In this paper the explanatory gap of the philosophy of mind is explored, and found to have a similar structure even in different framings of the mind–body problem. This leads to the consideration that the MBP may be a special case of the more general whole-part problem: how do properties of wholes arise from the particular assembly of isolated parts? The conclusion is argued that only an approach of mereological holism offers solace from the explanatory gap problem, exchanging it for (...) a reverse explanatory gap problem that has more promising prospects for future solution, possibly in the form of integrated information theory. These considerations, along with the problem of explaining qualia lead to a proposed solution to the MBP in holistic cosmopsychism. (shrink)

Alfred Wegener’s Theory of Continental Drift and its Rivals. Rational Disagreement and Rational Consensus in the Earth Sciences Alfred Wegener launched the idea of continental drift (lateral motion of continents on the earth) early in the 20th century. In the period 1915-1930 he did not succeed to convince his fellow earth scientist to leave behind their old permanentist or contractionist theories and adopt his new theory. In the second half of the 20th century – between 1960 and 1975 – continental (...) drift quickly became the dominant theory in the earth sciences. In this paper I analyse both episode by means of methodological concepts developed by Larry Laudan. I argue that the disagreement in the early days as well as the quickly emerging consensus in the second period are rational. (shrink)

In this article, we review the intrinsic democratic flaws in electoral representation, lay out a set of principles that should guide the construction of a sortition chamber, and argue for the virtue of a bicameral system that combines sortition and elections. We show how sortition could prove inclusive, give citizens greater control of the political agenda, and make their participation more deliberative and influential. We consider various design challenges, such as the sampling method, legislative training, and deliberative procedures. We explain (...) why pairing sortition with an elected chamber could enhance its virtues while dampening its potential vices. In our conclusion, we identify ideal settings for experimenting with sortition. (shrink)

General relativity poses serious problems for counterfactual propositions peculiar to it as a physical theory. Because these problems arise solely from the dynamical nature of spacetime geometry, they are shared by all schools of thought on how counterfactuals should be interpreted and understood. Given the role of counterfactuals in the characterization of, inter alia, many accounts of scientific laws, theory confirmation and causation, general relativity once again presents us with idiosyncratic puzzles any attempt to analyze and understand the nature of (...) scientific knowledge must face. The general-case glass ceiling hypothesis states that not only is it more difficult for women than for men to be promoted up levels of authority hierarchies within workplaces but also that the obstacles women face relative to men become greater as they move up the hierarchy. Gender-based discrimination in promotions is not simply present across levels of hierarchy but is more intense at higher levels. Empirically, this implies that the relative rates of women being promoted to higher levels compared to (...) men should decline with the level of the hierarchy. This article explores this hypothesis with data from three countries: the United States, Australia, and Sweden. The basic conclusion is that while there is strong evidence for a general gender gap in authority—the odds of women having authority are less than those of men—there is no evidence for systematic glass ceiling effects in the United States and only weak evidence for such effects in the other two countries. In this paper we introduce the device perspective as a methodological contribution to platform studies. Through an engagement with debates about the notion of affordances, which focus on the relation between the technical and the social, we put forward an approach to study the production of data within platforms by engaging with the material properties of platforms as well as their interpretation and deployment by various types of users. As a case in point, we study how the affordances of Wikipedia (...) are deployed in the production of encyclopedic knowledge and how this can be used to study controversies. The analysis shows how Wikipedia affords unstable encyclopedic knowledge by having mechanisms in place that suggest the continuous negotiation of existing knowledge. We furthermore showcase the use of our open-source software, Contropedia, which can be utilized to study knowledge production on Wikipedia. (shrink)

The development of post-national democracy in Europe depends on the emergence of an overarching communicative space that functions as a public sphere. But can there be a public sphere when there is no collective identity? Despite the fact that the European Union (EU) is neither a state nor a nation its development as a new kind of polity is closely connected to the formation of a common communicative space. In this article it is argued that European cooperation and problem solving (...) create public spaces but has not (as of yet) produced a single, general European public sphere. Rather what one finds are transnational, segmented publics evolving around policy networks constituted by the common interest in certain policy fields. They are found wanting with regard to political justification intrinsic to the democratic principle that requires a general non-exclusive public sphere. The EU also harbours many legally institutionalized discourses - strong publics - that are specialized on collective will-formation close to the centre of the political system and which have been promoters of democratic reforms. Paperback, 243 pp. ISBN 9780745340463The COVID-19 pandemic and the unfolding climate crisis, with the multiplication of unprecedented weather events, have shown how urgent it is to reflect on our responses to disaster. Following up on themes she first broached in Coronavirus, Class, and Mutual (...) Aid in the United Kingdom, Rhiannon Firth throws a fresh, anarchist, and utopian light on disaster relief in Disaster Anarchy.1 In this work, Firth seeks to “consider how [anarchist] social movements’ impressive efforts in mutual aid might contribute to a radical and revolutionary reconceptualisation of disasters and the processes of relief and recovery efforts” (19). To do so, she begins by surveying the dominant approaches to disaster relief (chapters 2 and 3) before offering a comprehensive anarchist theoretical critique of these perspectives (chapter 4). Firth then fleshes out her anarchist theory of disaster and community response through two empirical case studies of grassroots relief efforts. In chapter 5 she looks into the Occupy Sandy movement, a New York area community-based response to the damage caused by Hurricane Sandy’s passage in October 2012 in the United States. The final chapter is then dedicated to the COVID-19 Mutual Aid Groups that emerged in the United Kingdom during the pandemic.In building her argument, Firth mobilizes anarchist (and more broadly radical) theory and interviews with participants in both movements. She engages with how activists motivated and understood their participation in mutual aid groups, perceived disaster and relief organizing, sought to solve practical and political problems, and reflected on their experiences. The empirical sections of Disaster Anarchy are thus reminiscent of investigations into the anarchist connections and orientations of contemporary social movements, such as Occupy Wall Street.2 However, Firth’s is a work [End Page 606] of political theory. Her interviews were not conducted simply to describe and analyze the anarchist components of disaster relief social movements. Echoing Uri Gordon, she proposes to take the “worldviews of activists seriously as sources of theoretical knowledge,” leading us to rethink both anarchism and the politics of disaster as a whole (16).3 There lies a key part of the originality of Firth’s contribution to both anarchist theory and to the study of disaster relief. The utopian core of Disaster Anarchy also shines through this movement-based theoretical elaboration of an anarchist challenge to the dominant theories and practices of disaster relief. By examining mutual aid groups in critical dialogue with anarchist theory, Firth raises the possibility of more egalitarian and democratic “utopian alternatives to the status quo,” though, as she reminds us, they always run the risk of being co-opted (20).To set the scene for the desirability of anarchist approaches to disaster relief, Disaster Anarchy opens with Firth’s dissatisfaction with what she identifies as the two main sets of approaches to disaster studies. The first represents “the dominant neoliberal paradigm of disaster politics” and falls under the umbrella of “Disaster Risk Reduction (DRR)” (21). Firth contends that, despite some internal variety, all DRR approaches share the three same basic assumptions. First, DRR considers disasters to be “ruptures in the normal functioning of society.” They become a “management problem” that must be dealt with using the tools of political governance to restore order and ensure “systemic stability” (39–40). This can be done both directly through state institutions, and through civil society-based nongovernmental organizations (NGOs) that cooperate with state institutions. DRR then evaluates responses using the categories of “efficiency and cost-effectiveness,” leaving aside “the affects and human impacts of disasters” (40). Second, DRR tends to flatten out differences between disasters, and in the ways in which individuals and groups respond to them. Disaster becomes abstract, and authorities can design sets of responses taken to be effective regardless of local contexts and demands. DRR approaches are therefore particularly congenial to the growth of large governmental “specialised agencies like DHS [Department of Homeland Security] and FEMA [Federal Emergency Management Agency]” that produce knowledge and practices linked to the vertical “management of disaster” (41). Provability, Computability and Reflection.

The main issue in the epistemology of peer disagreement is whether known disagreement among those who are in symmetrical epistemic positions undermines the rationality of their maintaining their respective views. Douven and Kelp have argued convincingly that this problem is best understood as being about how to respond to peer disagreement repeatedly over time, and that this diachronic issue can be best approached through computer simulation. However, Douven and Kelp’s favored simulation framework cannot naturally handle Christensen’s famous Mental Math example. (...) As a remedy, I introduce an alternative simulation framework, Laputa, inspired by Alvin Goldman’s seminal work on veritistic social epistemology. I show that Christensen’s conciliatory response, reasonably reconstructed and supplemented, gives rise to an increase in epistemic value only if the peers continue to recheck their mental math; else the peers might as well be steadfast. On a meta-level, the study illustrates the power of Goldman’s approach when combined with simulation techniques for handling the computational issues involved. (shrink)

Sokrates var inte bara en filosofisk nydanare. Genom sitt sätt att involvera sina samtalspartners i den filosofiska processen var han också i hög utsträckning en pedagogisk nydanare. Hans pedagogiska grundidé var den så kallade majeutiska metoden – det vill säga ”barnmorskemetoden”. Med det menade han att han inte överförde sina egna färdiga tankar till den han talade med utan han hjälpte sin samtalspartner att föda sina egna tankar. Inom pedagogiken är det vanligt att använda den så kallade ”Sokratiska metoden” vilket (...) i sin enklaste form bara innebär att man ställer frågor till studenterna. Den här artikeln kommer emellertid att handla om en mer sofistikerad metod som används för begreppsanalys/begreppsdefinition i grupp. Metoden är inspirerad av Sokrates men skiljer sig också en del från hur Sokrates själv grep sig an sina dialoger – åtminstone så som de beskrivs av Platon. Artikeln innehåller en kort historisk och pedagogisk bakgrund men syftar framför allt till att utgöra en praktisk vägledning för genomförande av sokratiska dialoger i filosofiundervisningen. Artikeln bygger framför allt på mina egna erfarenheter av att använda Sokratisk Dialog i undervisningen vid Filosofiska institutionen vid Lunds universitet, Lunds Tekniska Högskola, Sveriges Lantbruksuniversitet och i det privata näringslivet. This book analyses public sector reform comprehensively in all parts of China's public sector - government bureaucracy, public service units and state-owned enterprises. It argues that reform of the public sector has become an issue of great concern to the Chinese leaders, who realize that efficient public administration is key to securing the regime's governing capacity and its future survival. The book shows how thinking about public sector reform has shifted in recent decades from a quantitative emphasis on 'small government', (...) which involved the reduction in size of what was perceived as a bloated bureaucracy, to an emphasis on the quality of governance, which may result in an increase in public sector personnel. The book shows how, although Western ideas about public sector reform have had an impact, Chinese government continues to be best characterized as 'state capitalism', with the large state-owned enterprises continuing to play an important - and increasing - role in the economy and in business. However, state-owned enterprises no longer provide care for large numbers of people from the cradle to the grave - finding an alternative, efficient way of delivering basic welfare and health care is the big challenge facing China's public sector. Rietveld Landscape’s strategic interventions focus and use the forces of existing developments and processes. This design method creates new opportunities for landscape, architecture, the public domain, ecology, recreation and economic activity.

Compared to standard liberal approaches to public reason and justification, the asymmetric convergence model of public justification allows for the public justification of laws and policies based on a convergence of quite different and even publicly inaccessible reasons. The model is asymmetrical in the sense of identifying a broader range of reasons that may function as decisive defeaters of proposed laws and policies. This paper raises several critical questions about the asymmetric convergence model and its central but ambiguous presumption against (...) coercion. By drawing on the theory of structural coercion, a main conclusion of the paper is that the asymmetric convergence model ultimately encounters the very incompleteness problems that its proponents often associate with more familiar consensus models of public justification. The paper also develops an alternative, Rawlsian-inspired account of public justification that includes elements of both convergence and consensus but not asymmetry. The Rawlsian model enables us to understand how democratic decisions may possess a degree of procedural, but still morally significant, liberal legitimacy under conditions of pluralism even when citizens fail to agree fully about either the premises of or conclusions to their political arguments. The concept of reasonableness is essential to John Rawls’s political liberalism, and especially to its main ideas of public reason and liberal legitimacy. Yet the somewhat ambiguous account of reasonableness in Political Liberalism has led to concerns that the Rawlsian distinction between the reasonable and the unreasonable is arbitrary and ultimately indefensible. This paper attempts to advance a more convincing interpretation of reasonableness. I argue that the reasonable applies first to citizens, who then play an important role in determining which (...) comprehensive doctrines and political conceptions of justice are reasonable. In addition, while Rawls fails to specify explicitly the meaning of the reasonable in his standard of political justification (i.e. the liberal principle of legitimacy based on the criterion of reciprocity), I offer an interpretation of what it means for citizens to present reasonable claims and arguments to one another in public reason. A recent essay by Jürgen Habermas revisits political liberalism and takes up the question of the extent to which democratic citizens and officials should rely on their religious convictions in publicly deliberating about and deciding political issues. With his institutional translation proviso, a proposed alternative to Rawls' idea of public reason, Habermas hopes to dodge familiar (and often overstated) criticisms that liberal requirements of citizenship are unfair or disproportionately burdensome to religious believers. I argue that, due in part to its (...) sharp contrast between the obligations attributed to political officials and those attributed to ordinary citizens, Habermas' position is beset by additional, quite considerable difficulties. I conclude that Habermas' account of religion in the public sphere does not present a genuine alternative to the leading liberal theory of citizenship and public reasoning. (shrink)

Is it permissible for a citizen or political official to exercise coercive political power on the basis of a political justification associated with a religiously motivatedconception of justice? In this paper I accept John Rawls’s general approach to this question, but attempt to show how the Rawlsian approach is more inclusive ofreligious reasoning than many have supposed. My paper focuses specifically on the 1986 Catholic bishops’ pastoral letter on the U.S. economy. The bishops’ letter is certainly part of what Rawls (...) calls a “comprehensive doctrine.” But, as I argue in the paper, the letter is also consistent with political liberalism’s core idea of reasonableness, supports a reasonable political conception of justice and satisfies the Rawlsian “proviso” concerning the public-political use of religious argument. From the standpoint of political liberalism, the bishops’ letter may be interpreted as a form of public reason. (shrink)

John Broome has argued that alleged cases of value incomparability are really examples of vagueness in the betterness relation. The main premiss of his argument is ‘the collapsing principle’. I examine the debate between substantivalists and relationalists about the ontological character of spacetime and conclude it is not well posed. I argue that the hole argument does not bear on the debate, because it provides no clear criterion to distinguish the positions. I propose two such precise criteria and construct separate arguments based on each to yield contrary conclusions, one supportive of something like relationalism and the other of something like substantivalism. The lesson is that one must fix an (...) investigative context in order to make such criteria precise, but different investigative contexts yield inconsistent results. I examine questions of existence about spacetime structures other than the spacetime manifold itself to argue that it is more fruitful to focus on pragmatic issues of physicality, a notion that lends itself to several different explications, all of philosophical interest, none privileged a priori over any of the others. The E-Z Reader model (Reichle et al. 1998; 1999) provides a theoretical framework for understanding how word identification, visual processing, attention, and oculomotor control jointly determine when and where the eyes move during reading. In this article, we first review what is known about eye movements during reading. Then we provide an updated version of the model (E-Z Reader 7) and describe how it accounts for basic findings about eye movement control in reading. We then review several alternative models of (...) eye movement control in reading, discussing both their core assumptions and their theoretical scope. On the basis of this discussion, we conclude that E-Z Reader provides the most comprehensive account of eye movement control during reading. Finally, we provide a brief overview of what is known about the neural systems that support the various components of reading, and suggest how the cognitive constructs of our model might map onto this neural architecture.
