The term “synthetic biology” is a popular label of an emerging biotechnological field with strong claims to robustness, modularity, and controlled construction, finally enabling the creation of new organisms. Although the research community is heterogeneous, it advocates a common denominator that seems to define this field: the principles of rational engineering. However, it still remains unclear to what extent rational engineering—rather than “tinkering” or the usage of random based or non-rational processes—actually constitutes the basis for the techniques of synthetic biology. (...) In this article, we present the results of a quantitative bibliometric analysis of the realized extent of rational engineering in synthetic biology. In our analysis, we examine three issues: (1) We evaluate whether work at three levels of synthetic biology (parts, devices, and systems) is consistent with the principles of rational engineering. (2) We estimate the extent of rational engineering in synthetic biology laboratory practice by an evaluation of publications in synthetic biology. (3) We examine the methodological specialization in rational engineering of authors in synthetic biology. Our analysis demonstrates that rational engineering is prevalent in about half of the articles related to synthetic biology. Interestingly, in recent years the relative number of respective publications has decreased. Despite its prominent role among the claims of synthetic biology, rational engineering has not yet entirely replaced biotechnological methods based on “tinkering” and non-rational principles. Culture is a uniquely human property. Although precursors to cultural practices are found in other animals, these precursors differ in kind from the conditions of human culture that have emerged through evolutionary processes. In order to illuminate the mutual dependence of biological-genetic and cultural evolution, the author investigates technology and the use of tools, as well as the way these abilities are transmitted, in order to understand what properties and abilities separate human beings from animals.

The nursing profession in Germany is facing a public debate on legal and ethical questions concerning euthanasia on request and physician-assisted suicide. However, it seems questionable if the profession itself, individual nurses or the professional associations are prepared to be involved in such a public debate. To understand this hesitation, the present situation is considered in the light of the tradition and history of professional care in Germany. Obedience to medical as well as to religious authorities was long part of (...) nurses' professional identity, but is no longer relevant. The lack of reflection and discussion on how to take a balanced view of ethical and political questions concerning nursing, and the role and responsibility of nurses in end-of-life decisions and situations of caring for dying people are discussed using the situation of nurses in the Netherlands as a comparison. According to Alasdair MacIntyre, Kierkegaard fails to provide rational reasons to choose between an aesthetic lifestyle and an ethical lifestyle. This claim subsequently initiated a significant discussion that investigated whether one can rationally choose between ethics and aesthetics. I will be challenging both MacIntyre’s criticism and in large part the basis of the subsequent discussion by arguing that there is no choice between aesthetics and ethics at all. Specifically, I will be arguing that in Either/or Kierkegaard demonstrates that the essence (...) of human existence is the freedom to make choices. Given that the ethical is the existential reality of having to make choices, human existence is therefore necessarily ethical. This conclusion follows from my thesis that the essential difference between the aesthete and the ethicist in Either/or is their opposing views on whether choices are necessary elements of experience. This paper traces the history of the philosophical and political justification of religious tolerance from the late 17th century to modern times. In the Anglo-Saxon world, John Locke’s Letter Concerning Toleration (1689) gave birth to the doctrine of the separation of Church and State and to what is now called secularization. In France, Pierre Bayle refuted, in his Philosophical Commentary (1685), the justification of intolerance taken from Saint Augustine. Following him, Voltaire campaigned for tolerance following the Calas affair (1763), and (...) the Declaration of the Rights of Man (1789) imposed religious freedom which, a century later, resulted in the uniquely French notion of laïcité, which denies religion any supremacy, and any right to organize life in its name. Equality before the law takes precedence over freedom: the fact of being a believer does not give rise to the right to special statutes or to exceptions to the law. (shrink)

Die Pflegequalitätsprüfungen nach § 114 ff SGB XI und die Begehungen der FQA (ehemals Heimaufsicht) wurden mit Abklingen der Pandemie wieder aufgenommen. Trotz der Einführung eines neuen Prüfinstruments führt dies weiterhin zu Irritationen und auch ethisch gerahmten Problemen in der Praxis. Dies war ab Sommer 2021 Gegenstand eines Beratungsprozesses im Ethikbeirat der Hilfe im Alter gGmbH der Inneren Mission München, Diakonie München und Oberbayern und führte zu einer Bearbeitung in der Frühjahrssitzung 2022 mit Vertretern des StMGP (Staatsministerium für Gesundheit und (...) Pflege, heute StMGPP) und des MDB (medizinischer Dienst Bayern, der im Auftrag der gesetzlichen Kranken- und Pflegeversicherung tätige medizinische und pflegerische Beratungs- und Begutachtungsdienst), sowie zu einem konsentierten Papier des Beirats. Die Ziele der Prüfung, die Prozesse dazu in den Einrichtungen und ihre Auswirkungen auf die pflegebedürftigen Menschen und das Pflegepersonal wurden darin unter ethischen Gesichtspunkten thematisiert. Auch wenn die Notwendigkeit einer externen Kontrolle nicht grundsätzlich in Frage gestellt wird, ist der Aufwand für die Indikatorenerhebung, die Herausforderung des Fachgesprächs und die Art und Weise der Ergebnisformulierung weiterhin kritisch zu diskutieren und weiter zu entwickeln. Es zeigt sich die organisationsethische Relevanz der Pflegequalitätsprüfung sowohl hinsichtlich der strukturellen Verankerung im einrichtungseigenen Qualitätsmanagement als auch hinsichtlich der Notwendigkeit einer Beteiligungskultur der Betroffenen. Damit wurde einmal mehr evident, wie wichtig das Anliegen des Ethikbeirats „Betroffene zu Beteiligten zu machen“ für die Mitarbeitenden und die Kultur der Einrichtungen ist, aber auch für alle anderen Ebenen der Versorgung und politischen Willensbildung, die hierfür verantwortlich Entscheidungen treffen. This contribution to the special issue is an historical account of Paulo Freire’s pedagogical and administrative praxis before his forced exile in 1964. It relies on interviews collected during a field trip in 1976, a conversation with Paulo Freire in Geneva one year later and on the secondary literature up to date. Being the head of the first Extension Service of a major Brazilian university in the early 1960s gave Freire and his collaborators the space and time to experiment with (...) the today world famous literacy method bearing his name. The concept of ‘Field of Cultural Production’ (Bourdieu) is used to elucidate better Freire and his team’s avant-gardist production within the spaces opened up by Brazil’s popular movements in the early sixties. The contribution shows how the ‘Paulo Freire System’ developed in the praxis of a cultural movement and received its academic consecration in an incremental and eclectic style. (shrink)

In this paper, I work through the possible contours of an anti-genocide based on a framework informed by the work of Giorgio Agamben. Such a framework posits the inherent need to circumvent sovereign power within any form of normative activism. To begin, I show how the nascent anti-genocide movement promotes an ideal in which ?Western? states, particularly the USA, accept the global responsibility to protect persecuted life beyond national boundaries. Using Agamben, I argue that this vision also entails an acceptance (...) of a sovereign framework for the valuation of life, thus failing to confront the inherent power of the sovereign to condemn life in the first place. I then highlight the limitations that Agamben's ontology places on us in dealing with this inherent problem within the sovereign-subject relationship. By positing an alternative ontology, I suggest the possibility of establishing communities of solidarity that challenge the sovereign's self-ascribed role as the absolute valuator of life. Counter to Agamben, I argue that the basis for such communities could be a dedication to the universal sacredness of human life, which is maintained independently of, and in challenge to, sovereign power. Uvodno poglavje je pregled razprav o svobodi spod peresa določenih nevrofiziologov iz Nemčije. V tem okviru lahko pridemo do zaključka, da ni potrebna vrzel v vzročnosti narave, da bi lahko obstajalo nekaj takega kot svoboda. V tem oziru so Libetovi eksperimenti nekonsistentni. Svoboda je v bistvenem smislu prostost od določenosti volje po volji drugega. In svoboda ima enako kot človekova zavest bistveno družbeno formo. To pa še ne pomeni, da lahko podamo oris naravne zgodovine svobode, zgodovine, v kateri bi neizogiben (...) razvoj človeškega bitja in neomejena svoboda gibanja predstavljala bistveni razvojni fazi. Pričujoči članek je tako poskus razumevanja svobode v perspektivi zgodovine evolucije.In an introductory chapter I canvass a discussion concerning freedom which has been introduced, in Germany, by certain neurophysiologists. I conclude, with regard to this discussion, that no gap in the causality of nature is required in order for there to be freedom. In this respect, then, the Libet experiments prove inconclusive. Freedom is, essentially, freedom from the determination of one’s will by the will of others. And like human consciousness, freedom has an essentially social form. This, however, does not preclude that we may make a sketch of the natural history of freedom, a history in which the unfettered development of a living being and an uninhibited freedom of movement represent essential stages. This essay makes a case for placing the social and political understanding of freedom in the perspective of the history of evolution. (shrink)

ZusammenfassungDie aktuellen Entwicklungen und Anforderungen in der pflegeberuflichen Bildung, das Ausbildungsziel im Pflegeberufegesetz vom 17. Juli 2017 und die Explikationen in der dazugehörigen Ausbildungs- und Prüfungsverordnung für die Pflegeberufe fordern eine stärkere Ausrichtung auf die Entwicklung ethischer Kompetenzen explizit ein. Bislang liegen tendenziell übergreifende Definitionen und Darlegungen zu ethischen Kompetenzen in der Pflege vor, deren Verdienst es ist, das Spezifische der Pflegeethik zu konturieren und erstmals ethische Kompetenzen für das Feld zu konkretisieren. In methodischer und didaktischer Hinsicht ist indes eine (...) spezifische Differenzierung gemäß unterschiedlicher Bildungsniveaus relevant. Lehrende werden ihre Lehre nicht mehr nur im Sinne einer allgemeinen Förderung ethischer Kompetenz entwickeln können, sondern müssen dabei den jeweiligen Verantwortungsbereich und das angezielte Qualifikationsniveau der Lernenden berücksichtigen. Ziel der Darlegungen ist es, konkrete Kompetenzniveaus für die Anbahnung professionsethischer Kompetenzen zu operationalisieren, die einerseits die Anforderungen aus dem zukünftigen Pflegeberufegesetz aufgreifen und andererseits anstehende curriculare Entwicklungsprozesse unterstützen. Friedrich Nietzsche hielt seine philosophische Dichtung "Also sprach Zarathustra" für so wichtig, daß er glaubte, mit diesem Buch werde eine neue Zeitrechnung beginnen. Die im Stil eines "neuen Evangeliums" vorgetragene Vision eröffnet einen erstrangigen Zugang zu Nietzsches Werk, denn hinter der Maske des wiederbelebten persischen Propheten spricht Nietzsche vieles aus, was in seinen aphoristischen und essayistischen Schriften nur angedeutet ist. Diese Dichtung kann als Kommentar zu den philosophischen Prosatexten Nietzsches gelesen werden. Im vorliegenden Band wird der Handlungsfaden des "Zarathustra" verfolgt, (...) und neben einer Einführung werden die wichtigsten Themen in eingehender Analyse vorgeführt: Wille zur Macht, Umwertung aller Werte, Übermensch und ewige Wiederkehr des Gleichen. In diesem Beitrag sollen Iris Marion Youngs gerechtigkeitstheoretische Überlegungen zu Unterdrückungsformen und Mechanismen ihrer Stabilisierung zur Analyse der Situation der Pflege in Deutschland und der politischen Diskurse darüber fruchtbar gemacht werden. Ausgehend von Youngs These, dass das bloße Postulat formal gleichberechtigter Teilhabe unterschiedlicher Gruppen an politischen Meinungsbildungs- und Entscheidungsprozessen nicht automatisch auch zu deren gleichberechtigter und wirksamer Interessensvertretung führt, werden resultierende gesellschaftliche Ungerechtigkeiten, von denen Pflegende und die Pflege betroffen sind, den „Fünf Formen der Unterdrückung“ ihrer gleichnamigen Theorie zugeordnet. Diese (...) Unterdrückungsformen werden erläutert und auf die aktuelle Situation der Pflege hin interpretiert. Im Fazit wird der Bezug zum Thema gerechter Partizipation und damit ihre Bedeutung für die aktuellen pflegepolitischen Diskurse in sozial- und gerechtigkeitstheoretischer Perspektive betont. Die Analysen Youngs können zum Verständnis politischer Prozesse und zu deren bewussten Mitgestaltung durch Pflegende beitragen. Konsequenzen ergeben sich insbesondere für die Pflegepädagogik, da auf dieser Basis ein kritisches pflegepolitisches und professionelles Selbstverständnis gefördert werden kann. (shrink)
