This article theorizes the European-level political response to the radical right by suggesting a focus on the conceptions of politics, society and of the European Union itself that inform this response. Analyses of the ways in which the political mainstream relates to such movements remain under-theorized and often fall back on understandings of political action in narrow instrumental terms. Instead, this article proposes an approach to this response which emphasizes the process through which shared understanding of the (...) class='Hi'>European political project surface. It engages with these issues by turning to ideas that emerged in relation to the rise of European fascism in the 1930s on how to mount an effective defence of democracy. The underlying social analysis that fed into such strategies, the article argues, serves as a useful framework for analysis of the contemporary European response to the radical right. (shrink)

This article reconstructs the forgotten friendship between Georges Bataille and the Russian émigré poet and philosopher Boris Poplavsky. Comparing their solar metaphysics, I focus on conceptions of friendship, sacrifice and depersonalisation. First, I retrace Bataille’s relationship to early Surrealis and Russian circles in interwar Paris, with a focus on his friendship with Irina Odoevtseva. I then offer a novel reading of Poplavsky’s poetry through the lens of Bataille’s philosophy, analysing a recurring motif that I call ‘dark solarity’. Uncovering a hidden (...) intertextual dialogue between Poplavsky and Bataille, I argue for Poplavsky’s lasting impact on Bataille’s anti-Icarian sun cult. Finally, my paper demonstrates how Poplavsky’s writings on solar sacrifice, excess and friendship left marks on Bataille’s vision of a solar community, embodied in the secret society Acéphale. The dialogue between Poplavsky and Bataille, I finally suggest, is a missing piece in the entangled history of Russian and French philosophy, as well as an original contribution to discourses on friendship in twentieth-century continental thought. The paper begins by raising some doubts concerning the appropriateness of the phrase, ”after Marxism,” despite current sociological realities which point to its accuracy. It then discusses a certain “pathology” that may be intrinsic to the combined theory and practice of political philosophy; some examples are offered. Next, it is suggested that the discourse of contemporary European political philosophy suffers from the absence of certain Marxian notions, especially that of ideology. Some current trends---postmodernism, nationalism, critical theory, and religious thought---are (...) then briefly explored. It is contended that none of them by itself is adequate for developing the kind of global worldview which, malgré tout, seems needed to counteract the increasing hegemony of the “Coca-Cola cuIture” of the present day. The paper concludes by raising questions about the possible role, at best an awkward one, of American philosophers in this enterprise. (shrink)

The first step in planning a lexicon of European political and legal concepts is to decide upon how it is to be organised. Among the principal alternatives are the formats of three German reference works on the history of concepts (Begriffsgeschichte) and the methods associated with John Pocock and Quentin Skinner. Although these German and Anglophone styles are often regarded as incompatible, on closer inspection, they turn out to be in many respects complementary, as Skinner has recently acknowledged. José Ortega y Gasset not only expressed his views on subjects such as art or mass culture but he was also one of the promoters and founders of a United Europe which he considered a cultural unity. However, his view on the proper functioning of multicultural societies was as skeptical as his attitude towards the possibility of constructing an unified world that could be based on cultural coexistence of the Western World societies.

Political integration has been part of the European project from its very beginnings. As far back as the early seventies there was already concern in Brussels that an ingredient was missing in the political integration process. ‘Output legitimacy’ – the permissive consensus citizens grant to a government that is ‘delivering’, even if they do not participate in setting its goals – could not sustain unification indefinitely. Such a lacking ingredient – or ‘soul’ – has been labelled ‘European identity’ (...) (EI) in an abundant and growing academic literature. According to Aristotle, a ‘city’ (polis) is a community composed of ‘citizens’ (politai). No polis can exist unless the politai form it and sustain it. But what will keep them united? They can be very diverse regarding their language, history, religion or economic activity. In absence of a motivation, diversity of itself will make each member of a community go their own way. What kind of bond is required among very diverse European citizens to keep their political community (the EU) together? In this paper I analyse several responses – culture, deliberation, welfare, power, openness. Then I suggest that elements of those responses could be combined in a single notion. The article is dedicated to the problems of European political identity and European identity as a whole conception and as a foundation for European integration. Before 24 February 2022, European political identity had been in crisis. The contradictions between the EU member states seemed to be hardly resolvable. The Russian aggression against Ukraine gave a strong impetus to the formation of European identity. However, it is still a negative incentive for unity and solidarity rather than (...) cohesion around positive values, as well as from the outset the European integration was caused by devastating World War II as a negative experience, which should never be repeated. The text makes use of methods peculiar to the philosophical sciences, i.e. critical textual analysis, historical-analytical and comparative methods. (shrink)

This paper discusses some models purported to legitimise a European supranational legal order. In particular, the author focuses on an application of the so‐called regulatory model to the complex structure of the European Community and the European Union. First of all, he tackles the very concept of legitimacy, contrasting it with both efficacy and efficiency. Secondly, he summarises the most prominent positions in the long‐standing debate on the sources of legitimation for the European Community. Thirdly, in (...) this perspective, he analyses several, sometimes contradictory, notions of the rule of law. His contention is that we can single out five fundamental notions of the rule of law and that some but not all of them are incompatible with or oppose democracy. Finally, the paper addresses the regulatory model as a possible application of the rule of the law to the European supranational order. The conclusion is that the regulatory model should be rejected if it is presented as an alternative to classical democratic thought, though it might be fruitful if reshaped differently and no longer assessed from a functionalist standpoint of deliberation. This article examines Michael Oakeshott's views on European political history, based on the essays, reviews, lectures and unpublished works which he produced throughout his intellectual career. These pieces are less familiar than his writings on political philosophy, but deal with the same themes, notably the relationships between individuals, groups and the state. The conclusion is that Oakeshott was telling a new version of an old tale, the history of the development of a fundamental division in European political thought (...) and practice between two contrasting forms of human association, one communal and consensual, the other individualistic and contractarian. This article aims at shedding light on how civic engagement matters for the emergence of a European public sphere. It investigates the citizen's role in constituting it and asks how citizens, being located in different cultural and political contexts, participate in and appropriate EU political communication. First, the article develops a pragmatic approach to the European public sphere emphasizing the importance of citizens' communicative participation and, moreover, considers the transnational and transcultural character of European political communication. It (...) is assumed that the constitution of public spheres – representing social constructions fulfilling democratic functions – ultimately relies on the citizen audience's perception of the impact of common problems and the EU's political decisions as well as on their subsequent participation in public discourses. The second part of the article presents the findings of empirical case studies conducted in France, Italy and Germany to explore citizens' engagement in and appropriation of the European constitutional debate. John Pocock's The First Decline and Fall (2003) presents a novel argument for drawing a clear distinction between medieval and early modern varieties of political thinking and writing that implicitly challenges the current historiographical trend that "softens" the dividing line between the two. The present paper critically examines Pocock's claim, which is based on the appearance of the theme of the historicity of the Roman Empire (imperial decline and fall) in early modern (and especially Florentine) political theory. In particular, the (...) works of Marsiglio of Padua and Nicholas of Cusa are surveyed to demonstrate that Pocock's thesis, while useful, fails to capture fully the historical complexity of the medieval / modern divide in European thought. The lack of consistency between people’s engagement in ethical issues and their food choices has received considerable attention. Consumption as “choice” dominates this discourse, understood as decision-making at the point of purchase. But ideas concentrating on individual choice are problematic when trying to understand how social and ethical issues emerge and are dealt with in the practices of buying and eating food. I argue in this paper that “consumer choice” is better understood as a political ideology addressing a particular way (...) in which everyday practices can be directed so as to solve social problems. It is a way that makes questions of power particularly challenging. Some assume consumer sovereignty, emphasizing consumer choice as a reflection of neoliberal deregulation and commercialization. Others worry that ongoing changes increase consumers’ powerlessness. None of these seem to capture that there is active regulation, where public as well as commercial and civil actors are making strong efforts to make people do the right thing—voluntarily. Labeling is the key measure. In practice, the individualized and rationalized model of responsibility depends not only on market opportunities, but even political and social expectations and trust. People may lack concrete capabilities and power to follow up on moral calls, but they may also have a different understanding of who is responsible and what is a “good deed,” or their actions may, in a Foucauldian sense, represent resistance. The paper will, with examples from European empirical studies, discuss how mobilization as well as inertia and disinterest emerge within specific political constellations and practical contexts. The public visibility of Islam reveals new political stakes in European democracies around issues of immigration and citizenship. By focusing on the societal debates and the controversies around the construction of mosques and minarets, this article explores the ways in which Islamic difference is manifested, perceived and framed in public life. The ‘visibility’ of Islam in public is conceptualized as a form of agency, a manifestation of religious difference that cannot be thought independent of the materiality of culture, namely (...) aesthetic forms, dress codes, or architectural genres. It is argued that the debates for or against the banning of the construction of mosques and/or minarets reveal the tumultuous transition of Muslims from the status of the invisible migrant-worker to that of visible Muslim citizenship. The public visibility is approached therefore as a radically disruptive, transgressive, provocative form of transformative agency that is intrinsically related to the political process of becoming citizens. European legislators must increasingly deal with issues related to fundamental rights. Religion is a frequent topic obliging them to do so. It is not directly part of the EU’s competences but is a source of values underlying policy choices and a tricky political object. Relying on the findings of a survey about what Members of the European Parliament believe and what they do with these beliefs, the article analyzes potential tensions created by religion in the implementation of human (...) rights by the EU. A first part shows how and to what extent European law meets religion, and how it leaves ample room for flexibility but also for divergent interpretations. A second part states that MEPs agree largely on the principle of separation between politics and religion, but may be divided when it comes to drawing boundaries between the two domains. The conclusion points out the limits of the rule of law to prevent conflicts and suggests that human rights may inspire support as well as cause resistance to Europeanization. (shrink)

The nineteenth century was a time of great economic, social, and political change. The population of a modernizing Europe began demanding more freedom, which in turn propelled the ongoing discussion on the philosophy of nature. This spurred on Central European sheep breeders to debate the deepest secrets of nature: the transmission of traits from one generation to another. Scholarly questions of heredity were profoundly entwined with philosophy and politics when particular awareness of “the genetic laws of nature” claimed natural (...) equality. The realization that the same rules of inheritance may apply to all living beings frightened both the absolutist political power and the divided society of the day. Many were not prepared to separate religious questions from novel natural phenomena. Open-minded breeders put their knowledge into practice right away to create sheep with better wool traits through inbreeding and artificial selection. This was viewed, however, as the artificial modification of nature operating against the cultural and religious norms of the day. Liberal attempts caught the attention of the secret police and, consequently, the aspirations of scholars were suppressed by political will during approximately 1820–1850. (shrink)

This article examines the historical background, proliferation, and later internationalization of public declarations of forgiveness and remorse, first made in Europe a few decades after the end World War II. The author suggests that these declarations should be understood as a political practice, and bases her claim on three premises: after 1945, politicians began apologizing not only for their own crimes but mainly for those perpetrated by the communities they represented; these declarations implied a tacit acceptance of responsibility of both (...) the group that declares its remorse and of the group that accepts and possibly forgives the former for its past crimes; apart from representing a shared collective moral responsibility, declarations of forgiveness and remorse imply the continuity of a nation. Summary This article introduces a set of essays examining the state of political thought in the Western European democracies of Britain, France, West Germany, Italy and Sweden in the post-war period between 1945 and 1970. In particular, as well as simply filling a gap, they seek to demonstrate that political theory in this period was more vibrant than has traditionally been maintained. A key part of this argument is that the discipline was less adversely affected by the ascendancy of (...) positivism than historians and political theorists have normally argued, not least because ?positivism? was in fact a more diverse and varied phenomenon than is usually recognised. For while some positivists drew on either behaviourist social science of linguistic philosophy to justify their denial that moral and political values could be discussed rationally with reference to theoretical arguments, others argued that it was the perceived success of post-war welfare states or the alleged failure of political ideologies that had made traditional political theory irrelevant. This meant that although few political theorists in this period were able to refute all types of positivism entirely, they were able to take issue with different aspects of it, and hence, at least to some extent, to pursue their discipline normatively. However, experiences in different Western European countries nevertheless varied widely. In Britain, normative political theorists faced both versions of the positivist challenge, but their ripostes were largely couched in academic terms, whether addressing the ?end of ideology? thesis, behaviourism or linguistic positivism. In West Germany, by contrast, the debate over positivism was much more overtly political, since the legacy of the Weimar republic caused the issue of whether political values in general, and laws in particular, were rationally justifiable to be a peculiarly sensitive one. But even in Sweden, which had a much quieter history, and has often been seen as the epitome of a technocratic political system, it is revealed that the degree to which ?the end of ideology? had been reached was much more keenly contested in practical politics than has previously been thought. And in France, it is revealed that there was more interesting academic political theorising being prosecuted than has traditionally been acknowledged, by such thinkers as Jacques Maritain and Raymond Aron, even if there was admittedly less than in, for example, Britain. And lastly, in Italy, despite a badly functioning political system, which tended to encourage cynicism about politics in general, there were in fact important and sophisticated attempts at formulating coherent normative positions, at least on an ideological level. Whatever the differences, however, the conclusion is clear: normative political theory was in general in much better health during this period than has traditionally been admitted, and, as such, is worthy of considerable further exploration. What principles of political justice ought to apply to the European Union? This question is particularly relevant considering the deepening integration process that resulted from the crises of the past decade. Habermas’s conception of a transnational democracy allows identification of the methodological components of transnational political justice: to unite in a transnational polity, people belonging to different national communities need a common purpose, principles governing the distribution of constitutional and legislative power and a common political infrastructure that allows them (...) to form democratic will as free and equal citizens. This article attempts to further expand these points through a public goods approach. European policies generate European public goods. These must be produced and accessed based on a fair cooperation scheme. Identifying these specific fairness conditions allows further clarification on how legislative and constitutional power ought to be distributed within the European polity. (shrink)

Human enhancement issues are not merely academic: the technologies and trends involved give rise to new needs and social demands, provide opportunities for individuals and society, and present new risks. They also challenge crucial cultural notions, social concepts and views of the human condition, and may cause new forms of social pressure and social exclusion. This chapter reports on a systematic attempt by the European Technology Assessment Group (ETAG), conducted on behalf of the Science and Technology Options Assessment (STOA) (...) panel of the European Parliament, to suggest policy options on the issue of human enhancement. It outlines and discusses a number of strategies for dealing with the issue in a European policy context, identifying a reasoned pro‐enhancement approach, a reasoned restrictive approach, and a systematic case‐by‐case approach as viable options. Is the dream of EU endangered? This book reviews classic and modern values and virtues, and uses them in order to rethink Europe's present politics and its future. The idea of the Republic was born with the political ethics of ancient Greece. The current international crisis obliges Europe to face the mirror of truth: What has become of the European Idea and how fares the European Constitution? It has been a long road from the Greek Politeia to the (...) present lack of values and financial monomania in Europe, who seems to have lost any harmony between the spirit, the soul and the body of her Constitution: the will and values of the people (material constitution), the text of the Lisbon Treaty (formal constitution) and its current political interpretation and action (real constitution), making Europe a two-tier or three-tier club, far from the dream of the founding fathers. Without republican values and virtues, and failing to uphold the European social model, the European Union would devolve into moral, social and democratic bankruptcy. (shrink)

While political economic perspectives of urban globalization tend to generalize the economic pressures upon socio-political transformations of cities, recent European research has stressed the institutional context of urban collective action. However, the structural bias of the European city model merely complements the criticized economization by a culturalist essentialization of urbanity, and thus fails to conceptualize political agency. In order to elaborate the theoretical foundations of a political counterhypothesis to urban globalization, this article clarifies the different historical and normative (...) conceptions of institutional structure and agency in the urban context. Most research of cities implies — more or less implicitly — a common urban ideal which associates centrality with a local integration potential of plural societies. However, distinguishing between a historically embedded empirical category, a normative model of public space, and an analytical ideal-type of political agency helps to overcome the static structural conception of an essentially European urban culture and problematizes the role of knowledge models in reflectively constructing urban realities. Therefore, a dynamic and contextual relation between political economic functions, historic heritage, and normative frames might contribute to an open-ended comparative framework of urban collective action that can be applied to any ordinary city across and beyond Europe. In spite of their drastically different historical trajectories, the ongoing socio-political transition in the European Union (EU) and the Indian Republic (IR), two of the most complex polities in contemporary world, suggests that they aspire to combine political federalism and cultural pluralism. This is evident from their endorsing equality, identity and inclusivity as values; implementing political decentralization and facilitating differentiation between state, civil society and market. To meet the emerging challenges both the EU and the IR endorse the idea (...) of unity in diversity. The article suggests that two coping strategies, transforming cultural diversity (a fact) into cultural pluralism (a value) and decoupling the identities of citizenship and nationality are imperatives. This article explores the role and modes of operation of metaphorical framing in ancient Greek and modern European and American political discourse. It looks at how concepts such as citizenship, ownership, family, morality, finance, sport, war, domination, human life, and animals are used to reframe political issues in ways promoted by the speaker, and how they may continue to be reshaped in the ongoing political discourse. The analysis of examples of ancient Athenian public rhetoric and of modern European (...) and American political debates reveals the differences and some striking similarities in the ways political and civic values were expressed and reframed in antiquity and how they are used today. This essay also discusses the potential effects of such framing in antiquity and in more recent times. (shrink)

The date 23 June 2016 brought in front of the United Kingdom and the European Union a very serious challenge named Brexit. In the June 23, 2016 referendum, the British voted to leave one of the most unique international organizations in the world, thus putting the EU in front of the UK’s request for the activation of Article 50 of the Lisbon Treaty, which the EU is facing for the first time. Brexit is opening new chapters in the history (...) of the UK, while the EU is engaging with the procedures of the voluntary withdrawal of an important member state, which is known about its high political and military role in the world. Some experts of international relations and European studies say that Brexit will have much more consequences for the UK, some for the EU, but truth is that Brexit will be accompanied with many consequences for both of its protagonists. Its risks are very serious so they may result with the dissolution of the UK. Meanwhile, the increase of euroscepticism within the EU’s member states, with particular emphasis the presence of Eurosceptic voices in its most important members is at a very worrying level. Based on these facts, the knowledge about the real meaning of Brexit is necessary. Therefore, the main focus of this research lies in the classification of the main political consequences of Brexit for the UK and the EU. (shrink)

This article looks at the mutual relations and links between globalisation and the integration of countries within the European Union. As the economic sphere is undergoing unrestrained globalisation, the position and sovereignty of nation-states is being weakened and politics is becoming harnessed to the economy. The relationship between the economy and politics is thus changing and there is a need to regulate the economy at a supranational level. The European Union has the potential to make positive use of (...) the trend towards globalisation and limit its negative impacts on the economic, social, ecological and cultural levels. This requires, however, deeper integration and further harmonisation of the countries of the European Union in the economic and political spheres. In order for the countries to come closer together, as the current situation requires, a European people (or demos) and a European public space must be created. (shrink)

Beyond Community political minimalism, citizenship, rights and States are today associated with new constitutional ambitions. In this connection this paper draws attention to the “unsaturated” character of national institutions, especially parliamentary institutions, and argues for a re-elaboration of the classical European conceptions of rights in an institutional rather than a purely individualistic perspective.

The European crisis has provoked widespread critique of capitalist arrangements in most if not all countries in Europe. But to what extent do contemporary social protest and critique indicate a revival of critical capacity? The range of criticisms against the existing capitalist system raised by various social movements is seen as ineffectual and fragmented. Such observations are mirrored in sociological analyses of the critique of capitalism. A distinct type of critique of capitalism has, however, not been explicitly conceptualized. This (...) political critique, denouncing the depoliticization and the erosion of autonomy resulting from capitalist arrangements, indicates the crucial role of the political in formulating common projects. The article will, first, briefly discuss Boltanski and Chiapello’s historical identification of forms of critique of capitalism as well as the contemporary relevance of these. In a second step, it will conceptualize and in a way recuperate a political critique of capitalism. In a third step, it will show that the contours of a critique that explicitly refers to the political is available in the contemporary European context, not least in claims made by movements that pursue a ‘Europe of the Commons’ and an ‘alternative Europe’.
