Upshot: Info-computational constructivism calls attention to some of the open questions about the origins of information and computation in the living realm. It remains unclear whether both were developed and shaped by evolution by natural selection or if they appeared in living systems independently of it. This paper reviews the intriguing history of information and computer ethics. Information ethics began as a branch of applied ethics concerned with the responsible management of information resources, while computer ethics was originally concerned with the training of computer professionals. Thanks to the Internet and the Web, these two fields merged together as access and communications issues became more prominent. Situations serving as worlds as well as events in linguistic semantics are formulated as strings recording observations over discrete time. This formulation is applied to a linear temporal logic, in line with L. Schubert’s distinction between described and characterized situations. The distinction is developed topologically and computationally, and linked to the opposition between truth-conditional and proof-conditional semantics. For a finitary handle on quantification, strings are associated with situations not only on the basis of observation but also through derivation and constraint (...) satisfaction. This Guide provides an ambitious state-of-the-art survey of the fundamental themes, problems, arguments and theories constituting the philosophy of computing.

Computation and information processing are among the most fundamental notions in cognitive science. They are also among the most imprecisely discussed. Many cognitive scientists take it for granted that cognition involves computation, information processing, or both – although others disagree vehemently. Yet different cognitive scientists use ‘computation’ and ‘information processing’ to mean different things, sometimes without realizing that they do. In addition, computation and information processing are surrounded by several myths; first and (...) foremost, that they are the same thing. In this paper, we address this unsatisfactory state of affairs by presenting a general and theory-neutral account of computation and information processing. We also apply our framework by analyzing the relations between computation and information processing on one hand and classicism and connectionism on the other. We defend the relevance to cognitive science of both computation, in a generic sense that we fully articulate for the first time, and information processing, in three important senses of the term. Our account advances some foundational debates in cognitive science by untangling some of their conceptual knots in a theory-neutral way. By leveling the playing field, we pave the way for the future resolution of the debates’ empirical aspects. (shrink)

It has been argued, partly from the lack of any widely accepted solution to the measurement problem, and partly from recent results from quantum information theory, that measurement in quantum theory is best treated as a black box. However, there is a crucial difference between ‘having no account of measurement' and ‘having no solution to the measurement problem'. We know a lot about measurements. Taking into account this knowledge sheds light on quantum theory as a theory of information (...) and computation. I trace the development of an emerging global Information and Computing Ethics , arguing that ethical pluralism – as found in both Western and Asian traditions – is crucial to such an ICE. In particular, ethical pluralism – as affiliated with notions of judgment , reson-ance, and harmony – holds together shared ethical norms alongside the irreducible differences that define individual and cultural identities. I demonstrate how such pluralism is already at work in both contemporary theory and praxis, including (...) in development projects in diverse cul-tures. I conclude with a number of resonances between this global pluralism and African thought and tradi-tions that thus suggest that such a pluralism may also succeed in the African context, as diverse African cultures and countries seek to benefit from ICTs while maintaining their cultural identities. Background: Moral sensitivity is the first step towards ethical decision-making. This sensitivity should form a basic attitude in healthcare team members, particularly nurses, toward providing effective and ethical care. This is highlighted in intensive care units (ICUs) where close attention should be paid to patient rights and moral or ethical decision-making. Objective: The present study aimed at determining and comparing the effect of written simulation and computer simulation of a virtual patient on the development of moral sensitivity of ICU nurses. (...) Research design: Randomized controlled trial with one control arm and two experimental arms. Participants and content: This study involved 204 ICU nurses working in hospitals affiliated to Tehran University of Medical Sciences, Tehran, Iran, from 2019 to 2021 using a random allocation method. The participants were allocated to three groups comprising virtual patient computer simulation, written simulation, and the no simulation control group. After training based on a Patient Rights Charter, five scenarios, with themes reflecting the clauses of the Patient’s Rights Charter, were written as a computer program and text for the computer simulation and written simulation groups, respectively. Finally, nurses' moral sensitivity was assessed using the Lützén moral sensitivity questionnaire as pre- and post-tests (immediately and 2 months after the intervention). Ethical considerations: Ethical permission was obtained for the study. All the participants signed the informed consent before the study onset. Results: The study results showed a significant difference in moral sensitivity among the three groups before the intervention ( p = 0.003). Immediately after the intervention compared to pre-intervention, the three groups showed no significant differences in this regard ( p = 0.056), however a significant difference among the three groups was found 2 months post-intervention ( p < 0.001). This book comprises revised full versions of lectures given during the 9th European Summer School in Logic, Languages, and Information, ESSLLI'97, held in Aix-en-Provence, France, in August 1997. The six lectures presented introduce the reader to the state of the art in the area of generalized quantifiers and computation. Besides an introductory survey by the volume editor various aspects of generalized quantifiers are studied in depth.

Causation can be understood as a computational process once we understand causation in informational terms. I argue that if we see processes as information channels, then causal processes are most readily interpreted as the transfer of information from one state to another. This directly implies that the later state is a computation from the earlier state, given causal laws, which can also be interpreted computationally. This approach unifies the ideas of causation and computation.

The discipline of ontology has enjoyed a checkered history since 1606, with a significant expansion in recent years. We focus here on those developments in the recent history of philosophy which are most relevant to the understanding of the increased acceptance of ontology, and especially of realist ontology, as a valuable method also outside the discipline of philosophy.

This paper presents several observations on the connections between information, physics, and computation. In particular, the computing power of quantum computers is examined. Quantum theory is characterized by superimposed states and nonlocal interactions. It is argued that recently studied quantum computers, which are based on local interactions, cannot simulate quantum physics.

In modern technical societies computers interact with human beings in ways that can affect moral rights and obligations. This has given rise to the question whether computers can act as autonomous moral agents. The answer to this question depends on many explicit and implicit definitions that touch on different philosophical areas such as anthropology and metaphysics. The approach chosen in this paper centres on the concept of information. Information is a multi-facetted notion which is hard to define comprehensively. (...) However, the frequently used definition of information as data endowed with meaning can promote our understanding. It is argued that information in this sense is a necessary condition of cognitivist ethics. This is the basis for analysing computers and information processors regarding their status as possible moral agents. Computers have several characteristics that are desirable for moral agents. However, computers in their current form are unable to capture the meaning of information and therefore fail to reflect morality in anything but a most basic sense of the term. This shortcoming is discussed using the example of the Moral Turing Test. The paper ends with a consideration of which conditions computers would have to fulfil in order to be able to use information in such a way as to render them capable of acting morally and reflecting ethically. The proliferation of computers in the business realm may lead to ethical problems between individual and societal rights, and the organization's need to control costs. In an attempt to explore the causes of this potential conflict, this study examined the varying levels of sensitivity 223 respondents assigned to different types of information typically stored in computer-based human resource information systems. It was found that information most directly related to the job — pay rate, fringe benefits, educational history (...) — was considered to be the most sensitive. Participants, however, were more concerned about certain types of individuals/groups accessing these systems than about the kinds of information contained in them. In this essay collection, leading physicists, philosophers, and historians attempt to fill the empty theoretical ground in the foundations of information and address the related question of the limits to our knowledge of the world. Over recent decades, our practical approach to information and its exploitation has radically outpaced our theoretical understanding - to such a degree that reflection on the foundations may seem futile. But it is exactly fields such as quantum information, which are shifting the (...) boundaries of the physically possible, that make a foundational understanding of information increasingly important. One of the recurring themes of the book is the claim by Eddington and Wheeler that information involves interaction and putting agents or observers centre stage. Thus, physical reality, in their view, is shaped by the questions we choose to put to it and is built up from the information residing at its core. This is the root of Wheeler's famous phrase "it from bit." After reading the stimulating essays collected in this volume, readers will be in a good position to decide whether they agree with this view. (shrink)
