With the advance of COVID-19 in the world, it is necessary to reflect on how the different realities influence the processes of advancement and containment of the impacts generated from the pandemic. Guinea-Bissau, being a country that has been recording military coups since 1980, has become a vulnerable country in all respects. The vulnerability of the country is so great that structural reform has not been possible in the state apparatus since its independence from the yoke Portuguese in 1973; in (...) this way this Democratic Republic is economically dependent on its international partners even for the implementation of its general state budget. With cashew nuts as the main and almost only product that moves the economy, the country has seen the needs and demands of the population worsen with the arrival of the new coronavirus, thus having the increase in the expenses of families in acquiring food and hygiene products to cope with the disease, in view of the economic weakness of its citizens. This article aims to analyze the sociopolitical processes that influence the management of the pandemic in Guinea Bissau. Its work methodology is a review of literature obtained through scientific journals and portals. It was observed in this path the need for training of new professional staff and greater investment in the structure, both economic and health, so that we can manage moments of crisis as faced. This will only be possible through the alignment between state and civil society around a participatory and supportive development project. (shrink)

Civil disobedience is a form of protest consisting in an act contrary to law, whose aim is to bring about a change in laws or policies deemed unjust. In the traditional Western philosophical debate, civil disobedience was mainly discussed and justified within the boundaries of a democratic regime. John Rawls’ theory of civil disobedience is explicitly based on this liberal assumption. He conceptualises civil disobedience as a public, nonviolent, conscientious and political breach of the law, only appropriate to nearly just (...) societies, hence to democratic regimes. This article intends to question Rawls’ premise by considering civil disobedience from a different perspective: when it is undertaken outside of a nearly just framework, precisely in not fully democratic contexts, such as the so-called “anocracies”, regimes that mix democratic and autocratic traits. The emblematic case of Sudan’s most recent actions of civil disobedience is examined to argue that, contrary to the liberal conceptualisation, civil disobedience does have a role and appropriateness in frameworks of this kind, where the aim is not only to oppose unjust laws or policies, but also to achieve a broader structural change through rigorously nonviolent forms of political action. In this paper we describe a test for Nijhout's hypothesis that the eyespot patterns on butterfly wings are the result of a threshold reaction of the epidermal cells to a concentration gradient of a diffusing degradable morphogen produced by focal cells at the centre of the future eyespot. The wings of the nymphalid butterfly, Bicyclus anynana, have a series of eyespots, each composed of a white pupil, a black disc and a gold outer ring. In earlier extirpation and transplantation experiments (...) it has been established that these eyespots are indeed organised around groups of signalling cells active during the first hours of pupal development. If these cells were to supply the positional information for eyespot formation in accordance with Nijhout's diffusion-degradation gradient model, then, when two foci are close together, the signals should sum, and this effect should be apparent in the detailed shape of the resulting pigment pattern. We give an equation for the form of the contours that would be obtained in this manner. We use this to test the morphogen gradient hypothesis on measurements of the outlines of fused eyespots obtained either by grafting focal cells close together, or by using a mutation that produces adjacent fused eyespots. The contours of the fused patterns were found to satisfy our equation, thus corroborating Nijhout's hypothesis to the extent possible with this particular type of experiment. (shrink)

Using these representations, maximal subalgebras of algebras in MVn are characterized, and it is shown that proper subalgebras are intersection of maximal subalgebras. Vinculado al proceso de degeneración de la potencia instintiva humana y su animalidad, se estableció un modelo de conocimiento, basado en el ideal metafísico y la creencia incondicional de la verdad. We cannot assert the existence of a real world subsisting in and by itself, independently of our cognitive construction. There are several contemporary variants of the Kantian negation of the possibility to know things as they are in themselves. We are unable to apprehend the world as it is, for the world is a construction by the knowing subject, not a set of autonomous objects. But at least one aspect of the causal properties of objects cannot be viewed in terms (...) of a radical constructivism, or perspectivism. It would be senseless to attribute to the subject alone the construction of causal constraints from which depends her own survival. The sensible properties of objects, or their positions in space and time, depend from a given perspective. But if their causal properties had he same dependence, the subject herself, who is supposed to be a living being, would establish the causal conditions of her own survival. From this would follow an absurdity: the lethal properties of things would act or not act on living beings depending from the way they themselves construct those properties. The simple possibility of death should prevent us from considering causal connections as appearances, although causal inferences are obviously part of our acts of construction. (shrink)

PurposeThe acute-on-chronic exacerbations of end-stage respiratory diseases often result in prolonged hospital stays, relating these events to ethical conflicts in the fields of medical futility and distributive justice. This study aimed to understand patients’ preferences for life-sustaining treatments when clinically stable and during regular follow-up visits, and to determine the factors that can influence these preferences.ProcedureThis was a prospective, observational, exploratory study using convenience sampling. The main goals of this study were, to test the motivational determinants of athletes perceived effort in football considering the four-stage motivational sequence at the contextual level proposed by Hierarchical Model of Intrinsic and Extrinsic Motivation: task-involving, basic psychological needs, self-determined motivation and perceived effort. The multi-group analysis across different age-groups (U15, U17, U19, U21 years) and mediation role of basic psychological needs and self-determined motivation on the task-involving climate and the perceived effort were also analysed. Two independent samples of (...) male football athletes (N= 403, N= 403), aged 13-20 were enrolled in this study. The results demonstrated that structural model provided a good fit to data for all samples under analysis, and was invariant across U17, U19, and U21. However, it was not invariant across U15 and U17, U19 and U21. Additionally, in the results from the mediation analysis, there were significant indirect effects in all samples, supporting theoretical by self-determination theory assumptions, reinforcing the importance of basic psychological needs satisfaction and behavioral regulation in the relation in analysis. The results allow concluding that when coaches promote a task-involving climate, the basic psychological needs satisfaction of athletes improves. This climate will facilitate the regulation of their behaviors towards more autonomous forms of motivation, with positive results in the perceived effort of the athletes. (shrink)

In semiotics, final causation can be related to the process of determination (PAPE, 1993). From Peirce’s point of view, determination is not a causal determinism, but a delimitation of a range of possibilities. One starts from objects towards interpretants, in a process mediated by the sign, in which the dynamic object works as a force that constrains interpretants to correspond to their objects. The correspondence between object and interpretant is important because it is through a generated interpretant that the object (...) of a sign can be known. Even though this process of determination coincides with the idea of final causation, there is a certain indeterminacy in it. For Peirce (EP 2:353, 1905), vagueness and generality are two types of indeterminacy. In the terms of the phenomenological categories, vagueness is an indeterminacy of the order of firstness, generality an indeterminacy of the order of thirdness, and both, to some extent, are opposed to that which is defined, which belongs to secondness. Each aspect of the sign may vary according to the three phenomenological categories. Consequently, degrees of imprecision are added to the semiotic process, which is a determination process. Peirce asserts that the perfect precision of thought is theoretically unattainable (SS 11, 1903). Every sign is vague or general at least to some degree. In this paper, we seek to perceive degrees of indetermination and causality from an analysis of the kinds of objects and interpretants proposed by Peirce in the system of 28 sign classes. (shrink)

Se as redes sociais na internet atuam de forma a atingir certas crenças, de que tipo elas são? São crenças de importância vital ou crenças teóricas que conduzem ao conhecimento e à verdade? This study investigated the importance of socioeconomic factors such as education, income, religion, family structure and residence in explaining the increased risk of mortality among vulnerable populations aged less than 20 years in Rio de Janeiro, Brazil. Data used were from the 1991 Brazilian Demographic Census and comprised 121,060 women aged 15–49 residing in Rio de Janeiro. Two alternative statistical methods were used to calculate the risk of death: the widely used Brass method (an indirect estimate which assesses population risks) (...) and a case-control study (which assesses individual risks). The study also focused on the importance of indicators of human and social capital, the lack of which may explain the higher risk of death among children and adolescents. Lack of education was found to be a major determinant of mortality at young ages. Residence in a favela (shantytown), families in which mothers were the head of the family, and a lower median level of income were found to be significant determinants of mortality among vulnerable populations in Brazil. However, religion was not found to be as important a predictor of high mortality. (shrink)

Trata-se de um relato de experiência sobre o projeto “Prevenção: é um prazer falar sobre isso”, com o objetivo de fomentar ações de prevenção às Infecções Sexualmente Transmissíveis (ISTs) com o público universitário. Pautadas na abordagem da educação entre pares, foram realizadas 6 oficinas com universitárias dos cursos de saúde, culminando na produção de uma intervenção denominada Barraca do Tinder. A intervenção foi realizada numa universidade pública paranaense e visava expandir o alcance do projeto, produzindo discussão sobre sexualidade, vulnerabilidade e (...) prevenção através de abordagem participativa e lúdica junto ao público universitário. Discutimos os resultados do projeto, destacando o imaginário acerca da Aids, a vulnerabilidade relacionada a populações específicas, a efetividade da metodologia da educação entre pares e do uso de cenas sexuais como dispositivos de prevenção. This article explores the tension between standardization and flexibility in information infrastructure. Just like other large technical systems, the geographically dispersed yet highly interconnected II becomes increasingly resistant to change. Still, II design must anticipate and prepare for changes, even substantial ones, if infrastructure is to survive. An II contains a huge number of components that alternate between standardization and change throughout their lifetimes. O conhecimento do ambiente em nosso redor e da maior parte dos aspectos do próprio corpo é adquirido indiretamente por essas apreensões, cujo exemplo paradigmático poderia ser a idéia bergsoniana da captação direta da realidade de nosso corpo. Desta perspectiva, o espírito ou mente pode ser concebido como “consciência (...) da consciência”, mas seu conceito não tem qualquer outra utilidade. Radical skepticism, irrationalism, psychologism, and epistemological despair are popular interpretations of Hume. The theory of causal inference has been supposed to stand at the very heart of Humean skepticism, mainly because of its ‘associationism’. However, the myth of a skeptical Hume—more radical than he really is in his own admitted ‘mitigated skepticism’—has been discredited in recent years. Hume certainly was an associationist about the passions, and moral sentiments, and the rules of justice in society, and many other aspects of human (...) life, as different as literary taste and superstition. There is plenty of evidence of this in Books II and III of the Treatise, in the second Enquiry, in the Dissertation on the Passions and in the Essays. But my main point here is that association of ideas has no cognitive role in his philosophy, beyond serving as “the cement of complex ideas.” Custom or habit do have such a cognitive role, as is well known, and shall be discussed below. Hume fully recognised, and partially explained, the role of inductions from single experiments in human knowledge - something his Scottish critics, and some more recent ones, failed to understand. Those inferences, he maintains, depend on the use of a Newtonian rule and the removal of superfluous circumstances. But that rule is not sufficient, and Hume never stated the exact conditions of this removal. We should distinguish between survey and experience in his philosophy, to understand how experience of conjunctions where inductive (...) knowledge has accumulated, in uniform or regular classes or sets of phenomena, may produce cognitive situations when once is enough - without relying on any mysterious innate principles. At the end of his life, Hume neglected his first work, and declared that he wished his readers to take into account only the later versions of his theories of the understanding, the passions and morals. This poses a special problem of interpretation: is there a difference between a "young Hume" and a "mature Hume", as in the case of Hegel, and several other thinkers? Is there in Hume's work anything comparable with the shift from the pre-critical to the critical (...) Kant? I believe that Hume's case does not fall in any of these categories, but that it still poses problems analogous at least to the first, that is, Hegel’s. This is the hypothesis this essay aims to investigate in the particular case of Hume’s epistemology. I defend the view that a correct interpretation of Hume's epistemology only becomes possible after a careful reading of his more mature works. I illustrate this by discussing Hume’s distinction between association by causation, on the one hand, and causal inference on the other, as well as his concept of experience. (shrink)

Co‐option of the eye developmental gene regulatory network may have led to the appearance of novel functional traits on the wings of flies and butterflies. The first trait is a recently described wing organ in a species of extinct midge resembling the outer layers of the midge's own compound eye. The second trait is red pigment patches on Heliconius butterfly wings connected to the expression of an eye selector gene, optix. These examples, as well as others, are discussed regarding the (...) type of empirical evidence and burden of proof that have been used to infer gene network co‐option underlying the origin of novel traits. A conceptual framework describing increasing confidence in inference of network co‐option is proposed. Novel research directions to facilitate inference of network co‐option are also highlighted, especially in cases where the pre‐existent and novel traits do not resemble each other. (shrink)

Robert Jervis's System Effects was published just as systems thinking began to decline among political scientists, who were adopting increasingly strict standards of causal identification, privileging experimental and large-N studies. Many politically consequential system effects are not amenable to research designs that meet these standards, yet they must nonetheless be studied if the most important questions of international politics are to be answered. For example, if nuclear weapons are considered in light of their effect on the international system as a (...) whole, it becomes clear that they have obviated the need for a global balance of power by allowing states to counterbalance threats by acquiring nuclear weapons rather than investing in massive conventional balancing efforts. Similarly, systems thinking should inform our understanding of the impact of a “unipolar power” such as the United States, which has enjoyed an overwhelming preponderance of conventional military power since the fall of the Berlin Wall. A unipolar power is likely to become involved in frequent conflicts because it is not restrained by the presence of a peer competitor. (shrink)

O USO DOS DIREITOS HUMANOS COMO FUNDAMENTO DE INTERVENÇÃO NA SOBERANIA DOS ESTADOS.

Translating and validating measurement instruments in sport and exercise psychology is not an easy task. Rather, it is a task that requires effort and time, for the process is not limited to a simple translation to translate words from one language to another, just in order to make valid and reliable measure. All researchers should be aware that the only proper way is to adopt rigorous and robust methodologies to conduct the process from the preliminary stage of translation to reaching (...) the validation stage of the psychological variable. Only so is it possible to avoid creating fragile and inadequate psychological assessment instruments that can jeopardize the entire investigation to be held with its use. Thus, the main objective of this work is to promote reflection and discussion on the subject by presenting some considerations and recommendations about translation and validation of questionnaires for psychological assessment applied to sport and exercise domain.
