Beginning with the assumptions that genetic technology will make possible the enhancement of some significant human capacities and that our society will have self-evident reasons to pursue such enhancements, this essay suggests less evident reasons to proceed with extreme caution. The essay asks: Will we, in our attempts to enhance humans by reducing their subjection to chance and change, inadvertently impoverish them? It explores how technologies aimed at enhancement might affect the good that is our experience of some forms of (...) the beautiful and the excellent, the good that is relationships of care, and the good that is diversity across the life span. In the end, it speculates about the fundamental philosophical difference that underlies the disagreement between those who would tend to embrace a project to enhance human capacities and those who would tend to criticize such a project. General relativity poses serious problems for counterfactual propositions peculiar to it as a physical theory. Because these problems arise solely from the dynamical nature of spacetime geometry, they are shared by all schools of thought on how counterfactuals should be interpreted and understood. Given the role of counterfactuals in the characterization of, inter alia, many accounts of scientific laws, theory confirmation and causation, general relativity once again presents us with idiosyncratic puzzles any attempt to analyze and understand the nature of (...) scientific knowledge must face. Paperback, 243 pp. ISBN 9780745340463The COVID-19 pandemic and the unfolding climate crisis, with the multiplication of unprecedented weather events, have shown how urgent it is to reflect on our responses to disaster. Following up on themes she first broached in Coronavirus, Class, and Mutual (...) Aid in the United Kingdom, Rhiannon Firth throws a fresh, anarchist, and utopian light on disaster relief in Disaster Anarchy.1 In this work, Firth seeks to “consider how [anarchist] social movements’ impressive efforts in mutual aid might contribute to a radical and revolutionary reconceptualisation of disasters and the processes of relief and recovery efforts” (19). To do so, she begins by surveying the dominant approaches to disaster relief (chapters 2 and 3) before offering a comprehensive anarchist theoretical critique of these perspectives (chapter 4). Firth then fleshes out her anarchist theory of disaster and community response through two empirical case studies of grassroots relief efforts. In chapter 5 she looks into the Occupy Sandy movement, a New York area community-based response to the damage caused by Hurricane Sandy’s passage in October 2012 in the United States. The final chapter is then dedicated to the COVID-19 Mutual Aid Groups that emerged in the United Kingdom during the pandemic.In building her argument, Firth mobilizes anarchist (and more broadly radical) theory and interviews with participants in both movements. She engages with how activists motivated and understood their participation in mutual aid groups, perceived disaster and relief organizing, sought to solve practical and political problems, and reflected on their experiences. The empirical sections of Disaster Anarchy are thus reminiscent of investigations into the anarchist connections and orientations of contemporary social movements, such as Occupy Wall Street.2 However, Firth’s is a work [End Page 606] of political theory. Her interviews were not conducted simply to describe and analyze the anarchist components of disaster relief social movements. Echoing Uri Gordon, she proposes to take the “worldviews of activists seriously as sources of theoretical knowledge,” leading us to rethink both anarchism and the politics of disaster as a whole (16).3 There lies a key part of the originality of Firth’s contribution to both anarchist theory and to the study of disaster relief. The utopian core of Disaster Anarchy also shines through this movement-based theoretical elaboration of an anarchist challenge to the dominant theories and practices of disaster relief. By examining mutual aid groups in critical dialogue with anarchist theory, Firth raises the possibility of more egalitarian and democratic “utopian alternatives to the status quo,” though, as she reminds us, they always run the risk of being co-opted (20).To set the scene for the desirability of anarchist approaches to disaster relief, Disaster Anarchy opens with Firth’s dissatisfaction with what she identifies as the two main sets of approaches to disaster studies. The first represents “the dominant neoliberal paradigm of disaster politics” and falls under the umbrella of “Disaster Risk Reduction (DRR)” (21). Firth contends that, despite some internal variety, all DRR approaches share the three same basic assumptions. First, DRR considers disasters to be “ruptures in the normal functioning of society.” They become a “management problem” that must be dealt with using the tools of political governance to restore order and ensure “systemic stability” (39–40). This can be done both directly through state institutions, and through civil society-based nongovernmental organizations (NGOs) that cooperate with state institutions. DRR then evaluates responses using the categories of “efficiency and cost-effectiveness,” leaving aside “the affects and human impacts of disasters” (40). Second, DRR tends to flatten out differences between disasters, and in the ways in which individuals and groups respond to them. Disaster becomes abstract, and authorities can design sets of responses taken to be effective regardless of local contexts and demands. DRR approaches are therefore particularly congenial to the growth of large governmental “specialised agencies like DHS [Department of Homeland Security] and FEMA [Federal Emergency Management Agency]” that produce knowledge and practices linked to the vertical “management of disaster” (41). This paper analyzes a European research project called ‘Deepening Ethical Engagement and Participation in Emerging Nanotechnologies’ with the abbreviation DEEPEN. The DEEPEN’s findings and conclusions on the narratives, public understandings and the lay ethics of nanotechnologies are examined in a critical manner. Through a criticism of the theoretical framings of what constitutes a narrative and the application of a different theoretical framing of narratives, the paper argues that the findings and conclusion of the DEEPEN should be approached with caution as (...) there are several unjustified claims concerning the contextualization of the findings. Such claims pertain to the theoretical framing of narratives, virtue ethics, modernity, lay attitudes, and earlier research. (shrink)

This paper deals with the "functions of intentional explanations" of actions (IEAs), i.e., explanations that refer to intentional states (beliefs, desires, etc.) of the agent. IEAs can have different formats. We consider these different formats to be instruments that enable the explainer to capture different kinds of information. We pick out two specific formats, i.e. "contrastive" and "descriptive", which will enable us to discuss the functions of IEAs. In many cases the explanation is contrastive, i.e. it makes use of one (...) or more contrasts between real intentional states and ideal intentional states (ideal from the point of view of the explainer). In many other cases IEAs have a descriptive (covering-law) format. The aim of this paper is to analyze the functions the two kinds of explanations can have. We will show that certain functions are better served by one rather than the other format. This leads to pluralism with respect to formats. We argue that both formats are necessary and that their functions are complementary. (shrink)

The purpose of this paper is to increase the understanding of how different types of experts with influence over the development of AI, in this role, reflect upon distribution of forward-looking responsibility for AI development with regard to safety and democracy. Forward-looking responsibility refers to the obligation to see to it that a particular state of affairs materialise. In the context of AI, actors somehow involved in AI development have the potential to guide AI development in a safe and democratic (...) direction. This study is based on qualitative interviews with such actors in different roles at research institutions, private companies, think tanks, consultancy agencies, parliaments, and non-governmental organisations. While the reflections about distribution of responsibility differ among the respondents, one observation is that influence is seen as an important basis for distribution of responsibility. Another observation is that several respondents think of responsibility in terms of what it would entail in concrete measures. By showing how actors involved in AI development reflect on distribution of responsibility, this study contributes to a dialogue between the field of AI governance and the field of AI ethics. Sokrates var inte bara en filosofisk nydanare. Genom sitt sätt att involvera sina samtalspartners i den filosofiska processen var han också i hög utsträckning en pedagogisk nydanare. Hans pedagogiska grundidé var den så kallade majeutiska metoden – det vill säga ”barnmorskemetoden”. Med det menade han att han inte överförde sina egna färdiga tankar till den han talade med utan han hjälpte sin samtalspartner att föda sina egna tankar. Inom pedagogiken är det vanligt att använda den så kallade ”Sokratiska metoden” vilket (...) i sin enklaste form bara innebär att man ställer frågor till studenterna. Den här artikeln kommer emellertid att handla om en mer sofistikerad metod som används för begreppsanalys/begreppsdefinition i grupp. Metoden är inspirerad av Sokrates men skiljer sig också en del från hur Sokrates själv grep sig an sina dialoger – åtminstone så som de beskrivs av Platon. Artikeln innehåller en kort historisk och pedagogisk bakgrund men syftar framför allt till att utgöra en praktisk vägledning för genomförande av sokratiska dialoger i filosofiundervisningen. Artikeln bygger framför allt på mina egna erfarenheter av att använda Sokratisk Dialog i undervisningen vid Filosofiska institutionen vid Lunds universitet, Lunds Tekniska Högskola, Sveriges Lantbruksuniversitet och i det privata näringslivet. Artikeln vänder sig till alla som undervisar i filosofi på universitetet eller gymnasiet eller i filosofiska metoder för studenter vid andra utbildningar, t.ex. värdeteori, vetenskapsteori eller tillämpad etik för ingenjörer eller medicinare – eller i vilket annat ämne som helst där det förekommer begrepp som saknar en enkel och knivskarp definition men som är viktiga för ämnet. The furor which greeted David Friedrich Strauss's The Life of Jesus upon its publication in 1835 has always been something of a mystery. This essay argues that the ferocity of the reaction can be traced to the contravention of a widely shared expectation in nineteenth-century Germany that theological scholarship would and should be read exclusively by theologians. The reception of the book in the 1830s and subsequent decades shows that this expectation increasingly conflicted with the liberal vision of a public (...) sphere governed by universal reason. By the end of the century, the formerly controversial Strauss had become a venerated figure in Germany, which suggests the extent to which the liberal vision of the public sphere ultimately triumphed. Human papillomavirus (HPV) infection is the world’s most common sexually transmitted infection. It is a prerequisite for cervical cancer, the second most common cause of death in cancer among women worldwide, and is also believed to cause other anogenital and head and neck cancers. Vaccines that protect against the most common cancer-causing HPV types have recently become available, and different countries have taken different approaches to implementing vaccination. This paper examines the ethics of alternative HPV vaccination strategies. It devotes particular (...) attention to the major arguments for and against one strategy: voluntary, publicly funded vaccination for all adolescent boys and girls. This approach seems attractive because it would protect more people against cervical cancer and other HPV-related cancers than less inclusive alternatives, without the sacrifice of autonomy that a comparably broad compulsory programme would require. Also, the herd immunity that it would likely generate would protect those who remain unvaccinated, a major advantage from a justice perspective. However, there is a possibility that a HPV vaccination programme targeting all adolescents of both sexes is not considered sufficiently cost-effective. Also, it might pose more difficulties for achieving informed consent than comparable vaccination programmes against other diseases. Ultimately, society’s choice of HPV vaccination strategy requires careful consideration not only of the values at stake but also of available and emerging scientific evidence. (shrink)

This book analyses public sector reform comprehensively in all parts of China's public sector - government bureaucracy, public service units and state-owned enterprises. It argues that reform of the public sector has become an issue of great concern to the Chinese leaders, who realize that efficient public administration is key to securing the regime's governing capacity and its future survival. The book shows how thinking about public sector reform has shifted in recent decades from a quantitative emphasis on 'small government', (...) which involved the reduction in size of what was perceived as a bloated bureaucracy, to an emphasis on the quality of governance, which may result in an increase in public sector personnel. The book shows how, although Western ideas about public sector reform have had an impact, Chinese government continues to be best characterized as 'state capitalism', with the large state-owned enterprises continuing to play an important - and increasing - role in the economy and in business. However, state-owned enterprises no longer provide care for large numbers of people from the cradle to the grave - finding an alternative, efficient way of delivering basic welfare and health care is the big challenge facing China's public sector. Book Review of Luc Bovens and Stephan Hartmann *Bayesian Epistemology* by Erik J. Olsson.

Theorists in the embedded, embodied, and enactive traditions have frequently proposed habit as a model for much or all of cognition. These proposals typically depict habit as a pervasive phenomenon with unique explanatory benefits. This paper contends, however, that the concept of habit, as applied in these debates, is more effectively understood not as a general principle explaining cognitive processes, but as an evocative picture of the mind that reorients our thinking. By examining popular self-improvement books on habits, we show (...) that philosophical applications of ‘habit’ heavily rely on common everyday understandings of the term. We argue that this dependence casts doubt on its status as a unifying explanans. We further demonstrate that insufficient recognition of this dependence promotes a mistaken view of habits as constituting the grounds of mentality. In our conclusion, we discuss the implications of moving beyond a uniform explanatory framework for cognition, advocating for a greater emphasis on the contextual embedding of mental phenomena instead. Fresh look at how Jewish intellectuals thought about Judaism within a German philosophical tradition.

In “Ducking Friendly Fire: Davison on the Grounding Objection”, William Lane Craig responds to a statement of The Grounding Objection articulated by Scott Davison in “Craig on the Grounding Objection to Middle Knowledge”. According to Davison, unless we have an explanation of true counterfactuals that makes reference to actual human persons in specific situations we lack an adequate explanation of how counterfactuals of creaturely freedom could possibly be true. Drawing from and elaborating on Edward Wierenga’s response to The Grounding Objection (...) in “Providence, Middle Knowledge, and the Grounding Objection”, I formulate and motivate a view that satisfies the plausible requirement that the grounds for God’s knowledge of true counterfactuals of creaturely freedom are actually existent things while eschewing Davison’s implausibly strong requirement that the things in question must be specific human persons in specific situations. I conclude that, contrary to Davison, facts about uninstantiated human person essences can do at least some of the relevant explanatory work. (shrink)

Tube of Plenty is an abridgement of Erik Barnouw's classic 3-volume History of Broadcasting in the United States. The paperback edition was first published in 1976 and a second edition in 1982. Much has happened in television in the 1980s; the decline of the three major networks, the expansion of cable and satellite television, film channels like Home Box Office, the success of ESPN, and MTV, and the increased way in which the White House in Washington has managed and (...) controlled national news and its contents. Barnouw has added an extensive chapter dealing with the changes of the 1980s and looking ahead to the 1990s. (shrink)

In the present paper it is argued that genetic interventions on human embryos are in principle permissible if they promote the health of the persons that these embryos will one day become and impermissible if they compromise their health. This so called health-intervention principle is reached by, inter alia, rejecting alternative approaches to the problem of the permissibility of genetic intervention. The health-intervention principle can be interpreted in different ways depending on how the notion of health is understood. The central (...) part of the paper is an attempt to find a concept of health which is such that it makes the health-intervention principle normatively plausible. For this purpose I examine two influential competing theories of health: Cristopher Boorse’s biostatistical theory of health and Lennart Nordenfelt’s welfare theory of health. I argue that the health-intervention principle is more plausible if health is understood in the latter sense, although it is not ruled out that the principle may be given an even more plausible explication in terms of some other notion of health. Inleidend overzicht van het wetenschapsfilosofische denken van vijftien hedendaagse filosofen.

The purpose of this paper is to briefly describe and compare the original goals and perspectives of both rhetoric and dialectic in theory and in practice. Dialectic is the practice and theory of conversations; rhetoric that of speeches. For theory of dialectic, this paper will turn to Aristotle's Topics and Sophistical Refutations; for theory of rhetoric, to his Rhetoric. Thus it will appear that rhetoric and dialectic are pretty close. Yet, on the other hand, there is a long tradition of (...) mutual antagonism. The paper tries to summarize the common features of, as well as the differences between, the two. To get a taste of both dialectic and rhetoric in practice the reader is invited to enter the House of Callias, as we know it from Plato's Protagoras. After this visit there remains no doubt that rhetoric and dialectic are intertwined on the level of practice. Moreover, we may look forward to their integration on the level of theory. (shrink)

The theoretical tools bequeathed to us by classical and revival pragmatism offer the potential for informing robust empirical work in sociology. But this potential has yet to be adequately demonstrated. There are a number of strands of pragmatism; this article draws primarily upon Dewey’s theory of action to examine Hull-House in its early years. Of particular interest are the practices of Jane Addams and other Hull-House residents. What were they doing to help people and why? An attempt to answer these (...) questions in non-teleological terms forms the empirical basis of the article. This article should provide some support to those historical sociologists who might consider (or already are) taking a pragmatist turn in their work. And, it should strengthen the empirical foundations of pragmatism as an alternative (non-teleological) way to understand social action. (shrink)
