Global Ethics, along with its companion volume Global Justice, will aid in the study of global justice and global ethical issues with significant global dimensions. Some of those issues directly concern what individuals, countries, and other associations ought to do in response to various global problems, such as poverty, population growth, and climate change. Others concern the concepts that are commonly used to discuss such issues, such as "development" and "human rights." And still (...) others concern the legitimacy of various phenomena that structure the global scene, such as national borders, the institutions of national sovereignty and self-determination, and attitudes such as nationalism and patriotism. In recent decades, literature on such issues has started to build up in the Western philosophical tradition. Until now, though, no up-to-date sample of this literature has been available to students and other interested parties. ABSTRACT This paper considers the possibility and desirability of global ethics in light of the claim that ‘global ethics’ in any form is not global, but simply the imposition of one form of local ethics – Western ethics – and, as such, a form of moral neo‐colonialism. The claim that any form of global ethics is moral neo‐colonialism is outlined using the work of a group of ‘developing world bioethicists’ who are (...) sceptical of the possibility of global ethics. The work of virtue ethicists is then introduced and compared to the position of the developing world bioethicists in order to show that the divide between ‘Western’ and ‘non‐Western’ ethics is exaggerated. The final section of the paper turns to the practical arena and considers the question of global ethics in light of practical issues in bioethics. The paper concludes that practical necessity is driving the creation of global ethics and thus the pertinent question is no longer ‘Whether global ethics?’, but ‘Why global ethics?’. (shrink)

I distinguish two types of ethical efforts. One of them can be called ideological efforts in morality, which begins with the quest for truth. Once in possession of the truth, people can make moral laws and apply them to a society, demanding that all members of the society abide by them. The other may be called sentimental education, which depicts the formation of morality as being based on sentiments in this way: people live in an intimate relationship to foster a (...) sentiment of trust, develop their propriety sense in regard to a certain relationship, and formulate it as a moral law. In the context of global ethics, I hold that the fundamental momentum in morality is driven by sentimental education, while ideological efforts in morality can only play a complementary role. Work on global ethics looks at ethical connections on a global scale. It should link closely to environmental ethics, recognizing that we live in unified social-ecological systems, and to development ethics, attending systematically to the lives and interests of contemporary and future poor, marginal and vulnerable persons and groups within these systems and to the effects on them of forces around the globe. Fulfilling these tasks requires awareness of work outside academic ethics alone, in (...) other disciplines and across disciplines, in public debates and private agendas. A relevant ethics enterprise must engage in systematic description and understanding of the ethical stances that are expressed or hidden in the work of influential stakeholders and analysts, and seek to influence and participate, indeed embed itself, in the expressed and hidden choice-making involved in designing and conducting scientific research and in policy analysis and preparation; it will contribute in value-critical and interpretive policy analysis. It will explore how the allocation of attention and of concern in research and policy depend on perceptions of identity and of degrees of interconnection, and are influenced by the choice or avoidance of humanistic interpretive methodologies. Some philosophers contend that to effectively address problems such our global environmental crisis, humans must collectively embrace a polyphonic, environmentalist grand narrative, very different from the narratives accepted by modernists. Cultural theorists who write about metamodernism likewise discuss the recent return to a belief in narratives, and contend that our society’s current approach to narratives is very different from that of the modernists. In this paper, I articulate these philosophers’ and cultural theorists’ positions, and I highlight and explore interconnections (...) between them. Additionally, I argue that if the authors I discuss are correct, then we morally ought to embrace a metamodernist, polyphonic, environmentalist grand narrative, in order to effectively address an array of global crises. This article considers how global ethical matters might be approached differently in the English-speaking literature if values salient in sub-Saharan Africa and East Asia were taken seriously. Specifically, after pointing out how indigenous values in both of these major parts of the world tend to prescribe honouring harmonious relationships, the article brings out what such an approach to morality entails for political power, foreign relations and criminal justice. For each major issue, it suggests that harmony likely has implications that (...) differ from approaches that currently dominate Western thought, namely those of utility, autonomy and capability. Global ethics is an emerging discipline which has not yet reached maturity. The main tasks before it to gain maturity are: first, to achieve a greater integration of various domains of enquiry all of which are concerned with global normative issues. At a general level this includes integrating global ethics with cosmopolitanism, global justice and human right discourse. At the level of areas of concern, there needs to be greater integration of various areas such (...) as development, trade, environment and climate change. And it must grapple with the question of diversity within universality: how far can diversity of practices be accommodated within a culturally sensitive universal framework? Second, there is the question of finding a shared normative framework with respect to the diverse worldviews that may lie behind this: what degree and kind of convergence/consensus are worth working for? Third, there is the task of creating the conditions for its own wider acceptance, which should include taking the idea of global citizenship seriously. (shrink)

The Declaration of the Parliament of the World’s Religions tries to establish a global ethic by jointly affirming some irrevocable and unconditional ethical directives on the grounds of their special ultimate realities. Through some case analysis of Christianity and Confucianism, this essay argues that, because these religions often assign a supreme position to these ultimate realities alone and make them trump anything else in a particularistic way, they have to subordinate those ethical directives to these realities. As a result, (...) those ethical directives themselves are no longer irrevocable and unconditional, for they are conditioned bythese ultimate realities and thus are revocable in the cases of conflict with the latter. In other words, the particularistic claims of these religions may permit their adherents to perform such immoral deeds as murder, theft, or lying for the sake of their ultimate realities in real life. Therefore, if the world’s religions genuinely hope to establish a global ethic on the basis of their own religious grounds, they must trust in their ultimate realities in a universalistic way instead of in a particularistic way—that is, they may not place these ultimate realities above a minimum humanist principle ‘every human being must be treated humanely’ absolutely, but should assign a supreme position to the latter and intrinsically integrate it with their trust in their special ultimate realities through a critical and creative self-transformation. Global ethics is no ordinary subject. It includes some of the most urgent and momentous issues the world faces, such as extreme poverty and climate change. Given this, any adequate review of that subject should, I suggest, ask some questions about the relation between what those working in that subject do and the real-world phenomena that are the object of their study. The main question I focus on in this essay is this: should academics and others working in (...) the field of global ethics take new measures aimed at having more real-world positive impact on the phenomena they study? Should they take new measures, that is, aimed at bringing about more improvements in those phenomena, improvements such as reductions in extreme poverty and in emissions of greenhouse gases? I defend a positive answer to this question against some objections, and also discuss some of the kinds of measure we might take in an attempt to have more positive impact. (shrink)

Over the past 20 years, global ethics has come to be conceived in different ways. Two main tendencies can be distinguished. One asks from whence global ethics comes and defines ‘global ethics’ as arising from globalization. The other tendency is to ask whither global ethics must go and thus defines ‘global ethics’ as a destination, namely arriving at a comprehensive global ethic. I will note some types of discussion that (...) may have been wrongly excluded from the scope of global ethics by one or the other. In addition, I take notice of recent debates and concerns about risks that global ethics may become a neo-colonial activity. These concerns raise a further conceptual question. Should ‘global ethics’ be defined in a normative fashion, so as to exclude neo-colonial approaches that may be damaging to the credibility of global ethics? In response to these alternatives – whence vs. whither, descriptive vs. normative – I will propose a middle way. I begin by defining ‘global problems’ as those that will cause harm in the absence of cross-border cooperation. In a descriptive sense, any ethical statements about global problems should be included within the scope of global ethics. On the other hand, I will propose a more specific normative conception of the central task of global ethics: seeking reasonable and responsible agreement on global problems, agreement based on possibly diverse moral grounds. The ethical governance of the global Internet is an accelerating global phenomenon. A key paradox of the global Internet is that it allows individual and collective decision making to co-exist with each other. Open source software (OSS) communities are a globally accelerating phenomenon. OSS refers to groups of programs that allow the free use of the software and further the code sharing to the general and corporate users of the software. The combination of private provision and public (...) knowledge and software, and the seeming paradox of economic versus social motivations have stimulated a wide debate between researchers and policymakers. In this article, we analyze OSS communities from the viewpoint of "intrinsic motivation," knowledge creation, and collective Internet governance. Drawing on the work of Enrique Dussel, Linda Tuhiwai Smith, and other scholars of colonialism, this essay traces colonialist legacies in the popular global-ethics literature. I argue that colonialist elements implicit in prominent global-ethics anthologies can foster attitudes of superiority over and aloofness toward economically struggling communities, even when the texts argue for aid to “the global poor.” Finally, I offer suggestions for how those of us who study and teach global ethics in (...) the affluent world might begin to unsettle colonialist baggage and cultivate skills more conducive to democratic global communities. A global ethic needs to be cosmopolitan in a sense which is explained; this excludes certain kinds of communitarian ethic. Contracttheories, Kantianism, basic-rights theories, Ross-type deontology and theories of virtue ethics are reviewed and found to encounter severe problems. Consequentialist theories, however, are found capable of coping with Williams’ objections, and practice-consequentialist theories capable of coping with right-making practices and with Lenman's unpredictability objection. Variants that exclude from consideration unintended consequences, the results of omissions, or impacts on possible (...) people, or which prioritize average over total outcomes, fail to improve on the Total View, which is argued to overcome objections based on population numbers and on good procedures, but which needs to be biocentric in scope. Theories of this kind are capable of coping with global problems, while also favouring alliances between global citizens of diverse normative outlooks. Globalization has the potential to create a network society where “there is a common cultural code of values that forms the glue of the network”. This article explores if common cultural codes of values are emerging in the public relations industry by examining the codes of ethics of 41 professional public relations associations across the world. The method for the analysis was Centering Resonance Analysis, a textual analysis methodology, that uses linguistics theory to assess main concepts, their influence, and (...) their interrelationships. The research team found that six dominant themes emerged from the codes of ethics of professional communication associations: professionalism, advocacy, moral standards, clients’ interests, expertise, and relationships. This article introduces essays from a 2001 symposium on a global ethic and the issue of the spread of HIV/AIDS. The symposium began with the assumption that we can determine the possibility for such a global ethic if we both explore the potential of an interreligious dialogue and do so in the context of a science–and–religion dialogue. Starting from the four theses that globalization is unavoidable, ambivalent, incalculable, and can be controlled rationally, ethics has an indispensable and important role to play in the process of globalization. Indeed, a number of international documents published in the 1990s not only acknowledge human rights but also speak explicitly of human responsibilities. The author pleads for the primacy of ethics over politics and economics and, in reviewing both the Interfaith Declaration for Jews, Christians, and Muslims, and the Caux (...) Roundtable Principles for Business Conduct, he raises the question about the foundation for the unconditional validity of particular basic ethical values and attitudes. In Küng’s view, no universal ethic, but only religion, expressed by the three prophetic religions, the mystical religions of Indian origin, and the wisdom religions of Chinese origin, can provide this foundation. Yet, religion as a spiritual resource intends to influence concrete behavior and decision making. Therefore, the author stresses the importance of a personality culture for business executives and an “ethic of responsibility” to shape business culture and institutions. He then proposes the Declaration of the Parliament of the World’s Religions Toward a Global Ethic as a basis to develop a business ethics that can be supported by believers and non-believers alike. ‘Globalization’ is on everybody's lips; a fad word fast turning into a shibboleth, a magic incantation, a pass-key meant to unlock the gates to all present and future mysteries. For some, ‘globalization' is what we bound to do if we wish to be happy; for others 'globalization' is the cause of our unhappiness. For everybody, though, 'globalization' is the intractable fate of the world, an irreversible process; it is also a process which affects us all in the same measure and (...) in the same way.1 These words of Zygmund Bauman succinctly depict the contemporary situation all of us are facing no matter where we come from. As Christians, it is very difficult for us to oppose globalization, in principle, since Christians have been globalist almost from the start. Even though Christians have historically felt a deep rootedness in a certain national, ethnic or cultural identity, there was always someone or some groups who were ready to transcend their local and cultural bounds. Christian zeal for mission work over the whole globe: “to the ends of the earth” demonstrates this. Christianity is a 'global religion,' even though there is still prejudice to think of it as typically Western. Contrary to the global North, Christianity is rapidly growing in the global South, especially in Africa and Latin America. (shrink)

A quick tour through an average U.S. hospital gives pause to anyone with even a rudimentary concern for environmental issues. To a careful observer, the typical U.S. hospital presents an array of challenges to the health of ecosystems. For example, hospitals consume vast quantities of natural resources. The most obvious of these are fossil fuels, which form the basic building blocks of the industrialized medical care industry. Aside from the worry that our healthcare systems are technologically and functionally dependent upon (...) nonrenewable, relatively scarce, and politically volatile resources, our heavy reliance on fossil fuels has important ill effects, including unfavorable health outcomes for humans. For example, the combustion of fossil fuels is the driving force behind global warming, which will likely result in increasing heat-related mortality and morbidity and may contribute to the spread and resurgence of infectious diseases around the world. Also, the combustion of coal and oil releases pollutants such as sulfur oxides, nitrogen oxides, and ground-level ozone that contribute to various respiratory ailments. In addition to being energy intensive, the modern hospital uses a great deal of water, wood, paper, metals, minerals, plastics, chemicals, food, and land. (shrink)

The contributors offer their reflections on the extent to which universally accepted international statements of ethical principles in social work are possible or useful, engaging with debates about cultural diversity, relativism and the relevance of human rights in non-Western countries.

Kok-Chor Tan argues that cosmopolitan liberalism can serve as a means to implement the ideal of moral universalism, if one sufficiently distinguishes non-toleration from intervention and moral universalism from dogmatism. In a further move, Tan claims that such an understanding of cosmopolitan liberalism can work to mutually regulate the behavior of states in the global arena. Tan’s co-panelists engage different aspects of his vision. Steve Coutinho underscores that changes within cultures do not typically result from a dialogue across cultures (...) but from within individual cultures. Instead of propping up universal morality on the ideal of cosmopolitan liberalism, we should, Coutinho proposes, work toward finding values that have been implemented to create practical circumstances that resemble those found in liberal cultures. Putting the spotlight on the historical context of liberal cosmopolitanism, Zachary Penman argues that to engage in a global dialogue, the onus is on cosmopolitan liberals to shift the geography of reasoning from imperiality to decoloniality. Equally, their decolonial partners in this dialogue should throw into light the normative content of their decolonial practical reason to facilitate the shift. Saranindranath Tagore encourages Tan to think about a more expanded account of autonomy that is set on a more explicit cosmopolitan register. To this end, he suggests that a cosmopolitan sensibility be fostered through education. Sympathetic to Tan’s larger project of a liberal cosmopolitanism that subscribes to epistemic modesty, Inés Valdez brings into focus structures of epistemic dogmatism that currently allow for political and economic control and exploitation of other peoples and their resources. Tan’s response considers how his own defense of liberal cosmopolitanism as well as his interlocutors’ responses relate to the broader project of decolonizing philosophy. (shrink)

The teaching of global ethics can be developed from several points of view. The goals of this education should be to seek respect for plurality and construct a fairer, more equal and more supportive world. The reflections put forward in the present chapter are not only based on the theoretical foundations of ethics and bioethics, but also especially on the geopolitical locus of where the authors live and work, which is the southern hemisphere. The objective of using (...) this artifice was to prevent local negative effects that an intendedly globalized project for teaching ethics might cause. The aim was also to indicate the conceptual bases and practices from which legitimate goals can be defined for this initiative, which can be applied for use in different parts of the world without unilaterality, interpositions, impositions or manipulations. Because of the difficulty in defining goals for teaching global ethics, the present analysis took the reference point of two real themes of the contemporary world: moral imperialism and the point of view of coloniality. Overcoming the distortions and inequities of moral imperialism that are now perceived in the relationships established among different individuals, cultures, countries and regions of the world, combined with coping with situations of coloniality – whether occasional or global – is part of a macro-ethical context that poses an obstacle to construction of non-discriminatory, equal and inclusive global ethics. Considering the barriers against construction of consensuses in this field, the present text proposes the use of education in global ethics as a tool that is applied for opposing situations of moral imperialism and coloniality. Finally, instead of proposing abstract goals that are set aprioristically, this chapter indicates the paradigm of corporeity as a universal marker for what should be sought morally and what should be avoided in education programs regarding global ethics. Thus, this chapter provides a minimal axiological basis upon which it will be possible to establish goals, thereby avoiding educational practices in the field of ethics that will become yet another factual element serving the maintenance of unilateral and hegemonic interests and an unjust global order. The following article offers a brief overview of current nanotechnology policy, regulation and ethics in Europe and The People’s Republic of China with the intent of noting (dis)similarities in approach, before focusing on the involvement of the public in science and technology policy (i.e. participatory Technology Assessment). The conclusions of this article are, that (a) in terms of nanosafety as expressed through policy and regulation, China PR and the EU have similar approaches towards, and concerns about, nanotoxicity—the official debate (...) on benefits and risks is not markedly different in the two regions; (b) that there is a similar economic drive behind both regions’ approach to nanodevelopment, the difference being the degree of public concern admitted; and (c) participation in decision-making is fundamentally different in the two regions. Thus in China PR, the focus is on the responsibility of the scientist; in the EU, it is about government accountability to the public. The formulation of a Code of Conduct for scientists in both regions (China PR’s predicted for 2012) reveals both similarity and difference in approach to nanotechnology development. This may change, since individual responsibility alone cannot guide S&T development, and as public participation is increasingly seen globally as integral to governmental decision-making. (shrink)

Purpose The purpose of this paper is to explore an emerging ethical theory for the Digital Age – Flourishing Ethics – which will likely be applicable in many different cultures worldwide, addressing not only human concerns but also activities, decisions and consequences of robots, cyborgs, artificially intelligent agents and other new digital technologies. Design/methodology/approach In the past, a number of influential ethical theories in Western philosophy have focused upon choice and autonomy, or pleasure and pain or fairness and justice. (...) These are important ethical concepts, but we consider “flourishing” to be a broader “umbrella concept” under which all of the above ideas can be included, plus additional ethical ideas from cultures in other regions of the world. Before explaining the applied approach, this study discusses relevant ideas of four example thinkers who emphasize flourishing in their ethics writings: Aristotle, Norbert Wiener, James Moor and Simon Rogerson. Findings Flourishing Ethics is not a single ethical theory. It is “an approach,” a “family” of similar ethical theories which can be successfully applied to humans in many different cultures, as well as to non-human agents arising from new digital technologies. Originality/value This appears to be the first extended analysis of the emerging flourishing ethics “family” of theories. (shrink)

The aim of this article is to identify the main challenges for global ethics as an academic discipline. This article assesses the moral and practical justifications for common global principles. Individual and institutional responsibility on the supranational level is connected with the standard of human rights and the relational aspects of the globalised world. It also points out two separate problems which global ethics should aim to solve. The first is metatheoretical and methodological and concerns (...) the discipline's lack of self-reflexiveness. The second is essential and concerns the clash of values . Regarding the second problem, the main future challenge of global ethics is to construct a measurement to bring political decisions closer to morality and more strongly connect rights with responsibilities. This paper is a study of ethics – in practice. It examines how people in the world, and more particularly in rich countries, have responded to the ethical challenges associated with recent crises: climate change, COVID-19 and international migration. What has been the nature of the discourse? What international agreements have been made? Have they, in practice, been followed up? The evidence is that – in practice – nations, and by implication their citizens, have displayed very little obligation to (...) those beyond their boundaries. A few exceptions may, however, be noted; where citizens of ‘nearby’ countries receive preferential treatment. (shrink)

This article explores what ancient Chinese philosophies can teach us about understanding emotions and relating to them. It posits that emotions are fundamental and connected to everything in the universe, that much of their value lies in their sincerity, that they need to be cultivated to avoid excess and imbalance, and that, like everything else, they are permeated by a cosmic force that is at once transcendent and immanent.

In what sense must global ethics be global? In one sense, it must deal with global issues. In another, it must not be parochial but inclusive of normative views from around the world. So far, global ethics has met the first standard much better than the second. Authors based in the global South contribute approximately 5% of the internationally published research on global ethics. With this in mind, the co-editors of this (...) special issue sought to bring more perspectives, experiences, and authors from India into the international global ethics conversation, and so they launched the Indian Global Ethics Initiative. Their first step, this special issue, presents Indian experience and authors on topics including urban development, care ethics, women’s empowerment, fair trade, distorted policy research, poverty, and health. Much of this work is grounded by the authors’ experience in policy-making and advocacy for social and global justice. The co-editors invite contact from interested readers who would like to join and continue this Indian Global Ethics Initiative, as well as readers who would like to take similar initiatives in other regions. One important sense of 'global ethics' concerns the applied ethical issues arising in the context of economic globalisation. This article contends that we are beginning to witness the economic commodification and, concomitantly, the globalisation, of human tissue and the human genome. Policy-makers and local research ethics committees need to be aware that the relevant ethical questions are no longer confined to their old national or subnational context. A shift from questions of personal autonomy and identity can therefore (...) be expected-towards the more problematic issues of justice, exploitation and distribution. Here we can learn from the distinctions drawn in legal philosophy, such as the notion of property as a 'bundle' of rights, from which we may choose rights favouring the interests of vulnerable populations. We may also wish to apply the distinctions drawn by Calabresi and Melamed between pure property rules, modified alienability rules, and pure non-property regimes. Global ethics also concerns issues of value disparity across cultures, directing our attention to the moral beliefs of indigenous peoples, for example, whose DNA or tissue is increasingly of commercial importance. In examining case examples from Tonga and Aotearoa/new Zealand, I will consider the impact of indigenous belief systems and of neo-colonialism on indigenous peoples' perceptions of Western researchers. It is clear that many indigenous peoples reject both the pure property system and any modifications, insisting on a pure non-property regime. How can they then be protected in a globalised market system that so far favours the opposite end of the spectrum? (shrink)
