Although the employment situation of disabled people has widely been identified as in need of improvement, progress in this area remains slow. While some progress has been made in including the physically or sensory disabled in the workplace, other types of disability have been largely neglected. This applies particularly to disabled workers in atypical employment, such as those whose workplace is the Digital Economy. In this article, we discuss the case of disabled app developers as a significant example of how (...) the current regulatory framework fails to be inclusive in its attempts to protect the rights of disabled Digital Economy workers. We identify two problems that are at the heart of this: first, a continuing failure to collect relevant and comprehensive data on disability, and second, a lack of accountability towards disabled workers in atypical employment. Consequently, we call for better data collection and argue for urgent policy changes to close the existing accountability gap. (shrink)

The article analyzes the dysfunctional effects of the interaction between the education system and the labor market in modern Russia. It is shown that this problem is being actualized due to the shortage of personnel in particularly important sectors of the domestic economy, and that the existing system of training and retraining of personnel cannot cope with the elimination of the deficit. An administrative survey of Russian faculty conducted by IPEI RANEPA (N=21164) showed that a quarter of Russian faculty assess (...) the employment chances of their graduates as “satisfactory” — and this despite the record shortage of personnel in the domestic labor market. The survey data, supplemented by the graduates’ own view of their employment (qualitative research, ten in-depth semi- structured interviews with students/graduates of Moscow universities), allowed us to draw conclusions about the primary factors preventing the effective use of youth personnel in the interests of the country’s economy. Among the macro-level factors are a lack of a well-thought- out system for converting university graduate competencies into qualifications required in the labor market (both in the humanities and natural sciences), as well as a lack of interregional forecasting of demand for certain specialties; as a result, labor force mobility is reduced. At the micro level, the lack of competencies for a competent job search among young people leads to the loss of valuable time for a career start and ineffective interactions with potential employers. Silvia Castellazzi shows how companies can implement their corporate responsibility and support employability and access to training in an incentive-compatible manner. The study provides insights into unrealized cooperation and disincentives which prevent companies from investing in a shared pool of employable and skilled people. The research draws on the theoretical framework of the economic ethics and on in-depth interviews with key stakeholders in two European countries. Findings show that incentives for investments in training are selective and might reinforce path-dependencies and (...) exclusion, while not supporting cooperation and productive competition. The importance of employment exchanges in the governance of mass unemployment in the 1930s presented social researchers with a rich site for the investigation of the meaning of unemployment from a governmental perspective, or more precisely, of how that meaning is encoded into social spaces. Comparing writing from the 1930s and earlier with my own contemporary research in Jobcentres, Benefits Agencies and Jobcentre Plus offices facilitates an understanding of how that meaning, and its literally concrete means of deployment, has shifted. (...) Observation conducted in these institutional spaces adds an empirical dimension to extant discursive analyses of the governance of unemployment. Broadly, there has been a move from an overt, gendered stigmatization of being without paid work as a moral failing deserving of penance in the 1930s employment exchange, to an attempt to discursively rearticulate unemployment with a mainstream nexus of work-consumerism in Jobcentre Plus. These changes are also indicative of broader societal shifts in the values ascribed to work and consumerism, and the ways in which a governmentally consecrated subjectivity can be achieved. (shrink)

This paper explores new working time arrangements around a critique of the ‘commodification of time’ to illuminate the contradictions of such new flexibilities. Two features of these new arrangements are seen as relevant for evaluating the Marx/Engels analysis. Firstly, it roots the examination of time in commodification, although, as criticised in this paper, some authors have seen this as the generality of time rather than that within the exchange of labour power. Significantly — and central in all working time arrangements (...) — it is labour power that is sold, be it for a particular period of time, rather than the time itself. Hence, working time arrangements set boundaries against ‘free’ time or time in which labour power is not sold as a commodity, that ‘free’ time which was recognised in the traditional arrangements — fought over in early industrialism — which set premium payments against anti-social hours within ‘overtime’. New working time arrangements tend to blur the boundaries between ‘free’ and ‘working’ time, assuming an availability of labour power to capital. While much of the promotion of flexibility stresses the possibility of making adjustment to suit social and domestic requirements it is more usually the means for altering working time to meet the demands of capital. The much-vaunted case of Volkswagen has led to ‘working time accounts’ becoming the established temporal arrangement within the German car industry and increasingly becoming the norm for other European auto producers. The name given to these new working arrangements within the motor industry suggests that time has indeed become further commodified. For workers within these new time regimes, the hours owed to their employer is displayed along with their earnings — and deductions — on their wage slip. (shrink)

Zakat is mandatory contribution in Islam. It is the command (Pherman) of Allah revealed in holy interaction/discourse of Prophet Mohammad (PBUH) with Allah. Islam stands for social and economic solidarity among the followers of Islam. It seeks to provide the basic needs of the individual out of the Zakat contribution pool. For this study, the aim is to discuss the noble and holy idea of employing zakat funds. The employment of Zakat funds are permissible in certain forms and prohibited in (...) some. This distinction is made from the perspective of Islamic jurisprudence. The study proceeded with this aim and reached the following results: (i) the employment of zakat funds is undoubtedly meant for helping the poor, disabled, destitute, and sick or orphaned individuals. (ii) Zakat has five forms in which Zakat funds are deployed/dispensed; (iii) Zakat funds take the form of investment; (iv) Zakat funds are meant to be spent in public interests; (v) Zakat funds are converted into endowments. The forms of spending (iii) and (v) are prohibited by some jurists. They contend that the permissible forms of fund-employment are: (a) providing a vocational tool (felicitation giving equipment such as tools, instruments or other things) to the needy; (b) establishing projects that benefit the poor as a privileged group/class. The study makes recommendation that Zakat controlling institutions should take care of employment of Zakat resources-pool/reservoir in providing jobs to the unemployed poor and others eligible as per Islamic philosophy and the provision of vocational tools, instruments or equipment so that the eligible poor skilled individuals are able to work more efficiently to earn their livelihood. Entrepreneurship is vital in solving the challenges involved in the employment of college students in China. The two viewpoints on the relationship between employment and entrepreneurship are the refugee effect and the entrepreneurial effect. However, the micro-mechanism of this association is yet to be comprehensively discussed. Based on the refugee effect and entrepreneurial effect, along with the entrepreneurial values as the mediating mechanism and the entrepreneurial environment as the moderating variable, this study establishes a theoretical model exploring the impact of (...) employment pressure on necessity entrepreneurship and opportunity entrepreneurship of college students. Moreover, it selected 14 universities covering the eastern, central, and western regions of China. A total of 1,187 college students were surveyed anonymously using a standardized questionnaire. Then, SPSS 24.0 and Mplus 7.0 were employed to process and analyze the data, and the Structural Equation Modeling was established to test the hypothesis. The results demonstrated that employment pressure had a significant positive impact on college students’ necessity for entrepreneurship. Also, employment pressure indirectly affected necessity entrepreneurship and opportunity entrepreneurship through the mediating effect of entrepreneurial values. The entrepreneurial environment positively moderated the relationship between employment pressure, necessity entrepreneurship, and opportunity entrepreneurship and moderated the mediating effect of entrepreneurial values. That is, in a favorable entrepreneurial environment, entrepreneurial values have a stronger mediating effect. Starting from cognitive psychology, this study explored the micro-psychological mechanism of individual employment pressure that has influenced entrepreneurial motivation. It has enriched the existing literature on the entrepreneurship theory of college students, underlining that the hypothesis on refugee effect and entrepreneurial effect is also applicable at the micro-level. Employers often encourage, incentivize, or even require their employees to engage in politics in a variety of ways. For example, employers often encourage employees to vote, press employees to support particular political candidates or policies, require employees to participate in political events, or ask employees to contact elected officials to advocate for the employer’s interests. Such practices are all forms of employer mobilization. This essay considers the threat that employer mobilization poses to employees’ speech rights, specifically employees’ right against compelled (...) speech. I argue that employer mobilization practices are liable to infringe on employees’ right against compelled speech when three conditions are met: (1) the employer asks or encourages employees to express a particular political message that is inconsistent with some employees’ beliefs and values; (2) the employer forces some employees to express the employer’s message; and (3) the employees are not employed in a role or an organization in which expressing or supporting such messages is an essential part of the job. Many employers faced with rising health care costs have adopted “voluntary” wellness programs that urge employees to engage in various health-promotion activities, such as smoking cessation and weight reduction. In the proper setting, measures to promote a more healthful lifestyle are difficult to question, but there is little compelling evidence that workplace wellness programs have significant, sustained health benefits or substantially reduce health care costs other than through cost-shifting to unhealthy employees. Congressional support for workplace wellness programs has persisted on (...) a bipartisan basis for the last twenty years, and the incentives that current statutes allow employers to offer employees have become strong enough that the voluntariness of the programs has been called into question. In recent months, the battleground has shifted to the courts, where federal regulations and employer practices have been challenged. Background: The ability to consent promotes children’s access to health services. Healthcare providers should assess and arrive at a clinical judgement about the child’s maturity and mental capacity to obtain valid consent. Research objective: The objective of the study was to determine practices employed by South African healthcare providers to obtain consent for treatment from children. Research design: A qualitative, explorative, descriptive research design was used and the study was contextual. Participants and research context: In all, 24 healthcare providers (professional (...) nurses and medical practitioners) were purposively sampled from a hospital and primary health clinics. Semi-structured interviews were used. Ethical consideration: Ethical approval was obtained from the Institutional Review Board and gatekeepers. Written informed consent was obtained from each participant. Findings: Healthcare providers’ current practices in obtaining consent from children revealed inconsistency in implementation as well as the yardstick used to determine children’s mental capacity. Building trust with children, sharing information and assessment were interlinked in obtaining consent. Discussion: The inconsistent practice has implications for children’s access to healthcare services. Conclusion: Inconsistent practices in the implementation of consent laws have the potential to violate children’s rights to bodily and psychological integrity, access to health services and having their opinions heard and be taken into consideration. Through uncovering the current perceptions and practices and a literature review, guidelines intended for use by the Department of Health could be developed. (shrink)

Las relaciones entre el mundo de la educación y el trabajo tienen objetivos diversos, relacionados con la pertinencia, la formación recibida, el ejercicio profesional, la eficiencia universitaria y la repercusión social; de manera que resulta valiosa la información sobre el cumplimiento del encargo social del profesional, al tiempo que se convierte en instrumento de gestión universitaria. Objetivo: determinar la satisfacción alcanzada por el cumplimento del encargo social de egresados de maestrías ejecutadas en la Facultad de Ciencias Médicas "Manuel Fajardo". Métodos: (...) se emplearon teóricos, empíricos, y estadísticos. Se asumió como universo a los 40 empleadores de egresados de maestrías del territorio, a quienes se les aplicó un cuestionario para obtener información sociodemográfica y de satisfacción, según escala Likert. Resultados: entre las opiniones emitidas por los empleadores predominaron las satisfactorias; seguidas por aquellos que no dieron su opinión y en tercer lugar por el grupo que manifestó insatisfacción con la labor investigativa de estos egresados al no dar respuesta al banco de problemas institucional y por tanto no reportar ningún beneficio al centro donde dirigen. Discusión: La satisfacción alcanzada por sus usuarios finales en el mundo laboral posibilitó a la Facultad de Médica del municipio determinar que las maestrías ejecutadas, cumplen satisfactoriamente con su encargo social, escuchar directamente cómo repercute su posgrado y convertir sus resultados como medida de gestión y herramienta interna institucional para monitorizar desde una perspectiva no explorada, el desempeño de sus egresados en opinión de sus empleadores directos. The relations between the world of education and work have different objectives related to appropriateness, the received training, professional practice, university efficiency and social impact; therefore the information on the fulfillment of professionals' social task is valuable, and it becomes a tool for university management at the same time. Objective: establishing the satisfaction got by the fulfillment of the social task of graduates from master degree courses implemented at Manuel Fajardo Medical Sciences Faculty. Methods: theoretical, empirical and statistical methods were used. The sample group was constituted by 40 employers of graduates from master degree courses in the region who were asked to fill in a questionnaire in order to get sociodemographic and satisfactory information according to the Likert scale. Results: satisfactory opinions prevailed among those given by employers, followed by those who did not give their opinions. The third place belongs to the group that expressed its dissatisfaction with the research work of the graduates who did not solve the institutional problems bank and therefore did not generate profits to the establishment they direct. Discussion: The satisfaction accomplished in the working world by final users made it possible for the Medical Faculty of the municipality to determine that the implemented master degree courses satisfactorily fulfill their social task, to directly listen to the impact of the postgraduate course and to change results as a management measure and as an internal institutional tool to monitor, from a non-explored perspective, the performance of graduates in their immediate employers' opinions. This article uses a case study of vocational training in Norway to explore the conditions under which employers will cooperate to increase the skill level of their workforce. It generates two sets of insights into the political economy of training in coordinated market economies. First, by demonstrating that cooperation among employers was a recent achievement that required the creation of specific, targeted mechanisms, it suggests that a cooperative outcome is difficult to attain, even amid the generally hospitable institutional environment characteristic (...) of these economies. Second, it demonstrates that the employer collective action problem with respect to the initial training of apprentices differs from that posed by the additional raining of experienced workers. This means that even within a single economy, there are several varieties of training politics, each characterized by different patterns of cooperation and conflict; this further complicates the task of creating a coordinated training regime. This paper investigates one aspect of corporate social responsibility, incorporating diversity, especially the employment of people with disabilities in Japan. Where literature on incorporating diversity through the inclusion of minorities in Japan is concerned, a reasonable number exists that focus on gender and women managers. In contrast, very scant literature (in English) exists on the employment of people with disabilities in Japan. This paper will try to fill the gap.

Autism spectrum disorder is an inherited long-living and neurological disorder that starts in the early age of childhood with complicated causes. Autism spectrum disorder can lead to mental disorders such as anxiety, miscommunication, and limited repetitive interest. If the autism spectrum disorder is detected in the early childhood, it will be very beneficial for children to enhance their mental health level. In this study, different machine and deep learning algorithms were applied to classify the severity of autism spectrum disorder. The principal concern of this paper is with the need of a theoretical shift in economics for analyzing and devising efficient and innovative policy reforms to combat employment insecurity. Mainstream economics is unable to provide appropriate theorizing about economic phenomena, including economic insecurity. Thus, we must turn to economic theories which radically question the dominant paradigm in economics. John Rogers Commons's institutionalist theory accomplishes that. First, the author of this paper outlines the distinctive character of this theory by presenting some (...) of its crucial methodological differences with neoclassical economics. Second, she explains how economic insecurity is conceptualized as an "instituted" process with this theory of institution. A better mastery of this specific school of thought in economics appears to escape the problems met by mainstream economics by proposing a real theoretical alternative for the development of a truly evolutionary, trans-disciplinary and ethical economic theory. The j?taka story of the Bodhisattva Sad?prarudita, the most well known version of which is found in the A??as?hasrik?-prajñ?p?ramit?-s?tra, is a story that has been used in different ways in various Buddhist traditions that flourished in India, Central Asia, China and Tibet. For example, it is quoted and discussed in several commentarial and biographical works in Sanskrit, Chinese and Tibetan and it is found in Candrak?rti’s Prasannapad?,??ntideva’s?ik??samuccaya, and works about the lives of eminent Tibetan masters, such as Marpa, Milarepa, Rechungpa. (...) In some works Sad?prarudita is presented as the paragon of one who searches for prajñ?p?ramit?; in others he is the model for those who desire to serve their gurus. In China, moreover, during the early stage of the Pure Land tradition, Sad?prarudita was regarded as the preeminent exemplar of one practising the niànfós?nmèi????. This paper will examine the story of Sad?prarudita as it is preserved in different sources, and will address its significance and the possible reasons for its employment by different Buddhist traditions. Self-employment merits protection and promotion, we often hear, because it confers independence from a boss. But what, if anything, is wrong with having a boss? On one of the two views that this chapter inspects, being under the power of a boss is objectionable as such, no matter how suitably checked this power may be, for it undermines workers’ agency. On a second view, which republican theorists favor, what is objectionable is subjection not to the power of a boss as (...) such but to their arbitrary power. The first view is unconvincing, I argue, as it entails (implausibly) that being under the power of others in realms like the family or the state is likewise objectionable as such. And although the second view yields compelling reasons for self-employment, it only does so when employers’ power is not suitably checked. When it is, such reasons are more easily outweighed by competing considerations, like those stemming from the further forms of dependence—on suppliers and purchasers—that self-employment may prompt. In this paper, I am concerned with what automation—widely considered to be the “future of work”—holds for the artificially intelligent agents we aim to employ. My guiding question is whether it is normatively problematic to employ artificially intelligent agents like, for example, autonomous robots as workers. The answer I propose is the following. There is nothing inherently normatively problematic about employing autonomous robots as workers. Still, we must not put them to perform just any work, if we want to avoid (...) blame. This might not sound like much of a limitation. Interestingly, however, we can argue for this claim based on metaphysically and normatively parsimonious grounds. Namely, all I rely on when arguing for my claim is that the robots we aim to employ exhibit a kind of autonomy. (shrink)

In this paper, research issues that arise when employers perform point-based job evaluations, but deviate from them because of market factors, are discussed. Greater research attention to the actual operation of markets and to the consequences of conflicts in equity perceptions is encouraged.

Local health departments and their employees are at the forefront of emergency preparedness and response. Yet, recent studies have found that some local public health workers are unwilling to report to work in a variety of disaster scenarios. This can greatly compromise a response, as many local health departments need “all hands on deck” to effectively meet increased demands. To address these concerns, local health departments have employed varied policy strategies to ensure that employees do report to work. After describing (...) different approaches taken by local health departments throughout the United States, we briefly identify and explore key ethics considerations that arise for local health departments when employees are required to report to work for emergency responses. We then discuss how these ethics considerations may inform local health department practices intended to promote a robust emergency response. (shrink)

Tracing graduates has become an imperative for higher education institutions much more during the pandemic. This tracer determined the employment and employability status of the 2019 BSE graduates and identified the competencies they adequately acquired and deemed vital for work. It used descriptive design, and data were collected from the 103 graduates through a google form with open and closed-ended questions administered between November and December 2020. Results revealed that most of the graduates had been employed in teaching and teaching-related (...) jobs but mostly in contractual arrangements within the first and second six months after graduation. Many had their first jobs with meager salaries from the private sector. Communication, pedagogy, information communication technology, time management, and flexibility were the top competencies they adequately acquired and were beneficial in work. The study concluded that these graduates had acquired 21st-century skills in their respective degree programs. These results have corresponding implications for future research in confirming the most employable skills in secondary teaching. As recommended, classroom instruction might emphasize the development of these skills. Eventually, these become the competitive advantage and employability capitals of future graduates. Administering the licensure examination and the release of its results can be done within the first three months after graduation to lessen the cost of waiting. (shrink)

Despite government policy and initiatives for remote areas, indigenous people are amongst the most disadvantaged and do exhibit higher levels of unemployment in the Australian community. A number of commentators have suggested that better educational opportunities for this minority group will considerably improve their socio-economic status and employment opportunities. This myth is exposed in this article, which reports evidence from an educational–vocational programme for Yolngu who are the indigenous people of East Arnhem Land in the Northern Territory of Australia. Arnhem Learning Education and Regional Training (ALERT) programme is conducted, mainly at Nhunlunbuy, in partnership with Rio Tinto Alcan and the Charles Darwin University, with the primary objective of preparing indigenous people for mainstream sustainable jobs. The presented content suggests that while higher educational status is important, this sole strategy is unlikely to comprehensively address outstanding issues that are confronting indigenous people and their labour market concerns. For older workers, self-employment is an important alternative to waged employment. Drawing on social learning theory and social cognitive career theory we examine how attitudes toward one’s own aging, future time perspective (captured by perceived time left to live) and perceived support from referent individuals predict self-efficacy for entrepreneurship and outcome expectations, influencing self-employment interest. Findings from a sample of professional association members (n = 174, mean age 52.5 years), revealed that an open-ended time perspective relates positively to entrepreneurial self-efficacy, (...) while social support relates positively to outcome expectations. Consistent with social cognitive career theory, entrepreneurial self-efficacy mediated the relationship between future time perspective and interest in self-employment, and outcome expectations mediated the relationship between social support and interest in self-employment. This study extends current career and entrepreneurship theory in several ways. First, the inclusion of age-related psychosocial and sociocultural factors in the study model shed light on the intersection between older age, the contextual environment and development of self-employment interest. Second, the findings support earlier arguments that older entrepreneurship is a social process whereby the social context in which people work and live influences their interest in entrepreneurship, and that entrepreneurial behavior among older peop... Employability is an important issue in the labor context. Currently, the European Union presents employability as the path to full employment and active citizenship, and a strategy to reduce unemployment and poverty. This study develops and validates an Employability Appraisal Scale. Specifically, we propose a multidimensional employability scale that analyzes both individual indicators and personal circumstances from the Bioecological Model of Employability. The Employability Appraisal Scale (EAS) assesses personal and social dimensions of employability. It was developed and tested using data (...) from 489 people from a very heterogeneous sample (precarious workers, professionals, prisoners, long-term unemployed, socially excluded, etc.). Results provide evidence for the multi-dimensional structure and validity of the EAS. This scale is a valid and reliable instrument to measure employability, and it provides criteria for interpreting scores. Finally, we present theoretical and practical implications of the EAS for social and labor integration, job transition, and career development. Our findings have positive implications for identifying effectiveness indicators in training programs, and they contribute to designing intervention policies to increase employability. (shrink)

Over the last decades, consistent research showed that voluntary work could be considered as a tool for professional development and concrete employment: volunteering could be either experienced as a desire to improve career opportunities or to acquire new skills. The study aimed to investigate voluntary work as a context of informal and non-formal workplace learning and vocational guidance, useful to develop skills and abilities, namely the capital of personal and social resources, that could promote future employability. Participants were 38 young (...) volunteers who experienced the Universal Civil Service, a national Italian program addressed to young people aged up to 28 years, giving them both the opportunity to engage in social activities useful for the community and have the first contact with a working context. In line with the objectives of the study, participants were invited to describe their volunteering experience in a diary, highlighting if and to what extent this context contributed to enhancing their employability capital, namely the asset of skills, knowledge, and networks acquired, that they could transfer to a future professional domain. The narrative data collected were examined through diatextual analysis, a specific address of discourse analysis designed to catch the relationship between enunciators, text, and context of the talk. This qualitative analysis allowed us to investigate the meanings young people attributed to these activities. In light of these results, the paper contributed to investigate volunteers’ perceptions about the conditions that could best foster this specific kind of workplace informal and non-formal learning and at proposing a qualitative perspective on the analysis of the employability capital they developed. In this paper, the nature of the contract of employment is explored from an ethical point of view. It is argued that certain normative arguments should be taken into account in order to justify such a contract. Furthermore, an argument is developed against the claim that (a) the individual’s freedom of decision and (b) the practice of institutional arrangements are sufficient to justify a contract of employment. The dimensional analysis offered shows that further conditions are needed: (a) must be elaborated (...) and interpreted to the extent that this condition is not sufficient – rather sub-criteria regarding the agent’s state of knowledge must be met; and (b) should be supplemented by a demand for fairness. A tentative analysis of existing work contracts is the starting point for the ethical analysis. The aim is to show what a legitimate, or reasonable, contract of employment will require. Finally, some important normative implications and consequences regarding the contract’s normative status are discussed. (shrink)

The research analyses the grounds for separation of employment relationship and independent contractors in civil relationship as it is established in legal provisions and court practice of the Republic of Lithuania. Firstly, criteria for separation of civil and labour legal relationship are analysed. Secondly, Lithuanian judicial practice is examined. Since employment contracts are closely related to undeclared work, thirdly, practise of recognizing of undeclared work is used as criteria for identification of employment relationship. The criteria of illegal and undeclared work (...) revealed in court practice are discussed. The study aimed to comprehensively overview the experiences encountered by public school employees during the recruitment, selection, and placement (RSP) process within the DepEd Bohol Division. Employing a qualitative-descriptive research design, the researchers utilized a phenomenological approach to delve deeply into these experiences, shedding light on the nuances and intricacies of the division's RSP process. As Lambert et al. (2013) described, qualitative- descriptive studies aim to provide a comprehensive and detailed summary of specific events experienced by individuals or groups in (...) everyday terms. To achieve this, Colaizzi's (1978) data analysis method was applied, meticulously gathering, transcribing, and analyzing recorded participant responses. The rigorous analysis revealed that an overwhelming 81% of the participants recognized significant challenges within the current RSP system of the division, underscoring the pressing need for a renewed approach to address these identified challenges. This highlighted the necessity for an RSP policy that is responsive and innovative, tailored to meet the evolving needs and expectations of applicants, schools, and the division. By implementing improvements to the RSP process, a more efficient and timely filling of vacated and newly available positions is anticipated, contributing to the seamless functioning of the educational system and ultimately enhancing the prospects of success. This paper critiques many of the leading popular and philosophical arguments purporting to show employers have a duty to pay a living wage. Some of these arguments fail on their own terms. Some are not really about a living wage. The best of them fail to show employers per se owe a living wage; at best, they should that governments should supplement market incomes though a negative income tax or some other redistributive device.

This study examines the ethical position and behaviour of multinational mining companies regarding hazardous employment and health and safety of employees in the South African mining industry. Mining companies have long had a reputation for being unethical on health and safety issues. Too often there are occurrences of fatal accidents, which bring the ethical behaviour of multinational mining companies into question. The litmus test for the mining companies is to devise benchmark standards that will reduce accidents tremendously at their place (...) of operations. This study addresses this issue by examining measures and regulations set up to check the occurrences of mining accidents in South Africa. It follows that the remedy needs to be fundamental and thoroughgoing. (shrink)

This paper compares and contrasts the basic income proposal with the alternative policy proposal of the state acting as employer of last resort. Two versions of the UBI proposal are distinguished: one is hard to differentiate from expanded welfare state provision. Van Parijs’s proposal is radical enough to qualify as major egalitarian revision to capitalism. However, while it removes from a capitalist class the power to determine the terms on which others labour, it leaves this class in place and able (...) to exert other powers that distort the macro-economy. These include pecuniary emulation, demand pull inflation, and political resistance to full employment so that the rentier class does not have to contend with entrepreneurs *and* the working class over the distribution of the productive surplus. The state as employer of last resort proposal addresses these deeper issues while also claiming that inflationary pressure will undermine the UBI alternative. (shrink)

The focus of this paper is to develop a comprehensive conceptual framework for the relationship between internal employer brand image and talent retention. An extensive and semi-systematic literature review identified a number of antecedents and consequences that have been empirically tested in various cutting-edge research studies that were conducted around the world. The existing literature is reviewed using a topical approach, and 66 research studies, most recent from various repositories, were carefully chosen and reviewed based on the criteria. Such studies (...) have been discerned and synthesized in order to establish a complete and accurate understanding of the phenomenon. Finally, a comprehensive and relatively rich conceptual framework has been proposed for future empirical explanations in various social settings via prospective research. (shrink)

Have employment equity programs achieved the goal of equity for women in the workplace? We argue that they have not because gender stereotypes still persist. In fact, they may have created resentment and antagonism towards successful women and employment equity initiatives. Arguments are developed for the Canadian government to create a self-regulating system, in which the government plays a role of educator as opposed to monitor.
