    In his pithy indictments of democracy, Churchill captured a feeling prevalent among intellectuals in the first half of the twentieth century; a feeling that government-by-the-people warranted, at best, a limited or half-hearted faith; a feeling that might be described as the “majoritarian creed.” This creed can be characterized by the following propositions.
