The decision to undertake this volume was made in 1971 at Lake Como during the Varenna summer school ofthe Italian Physical Society, where Professor Leon Rosenfeld was lecturing on the history of quantum theory. We had long been struck by the unique blend of epistemological, histori cal and social concerns in his work on the foundations and development of physics, and decided to approach him there with the idea of publishing a collection of his papers. He responded enthusiastically, and (...) agreed to help us select the papers; furthermore, he also agreed to write a lengthy introduction and to comment separately on those papers that he felt needed critical re-evaluation in the light of his current views. For he was still vigorously engaged in both theoretical investigations of, and critical not reflections on the foundations of theoretical physics. We certainly did conceive of the volume as a memorial to a 'living saint', but rather more practically, as a useful tool to place in the hands of fellow workers and students engaged in wrestling with these difficult problems. All too sadly, fate has added a memorial aspect to our labors. We agreed that in order to make this book most useful for the con temporary community of physicists and philosophers, we should trans late all non-English items into English. (shrink)

Background: Nurses encounter complex ethical dilemmas in everyday nursing care. It is important for nurses to have moral courage to act in these situations which threaten patients’ safety or their good care. However, there is lack of research of moral courage. Purpose: This study describes nurses’ experiences of care situations demanding moral courage and their actions in these situations. Method: A qualitative descriptive research design was applied. The data were collected with an open-ended question in the questionnaire used in validation (...) of the Nurses’ Moral Courage Scale. The sample consisted of 286 nurses from four different clinical fields in a major university hospital in Finland, providing a total of 611 answers. Data were analyzed using inductive content analysis. Ethical considerations: The study followed the commonly recognized principles of good scientific practice. The use of data was authorized by the developer of the instrument, the data collector, and the participating hospital. Ethical approval was obtained from the university ethics committee. Findings: Nurses acted morally courageously in most situations but sometimes they failed to do so. Although situations demanding moral courage varied, they could be categorized into seven main domains relating to colleagues, physicians, patients, relatives, nurses themselves, managers, and organizations. Nurses acted in the situations in different ways. The main acts in solving the situations were verbal communication or immediate action, such as interrupting of action. Conclusion: Care situations demanding moral courage focus on good and safe patient care and the patient’s good is at the center of attention. The situations are mostly related to the activities of other healthcare professionals. Findings may be applied in developing ethical nursing care through basic and continuing nursing education. Research is needed on the moral courage of physicians and managers, as well as on patients’ and their relatives’ experiences of care situations demanding moral courage. (shrink)

As China and the United States strive to be the primary global leader in AI, their visions are coming into conflict. This is frequently painted as a fundamental clash of civilisations, with evidence based primarily around each country’s current political system and present geopolitical tensions. However, such a narrow view claims to extrapolate into the future from an analysis of a momentary situation, ignoring a wealth of historical factors that influence each country’s prevailing philosophy of technology and thus their overarching (...) AI strategies. In this article, we build a philosophy-of-technology-grounded framework to analyse what differences in Chinese and American AI policies exist and, on a fundamental level, why they exist. We support this with Natural Language Processing methods to provide an evidentiary basis for our analysis of policy differences. By looking at documents from three different American presidential administrations––Barack Obama, Donald Trump, and Joe Biden––as well as both national and local policy documents (many available only in Chinese) from China, we provide a thorough comparative analysis of policy differences. This article fills a gap in US–China AI policy comparison and constructs a framework for understanding the origin and trajectory of policy differences. By investigating what factors are informing each country’s philosophy of technology and thus their overall approach to AI policy, we argue that while significant obstacles to cooperation remain, there is room for dialogue and mutual growth. A democratic premise is that expert influence should not extend into the political domain of environmental policymaking. This article analyses the relationship between experts and policymakers in the historical development of the National Flood Insurance Program as a flood governance strategy in the United States. The article draws three conclusions. First, while experts asserted great influence on the development of this policy program, underlying values were evaluated and judged by policymakers. Second, as socio-political values changed, new types of experts were (...) involved in the policymaking process. The prevalence of the term post-truth suggests that we have, in the last few years, moved from being members of societies dedicated to truth to being members of ones that cannot agree on truth’s parameters and, even worse, have given up trying. But is this really what has happened? The author argues that, under the sway of the Enlightenment, truth has actually been unstable and a source of contention in public life ever since the founding moment for modern democracies in (...) the late eighteenth century; the ‘post’ in ‘post-truth’ elides this complex history even as it accurately describes some of the conditions of our moment. What that means, though, is that rather than attempt to turn the clock back to past models and practices for restoring the reign of truth, we should be looking for new, post-Enlightenment paradigms for how to define and locate truth in the context of democracy, as well as new mechanisms for making this possible. Studies of heteronormativity have emphasized its normative content and repressive functions, but few have considered the strategic use of heteronormative and homonormative precepts to shape sexual selves, public identities, and social relations. Adopting an interactionist approach, this article analyzes interviews with homosexual elders to uncover their use of heteronormative premises to pass as heterosexual. Informants also used homonormative precepts, grounded in a postwar, pre-gay liberation assimilationist homosexual politics they adopted in their early years and maintained in later life, to justify (...) passing and to frame their understanding and evaluation of past and present homosexual practices. Viewed through a homonormative lens, heteronormativity provided the tools for personal survival in a hostile society and for the collective production of a respectable homosexual culture. Informants’ strategic use of heteronormativity can help explain heteronormativity’s survival despite the incoherence and fragility of its content. (shrink)

Machine unlearning (MU) is often analyzed in terms of how it can facilitate the “right to be forgotten.” In this commentary, we show that MU can support the OECD’s five principles for trustworthy AI, which are influencing AI development and regulation worldwide. This makes it a promising tool to translate AI principles into practice. We also argue that the implementation of MU is not without ethical risks. To address these concerns and amplify the positive impact of MU, we offer policy (...) recommendations across six categories to encourage the research and uptake of this potentially highly influential new technology. This paper contends that impression management is not inherently a threat to fairness in employment interviews. Rather, regarding impression management as unfair is based on an outdated, narrow view of impression management as conscious, manipulative, and deceptive. A broader, expansive model of impression management is described which sees these behaviors as falling on a continuum from deceptive and manipulative on the one hand, to accurate, positive and beneficial on the other. While organizations may want to eliminate or discount the negative (...) aspect of the impression management continuum, the ability to positively 'sell' oneself is often a desirable attribute both in the employment interview and in later on-the-job settings. This expansive view of impression management contends that organizations can make employment interviews more fair by: viewing impression management as a skill and not a deficit, training interviewers to be wary of manipulative and deceptive impression management, reducing the ambiguity and uncertainty of interview settings and increasing the verifiability of candidate responses by focusing the interview on a candidate's long-term identities and accomplishments rather than their short-term, spur-of-the-moment attempts to please the interviewer. This paper analyzes ethnographic and historical data to emphasize the importance of framing health as collective wellbeing. Exploring missionary medical campaigns during the colonial period in East Africa, I connect the institutional legacy of Euro-American Protestant missions on the contemporary frameworks of US global public health provisions at my research site, Mwana Mwema Program. At this network of faith-based, USAID clinics in Kenya that provide treatment for children living with HIV, practitioners care for the wider community within a global health (...) system that bases donor funding on epidemiological criteria. This narrow framing conflicts with practitioners’ notions of healing as collective wellbeing and can exacerbate communal divisions. I argue that Mwana Mwema’s notion of collective wellbeing offers a healthcare framework that faith-based providers can embrace. It yields more holistic care for entire communities and offers an opportunity for those of us in the United States to rethink our notions of health. (shrink)

La didáctica de las ciencias es cada vez más activa, por lo que una metodología ampliamente utilizada es el Aprendizaje Basado en Problemas (ABP). Este método implica la resolución de un problema, la que se recoge en un informe denominado Informe de resolución de problemas (IRP). Para los estudiantes esta tarea representa un gran desafío, ya que implica actuar y expresarse del modo en que lo harían los expertos en el área. Es debido a esta dificultad que se hace imprescindible (...) la orientación de los tutores a través de la retroalimentación. Existen distintos tipos y modos de retroalimentar, lo que generará un impacto en el desempeño de los estudiantes. Analizamos los comentarios evaluativos que entregan las especialistas a los estudiantes que elaboran un IRP, tanto en un borrador como en la versión final del escrito. A partir de la clasificación de comentarios escritos de Arancibia, Tapia-Ladino & Correa (2019), realizamos un análisis de los tipos y modos de comentarios evaluativos y cómo el objeto influencia el modo. Los resultados indican que, a la hora de retroalimentar, en el primer borrador las docentes centran su atención en la superficie más que en el contenido y el modo predominante es a través de órdenes. En la versión final, la retroalimentación se dirige más bien al contenido y las evaluaciones positivas y negativas aumentan. Se infiere que en la medida que los comentarios evaluativos promuevan la adecuación al género, los estudiantes se insertarán más fácilmente en la comunidad a la que han ingresado. (shrink)

The SARS-CoV-2 (COVID-19) pandemic has caused social and economic devastation. As the milestone of two years of ‘living with the virus’ approaches, governments and businesses are attempting to develop means of reopening society whilst still protecting public health. However, developing interventions – particularly technological interventions – that find a safe, socially acceptable, and ethically justifiable balance between these two seemingly opposing demands is extremely challenging. There is no one right solution, but the current most popular ‘solution’ is the so-called ‘COVID-19 (...) Vaccine Passport’ (also known as COVID-19 passes or certificates), the use of which may be supported by both human rights and international public health law if they are designed and implemented appropriately. (We use the term ‘Vaccine Passport’ because it has been adopted by the popular press. Though it has been used in many ways, here we use it generically to refer to a document that certifies that an individual has been vaccinated against COVID-19 and on that basis grants the bearer more liberties than to those who have not been vaccinated. Later, we will discuss why it is necessary to move beyond considering only vaccinations, which informs our preferred term of ‘COVID-19 Status Pass’.) We set out to answer the following questions: how should governments and businesses assess the risks in light of human rights, public health ethics, and digital ethics concerns which emerge from developing and deploying COVID-19 Vaccine Passports? What design decisions should businesses make when developing COVID-19 Vaccine Passports to help ensure they respect human rights, and both public health and digital ethics? Do the implications for human rights, public health, and digital ethics vary depending on where and when COVID-19 Vaccine Passports are used? What are the rights and powers of the individual to object to or seek remedy for the use of COVID-19 Vaccine Passports? How can the risks of inequalities and social division derived from the deployment of COVID-19 Vaccine Passports be avoided or mitigated? We conducted a literature review and documentary analysis, supplementing our findings with news articles where appropriate. The current system of ethical oversight in the United States is based on Institutional Review Board (IRB) review. The system was established in response to well-known and egregious mistreatment of subjects in both biomedical and social and behavioral research. In the decades since the research regulations were enacted, reaction to the burden of IRB oversight has led the system to focus on compliance and limit its active oversight disproportionately to studies that could present the risk of physical harm. At the (...) same time, the characteristics of the research enterprise have changed and methodologies now present novel risks that were not envisioned in the regulations. We convened a group of IRB professionals, academic leaders, and others to discuss limitations of the current system, how that system could be changed to recognize evolving risks and an increasing focus on participant and community voice, and how it could better serve the needs of researchers and support the societal project of science as a public good. Recommendations included a call to reexamine the academic incentive structure, to develop a system to support consideration of ethical principles from the time of study design, and to explicitly provide different ethical support and oversight for high-risk interventional trials and lower risk biomedical and social behavioral research. This commentary examines the challenges faced by metaverse platforms in cross-border content moderation, focusing on the implications for freedom of expression and nondiscrimination. It highlights the difficulties in determining what to remove for which users as well as how to do so, which has serious implications for freedom of expression and our shared sense of reality. Proto-metaverse platforms such as Roblox and Minecraft face similar questions, but have not yet encountered major cross-jurisdictional issues because, as looking at traditional social media (...) platforms reveals, content moderation is not merely a question of law and policy, but also of geopolitics and government priorities. To avoid a “lowest common denominator effect” where freedom of expression is infringed upon worldwide and discrimination is entrenched, this commentary argues that metaverse platforms must clarify their moderation policies, assess their entry into specific markets based on local laws and their own values, and be prepared to exit overly restrictive markets. Orisan je potek kompozicije temeljnih zakramentarjev in misalov rimskega obreda, ki so vir, iz katerega se je bogato razširil obstoječ misal. Predstavljeni so vidiki, ki bi jih za zvest prenos misli, izraženih v latinski evhologiji, v drug jezik, lahko upoštevali. Razširjeni konteksti umeščenega besedila namreč v bogoslužju omogočajo liturgičnemu besedilu, da lahko postane učinkovit dogodek vere. Njihovo neupoštevanje pa učinkovitost (...) besedila omejuje. Zaradi pretežno filološke metode prevedeno evhološko besedilo uporabnika lahko doseže šele s katehezo, homilijo ali komentarjem. Tak pristop je neprimerljivo hitrejši in zaradi še neizdelanih študij za vsak posamezni formular se ohranja vtis, da je zahtevni proces inkulturacije rimskega obreda nujno potrebno centralno nadzorovati. Predstavljena so tudi obvezujoča navodila, s katerimi Cerkev že desetletja usmerja prevajanje in iz katerih postaja še bolj očitna teža in preroškost odločitev, ki jih je v korist vernikov naredila na drugem vatikanskem koncilu. The US is promoting a new vision of a “Good AI Society” through its recent AI Bill of Rights. This offers a promising vision of community-oriented equity unique amongst peer countries. However, it leaves the door open for potential rights violations. Furthermore, it may have some federal impact, but it is non-binding, and without concrete legislation, the private sector is likely to ignore it.

Creating agents that proficiently interact with people is critical for many applications. Towards creating these agents, models are needed that effectively predict people's decisions in a variety of problems. To date, two approaches have been suggested to generally describe people's decision behavior. One approach creates a-priori predictions about people's behavior, either based on theoretical rational behavior or based on psychological models, including bounded rationality. A second type of approach focuses on creating models based exclusively on observations of people's behavior. At (...) the forefront of these types of methods are various machine learning algorithms. This paper explores how these two approaches can be compared and combined in different types of domains. In relatively simple domains, both psychological models and machine learning yield clear prediction models with nearly identical results. In more complex domains, the exact action predicted by psychological models is not even clear, and machine learning models are even less accurate. Nonetheless, we present a novel approach of creating hybrid methods that incorporate features from psychological models in conjunction with machine learning in order to create significantly improved models for predicting people's decisions. To demonstrate these claims, we present an overview of previous and new results, taken from representative domains ranging from a relatively simple optimization problem and complex domains such as negotiation and coordination without communication. The aging of the population presents modern Western society with a variety of different challenges, especially in the areas of health and medicine. On the one hand, there is the demand of the elderly patients to receive medical treatments that are supposed to improve or preserve the existing quality of life and to prevent the extension of a life without quality, with suffering and pain. On the other hand, aging is accompanied by the appearance and exacerbation of chronic illnesses, reduces (...) the treatment benefits of medical activities and increases the risks of irreversible physical dependence. Furthermore, the lack of consensus among the physicians regarding the willingness of treatment and the proper timing of the treatment of the elderly – pose questions about the quality of the treatment for the elderly. Thus, in the opinion of different care-providers and in comparison to other age groups in modern Western society, the elderly do not enjoy the treatment advantages of medical activities proven in the treatment of other age groups in society. This investigation develops in three steps. First, we seek to complexify the opioid crisis in a way that helps us to see how the issues of misguided desire and misplaced attachments are fundamentally important for a theological account of opioid addiction.1 Second, acknowledging the connections between pain and opioid addiction, we explore some of the ways in which our understanding of pain can influence our understanding of and responses to opioid use. Finally, we offer some tentative reflections on the theological (...) and ecclesial dimensions of the opioid crisis which hold the potential to influence the nature of a Christian response to the issues. Having laid out these steps, we argue for the church’s calling, where she complexifies the narratives about the opioid crisis and provides individuals suffering from opioid use “homeful” encounters with God and the community. This paper analyses the information disclosures in two biobank consent documents used by biobanks operating under the General Data Protection Regulation (GDPR). The aim of the analysis is to investigate how these documents inform potential sample donors about possible future uses of biobank data. The findings suggest that the consent documents provide potentially misleading information regarding the range of possible future uses of biobank data. Based on these information disclosures, potential sample donors may reasonably believe that the data can only (...) be used for a narrowly defined range of research purposes. However, the range of lawful uses of the data is much broader and less clearly defined. Consent provided based on misleading information is not morally transformative, even if it were legally valid. To facilitate morally transformative biobank consent, this paper provides two recommendations for information disclosure to potential sample donors regarding future uses of biobank data: first, potential sample donors should be informed about the legal scope of consent; and second, they should be informed about the full range of lawful uses of biobank data.
