Parts I through III of this paper will examine several, increasingly comprehensive forms of aggregation, ranging from insurance reimbursement “lock-in” programs to PDMPs to completely unified electronic medical records. Each part will advocate for the adoption of these aggregation systems and provide suggestions for effective implementation in the fight against opioid misuse. All PDMPs are not made equal, however, and Part II will, therefore, focus on several elements — mandating prescriber usage, streamlining the user interface, ensuring timely data uploads, creating (...) a national data repository, mitigating privacy concerns, and training doctors on how to respond to perceived doctor-shopping — that can make these systems more effective. In each part, we will also discuss the privacy concerns of aggregating data, ranging from minimal to significant, and highlight the unique role of stigma in motivating these concerns. In Part IV, we will conclude by suggesting remedial steps to offset this loss of privacy and to combat the stigma around SUDs and mental health disorders in general. (shrink)

This symposium paper for the APA analyzes Locke's labor theory of property acquisition as a formal argument – or set of alternative arguments – and shows how several of them are indeed sound, if appropriately limited by what amounts to a social welfare proviso. That proviso is, however, strong enough to limit the acquisition of private property in a significant way. The argument here anticipates fuller and more decisive ones in later work by the same author.

It would be good to end the controversy over Locke's ideological orientation. In the most well-known of recent commentaries on Locke's political thought his ideological placement ranges across the spectrum. Ashcraft believes Locke's thought is that of a radical left-wing revolutionary; Macpherson argues that the Second Treatise provided a conservative justification for the class rule of the rising bourgeoisie; and Gough finds that Locke stands mid-way between the two extreme positions in politics, *¾*his position is not, however, exactly mid-way between (...) these two extremes, but inclines somewhat toward the left*¾*. Each of these analyses rests largely on a particular interpretation of Locke's view of the franchise in the Two Treatises of Government (1690), and this kind of ideological analysis is historically problematic. Yet the premise seems plausible: the authoritarian, arbitrary rule of an absolute sovereign is the position of the far right in seventeenth-century England, and egalitarian popular democracy is the position of the far left at this time. Given this structure, Locke does stand between the extremes, but he is inclined towards the right. This is the position argued for in this essay: Locke's seemingly radical arguments were designed to reinforce socially conservative beliefs. Presenting the evidence for Locke's ideological commitment may help illuminate some other unsettled, secondary, points of interpretation. (shrink)

The Weak Principle of the Identity of Indiscernibles (weak PII), states that numerically distinct items must be discernible by a symmetrical and irreflexive relation. Recently, some authors have proposed that weak PII holds in non relativistic quantum mechanics, contradicting a long tradition claiming PII to be simply false in that theory. The question that arises then is: are relations allowed in the scope of PII? In this paper, we propose that quantum mechanics does not help us in deciding matters concerning (...) that problem, since that is a metaphysical problem rather than a quantum mechanical one. We argue further that weak PII is unmotivated on metaphysical grounds. We examine three metaphysical theses (bundle theory, counting, empiricism) that may provide reasons for one to sustain PII, and we conclude that weak PII gets no independent motivation from them. We generalize two concepts from special cases of Polish group actions to the general case. The two concepts are elementary embeddability, from model theory, and analytic sets, from the usual descriptive set theory.

Two entities are weakly discernible when an irreflexive and symmetric relation holds between them. That weak discernibility holds in quantum mechanics is fairly uncontroversial nowadays. The ontological consequences of weak discernibility, however, are far from clear. Part of the literature seems to imply that weak discernibility points to a definite metaphysics to quantum mechanics. In this paper we shall discuss the metaphysical contribution of weak discernibility to quantum mechanics and argue that, contrary to part of current literature, it does not (...) provide for a fully naturalistic determination of metaphysics. In this paper we propose to take seriously the claim that at least some kinds of paraconsistent negations are subcontrariety forming operators. We shall argue that from an intuitive point of view, by considering paraconsistent negations as formalizing that particular kind of opposition, one needs not worry with issues about the meaning of true contradictions and the like, given that “true contradictions” are not involved in these paraconsistent logics. Our strategy will consist in showing that, on the one hand, the (...) natural translation for subcontrariety in formal languages is not a contradiction in natural language, and on the other, translating alleged cases of contradiction in natural language to paraconsistent formal systems works only provided we transform them into a subcontrariety. Transforming contradictions into subcontrariety shall provide for an intuitive interpretation for paraconsistent negation, which we also discuss here. By putting all those pieces together, we hope a clearer sense of paraconsistency can be made, one which may liberate us from the need to tame contradictions. (shrink)

In this paper we deal with the problem of identity and individuality in quantum mechanics. We analyze three definitions of the concept of an individual and propose to check their merits in relation to the theory. In order to achieve our goals our approach also ties those definitions of individuality to two distinct kinds of naturalism in ontology: a strong version, according to which quantum mechanics must somehow authorize in a positive fashion the ontological concepts being dealt with, and a (...) weak naturalism, according to which quantum mechanics must be only compatible with those ontological concepts. We conclude that strong naturalism is incompatible with the three concepts of individuality in quantum mechanics, and we argue that weak naturalism is not completely motivated, so that the best position to be assumed, in the end, is that the entities are simply not individuals. That is, in its craving to be compatible with strong naturalism, individuality ends up evaporating and we are left with non-individuals. (shrink)

Artificial Intelligence (AI), especially of the machine learning (ML) variety, is used by health care organizations to assist with a number of tasks, including diagnosing patients and optimizing operational workflows. AI products already proliferate the health care market, with usage increasing as the technology matures. Although AI may potentially revolutionize health care, the use of AI in health settings also leads to risks ranging from violating patient privacy to implementing a biased algorithm. This chapter begins with a broad overview of (...) health care AI and how it is currently used. We then adopt a “lifecycle” approach to discussing issues with health care AI. We start by discussing the legal and ethical issues pertaining to how data to build AI are gathered in health care settings, focusing on privacy. Next, we turn to issues in algorithm development, especially algorithmic bias. We then discuss AI deployment to treat patients, focusing on informed consent. Finally, we will discuss existing oversight mechanisms for health AI in the United States: liability and regulation. (shrink)

The premise of this article is that cognitive development involves both conceptual and semiotic achievements. From this perspective, the authors emphasize the distinctness of the semiotic issues and develop a differentiated appreciation of the semiotic aspects of cognition, particularly in the field of elementary mathematical cognition. The authors provide semiotic analyses of the differences between counting, adding, and multiplying and of the conventional place-value system. Some ambiguities in the verb ‘to know’ are analyzed, and it is argued that “undefeatably justified true belief” is the meaning of most philosophical interest with respect to specifying truth conditions for ‘S knows that p’. Two general conditions for an adequate definition of ‘S knows that p’ are discussed. Then a proposal for a quasi-causal theory of knowledge is introduced and defended.
