Introducing this issue’s triptych on algorithms and culture, this article argues that prevailing modes of analysis that focus on the prospects for algorithms “taking over” are no longer useful. It advocates the need for a new conceptual vocabulary, which recognizes that algorithmic and cultural reasoning processes are already enmeshed with each other. The introduction suggests a need for an enterprise of algorithmic epistemology attuned to the fine structure of the ways in which culture and code have interacted in the past (...) and continue to interact today. In religion, as in science, man has attempted to comprehend the links between himself and the world around him. Though his search was limited before the scientific revolution, it was no less meaningful nor less intense than ours is today. Every sacred building had to possess the same ‘functional’ relationship to God as a modern laboratory has to the discipline it serves. The proportions used in the building would epitomise their ideas of the god, and the geometric shapes employed in (...) the building would involve meanings every bit as profound, and stemming from as much thought, as our scientific ideas. The major difference was that they judged truth by consistency rather than by experiment. If we consider the issues involved in siting an atomic power station, and the care we would use to do so, then we may get some idea of what was involved in siting and orienting a sacred building. The way this was done was one of the most powerful tools they possessed for relating man and his world to the gods so that man could understand and where possible control the natural forces around him. In this his purpose is the same as the modern scientist's, though his premises and his methods differed. To illustrate this, I shall discuss the churches in and around the small southern Italian town of Positano. (shrink)

Following Martin Heidegger, Hans-Georg Gadamer states that the primordial way we experience the past is through forgetting rather than memory. This essay seeks to explore the various senses of forgetting as it appears in Gadamer’s thought with a particular emphasis on how forgetting and memory structure the unique temporality of the work of art. This exploration reveals that the interplay between forgetting and remembering is more complicated than mere opposition; this interplay is specifically revealed in Gadamer’s analyses of the epochal (...) transition and the transmissive event of history. In both cases, forgetting is revealed not as a lack or lacuna, but as a dynamic generating structure that elevates the work of art from its original past—constituting the immemorial dimension of the work. This essay concludes by gesturing toward the repercussions of forgetting on subjectivity and a theory of time in Gadamer’s hermeneutics. (shrink)

John Locke is probably one of the highest-regarded English philosophers, and the first of the British empiricists. His ideas on the mind and consciousness have continued to resonate throughout philosophy and philosophical thought ever since An Essay Concerning Human Understanding first appeared in 1690. James Gibson's Locke's Theory of Knowledge and its Historical Relations was first published in 1917, and saw its fourth reprinting in 1968. Here, it is made available for the first time in paperback. This hugely (...) detailed work is an invaluable collation of Locke's theories, exploring his thoughts on the problems of knowledge, the formation of ideas, causality and the self. Furthermore, Gibson also provides an in-depth historical evaluation of the effects of these theories on contemporary philosophy as a whole, and on thinkers such as Descartes, Kant and Leibniz more specifically. A recent essay by Jürgen Habermas revisits political liberalism and takes up the question of the extent to which democratic citizens and officials should rely on their religious convictions in publicly deliberating about and deciding political issues. With his institutional translation proviso, a proposed alternative to Rawls' idea of public reason, Habermas hopes to dodge familiar (and often overstated) criticisms that liberal requirements of citizenship are unfair or disproportionately burdensome to religious believers. I argue that, due in part to its (...) sharp contrast between the obligations attributed to political officials and those attributed to ordinary citizens, Habermas' position is beset by additional, quite considerable difficulties. I conclude that Habermas' account of religion in the public sphere does not present a genuine alternative to the leading liberal theory of citizenship and public reasoning. (shrink)

The danger of human operators devolving responsibility to machines and failing to detect cases where they fail has been recognised for many years by industrial psychologists and engineers studying the human operators of complex machines. We call it “the control problem”, understood as the tendency of the human within a human–machine control loop to become complacent, over-reliant or unduly diffident when faced with the outputs of a reliable autonomous system. While the control problem has been investigated for some time, up (...) to this point its manifestation in machine learning contexts has not received serious attention. This paper aims to fill that gap. We argue that, except in certain special circumstances, algorithmic decision tools should not be used in high-stakes or safety-critical decisions unless the systems concerned are significantly “better than human” in the relevant domain or subdomain of decision-making. More concretely, we recommend three strategies to address the control problem, the most promising of which involves a complementary coupling between highly proficient algorithmic tools and human agents working alongside one another. We also identify six key principles which all such human–machine systems should reflect in their design. These can serve as a framework both for assessing the viability of any such human–machine system as well as guiding the design and implementation of such systems generally. (shrink)

Neuroethics applies cognitive neuroscience for prescribing alterations to conceptions of self and society, and for prescriptively judging the ethical applications of neurotechnologies. Plentiful normative premises are available to ground such prescriptivity, however prescriptive neuroethics may remain fragmented by social conventions, cultural ideologies, and ethical theories. Herein we offer that an objectively principled neuroethics for international relevance requires a new meta-ethics: understanding how morality works, and how humans manage and improve morality, as objectively based on the brain and social sciences. This (...) new meta-ethics will simultaneously equip neuroethics for evaluating and revising older cultural ideologies and ethical theories, and direct neuroethics towards scientifically valid views of encultured humans intelligently managing moralities. Bypassing absolutism, cultural essentialisms, and unrealistic ethical philosophies, neuroethics arrives at a small set of principles about proper human flourishing that are more culturally inclusive and cosmopolitan in spirit. This cosmopolitanism in turn suggests augmentations to traditional medical ethics in the form of four principled guidelines for international consideration: empowerment, non-obsolescence, self-creativity, and citizenship. Recent discussions in the various circles of feminism, postmodernism, and environmentalism have begun to make clear that ontology and epistemology without ethics is deadly - oppressive to women, oppressive to men, oppressive to the earth. In response to this crisis of reason in modernity, this collection of essays suggests the importance of knowing other-wise, non-rational ways of knowing which are wise to the "other" - a spiritual knowing of the heart with the passionate eye of love. However, here the "miraculous healing" element doesn't receive much emphasis, nor does the Sabbath or rather, the matter ofthe Sabbath does receive a certain weight, as we will see later on, but with some very idiosyncratically Johannine touches. In any case, the purpose of this Chapter is determined by the debate about sin, sight, blindness and judgement within which it is set: these are the jeweller's artwork which show forth, and make sense of, the gem ofthe healing. Let us look at the beginning of the story. Jesus sees a man born blind, and his disciples ask him: "Master, who sinned, this man or his parents, that he was born blind?" Drawing on work from a range of philosophers, including Heidegger, Spinoza and Hume, alongside Isiah Berlin, Roger Shattuck, John Gray, Tartaglia argues that rational discussion based around such traditional philosophical themes needs to be maintained, especially in our current circumstances, and that this can and should replace physicalism as the common sense of the secular world as we move forward in the 21st century.

Did modern American social thought take a wrong turn when it followed John Dewey and William James? In this searching history of early twentieth-century political theory, James Hoopes suggests that, contrary to conventional wisdom, these pragmatic philosophers did not provide the basis for a socially-minded political theory. Dewey and James did not provide intellectual safeguards against the amoral acceptance of realpolitik and managerial elitism that has given liberalism a bad name. Hoopes finds a more substantial basis (...) for liberal political theory in the communitarian-based pragmatism of Charles Sanders Peirce. Had modern social thought been influenced by Peirce, argues Hoopes, society could be seen as a set of interpretive relationships rather than a collection of discrete interests to be managed from the top down by elitist experts. Hoopes traces the influence of James and Dewey in the thought of Walter Lippman, Reinhold Niebuhr, and Mary Parker Follett. He concludes with a critical examination of contemporary thinkers, most notably Richard Rorty, who believe that James and Dewey offered the most socially useful philosophy within the pragmatic tradition. Combining philosophy, political theory, history, and close textual analysis in original ways, Community Denied offers a bold departure from previous studies of the subject and demonstrates the damage done to liberalism by reliance on a philosophy with no way of truly conceptualizing community. In addition to his famous Chinese Room argument, John Searle has posed a more radical problem for views on which minds can be understood as programs. Even his wall, he claims, implements the WordStar program according to the standard definition of implementation because there is some ‘‘pattern of molecule movements’’ that is isomorphic to the formal structure of WordStar. Program implementation, Searle charges, is merely observer-relative and thus not an intrinsic feature of the world. I argue, first, that analogous (...) charges involving other concepts (motion and meaning) lead to consequences no one accepts. Second, I show that Searle’s treatment of computation is incoherent, yielding the consequence that nothing computes anything: even our standard personal computers fail to run any programs on this account. I propose an alternative account, one that accords with the way engineers, programmers, and cognitive scientists use the concept of computation in their empirical work. This alternative interpretation provides the basis of a philosophical analysis of program implementation, one that may yet be suitable for a computational theory of the mind. (shrink)

This is a set of essays and translations that covers comprehensively all of Japanese philosophy.

We are sceptical of concerns over the opacity of algorithmic decision tools. While transparency and explainability are certainly important desiderata in algorithmic governance, we worry that automated decision-making is being held to an unrealistically high standard, possibly owing to an unrealistically high estimate of the degree of transparency attainable from human decision-makers. In this paper, we review evidence demonstrating that much human decision-making is fraught with transparency problems, show in what respects AI fares little worse or better and argue that (...) at least some regulatory proposals for explainable AI could end up setting the bar higher than is necessary or indeed helpful. The demands of practical reason require the justification of action to be pitched at the level of practical reason. Decision tools that support or supplant practical reasoning should not be expected to aim higher than this. We cast this desideratum in terms of Daniel Dennett’s theory of the “intentional stance” and argue that since the justification of action for human purposes takes the form of intentional stance explanation, the justification of algorithmic decisions should take the same form. In practice, this means that the sorts of explanations for algorithmic decisions that are analogous to intentional stance explanations should be preferred over ones that aim at the architectural innards of a decision tool. John Rawls, in his Political Liberalism (1993), claims that his justice-as-fairness prescription for liberal democracy does not require its citizens to harbor doubts regarding the truth claims of their religious, philosophical, or moral comprehensive doctrines. Citizens, he says, need not be “hesitant or uncertain, much less skeptical, about [their] own beliefs.” This claim is necessary for the protection of liberty of conscience, a “primary goods”, but it is also necessary to his description of his scheme as a “reasonable utopia” (...) since citizens are not likely to agree to a demand for skepticism. The problem arises for Rawls’s scheme when he says that for a citizen to participate in this political process she must be “reasonable” and that to qualify as “reasonable”, she must acknowledge what Rawls calls the “burdens of judgment” (that is, “limits on what can be reasonably justified to others”). This acknowledgment allows her not only to qualify as reasonable herself, but forces her to concede the reasonableness of other citizens who hold different truth claims from her own. Rawls’s fourth “burden of conscience” is an admission that the truth claims of all citizens, including her own, are conditioned by what Rawls calls her “total experience”. Unless she is willing to make the admission that her truth claims are contingent, a citizen cannot qualify as “reasonable” and is excluded from the conversation of public reason whose purpose is to produce a consensus on justice principles. This leaves his scheme in the category of “unreasonable utopias”. (shrink)

New York: Oxford University Press, 2012, 456 pp with index.Reading Philip Kitcher's new collection Preludes to Pragmatism: Toward a Reconstruction of Philosophy, one can't help but think "well, we're all pragmatists now." Indeed, the list of prominent philosophers who've embraced some form of pragmatism seems to grow (...) longer every year. This list includes not only 20th century greats such as Quine and Rorty (among others), but also living philosophers such as Hilary Putnam, Robert Brandom, Jürgen Habermas, Simon Blackburn, and Huw Price, to name just a few. With this collection of papers Kitcher places himself firmly in the pragmatist camp.Sometimes "pragmatism" is used in ways that are at best vacuous and at worst misleading; and, of course, pragmatism comes in many different flavors and strengths. The danger of dilution makes Kitcher's collection all the more notable. In this set of 17 essays—most written in the last five years, most but not all reprinted from other sources— Kitcher does two noteworthy things: first, he clearly articulates a robust theoretical position, which he calls "pragmatic naturalism" and, second, he gives sensitive and thoughtful readings of classical American pragmatists (particularly Dewey, whom he calls "the most important philosopher of the twentieth century" (211), but also James).Kitcher made his reputation for work in the philosophy of science and philosophy of biology. His earliest writings critiqued sociobiology and creationism; later work aimed to give a clear-eyed account of how science could be a rational, objective enterprise, notwithstanding the cultural critiques of the 1980s and 1990s. More recently, he has argued for how science can play a responsible role in democratic societies—and, conversely, how democracy can play a responsible role in guiding scientific inquiry. With this more recent work (from approximately Science, Truth and Democracy (2003) onward) there is a clear connection to Dewey and his focus on the relation between science, democracy, and philosophy. [End Page 443]In defending a "pragmatic naturalism" Kitcher makes several specific commitments. He is committed, first of all, to what he calls "real realism": a "piecemeal" and "modest" approach "that grants a license to take seriously the claims of the most successful sciences at face value" (128). Rejecting anti-realism and constructivism, Kitcher defends the "natural epistemological attitude" (72) which holds that in fact we do spend a lot of time actually representing the world around us and that these representations can be more or less accurate. Second, he is committed to a "modest correspondence theory of truth" that, while entailing an objective reference relation between our words and the mind-independent reality they refer to, does not "suppose there are entities, facts, to which true sentences correspond" (111). Kitcher argues that a modest correspondence theory is necessary to explain why we act as we do, especially when engaged in real-life inquiries that are more complex than the typical set pieces used in philosophical writing. Third, Kitcher is committed to a kind of naturalism, particularly a kind of epistemological naturalism, that blurs the distinction between philosophy and science so that science can provide support for philosophical theories as well as be an example of how successful inquiry is organized.Finally, Kitcher is committed to pragmatism in at least two senses. Basic issues in the recent ‘death-of-God’ movement can be illuminated by comparison and contrast with the relevant ideas of two American philosophers, John Dewey and William James. Dewey is an earlier spokesman for ideas that are central to the ‘radical theology’ of Thomas J. J. Altizer, William Hamilton, and Paul Van Buren. His reasons for rejecting theism closely resemble propositions maintained by these ‘death-of-God’ theologians. James, on the other hand, points toward a theological alternative. He takes cognizance (...) of ideas similar to those in the ‘radical theology’, but he does not opt for either a metaphorical or real elimination of God. Thus, the contentions of this paper are that there has been a version of the ‘death-of-God’ perspective in American thought before, and that there are resources in the American tradition that suggest a viable option to this perspective. Do people have free will, or this universal belief an illusion? If free will is more than an illusion, what kind of free will do people have? How can free will influence behavior? Can free will be studied, verified, and understood scientifically? How and why might a sense of free will have evolved? These are a few of the questions this book attempts to answer. People generally act as though they believe in their own free will: they don't feel like (...) automatons, and they don't treat one another as they might treat robots. While acknowledging many constraints and influences on behavior, people nonetheless act as if they (and their neighbors) are largely in control of many if not most of the decisions they make. Belief in free will also underpins the sense that people are responsible for their actions. Psychological explanations of behavior rarely mention free will as a factor, however. Can psychological science find room for free will? How do leading psychologists conceptualize free will, and what role do they believe free will plays in shaping behavior? In recent years a number of psychologists have tried to solve one or more of the puzzles surrounding free will. This book looks both at recent experimental and theoretical work directly related to free will and at ways leading psychologists from all branches of psychology deal with the philosophical problems long associated with the question of free will, such as the relationship between determinism and free will and the importance of consciousness in free will. It also includes commentaries by leading philosophers on what psychologists can contribute to long-running philosophical struggles with this most distinctly human belief.
