This paper argues that the distinctiveness of the Hering primary hues – red, green, blue, and yellow – is already evident at the retina. Basic features of spectral sensitivity provide a foundation for the development of unique hue perceptions and the hue categories of which they are focal examples. Of particular importance are locations in color space at which points of minimal and maximal spectral sensitivity and extreme ratios of chromatic to achromatic response occur. Robots are slowly, but certainly, entering people's professional and private lives. They require the attention of regulators due to the challenges they present to existing legal frameworks and the new legal and ethical questions they raise. This paper discusses four major regulatory dilemmas in the field of robotics: how to keep up with technological advances; how to strike a balance between stimulating innovation and the protection of fundamental rights and values; whether to affirm prevalent social norms or nudge social norms (...) in a different direction; and, how to balance effectiveness versus legitimacy in techno-regulation. The four dilemmas are each treated in the context of a particular modality of regulation: law, market, social norms, and technology as a regulatory tool; and for each, we focus on particular topics? such as liability, privacy, and autonomy? that often feature as the major issues requiring regulatory attention. The paper then highlights the role and potential of the European framework of rights and values, responsible research and innovation, smart regulation and soft law as means of dealing with the dilemmas. To this day, the study of the substratum of thought and its implied mechanisms is rarely directly addressed. Nowadays, systemic approaches based on introspective methodologies are no longer fashionable and are often overlooked or ignored. Most frequently, reductionist approaches are followed for deciphering the neuronal circuits functionally associated with cognitive processes. However, we argue that systemic studies of individual thought may still contribute to a useful and complementary description of the multimodal nature of perception, because they can take into account (...) individual diversity while still identifying the common features of perceptual processes. We propose to address this question by looking at one possible task for recognition of a “signifying sound”, as an example of conceptual grasping of a perceptual response. By adopting a mixed approach combining qualitative analyses of interviews based on introspection with quantitative statistical analyses carried out on the resulting categorization, this study describes a variety of mental strategies used by musicians to identify notes’ pitch. Sixty-seven musicians (music students and professionals) were interviewed, revealing that musicians utilize intermediate steps during note identification by selecting or activating cognitive bricks that help construct and reach the correct decision. We named these elements “mental anchorpoints”. Although the anchorpoints are not universal, and differ between individuals, they can be grouped into categories related to three main sensory modalities – auditory, visual and kinesthetic. Such categorization enabled us to characterize the mental representations that allow musicians to name notes in relationship to eleven basic typologies of anchorpoints. We propose a conceptual framework which summarizes the process of note identification in five steps, starting from sensory detection and ending with the verbalization of the note pitch, passing through the pivotal role of mental anchorpoints and mental representations. We found that musicians use multiple strategies and select individual combinations of mental anchorpoints belonging to these three different sensory modalities both in isolation and in combination. The ageing society poses significant challenges to Europe’s economy and society. In coming to grips with these issues, we must be aware of their ethical dimensions. Values are the heart of the European Union, as Article 1a of the Lisbon Treaty makes clear: “The Union is founded on the values of respect for human dignity…”. The notion of Europe as a community of values has various important implications, including the development of inclusion policies. A special case of exclusion concerns the (...) gap between those people with effective access to digital and information technology and those without access to it, the “digital divide”, which in Europe is chiefly age-related. Policies to overcome the digital divide and, more generally speaking, e-inclusion policies addressing the ageing population raise some ethical problems. Among younger senior citizens, say those between 65 and 80 years old, the main issues are likely to be universal access to ICT and e-participation. Among the older senior citizens, say those more than 80 years old, the main issues are mental and physical deterioration and assistive technology. An approach geared towards the protection of human rights could match the different needs of senior citizens and provide concrete guidance to evaluate information technologies for them. (shrink)

This dissertation concerns Edmund Husserl's theory of meaning. It focuses on Husserl's position as it develops from the Logical Investigations, published in 1900-01, through the writing of the Ideas in 1913. ;I argue that there are two theories of meaning at operation in Husserl's thinking in the Logical Investigations. One which is based upon the theory of pure logical grammar, the other based upon the theory of intentional acts of consciousness. I also consider the way in which Husserl's employs the (...) first of these to account for the distinction between sense and nonsense. ;The second chapter concerns the development of Husserl's thought from 1900 to 1913. In particular, I trace the development of this theory of the pure transcendental ego and its relationship to the notions of the epoche and the reduction. In turn, I consider the phenomenological criticism of this position made by Heidegger and Merleau-Ponty. ;Chapter three is concerned with the way in which the development of Husserl's thinking on the ego impacts on the theory of meaning. In particular, I focus on the developments which appear in the Vorlesungen Uber Bedeutungslehre: Sommersemester 1908 and Ideas I. The most significant development being the introduction of the concept of the noema as the object of the intentional act of meaning. I also consider the recent debate concerning the proper understanding of the noema as well as the relationship between sense and linguistic expression. ;These concerns lead to a consideration of Derrida's influential reading of Husserl's theory of meaning in Speech and Phenomena. While arguing that there is much of value in Derrida's reading, I criticize his claim that Husserl's theory is committed to a theory of pure self presence and intuitive presence. ;Finally, following Derrida, I question Husserl's theory of pure logical grammar. Through a consideration of poetic expression, I consider why this theory is unable to account for the distinction between sense and nonsense. However, I do argue that the intentional act theory can offer a justification for this distinction. For this reason, I conclude that a revised understanding of Husserl's phenomenological approach to meaning is still viable. (shrink)

This major new study of Machiavelli’s moral and political philosophy by Benner (Yale) argues that most readings of Machiavelli suffer from a failure to appreciate his debt to Greek sources, particularly the Socratic tradition of moral and political philosophy. Benner argues that when read in the light of his Greek sources, Machiavelli appears as much less the immoralist or (...) sophist he often is taken for and instead as a serious moral philosopher very much concerned with the republican ideals of justice and the rule of law. The author does not ignore Machiavelli’s more infamous dicta, but argues that a careful reading shows that they are expressions of views he ultimately rejects. Particularly noteworthy here is her careful attention to Machiavelli’s Florentine Histories.
Benner’s reading of Machiavelli is far too complex and subtle for such a brief summary. Her research is meticulous and her arguments finely honed. This important contribution to both Machiavelli studies and the history of political philosophy will be indispensable for scholars.
