This article focuses on the recent evolution of global policy agendas in two key parts of the communications sector: the internet and telecommunications. It explores the key regulatory governance ideas and practices that have come to the fore in shaping these fast-moving policy arenas. It sheds light on the ways in which selected global institutional contexts have played vital roles in shaping telecommunications and internet policy agendas as well as the resulting implications. In doing so, the paper explores a number (...) of key junctures in the evolution of policy at the international level, highlighting the positions of ‘Northern’ and ‘Southern’ hemisphere states at critical moments of change. The article contends that sectoral internationalization in telecommunications and the internet has reinforced – rather than created a context for positive change in – the traditional order of North-South relations in these parts of the global information economy and society. In this study we analyze daily data on television viewing in the Netherlands. We postulate hypotheses on supply and demand factors that could impact the amount of daily viewing time. Although the general assumption is that supply and demand often correlate, we see that for television this is only marginally the case. Especially diversity of program supply, often deemed very important in media markets, does not affect (positively or negatively) television viewing behavior. Most variation in television viewing can be attributed (...) to habit and to regular events (e. g. weekends, Christmas) and to unexpected events (e. g. the 9/11 WTC attack). We also find that weather conditions interact with program types, so that, for example, in winter times people favor entertainment programs even more, suggesting that people use television for mood management. Hoewel René Descartes zijn leven lang onderdaan bleef van de Franse koning, verbleef hij vele jaren in de Republiek der Nederlanden. In veel opzichten paste hij zich aan de Nederlanden aan: hij beheerste de taal, kleedde zich naar de gewoonten van het land, had een groot aantal Nederlandse boezemvrienden en invloedrijke relaties en trad uitvoerig in discussie met Nederlandse geleerden. De bekendheid die hij in Frankrijk had verworven, zorgde ervoor dat hij voortdurend in de belangstelling stond. Terwijl zijn denken juist (...) gebaat was bij rust. Die omstandigheden vond hij in Nederland.0Filosoof en schrijver Hans Dijkhuis herleidt aan de hand van vele bronnen zo exact mogelijk de verblijfplaatsen van Descartes en beschrijft diens omgang met tijdgenoten. Veel van de episodes en gebeurtenissen komen in andere biografieën niet of nauwelijks aan de orde, maar zijn van belang voor een vollediger inzicht in zijn leven en denken. Zijn verblijf in Alkmaar is bijvoorbeeld grotendeels onbekend, maar vormde in zekere zin een keerpunt in zijn leven. (shrink)

Het is bijna niet voor te stellen hoeveel Foucaults studie Surveiller et punir in het verleden betekend heeft voor mij en een belangrijk deel van mijn generatie. Vanwege mijn Franse achtergrond – ik promoveerde in Straatsburg op een proefschrift over Albert Camus – kende ik Foucault en zijn werk al goed. Je kon met name in de zomer van 1967 gewoon niet om hem heen. In alle parken en cafés rond de universiteit zaten toen in Straatsburg studenten zijn dikke boek (...) Les mots et les choses ostentatief te etaleren. Ze hadden het met de titelpagina naar boven naast of voor zich liggen, of hielden hun kostbare schat, met weer de titel goed zichtbaar in de hand. Het kwam zelden voor dat ze erin lazen. Als buitenlander begreep ik er niets van. Mijn Franse vrienden legden het mij uit. (shrink)

Blumenberg begreift die Lebenswelt nicht als faktische Welt oder Alltagswelt, sondern als die Welt, wie sie wäre, wenn es in ihr keine unbeantworteten (...) Fragen, keine unbefriedigten Bedürfnisse, keine ungesicherten Aussagen gäbe. In dieser Welt der Selbstverständlichkeit ist Philosophie noch nicht möglich oder nicht mehr nötig. In this rich examination of how we inherit and transform myths, Hans Blumenberg continues his study of the philosophical roots of the modern world. Work on Myth is in five parts. The first two analyze the characteristics of myth and the stages in the West's work on myth, including long discussions of such authors as Freud, Joyce, Cassirer, and Val+1⁄4ry. The latter three parts present a comprehensive account of the history of the Prometheus myth, from Hesiod and Aeschylus to (...) Gide and Kafka. This section includes a detailed analysis of Goethe's lifelong confrontation with the Prometheus myth, which is a unique synthesis of "psychobiography" and history of ideas. Hans Rudi Fischer eröffnet vom Standpunkt einer philosophischen Analyse her einen neuen Zugang zu bestimmten Formen der Geisteskrankheit und damit zu ihrer psychotherapeutischen Analyse und Behandlung. Die Studie ist daher im Zwischenbereich zwischen Philosophie, Sprachtheorie und Psychologie bzw. Psychotherapie angesiedelt und somit für alle drei Bereiche von Interesse. Ihre Zielrichtung ist deshalb eine doppelte: Zum einen sollen Wittgensteins verstreute Bemerkungen zur Psychologie, zum Wahnsinn und zur Psychoanalyse in einer systematischen Interpretation ihres (bisher, wenn diese Bemerkungen überhaupt beachtet wurden, meist (...) unterstellten) kursorischen Charakters entkleidet und in einen konsistenten Zusammenhang mit seinem philosophischen Konzept von Sprachspiel, Grammatik und Lebensform gebracht werden. Zum anderen soll von dieser philosophisch gewonnenen Position her eine (weiterführende) Kritik an einigen Positionen der Psychoanalyse sowie an kommunikationstheoretischen Ansätzen in der Psychopathologie (Bateson und, auf ihn folgend, Watzlawick) geübt werden. Ergebnis ist eine philosophische Erklärung von Schizophrenie als Verschiebung der Grammatik (in Wittgensteins Gebrauch dieses Terminus) aufgrund devianter Lebensformen im sozialen Nukleus der Familie. Although Bohr's reply to the EPR argument is supposed to be a watershed moment in the development of his philosophy of quantum theory, it is difficult to find a clear statement of the reply's philosophical point. Moreover, some have claimed that the point is simply that Bohr is a radical positivist. In this paper, we show that such claims are unfounded. In particular, we give a mathematically rigorous reconstruction of Bohr's reply to the _original_ EPR argument that clarifies its logical (...) structure, and which shows that it does not rest on questionable philosophical assumptions. Rather, Bohr's reply is dictated by his commitment to provide "classical" and "objective" descriptions of experimental phenomena. (shrink)

This collection of speeches and essays clarifies Gadamer's thoughts on the power of language, the social role and influence of science, and the idea of reason. He argues that the theoretical pursuit of truth is valuable for its own sake, and devalued when pursued explicitly for practical purposes.

An idea going back to Plato’s Meno is that knowledge is stable. Recently, a seemingly stronger and more exciting thesis has been advanced, namely that rational belief is stable. I sketch two stability theories of knowledge and rational belief, and present an example intended to show that knowledge need not be stable and rational belief need not be stable either. The second claim does not follow from the first, even if we take knowledge to be a special kind of rational (...) belief. ‘Stability’ is an ambiguous term that has an internally conditional structure. As a relational concept, responsible innovation can be made more tangible by asking innovation of what and responsibility of whom for what? Arranging the scattered field of responsible innovation comprehensively, starting from an anthropological point of view, into five fields of tension and five categories of spearheads, may be theoretically and practically helpful while offering suggestions for both research and management.

In recent years, the relation between studying and learning has been a topic of debate. This article is mainly interested in a concept of study practices, conceived of as practices that are strongly engaged with issues of living together in a superdiverse city. Such practices firstly require to think the relation between studying and learning in other-than-oppositional terms, and secondly, to raise questions concerning the political role of education. The aim of the article is double in that it wants to (...) further elaborate the concept of study practices in relation to a concrete practice on the one hand, and, on the other, that it has the objective to rethink in educational terms the notion of solidarity—deeply entwined with matters of living together in superdiversity. These aims are pursued based on an analysis of the study practice of System_D, a film festival in the disadvantaged neighborhoods of Brussels, drawing on the work of Isabelle Stengers and Donna Haraway. Carl Friedrich von Weizsäckers Philosophie der Physik kann als eine Reformulierung von Schellings Identitätsphilosophie angesehen werden, indem aber nicht eine ins Absolute geweitete transzendentale Subjektivität den Ausgangpunkt bildet, sondern eine reformulierte Quantentheorie. So wie Schelling in immer erneuten Anläufen versuchte, die Naturwissenschaft seiner Zeit mit seinem geistphilosphischen Ansatz zur Deckung zu bringen, so durchlief von Weizsäcker in seinen Schriften immer wieder den Weg vom Menschen zur Natur und von der Naturwissenschaft zum Menschen. Am Beispiel des Begriffs der »Zeit« als Geschichtszeit (...) wird gezeigt, dass diese Versuche interessante Vermittlungsfiguren hervorbringen, dann aber scheitern, wenn die Zeit der Natur und der menschlichen Geschichtserfahrung identifiziert werden sollen. Solche Versuche sind zudem theologisch fragwürdig, da sie die Transzendenz Gottes ausschließen. (shrink)
