Ethical issues flow from and are embedded in contexts of practice. Contexts of practice refer to the diverse social settings where interventions occur. Primary prevention activities require new professional roles in these diverse social settings. These new roles engage the professional in new activities, which in mm allow new ethical issues to arise. This article takes an ecological perspective on ethical issues arising from the enactment of new preventive roles intended to affect groups or communities. Within this perspective, the concepts (...) of context and culture take on special conceptual significance. Four ecological assumptions about preventive interventions intended to affect groups or communities are offered as a means of framing ethical issues in such interventions. Finally, several approaches to developing ecological knowledge about the contexts of practice are presented as ways of furthering our ability to conceptualize and cope with ethical issues in preventive interventions intended to affect groups or communities. Research and intervention involving primary prevention have grown dramatically in the past 10 years. However, little attention has been paid to ethical issues in primary prevention. This article proposes a framework for increasing awareness of such issues. The framework centers on explicating the contexts where prevention activities occur and the roles adopted by interventionists engaging in these activities. Several assumptions underlying primary prevention are stated, and ways of clarifying ethical issues are proposed.

This co-edited volume compares Chinese and Western experiences of engineering, technology, and development. In doing so, it builds a bridge between the East and West and advances a dialogue in the philosophy of engineering. Divided into three parts, the book starts with studies on epistemological and ontological issues, with a special focus on engineering design, creativity, management, feasibility, and sustainability. Part II considers relationships between the history and philosophy of engineering, and includes a general argument for the necessity of dialogue (...) between history and philosophy. It continues with a general introduction to traditional Chinese attitudes toward engineering and technology, and philosophical case studies of the Chinese steel industry, railroads, and cybernetics in the Soviet Union. Part III focuses on engineering, ethics, and society, with chapters on engineering education and practice in China and the West. The book’s analyses of the interactions of science, engineering, ethics, politics, and policy in different societal contexts are of special interest. The volume as a whole marks a new stage in the emergence of the philosophy of engineering as a new regionalization of philosophy. This carefully edited interdisciplinary volume grew out of an international conference on the philosophy of engineering hosted by the University of the Chinese Academy of Sciences in Beijing. Smart grids are rolling out internationally, with the United States nearing completion of a significant USD4-plus-billion federal program funded under the American Recovery and Reinvestment Act. The emergence of smart grids is widespread across developed countries. Multiple approaches to analyzing the benefits of smart grids have emerged. The goals of this white paper are to review these approaches and analyze examples of each to highlight their differences, advantages, and disadvantages. This work was conducted under the auspices of a joint U.S.-China (...) research effort, the Climate Change Working Group Implementation Plan, Smart Grid. We present comparative benefits assessments of smart grid demonstrations in the U.S. and China along with a BA of a pilot project in Europe. In the U.S., we assess projects at two sites: the University of California, Irvine campus, which consists of two distinct demonstrations: Southern California Edison’s Irvine Smart Grid Demonstration Project and the UCI campus itself; and the Navy Yard area in Philadelphia, which has been repurposed as a mixed commercial-industrial, and possibly residential, development. In China, we cover several smart-grid aspects of the Sino-Singapore Tianjin Eco-city and the Shenzhen Bay Technology and Ecology City. In Europe, we look at a BA of a pilot smart grid project in the Malagrotta area west of Rome, Italy, contributed by the Joint Research Centre of the European Commission. The Irvine sub-project BAs use the U.S. Department of Energy Smart Grid Computational Tool, which is built on methods developed by the Electric Power Research Institute. The TEC sub-project BAs apply Smart Grid Multi-Criteria Analysis developed by the State Grid Corporation of China based on the analytic hierarchy process with fuzzy logic. The B-TEC and TNY sub-project BAs are evaluated using new approaches developed by those project teams. JRC has adopted an approach similar to EPRI’s but tailored to the Malagrotta distribution grid. The technological breakthroughs and entrepreneurial adventures of Frank J. Sprague during the transformative years of the early electrical industry. Over the course of a little less than twenty years, inventor Frank J. Sprague achieved an astonishing series of technological breakthroughs--from pioneering work in self-governing motors to developing the first full-scale operational electric railway system--all while commercializing his inventions and promoting them to financial backers and the public. In Engineering Invention, Frederick Dalzell tells Sprague's story, setting it against the backdrop of (...) one of the most dynamic periods in the history of technology. In a burst of innovation during these years, Sprague and his contemporaries--Thomas Edison, Nicolas Tesla, Elmer Sperry, George Westinghouse, and others--transformed the technologies of electricity and reshaped modern life. After working briefly for Edison, Sprague started the Sprague Electric Railway and Motor Company; designed and built an electric railroad system for Richmond, Virginia; sold his company to Edison and went into the field of electric elevators; almost accidentally discovered a multiple-control system that could equip electric train systems for mass transit; started a third company to commercialize this; then sold this company to Edison and retired. Throughout his career, Dalzell tells us, Sprague framed technology as invention, cast himself as hero, and staged his technologies as dramas. He toiled against the odds, scraped together resources to found companies, bet those companies on technical feats--and pulled it off, multiple times. The idea of the "heroic inventor" is not, of course, the only way to frame the history of technology. Nevertheless, as Dalzell shows, Sprague, Edison, and others crafted the role consciously and actively, using it to generate vital impetus behind the process of innovation. (shrink)

The current UN policy regarding free speech presents a philosophical dilemma between accepting the free speech provisions in the Universal Declaration of Human Rights and exceptions carved out for hatred, hostility, and religious defamation. The Declaration should be understood to imply viewpoint neutrality and the exceptions for defamation are not viewpoint neutral. If the UN were to adopt J. S. Mill’s crucial distinctions between expression and performative speech, content and context, and mental states and the acts motivated by them, it (...) would be clear that hatred, hostility, and defamation cannot be exceptions to viewpoint neutral free speech. If the heart of free speech is freedom especially for the thought we hate, then the UN should abandon its exceptions or abandon appeals to free speech. However, I will offer a strong reason that it should not do the latter. (shrink)

Usually the agents immerse in conflicts are drawn or modelled as rational individuals with targets well defined and full capabilities to access to (...) information, without both temporal limitations and perfect reasoning abilities to obtain their preferences are taken account. -/- However, other models of agent, in the bounded rationality perspective, could help to understand better the interrelationships. I adopt embedded argumentative reasoning processes as satisfying criteria to analyze the expert function in a new socio technical environment that has changed deeply the mechanism and tools to access and to aggregate information. The open access to information and institutional arrangements addressed towards team knowledge could offer other kind of tools to affront the conflict, even its possible benefits. -/- The “crowd expertise” is emerging as an actual possibility and it must be incorporated to affront with conflicts. The very possibility of obtaining knowledge generated by “many minds”, collective wisdoms, brings up a real challenge to the conservative or elitist conception of the masses, because masses now emerge as a smart collective user, with new mechanisms to select and produce quality knowledge. These new collective actions differ deeply from the traditional modes of social organization. A new mass society is emerging now as a hybrid one that breaks some conceptual traditional models, such as Ortega y Gasset’s ones, and induces a structured way of flourishing both new practices and new knowledge with transforming capabilities. Since Aristotle, the concept of the magnanimous or great-souled man was employed by philosophers of antiquity to describe individuals who attained the highest degree of virtue. Greatness of soul was part of the language of Classical and Hellenistic virtue theory central to the education of Ambrose and Augustine. Yet as bishops they were conscious of fundamental differences between Christian and pagan visions of virtue. Greatness of soul could not be appropriated whole cloth. Instead, the great-souled man had to be baptized (...) to conform with Christian understandings of righteousness, compassion, and humility. In this book, J. Warren Smith traces the development of the ideal of the great-souled man from Plato and Aristotle to latter adaptions by Cicero, Seneca, and Plutarch. He then examines how Ambrose's and Augustine's theological commitments influenced their different critiques, appropriations, and modifications of the language of magnanimity. (shrink)

In an article published in 1993, J. Vaahtera argued that voting at Rome may have originally entailed the clashing of arms. This paper returns to this idea, to explore some of its possible implications. The discussion is necessarily conjectural, simply because, for so many of the important issues, there is just no evidence. For the same reason, the chronology of the various possible developments is inevitably vague. Certainty is impossible, as is always the case with the study of archaic Rome. (...) But, for all that, Vaahtera’s idea does have the potential to shed some light on the origins of some of the distinctive features of Roman voting practices. (shrink)

The article discusses the twin and, to a certain extent, reciprocal ideas of ‘Manifest Success’ and ‘Manifest Destiny.’ It argues that, as developed respectively by certain streams of thought within Islamic communities and religiously motivated political movements within the USA, they both display strong ideological characteristics in the negative sense. Apart from the historical evidence that contradicts their utopian aspirations, the sense of identity and destiny which they wish to inspire is politically dangerous for being illusory. Muslims and Christians need (...) to be aware of the ideological instrumentalising of their faith traditions, in order to be able to repudiate the undesirable appropriation of their core beliefs.
