually emerges a belief in the conditions for a common moral platform and position; in those authors’ estimation, this foundation could properly take the place of mathematical ethical inquiry. Among those exposing utilitarianism, ethics are a matter of calculation, ethical action achievable through mathematical rules. If calculation is still limited with Hutcheson, it becomes subtler still with Bentham, even if the first utilitarian author stays within the parameters of this moral philosophy. Bentham seems to be inspired by Bayesian–Pricean probability calculus, and his main and seminal ideas are developed in “The Axioms of Pathology” at the end of the “Pannomial Fragments.”. (shrink)

C’est à une exploration de cette notion de forme que le Collège de France a consacré en octobre 2011 son colloque multidisciplinaire de rentrée : sa définition en philosophie chez Platon et Aristote, ses applications en mathématiques et en astrophysique, en chimie et en biologie, ses conséquences en psychologie et en linguistique, en anthropologie, en droit et dans les arts. Ces débats ont été aussi l’occasion de se tourner vers des pensées où elle joue un rôle particulièrement important, comme le structuralisme de Claude Lévi-Strauss ou l’histoire de l’art d’André Chastel. Jean-Pierre Changeux est professeur honoraire au Collège de France, chaire de Communications cellulaires. Jean-Pierre Faye analyse la conférence méconnue de Carl Schmitt : « Economie saine dans un Etat fort », tenue le 23 novembre 1932 devant les membres de « L’Union au Long Nom » (ou « Union pour la conservation des intérêts économiques communs en Rhénanie et Westphalie »). Schmitt y énonce la nécessité pour l’Allemagne d’un « Etat total », équivalent allemand à ses yeux de « l’État totalitaire » de l’Italie fasciste. Cette prise de parole aura un (...) effet décisif : trente-cinq représentants de la finance et de l’industrie allemandes, auditeurs de la conférence, adresseront une pétition à Hindenburg, président du Reich. Ils l’inciteront à appeler le « chef du grand mouvement » au poste de chancelier du Reich. Ce « mouvement » est le déjà criminel NSDAP : le Parti national-socialiste ouvrier allemand, le parti « nazi ». Le 30 janvier 33, Hitler sera chancelier. En neuf semaines, la conférence de Schmitt aura eu pour effet d’abattre tous les obstacles à l’avènement du Troisième Reich. La formule de « l’Etat total » a donc su transmettre aux temps et aux langages une charge à l’énergie insoupçonnée, porteuse des plus grands crimes. Ainsi est révélée la responsabilité centrale de Schmitt dans la mise en place du nazisme. Ce juriste, qui étrangement apparaît pour beaucoup aujourd’hui comme un penseur politique de référence, n’a d’abord avancé qu’une seule carte d’un jeu mortifère. Mais c’était une carte maîtresse, elle était dangereusement efficace pour faire passer le pire dans l’Histoire. Il était intéressant de lire en parallèle les « Journaux » de Schmitt et de mesurer l’attention portée par le juriste aux événements, dans les semaines qui précèdent et suivent l’arrivée d’Hitler à la chancellerie du Reich. Ce qui frappe est cependant la banalité quotidienne qui transparaît dans ces notes. Si ce n’est, peut-être, qu’un mot va lui paraître acquérir un poids nouveau : « Jude », « juif ». C’est son propre rôle, dans le nazisme, à lui Carl Schmitt, qu’il va découvrir par là... (shrink)

In an age of nationalisation of international educational policy, or vice versa, the politics and conflicts behind such policies often take centre stage to the detriment of professional expertise. In response, this article develops a nuanced critical realism to propose a practice-based development and implementation of educational policy reforms. Based on empirical reports of head teachers’ subversive practice, the article concludes by highlighting that professional expertise is a central component, dubbed ‘formless capability’, that all stakeholders use to turn policy intentions (...) into policy actions. Actuality consists of the three traditional domains of critical realism – the real, the actual and the empirical – whose importance is derived from whether it is a means to or an end in itself. Transhuman, or trans-human, is the concept of an intermediary form between human and posthuman. In other words, a transhuman is a being that resembles a human in most respects but who has powers and abilities beyond those of standard humans. These abilities might include improved intelligence, awareness, strength, or durability. Transhumans sometimes appear in science-fiction as cyborgs or genetically-enhanced humans. This book will look into the question "Can machines think?" followed by "Can humans extend their lifespan and keep up with (...) machines?" In other words, do we (humans) have to modify ourselves to be bionic humans, to co-exist and make the most of machines in future? (shrink)

Jean-Paul Sartre: Mind and Body, Word and Deed celebrates Sartre's polyvalence with an examination of Sartrean philosophy, literature, and politics. In four distinct yet related sections, twelve scholars from three continents examine Sartre's thought, writing and action over his long career. "Sartre and the Body" reappraises Sartre's work in dialogue with other philosophers past and present, including Maine de Biran, Maurice Merleau-Ponty and Didier Anzieu. Vulnerability must not be considered as an equivalent for the weakness or for the precariousness, i.e. the state in which the most resourceless people are living -with regard to power, wealth and health -; the strong are also vulnerable and they are potentially likely to be weakened. We will try to give its chance to an ethical category which, unlike person, personality, dignity, benevolence, non-malevolence, focusses on pleasures and displeasures, no more on the virtues of nursing (...) people. This joy is the joy of being intimate with Christ, of experiencing Christ’s redeeming power at work effectively transforming one’s whole person. In Christ, spiritual darkness and suffering can become a most effective manifestation of the recreating communion of the human with the divine. Perfect (...) discipleship identifies with the complete offer of Jesus Christ, the suffering God, received within one’s heart, so that invincible light might be brought into the night of the world. The myth of an economy where nobody could have a predominant position, has lost its credibility. The presentiment of a high risk of social explosion makes companies undertake tentative moral legitimation. Thus, a new paradigm develops according to which the firm has to care for the satisfaction of public interest if it wants to try to win forgiveness for misbehavior towards the decorum rules of the atomicity of competition. Thus, there is a wave of business ethics industry building up. However, (...) the stock exchange performances considered as ethical, are not different from others! The market does not seem to be able to say why it might be interesting to invest in stock considered as ethical. Moreover, opinion polls reveal a very significant discrepancy between the characterization of the responsible company as defined by itself or by notation agencies and, on the other hand, the hierarchy of criteria according to the answers of polled people. When companies and agencies favor sustainable development and good governance, rejecting child labor and so on, polled people consider that the paramount criterion of ethical conduct is personnel management. The problem is right here. Such is the view of a positively critical economist, situated at the point where macroeconomics meets corporate management. (shrink)

In this paper, I introduce and examine the notion of “mathematical engineering” and its impact on mathematical change. Mathematical engineering is an important part of contemporary mathematics and it roughly consists of the “construction” and development of various machines, probes and instruments used in numerous mathematical fields. As an example of such constructions, I briefly present the basic steps and properties of homology theory. I then try to show that this aspect of contemporary mathematics has important consequences on our conception (...) of mathematical knowledge, in particular mathematical growth. (shrink)

Building on the storytelling, political storytelling, and religious storytelling literatures, I examined the role religious stories play in the formation of revolutionary convictions. This study’s primary sources of data are volumes I, II, and III of The Gospel in Solentiname, a historical record of religious discussions that took place in an isolated campesino community at a seminary-like setting under a growing national revolutionary scenario in 1970s Nicaragua. My analysis of these discussions reveals that religious discourse based on stories of prophecy, (...) Christian virtue, miracles, and social challenges to revolutionary action allowed story-users to assert, explore, and promote models of action and moral orientation consistent with the making of revolution. Prosocial compensation is a corporate social responsibility practice that involves donating money to a charitable cause on behalf of customers as a means to compensate them for their loss after a service failure. In order to determine the effectiveness of PC, we carried out three experiments while also comparing its effectiveness within private and public settings. Experiment 1 focused on the signaling effects of communicating the promise to offer PC to potential customers in the event of service failure. Results show (...) that, in both private and public settings, PC has positive effects on corporate image, credibility, and word-of-mouth intent. More significantly, PC improved one’s CSR image, whereas more tangible compensation, such as a gift voucher, did not. Experiments 2A and 2B focused on the effects of offering PC after a service failure on perceptions of justice. Results show that PC contributes to perceived distributive justice, procedural justice, and post-recovery satisfaction in both private and public settings. Our study showed that PC could be a relevant new CSR practice for organizations wanting to enhance theirs CSR image while contributing to fulfilling their ethical and philanthropic CSR responsibilities. There were three such assumptions required, one explicitly stated, and two not made explicit until Bayle.
