A new approach for defining causality and such related notions as degree of responsibility, degrees of blame, and causal explanation. Causality plays a central role in the way people structure the world; we constantly seek causal explanations for our observations. But what does it even mean that an event C "actually caused" event E? The problem of defining actual causation goes beyond mere philosophical speculation. For example, in many legal arguments, it is precisely what needs to be established in order (...) to determine responsibility. The philosophy literature has been struggling with the problem of defining causality since Hume. In this book, Joseph Halpern explores actual causality, and such related notions as degree of responsibility, degree of blame, and causal explanation. The goal is to arrive at a definition of causality that matches our natural language usage and is helpful, for example, to a jury deciding a legal case, a programmer looking for the line of code that cause some software to fail, or an economist trying to determine whether austerity caused a subsequent depression. Halpern applies and expands an approach to causality that he and Judea Pearl developed, based on structural equations. He carefully formulates a definition of causality, and building on this, defines degree of responsibility, degree of blame, and causal explanation. He concludes by discussing how these ideas can be applied to such practical problems as accountability and program verification. Technical details are generally confined to the final section of each chapter and can be skipped by non-mathematical readers. (shrink)

There have been two major lines of research aimed at capturing resource-bounded players in game theory. The first, initiated by Rubinstein (), charges an agent for doing costly computation; the second, initiated by Neyman (), does not charge for computation, but limits the computation that agents can do, typically by modeling agents as finite automata. We review recent work on applying both approaches in the context of decision theory. For the first approach, we take the objects of choice in a (...) decision problem to be Turing machines, and charge players for the “complexity” of the Turing machine chosen (e.g., its running time). This approach can be used to explain well-known phenomena like first-impression-matters biases (i.e., people tend to put more weight on evidence they hear early on) and belief polarization (two people with different prior beliefs, hearing the same evidence, can end up with diametrically opposed conclusions) as the outcomes of quite rational decisions. For the second approach, we model people as finite automata, and provide a simple algorithm that, on a problem that captures a number of settings of interest, provably performs optimally as the number of states in the automaton increases. In 1960, E. P. Wigner, a joint winner of the 1963 Nobel Prize for Physics, published a paper titled On the Unreasonable Effectiveness of Mathematics in the Natural Sciences [61]. This paper can be construed as an examination and affirmation of Galileo's tenet that “The book of nature is written in the language of mathematics”. To this effect, Wigner presented a large number of examples that demonstrate the effectiveness of mathematics in accurately describing physical phenomena. Wigner viewed these examples as (...) illustrations of what he called the empirical law of epistemology, which asserts that the mathematical formulation of the laws of nature is both appropriate and accurate, and that mathematics is actually the correct language for formulating the laws of nature. At the same time, Wigner pointed out that the reasons for the success of mathematics in the natural sciences are not completely understood; in fact, he went as far as asserting that “… the enormous usefulness of mathematics in the natural sciences is something bordering on the mysterious and there is no rational explanation for it.”. We propose a generalization of expected utility that we call generalized EU (GEU), where a decision maker’s beliefs are represented by plausibility measures and the decision maker’s tastes are represented by general (i.e., not necessarily real-valued) utility functions. We show that every agent, “rational” or not, can be modeled as a GEU maximizer. We then show that we can customize GEU by selectively imposing just the constraints we want. In particular, we show how each of Savage’s postulates corresponds to constraints (...) on GEU. (shrink)

We construct a Hilbert style system RPL for the notion of plausibility measure introduced by Halpern J, and we prove the soundness and completeness with respect to a neighborhood style semantics. Using the language of RPL, we demonstrate that it can define well-studied notions of necessity, conditionals and propositional identity.

Causal Modeling Semantics (CMS, e.g., Galles and Pearl 1998; Pearl 2000; Halpern 2000) is a powerful framework for evaluating counterfactuals whose antecedent is a conjunction of atomic formulas. We extend CMS to an evaluation of the probability of counterfactuals with disjunctive antecedents, and more generally, to counterfactuals whose antecedent is an arbitrary Boolean combination of atomic formulas. Our main idea is to assign a probability to a counterfactual (A ∨ B) € C at a causal model M as a (...) weighted average of the probability of C in those submodels that truthmake A ∨ B (Briggs 2012; Fine 2016, 2017). The weights of the submodels are given by the inverse distance to the original model M, based on a distance metric proposed by Eva, Stern, and Hartmann (2019). Apart from solving a major problem in the epistemology of counterfactuals, our paper shows how work in semantics, causal inference and formal epistemology can be fruitfully combined. (shrink)

It was conjectured by Halpern and Kapron (Annals of Pure and Applied Logic, vol. 69, 1994) that frame satisfiability of propositional modal formulas is incomparable in expressive power to both Σ 1 1 (Ackermann) and Σ 1 1 (Bernays-Schonfinkel). We prove this conjecture. Our results imply that Σ 1 1 (Ackermann) and Σ 1 1 (Bernays-Schonfinkel) are incomparable in expressive power, already on finite graphs. Moreover, we show that on ordered finite graphs, i.e., finite graphs with a successor, Σ (...) 1 1 (Bernays-Schonfinkel) is strictly more expressive than Σ 1 1 (Ackermann). (shrink)

How do people attribute responsibility in situations where the contributions of multiple agents combine to produce a joint outcome? The prevalence of over-determination in such cases makes this a difficult problem for counterfactual theories of causal responsibility. In this article, we explore a general framework for assigning responsibility in multiple agent contexts. We draw on the structural model account of actual causation (e.g., Halpern & Pearl, 2005) and its extension to responsibility judgments (Chockler & Halpern, 2004). We review (...) the main theoretical and empirical issues that arise from this literature and propose a novel model of intuitive judgments of responsibility. This model is a function of both pivotality (whether an agent made a difference to the outcome) and criticality (how important the agent is perceived to be for the outcome, before any actions are taken). The model explains empirical results from previous studies and is supported by a new experiment that manipulates both pivotality and criticality. We also discuss possible extensions of this model to deal with a broader range of causal situations. Overall, our approach emphasizes the close interrelations between causality, counterfactuals, and responsibility attributions. (shrink)

In this paper, a pragmatic approach to the phenomenon of free choice permission is proposed. Free choice permission is explained as due to taking the speaker (i) to obey certain Gricean maxims of conversation and (ii) to be competent on the deontic options, i.e. to know the valid obligations and permissions. The approach differs from other pragmatic approaches to free choice permission in giving a formally precise description of the class of inferences that can be derived based on these two (...) assumptions. This formalization builds on work of Halpern and Moses (1984) on the concept of ‘only knowing’, generalized by Hoek et al., (1999, 2000), and Zimmermann’s (2000) approach to competence. (shrink)

The paper surveys the currently available axiomatizations of common belief (CB) and common knowledge (CK) by means of modal propositional logics. (Throughout, knowledge- whether individual or common- is defined as true belief.) Section 1 introduces the formal method of axiomatization followed by epistemic logicians, especially the syntax-semantics distinction, and the notion of a soundness and completeness theorem. Section 2 explains the syntactical concepts, while briefly discussing their motivations. Two standard semantic constructions, Kripke structures and neighbourhood structures, are introduced in Sections (...) 3 and 4, respectively. It is recalled that Aumann's partitional model of CK is a particular case of a definition in terms of Kripke structures. The paper also restates the well-known fact that Kripke structures can be regarded as particular cases of neighbourhood structures. Section 3 reviews the soundness and completeness theorems proved w.r.t. the former structures by Fagin, Halpern, Moses and Vardi, as well as related results by Lismont. Section 4 reviews the corresponding theorems derived w.r.t. the latter structures by Lismont and Mongin. A general conclusion of the paper is that the axiomatization of CB does not require as strong systems of individual belief as was originally thought- only monotonicity has thusfar proved indispensable. Section 5 explains another consequence of general relevance: despite the "infinitary" nature of CB, the axiom systems of this paper admit of effective decision procedures, i.e., they are decidable in the logician's sense. Van Fraassen's Judy Benjamin problem asks how one ought to update one's credence in A upon receiving evidence of the sort ``A may or may not obtain, but B is k times likelier than C'', where {A,B,C} is a partition. Van Fraassen's solution, in the limiting case of increasing k, recommends a posterior converging to the probability of A conditional on A union B, where P is one's prior probability function. Grove and Halpern, and more recently Douven and Romeijn, (...) have argued that one ought to leave credence in A unchanged, i.e. fixed at P(A). We argue that while the former approach is superior, it brings about a Reflection violation due in part to neglect of a ``regression to the mean'' phenomenon, whereby when C is eliminated by random evidence that leaves A and B alive, the ratio P(A):P(B) ought to drift in the direction of 1:1. In the most popular logics combining knowledge and awareness, it is not possible to express statements about knowledge of unawareness such as “Ann knows that Bill is aware of something Ann is not aware of”—without using a stronger statement such as “Ann knows that Bill is aware of \(p\) and Ann is not aware of \(p\) ”, for some particular \(p\) . In Halpern and Rêgo (Proceedings of KR 2006; Games Econ Behav 67(2):503–525, 2009b) Halpern and Rêgo introduced (...) a logic in which such statements about knowledge of unawareness can be expressed. The logic extends the traditional framework with quantification over formulae, and is thus very expressive. As a consequence, it is not decidable. In this paper we introduce a decidable logic which can be used to reason about certain types of unawareness. Our logic extends the traditional framework with an operator expressing full awareness, i.e., the fact that an agent is aware of everything, and another operator expressing relative awareness, the fact that one agent is aware of everything another agent is aware of. The logic is less expressive than Halpern’s and Rêgo’s logic. It is, however, expressive enough to express all of the motivating examples in Halpern and Rêgo (Proceedings of KR 2006; Games Econ Behav 67(2):503–525, 2009b). In addition to proving that the logic is decidable and that its satisfiability problem is PSPACE-complete, we present an axiomatisation which we show is sound and complete. (shrink)

Interpretation of the classics in political theory seems to go in waves. For a while we had John Locke, the bourgeois thinker. Now we seem to be in a Locke-as-radical-democrat phase. Locke-the-bourgeois had problems of its own, but a radically democratic Locke -- not just the old Locke as liberal democrat but Locke as quasi-Leveller -- strains the interpretative imagination more than most; yet in recent years, several different kinds of argument have been advanced in support of it, both textual (...) and contextual. The most effective argument has proceeded by situating Locke in the context of radical Whig politics in the 1670s and '80s, the struggles over religious toleration and the royal succession, in particular the �Exclusion Crisis� of 1679-81. This contextual argument has been accompanied by various textual interpretations having to do with Locke's conceptions of property, consent, representation, the right of revolution and natural law. Among other things, these are supposed to show that while Locke had nothing explicit to say about the extent of the franchise, the weight of evidence suggests that he would have supported a fairly wide franchise, perhaps even something like the (almost) manhood suffrage advocated by the Levellers (at least according to some, and probably the most convincing, interpretations of their ideas). Most recently, in these pages, Martin Hughes, building on the work of James Tully and Richard Ashcraft in particular, has pushed the argument as far as it can probably go. His argument on taxation and suffrage has provided a motivation here for a wider exploration of Locke's views on representation, consent and the franchise. (shrink)

This study focuses on the spatialization and institutionalization of social networks of Russian women who migrated to Turkey via marriage in the last 30 years. Specifically, it investigates how and why their social networks have been changing at the local and transnational levels. We conducted in-depth interviews with 56 women between 2014−2021. Our extensive analysis indicates that despite their newly established status via marriages, the Russian women have weak ties with the locals regardless of the migration period, preferring mostly to (...) engage with other Russian women in Turkey. Even if the different migrant associations established by Russian migrants in Turkey do not actually aim this, they create an effect that increases the social distance with the host society and serves to strengthen the connection between the migrants. Also, unlike pioneer migrants, newer marriage migrants have established strong transnational ties with others living overseas, regardless of their gender or ethnic identity. Further, this study reveals that the migrant women's subjectivity, their spouses’ benefit-oriented negotiation styles, and the state's diaspora policy all shape the women's social networks at different levels. Decisions related to animal welfare standards depend on farmer’s multiple goals and values and are constrained by a wide range of external and internal forces. The aim of this paper is twofold, i.e., to develop a theoretical framework for farmers’ AW decisions that incorporates farmers’ goals, use and non-use values and to present an approach to empirically implement the theoretical framework. The farmer as a head of the farm household makes choices regarding production to maximize the utility of the household. (...) The overall utility of the farmer is determined by his multiple objectives. For the analysis of multi-objective problems, the multiple criteria decision - making paradigm provides an appropriate theoretical framework. However, theories from the field of social-psychology are needed to facilitate the identification of all relevant aspects in the decision making. The practical use of the conceptual framework is demonstrated using a simple numerical application of a multi-objective programming model. Two workshops were devoted to examining the scientific consistency and the practical usefulness of the approach. Implementing this approach will increase knowledge of the main factors and barriers that determine farmers’ decisions with regard to AW standards. This knowledge is relevant during the development of new AW concepts that aims to supply products that comply with above-legal AW standards for middle-market segments. (shrink)

In the fourth section of Goethe’s Zahme Xenien we find the quatrain from which I have taken the theme of such an old and new controversy, which, as I hope, concerns both Germanic studies and the other humanities: “What was it that kept you from us so apart?” I always read Plutarch again and again. “And what was the lesson he did impart?” “They were all human beings—so much is plain.”1 In the very years when Goethe wrote these lines, that (...) is in the 1820s, Hegel repeatedly gave his lectures on the philosophy of history. Right at the beginning he formulated the opposite view which I should like briefly to characterize as “cultural relativism.”Every age has such peculiar circumstances, such individual conditions that it must be interpreted, and can only be interpreted, by reference to itself…. Nothing is shallower in this respect than the frequent appeal to Greek and Roman example which so often occurred among the French at the time of their Revolution. Nothing could be more different than the nature of these peoples and the nature of our own times.2 What is at issue here is not, of course, Hegel’s assertion that ages and peoples differ from each other. We all know that, and Goethe, the attentive reader and traveler, also knew, for instance, that the Roman carnival differed in its character from the celebrations of the Feast of Saint Rochus at Bingen, both of which he had described so lovingly.
