In this paper we discuss three different kinds of disagreement that have been, or could reasonably be, characterized as deep disagreements. Principle level disagreements are disagreements over the truth of epistemic principles. Sub-principle level deep disagreements are disagreements over how to assign content to schematic norms. Finally, framework-level disagreements are holistic disagreements over meaning not truth, that is over how to understand networks of epistemic concepts and the beliefs those concepts compose. Within the context of each of these kinds of (...) disagreement it is not possible for the parties to the dispute to rationally persuade one another through only offering epistemic reasons for their conflicting points of view. However, in spite of the inability to rationally persuade, we explore how it may nevertheless be possible to rationally navigate each of these varieties of deep disagreement. (shrink)

Active inference offers a unified theory of perception, learning, and decision-making at computational and neural levels of description. In this article, we address the worry that active inference may be in tension with the belief–desire–intention model within folk psychology because it does not include terms for desires at the mathematical level of description. To resolve this concern, we first provide a brief review of the historical progression from predictive coding to active inference, enabling us to distinguish between active inference formulations (...) of motor control and active inference formulations of decision processes. We then show that, despite a superficial tension when viewed at the mathematical level of description, the active inference formalism contains terms that are readily identifiable as encoding both the objects of desire and the strength of desire at the psychological level of description. We demonstrate this with simple simulations of an active inference agent motivated to leave a dark room for different reasons. Despite their consistency, we further show how active inference may increase the granularity of folk-psychological descriptions by highlighting distinctions between drives to seek information versus reward—and how it may also offer more precise, quantitative folk-psychological predictions. Finally, we consider how the implicitly conative components of active inference may have partial analogues in other systems describable by the broader free energy principle to which it conforms. The most powerful lesson learned from the 2013-2016 outbreak of Ebola in West Africa was that we do not learn our lessons. A common sentiment at the time was that Ebola served as a “wake-up call”—an alarm which signalled that an outbreak of that magnitude should never have occurred and that we are ill-prepared globally to prevent and respond to them when they do. Pledges were made that we must learn from the outbreak before we were faced with another. Nearly (...) five years later the world is in the grips of a pandemic of the severe acute respiratory syndrome coronavirus 2 that causes coronavirus disease 2019. It is therefore of no surprise that we are now yet again hearing that the COVID-19 pandemic serves as the “wake-up call” we need and that there are many lessons to be learned to better prepare us for future outbreaks. Will anything be different this time around? We argue that nothing will fundamentally change unless we truly understand and appreciate the nature of the lessons we should learn from these outbreaks. Our past failures must be understood as moral failures that offer moral lessons. Unless we appreciate that we have a defect in our collective moral attitude toward remediating the conditions that precipitate the emergence of outbreaks, we will never truly learn. (shrink)

This paper develops a novel, neo-republican account of just state surveillance in the information age. The goal of state surveillance should be to avoid and prevent domination, both public and private. In light of that conception of justice, the paper makes three substantive points. First, it argues that modern state surveillance based upon information technology and predicated upon a close partnership with the tech sector gives the state significant power and represents a serious potential source of domination. Second, it argues (...) that, nonetheless, state surveillance can serve legitimate republican ends and so unilateral and private technological attempts to block it may be wrongful. Third, it argues that, despite the serious normative failings of current institutions, state surveillance can be justly regulated and made accountable through a legal liability regime that incentivizes tech company intermediaries to ally with civil society groups in order to safeguard the privacy rights of potential subjects of state surveillance. As artificial intelligence becomes ubiquitous, it will be increasingly involved in novel, morally significant situations. Thus, understanding what it means for a machine to be morally responsible is important for machine ethics. Any method for ascribing moral responsibility to AI must be intelligible and intuitive to the humans who interact with it. We argue that the appropriate approach is to determine how AIs might fare on a standard account of human moral responsibility: a Strawsonian account. We make no claim that (...) our Strawsonian approach is either the only one worthy of consideration or the obviously correct approach, but we think it is preferable to trying to marry fundamentally different ideas of moral responsibility into a single cohesive account. Under a Strawsonian framework, people are morally responsible when they are appropriately subject to a particular set of attitudes—reactive attitudes—and determine under what conditions it might be appropriate to subject machines to this same set of attitudes. Although the Strawsonian account traditionally applies to individual humans, it is plausible that entities that are not individual humans but possess these attitudes are candidates for moral responsibility under a Strawsonian framework. We conclude that weak AI is never morally responsible, while a strong AI with the right emotional capacities may be morally responsible. (shrink)

A number of authors have noted that vagueness engenders degrees of belief, but that these degrees of belief do not behave like subjective probabilities. So should we countenance two different kinds of degree of belief: the kind arising from vagueness, and the familiar kind arising from uncertainty, which obey the laws of probability? I argue that we cannot coherently countenance two different kinds of degree of belief. Instead, I present a framework in which there is a single notion of degree (...) of belief, which in certain circumstances behaves like a subjective probability assignment and in other circumstances does not. The core idea is that one’s degree of belief in a proposition P is one’s expectation of P’s degree of truth. (shrink)

One of the central debates in current analytic philosophy of time is whether time consists only of relations of simultaneity, earlier and later (B-relations), or whether it also consists of properties of futurity, presentness and pastness (A-properties). If time consists only of B-relations, then all temporal determinations are permanent; if at anyone time it is the case that birth is later than Homer's birth, then it is ever after the case that Dante's birth is later than Homer's. The temporal position (...) of Dante's birth vis a vis Homer's is permanently fixed. Moreover, if B-relations are the only temporal determinations possessed by events, then each event, regardless of when it occurs, is equally as real as each other event. Each event sustains B-relations to other events, and thus in respect of its temporal determinations is ontologically undistinguished from each other event. Why should Dante's birth be "more real" than Homer's just because it is later than it? But if time also consists of A-properties, then some events are ontologically distinguished by virtue of their temporal determinations; the events that are or exist in the tensed sense, the events that possess the A-property of present- ness, have a reality not possessed by other events. All other events are no longer (are past) or are not yet (are future), and in this respect are deprived of the being, the presentness, possessed by the events that are. The A-properties possessed by events are impermanent temporal determinations; if an event possesses a certain A-property at one time, then there is another time at which the event will not have that A-property but some other A-property instead. First an event is future, then it is present, and finally it is past. This shows that the issue between the defenders of the B-theory and the defenders of the A-theory is of fundamental ontological importance. But analytic philosophers discuss this issue ,almost exclusively in terms of the language we use to describe the temporal determinations of events. They engage in what Quine calls "semantic ascent", i.e., redirecting their concern from the "things themselves" to the words we use to describe things. Defenders of the A-theory argue that tensed sentences and their tokens, sentences containing tensed copulas like "is", "was" and "will be" and adverbs like "now" and "at present", are untranslatable or unanalyzable into tenseless sentences about B- related events, and therefore that the tensed copulas and ad- verbs refer to A-properties of events. Defenders of the B-theory argue that tensed sentences or their tokens are translatable or analyzable into tenseless sentences about B-related events, and hence that the tensed sentences or tokens refer only to B-related events. While this semantic ascent is not without its advantages, it seems to me that additional light can be thrown on this subject if it is approached from a nonlinguistic phenomenological perspective. This approach is all the more needed since this particular issue in the philosophy of time has not been explicitly addressed by any of the practitioners of "phenomenology" (in the wide sense), such as Husserl, Scheler, Heidegger, Sartre and Merleau-Ponty .Indeed, phenomenologists have generally seemed to be unaware of the debate between the A-theorists and B-theorists. This issue has been a concern exclusively of analytic philosophers (with the exception perhaps of the early 20th century British Idealist John McTaggart.) In this paper, I will point to a number of phenomenological facts that are pertinent to the debate. These facts all favor the A-theory. I shall make the case that the basic phenomenological truths about time simply cannot be accounted for by the B-theory . (shrink)

The aim of this article is to situate Arendt’s account of labour as a critical response to humanisms of labour, or put otherwise, to situate it as an anti-humanism of labour. It compares Arendt’s account of labour with that of the most prominent humanist theorist of labour at the time of the composition of The Human Condition: Georges Friedmann. Arendt’s and Friedmann’s accounts of labour are compared specifically with respect to the range of capacities, social relations, and possibilities of fulfilment (...) at stake in the activity of labour. The comparison provides a previously unexplored context for understanding Arendt’s account of labour and her distinction between labour and work. The relevance of Arendt’s and Friedmann’s theories of labour for the contemporary debate about the meaning of work in an age of automation is also briefly discussed. (shrink)

UNESCO World Heritage sites are places of outstanding significance and often key sources of information that influence how people interact with the past today. The process of inscription on the UNESCO list is complicated and intersects with political and commercial controversies. But how well are these controversies known to the public? Wikipedia pages on these sites offer a unique dataset for insights into public understanding of heritage controversies. The unique technicity of Wikipedia, with its bot ecosystem and editing mechanics, shapes (...) how knowledge about cultural heritage is constructed and how controversies are negotiated and communicated. In this article, we investigate the patterns of production, consumption, and spatial and temporal distributions of Wikipedia pages for World Heritage cultural sites. We find that Wikipedia provides a distinctive context for investigating how people experience and relate to the past in the present. The agency of participants is highly constrained, but distinctive, behind-the-scenes expressions of cultural heritage activism are evident. Concerns about state-like actors, violence and destruction, deal-making, etc. in the World Heritage inscription process are present, but rare on Wikipedia’s World Heritage pages. Instead, hyper-local and process issues dominate controversies on Wikipedia. We describe how this kind of research, drawing on Big Data and data science methods, contributes to digital heritage studies and also reveals its limitations. (shrink)

Postgraduate trainee teachers undergo profound ‘shifts’ in their pedagogical understanding and practices through the year that they are taught at a UK Higher Education Institution. This study ‘investigated, in a paired pre–post design, the espoused pedagogical beliefs of three cohorts of PGCE trainees, at two time points – at the onset and toward the end of their studies in a teacher education department in a major HEI in the UK, with corroborative results from a fourth cohort and from a wider (...) set of institutions. Using an adaptation of the ‘practices’ scale of Swan, trainees’ pedagogical beliefs were charted and described on a continuum running from transmissionist to child-centred through answering 25 items, and shifts from pre-course to post course were investigated on two fronts – individually and for each item. Two general principles are represented in the data: trainees seem to either make rather more radical shifts towards child-centeredness or more slight shifts towards a more teacher centred orientation - a significant trend towards a greater learner-centrism across the longitudinal study. Skinner, the American culture in which he lived and worked, and the behaviorist movement that played a leading role in American psychological and social thought during the twentieth century. From a base of research on laboratory animals in the 1930s, Skinner built a committed and influential following as well as a utopian movement for social reform. His radical ideas attracted much public attention and generated heated controversy. Plato’s teaching about the Good is sometimes blamed for denigrating particular goods. By contrast, this article argues that for Plato pleonexia is at the heart of disordered relationships to particular goods. In turn, the psychic root of pleonexia is spiritedness, the aspect of the soul that enables it to love what is “one’s own.” Plato employs Kallipolis as a heuristic device to diagnose these psychic roots of our attraction to pleonexia. Kallipolis’ reforms are ascetic practices that seek to transform his (...) interlocutors’ spiritedness by reorienting the soul’s love away from pleonexia to the good. This love for the good turns out to be the condition for a renewed and healthy devotion to particular goods, rather than the cause of their denigration. (shrink)

In ancient times was known two kinds of physics. On one side there was the astronomy , which is characterized by the use of exact mathematical principles, on the other hand, there was the physics in the true sense of the word, a science, which coincides often with what we now call `metaphysics' . While astronomy has to do with the region of celestials and the imperishable, the physics is about the range of the sublunary, terrestrial things that come and (...) go, and from their movements. The physicist is familiar with the nature of things, of which he speaks, and so he also understands the causes of their movements. It was not until Copernicus dared to equate the Earth to other planets that all physical events explain the same system to be dynamic postulates. This is still regarded as a commonplace of both philosophy and science of the natural world. I want to show in what follows that we now return from rather unexpected reasons the old dualistic view and we should no longer be guided by the sole prerogative of nachgalileischen physics. Opponents and proponents alike of the freedom of the UK press to print prejudicial content about marginalised groups typically frame the debate in classic ‘free speech’ vs ‘harm principle’ terms. Those in favour of press freedom argue that the print press' right to freedom of expression beats any perceived or actual harm caused, and those against argue the opposite. Predictably, little progress is made in either party convincing the other. I suggest that we ought to instead ask, what grounds the (...) freedom of the press? I propose that one plausible answer is: the value of agential epistemic participation. And I argue that we cannot uphold that value at the same time as permitting discriminatory reporting against collectives of individuals. This offers a strong basis from which to argue for a change in UK press regulatory policy, to allow discrimination claims against groups of individuals to be heard. Further, when we consider the role of epistemic participation in one’s ability to perform as a person, we ought to find that most complaints will in practice find in the favour of the group in question, rather than the PPM. Past experience with video games and cognitive abilities have been hypothesized to independently facilitate a greater ability to learn new video games and other complex tasks. The present study was conducted to examine this “learning to learn” hypothesis. We examined the predictive effects of gaming habits and cognitive abilities on learning of two novel video games in 107 participants. One video game was from the action genre, and the other was from the strategy genre. Hours spent gaming per week and (...) working memory were found to specifically predict learning of the novel strategy video game, after controlling for the effects of age, gender, and action game learning. In contrast, self-identification as a “gamer” was the only specific significant predictor of action game learning, after controlling for the effects of age, gender, and strategy game learning. Age of the participant negatively impacted learning of both games; however, the pattern of the predictive relationships on both action and strategy game learning was not moderated by age. Importantly, a preference for the action versus the strategy game genre had no differential effects on learning of the two novel games, nor were there any gender differences in identification as a gamer or genre preference. Findings from this study suggest that while past gaming experience and cognition do appear to influence the learning of novel video games, these effects are selective to the game genre studied and are not as broad as the “learning to learn” model suggests. In her Varieties of Meaning, Ruth Millikan makes the claim that “no interesting theoretical line can be drawn” between biological purposes and intentional purposes. I argue that, contrary to her view, there are some interesting lines to be drawn. It is plausible that both intentions and the neural mechanisms that lie behind them have proper functions, but this does not license the inference that intentions are purposeful only because of their proper biological function. I use the proximate/ultimate distinction to argue (...) that agents’ intentions are proximately purposeful, while their neural substrates are ultimately purposeful, and therefore that the former are not reducible to the latter, even if one adopts Millikan’s account of derived proper functions. The new field of quantitative health risk assessment owes its emergence much more to the 'market pull' of demand from societal decision-making processes than to dramatic advances in our ability to make the desired predictions. This paper discusses problems and opportunities in the current practice of quantitative risk estimation under three broad headings: Basic (Technical) Assessment Methodology, and Methods for Assessing Uncertainty; Conception of the Problem for Analysis, and Ways of Expressing Results; and Defining Appropriate Roles for Expert Analysts in (...) Social Decision Processes. Finally, borrowing from work of McMullin, the paper offers some criteria for judging risk assessment theories other than the generally unavailable 'goodness-of-fit' procedures. (shrink)

The relation between moral philosophy and moral practice is itself philosophically controversial. nor is there any one determinate formula through which to express the relations between the basic principles of morality and of rationality itself. the concepts of the moral and the political are both 'essentially contestable' and so too is the nature of their relations; that is, their analysis is itself of moral and political import. nevertheless, in periods of overall stability, this contestability may hardly be apparent. all this, (...) and its connection with philosophy's fundamental commitment to questioning and self-awareness has a deep significance for moral (and political) education.
