This is a partial phenomenological study of a phenomenon that I call “displaced feeling”, which is best illustrated through a concrete example. I am overcome by a strong desire to stop writing. For one reason or another, I reject the possibility of pursuing this desire. Instead of giving up the desire altogether, however, I may “speak to myself” as follows: “I feel like having a coffee” and, the chatter goes on in the background “of course to make coffee means to (...) stop writing”. I endorse the desire to get a cup of coffee. But the action through which I pursue this desire is coloured not by the feeling that anticipates the value associated with drinking coffee but by a feeling that anticipates the value associated with stopping writing. The latter feeling has displaced the former: I am in a state of displaced feeling. Here, I will elucidate two invariant structures of displaced feeling. First, I will show that displaced feeling involves the realisation of an endorsed state of affairs, the bringing about of a rejected state of affairs, and the belief that the former will determine the latter. Next, I will show that the endorsed state of affairs appears prominently as the end of an intention, that the rejected state of affairs appears inconspicuously in the horizon of the same intention, and that the belief appears twice: as a motive for this intention and as the “glue” that keeps its prominent and inconspicuous zones together. This work is best described as an endeavour to contribute to the phenomenology of intentions, the experiences of intending to do something. It finds its point of departure in the discussion of two ‘analytic philosophers’, John Searle and John McDowell, where two contrasting accounts of intentions are offered. The first task is to derive a hybrid account, according to which there are different kinds of intentions, each having the property of being a potential continuant with prior- and in-action phases. The (...) remainder of the discussion is a phenomenological justification of the hybrid account. Through a critical engagement with work of the classical phenomenologists, descriptions are advanced towards the end of demonstrating that the genus intention splits into the species projecting and willing and that each instantiates the property of being a potential continuant with prior- and in-action phases. This work does not offer a complete justification of the hybrid account; rather, the discussion culminates with the articulation of a concrete phenomenological problem, the answer to which is a condition for the evaluation of the phenomenological merit of the hybrid account. This problem functions as an invitation for other phenomenologists to return to thing themselves and engage in concrete phenomenological work. (shrink)

The fact that information and communication technologies (ICTs) increasingly shape our online and offline lifeworlds has lead to the emergence of a new societal threat in the form of vulnerabilities in critical ICT systems that may be exploited by malicious actors. Cybersecurity researchers work on finding such vulnerabilities and on identifying new attack vectors, i.e. they systematically step into the role of attackers. Normatively, however, the goal of this research is to strengthen ICTs against cyberattacks and, thus, to reduce the (...) societal threat. However, this implies a dual-use potential: as in any discipline, results in cybersecurity research need to be published at some point and the disclosure of vulnerabilities to software companies and ICT administrators is an integral part of ensuring that ICT vulnerabilities are closed; such a disclosure, however, can be misused by attackers, as well. Thus, instruments for ethical orientation in regard of these dual-use issues seem to be necessary to identify potential issues and to guide researchers in dealing with them. While corresponding resources, such as codes of conduct, already exists for cybersecurity research, we will show that they currently do not adequately address the need for ethical orientation in the academic context. This, we argue, creates the need for a new research ethics culture in cybersecurity research. (shrink)

This work develops a phenomenological account of mindfulness, and related phenomena. It is divided into two main parts. The aim of part one is to articulate a pre-phenomenological sketch of mindfulness by drawing on passages from some of the classic works of Western literature and everyday life, through an interpretation of the Satipaṭṭhāna Sutta and by the means of a critical analysis of the contemporary attempts to account for these phenomena. Part two adds further detail to the sketch by entering (...) a dialogue with the phenomenology of Edmund Husserl. A key distinctions made here is between the transcendental horizon and the open horizon. This difference allows cultivating mindfulness to be defined as the practice of tuning-out of the transcendental horizon and tuning-in to the open horizon. Mindfulness—the potential fruit of tuning-in-tuning-out—is defined as the feeling of being tuned-in to the open horizon.A key findings of this research is that tuning-in-tuning-out is a difference practice than the phenomenological epoché; whereas the latter discloses the transcendental horizon, the former discloses the open horizon—on which the transcendental horizon is dependent. These findings open up the possibility of a phenomenological description of certain phenomena that are closely related to mindfulness. Some of these phenomena are: Mindful attention, which is defined as the function of foregrounding a sub-horizon within the open horizon and the pushing of the other sub-horizons into the background. Concentration : the narrowing down of the open horizon to one of its sub-horizons. Insight : the activity of isolating a sub-horizon, discerning its thingly possibilities, zooming out, isolating a second sub-horizon and discerning its thingly possibilities, and then contrasting the two in such a way that their difference becomes vividly present. Literary translation, especially poetic translation, is one of the rare domains where aesthetic, literary, and technical fields meet. This characteristic makes it the sort of work where a number of theoretical and practical problems converge. It is necessary to approach the issue on three essential planes. The first is theoretical: translation is an operation defined by rules; the second, functional: translation is a practical procedure, which is to say an a posteriori task; the third, specific: poetic translation is itself a (...) poetic activity.Let us begin with the last. From the point of view of literary creation, there is actually no specific difference between the original text and that of the translation. For poet and translator alike take part in a creative act, each laboring according to his means and tastes. For each of them linguistic competence and poetic competence are essential. Indeed, the act of translating is based on a “task of purification of words and ideas” which requires the application of mental effort on the one hand to the problems and the constraints of the poetic art as such, and on the other hand, to the descriptive and analytic nature of language, which is also music. Which is to say that one should not see translation as a simple operation of a lexical order. Nor should one forget that each language requires a specific lexical classification. (shrink)

Many conceive information and communications technologies (ICT) as providing a free space which bolsters the freedom of individuals. This is because the technologies, and the ways we use them, are thought to be grounded in consent given by individuals. However, it will be argued that individuals, by their own self-regulated consent-based actions when using ICT, are actually alleviating their own individual freedoms. This novel phenomenon, which Deleuze and Guattari have drawn our attention to, is a consequence of the de-territorialization and (...) re-territorialization of desires, shaped by power processes, and practiced within Control Societies. This process is disguised as ‘choices’ made by free and self-aware individuals who give their ‘consent’. (shrink)

Türk milleti dünyanın en zengin kültürüne sahip olduğu gibi en zengin diline de sahiptir. Ancak daha eski çağların dil verileri ne yazık ki, yazılı vesikalara aktarılmamış, karanlık dönem olarak kalmıştır. O bakımdan Türkçenin Altay veya Proto-Türk devri hakkında bilgimiz sınırlıdır ve sahip olduğumuz kelime sayısı da çok azdır. Eski Türkçe adlanan bu lügat sadece Orhun-Yenisey yazıtları ile tespit edilen ve Uygur yazıtları ile devam eden Türkçenin malum en eski yazılı kaynaklarının sözlüğüdür. Yer yüzündeki diller arasında Türkçenin yerine baktığımızda, Ural-Altay dil (...) grubunun Altay koluna bağlı bir dil olduğu ve geçmişinin M.Ö. 4000’li yıllara indiği görülür. Bu tarihten, M.Ö. 5. yüzyıla kadar olan dönem genel olarak Altay veya Proto-Türk devri olarak adlandırılır. Bu dönemde Türkçe ile ilgili az da olsa birtakım dil kalıntılarına rastlanır; ancak bunun yeterli olmaması ve bu dönemden bize yazılı herhangi bir metnin ulaşmaması, bu çağların karanlık dönem olarak adlandırılmasına neden olmuştur. Bu dönemde Türkçenin Çuvaşça ve Yakutça ile henüz ayrılmadığı, hattâ daha eskiye gittiğimizde Moğol, Mançu, Tunguz dilleriyle aynı çatı altında toplandığı varsayılır. Bilindiği gibi daha önce Eski Türkçe döneminin ayrı ayrı metinlerini kapsayan birçok sözlük çalışması yapılmıştır. Ancak bu sözlükler birbirinden bağımsız hazırlanmış, bir kısmı Göktürk dönemi ile Orhun Yazıtlarını, diğer bir kısmı da Uygur dönemi ile bu dönem metinlerini temel almıştır. Eski Türkçe bir bütün olarak düşünüldüğünde, bu sözlüklerin bazı yönlerden yetersiz kaldığı bir gerçektir. Bu çalışmanın genel amacı, daha önce ortaya konulan Eski Türkçe sözlükleri bir araya getirerek Göktürk ve Uygur dönemlerini birlikte ele alan, daha kapsamlı ve tek bir sözlük oluşturmaktır. Purpose The manner in which people, businesses and governments perform is changing because of the spread of technology. Digitalization of governments can be considered a necessity as we are now entering the era of the Internet-of-Things. The advantages and disadvantages of electronic governments have been examined in several research studies. This study aims to examine the attitudes of decision-makers towards e-government. The research aims are as follows: to determine the problems related with e-government usage, to establish the factors which decrease (...) the usage of e-government services and to propose recommendations for the effective application of e-government practices. Design/methodology/approach Qualitative research has been used for the study. Participants were chosen by the snowball sampling method, and face-to-face in-depth interviews were conducted with all decision-makers. In-depth interviews are more efficient and enable the acquisition of better qualitative information, in-depth knowledge and statistics, as the distance between the interviewer and interviewee is reduced. Questions asked can be categorized under two sections, where the questions in the first section are related to the decision-maker’s management style/managerial proposition, and in the second section, technological questions are asked in terms of the preferred communication method and the decision-makers’ attitudes towards e-government practices. Findings Decision-makers perceive electronic government to be important, while the level of importance is observed to be different among the decision-makers. Chronic problems exist in many countries, such as nepotism, where the decision-makers have conflicting arguments about e-government and the resulting effect on nepotism. Furthermore, the study also indicates that decision-makers are aware of the importance of mobile government, although they acknowledge that more time is required, as their country is still developing. Electronic voting is also perceived to be important, although the decision-makers believe that security and privacy issues need to be solved before related projects can be initiated. Originality/value This research can be a benchmark study for the decision-makers of small island developing states by means of e-government. The impediments preventing the effective application of e-government practices are also discussed in the study. This study will be useful to highlight the triggers and obstacles for e-government development in the context of a developing country. Internet penetration has increased significantly since the 2000s, and therefore, decision-makers need to consider the shift in citizens’ behaviour, such as the high usage of smartphones and the emergence of the Internet-of-Things. The Covid-19 pandemic has created a ‘perfect crisis’ that combined health, ecological and economic crises, resulting in the death of millions of people and the unemployment of others. While states took extraordinary measures to manage the crisis, social scientists tried to make sense of this situation. Early in the pandemic, Italian philosopher Giorgio Agamben controversially claimed that states were instrumentalizing the disease to proclaim, “an authentic state of exception”. This study contributes to the criticisms of Agamben through a critical rereading (...) of German legal theorist, Carl Schmitt. The main argument is that Agamben’s approach to the pandemic is too strongly social constructivist, over-philosophical, over-political and a-historical due to his general philosopho-political project. Agamben’s decisionist and over-political approach is derived from his use of Schmitt’s problematic concept of the “state of exception”. However, Agamben’s use is even more problematic because he uses it to analyze various political developments ahistorically, which obliviates the concept’s analytical consistency. (shrink)

Abstract:This is a phenomenological study of mindfulness, a term commonly used to translate the Pāli term sati, and the practice that can lead to its establishment. It first attempts to account for mindfulness as a way of being-in-the-world. It then uses this description as a contrast to present an alternative and more satisfactory account. According to the alternative account, the practice of cultivating mindfulness is the practice of switching one's mode of being from being-in-the-world to 'nature-naturing'. From a different perspective, (...) this is the practice of tuning-out of our projects (the kind of possibility that is constitutive of being-in-the-world) and tuning-in to 'thingly possibilities' (the kind of possibility that is constitutive of nature-naturing). Mindfulness, the potential fruit of this practice, is the feeling of being tuned-in to naturenaturing and thingly possibilities. The study concludes with a description of how mindfulness gives rise to wisdom, the understanding of things as they are. (shrink)

The modern era has witnessed an extraordinary and unprecedented growth in our empirical knowledge regarding the human body. This raises the question: what, if anything, can phenomenology teach us about the body that the empirical sciences cannot? Whereas common sense and empirical sciences begin from the body as straightforwardly and obviously given and go on from there to think about what this thing is, what it is made up of, and how it originated, phenomenology steps back from the straightforward fact (...) in order to ask: what is the structure of the body as an appearance? This chapter considers how some of the main figures in phenomenology have tried to answer this question. The body is not explicitly discussed in what might be thought of as the two foundational works of phenomenology: Husserl’s Logical Investigations and Heidegger’s Being and Time. Nevertheless, these works set the stage for the subsequent phenomenology of the body by describing the phenomena of multidimensionality and horizontality. Our first task will be to sketch out how these phenomena were described in the foundational works. This sets up our exposition of the body as a multidimensional phenomenon. We consider Husserl’s treatment of the body in Ideas II. We also examine how the Husserlian insights were taken up and developed by Jean-Paul Sartre and Maurice Merleau-Ponty. In conclusion we raise some critical questions regarding a phenomenological focus on the body and its multidimensionality. (shrink)

For several decades, the international community has criticized Turkey for failing to uphold the human rights and freedoms of its citizens and for not realizing the principles of non-discrimination and equality within its borders. As Turkey’s European Union candidacy proceeds, religious groups such as the Alevis claim to face discrimination and violations of their human rights and freedoms by the Turkish state. The Justice and Development Party debated the Alevis’ problems and structured the Alevi Initiative, which conducted relevant workshops and (...) discussions. Alevi arguments regarding their places of worship and the state’s religious education policy were identified as their main challenges. Alevis argued that the state’s policies on religious education and places of worship discriminated against them and violated their human rights. Through several human rights law cases before domestic and international tribunals, Alevis requested fulfillment, protection, and assurance of their human rights and freedoms. Several court decisions agreed that Alevis’ human rights and freedoms were being violated. However, the challenges and demands of Alevis still persist, as they contend that they have not succeeded in gaining the human rights and freedoms as required in contemporary Turkey under the JDP government. In Ḥanafī legal thought, ta‘ātī (mutual delivery of goods and price) has been seen as a sales contract without the need for an additional legal transaction. This situation raises the question of whether the delivery transaction took place after a void (bāṭil) or invalid (fāsid) sales contract can be considered as a new contract that is revealed through ta‘ātī. In this study, which we aim to answer the aforementioned question, first of all, the issue of what kind of relationship is (...) established between the definition of the sales contract and the legitimacy of the ta‘ātī is discussed. Secondly, the relationship between the principles of “When something is void, what is implicit in that thing is also void.”, “What builds on what is invalid is also invalid” and the delivery transaction that took place after a void or invalid contract is discussed. Thirdly, it has been discussed whether the acceptance of the delivery transaction after a void or invalid contract as a new contract is dependent on the fact that the first contract has been legally terminated. In Ḥanafī thought two approaches have emerged regarding the relationship between ta‘ātī and void or invalid contract. According to Ḥanafī jurists based on the above-mentioned two principles, the delivery transaction that took place after a void or invalid contract is not a new contract. The fact that the delivery transaction becomes a new contract depends on the fact that the first contract was terminated in a legal way. In the approach of Ḥalvānī and Kāsānī, the fact that the delivery transaction that took place after a void or invalid contract gains the quality of a new contract is not dependent on the fact that the first contract is legally terminated. This approach is very important in terms of making it possible for the idea that “Delivery that took place after a void or invalid contract has the quality of a new contract.” to attribute the classical Ḥanafī thought. With agents relying more and more on information from central servers rather than their own sensors, knowledge becomes property not of a specific agent but of the data that the agents can access. The article proposes a dynamic logic of data-informed knowledge that describes an interplay between three modalities and one relation capturing the properties of this form of knowledge. One of the most important criteria for professionalism is accumulation of knowledge that is usable in professional practice. Nursing models and theories are important elements of accumulating nursing knowledge and have a chance to guarantee the ethical professional practice. In recent years, there has been an increase in the use of models in nursing research and newly created terminology has started to be used in nursing. In this study, a new model, termed as the Professional Values Model, developed by the (...) authors was described. Concepts comprising the conceptual framework of the model and relations between the concepts were explained. It is assumed that awareness about concepts of the model will increase not only the patients’ satisfaction with nursing care, but also the nurses’ job satisfaction and quality of nursing care. Contemporary literature has been reviewed and synthesized to develop this theoretical paper on the Professional Values Model in nursing. Having high values in nursing increases job satisfaction, which results in the improvement of patient care and satisfaction. Also, individual characteristics are effective in the determination of individual needs, priorities, and values. This relation, proved through research about the Professional Values Model, has been explained. With development of these concepts, individuals’ satisfaction with care and nurses’ job satisfaction will be enhanced, which will increase the quality of nursing care. Most importantly, nurses can take proper decisions about ethical dilemmas and take ethical action when they take these values into consideration when giving care. The Professional Values Model seems suitable for nurse managers and it is expected that testing will improve it. Implementation of the Professional Values Model by nurse managers may increase motivation of nurses they work with. It is suggested that guidance by the Professional Values Model may help in enhancement of motivation efforts of the nurse managers and therefore should be taken into account. (shrink)
