Dual task is known to affect postural stabilty in children. We explored the effect of visual tasks on postural control in dyslexic and in age-matched non-dyslexic children. Thirty dyslexic children (mean age: 9.80 ± 0.28 years) were compared with thirty non-dyslexic children (mean age: 9.92 ± 0.35 years). All children underwent ophthalmologic and optometric evaluation. Eye movements were recorded by a video-oculography system (EyeBrain ® T2) and postural sway was recorded simultaneously by a force platform (TechnoConept®). Both groups of children (...) performed fixations, pursuits, pro- and anti-saccades tasks. Dyslexic children showed significantly poor near fusional vergence ranges (convergence and divergence) with respect to the non-dyslexic children. During the postural task, quality of fixation and anti-saccade performance in dyslexic children were significantly worse compared to non-dyslexic children. In contrast, the number of catch-up saccades during pursuits and the latency of pro-and anti-saccades were similar in both groups of children examined. Concerning postural quality, dyslexic children were more unstable than age-matched non-dyslexic children. For both groups of children tested we also observed that executing saccades (pro- and anti-saccades) reduced postural values significantly in comparison with fixation and pursuit tasks. The impairment in convergence and divergence fusional capabilities could be due to an immaturity in cortical structures controlling the vergence system. The poor oculomotor performance reported in dyslexic children suggested a deficit in allocating visual attention and their postural instability observed is in line with the cerebellar impairment previously reported in dyslexic children. Finally, pro- or anti-saccades reduce postural values compared to fixation and pursuit tasks in both groups of children tested, suggesting a different influence of visual tasks on postural control according to their attentional demand. The Belgian scientific literature dealing with political parties has four main characteristics. First it pays great attention to party doctrines and to parliamentary struggle. Indeed, in the nineteenth century political parties do not strike by their organization, which is still undeveloped, nor by their functions, which are still limited, but by the public debate they are stimulating in Parliament and in the press. Only from the end of the century, when the suffrage is extended, the organization of the parties wilt (...) get more articulated and their functions more complicated. Secondly the literature pays great attention to the legitimation of the political parties, which are still controversial particularly because they should threaten the national union. The authors exert oneselves to prove that parliamentary government is by definition a party government. They distinguish parties from factions in order to make the first acceptable. Thirdly the literature deals with the party system.The Belgian authors take the two party system which exists in Great Britain as example and try to prove that the alternation of two parties, the party of conservation and the party of progress, is necessary for the good working of the institutions. Fourthly, the literature, particularly the historica!, is rather descriptive and is characterized by a lack of comparisons, generalizations and hypothesis.Two periods can be distinguished in the literature. In the first period, 1830-1894, the suffrage is limited and the political scene is dominated by two parties.This period is marked by the publications of Emile de Laveleye, one of the most prolific writers of the second half of the nineteenth century. In the second period, 1894-1914, the advent of the socialist party disturbs the working of the classical party government. Maurice Vauthier is the main author of this period. He tries to establish the characteristics of the party government and its chances in the future. (shrink)

This article analyses the election of the Speakers of both houses of the Belgian parliament, the House of Representatives and the Senate, in the period 1918-1974. According to the Belgian constitution, the election of the Speaker is a competence of each house. As can be expected in a system of parliamentary government, the Speakers belong to the government majority, as they did already before 1914. But with the disappearance of a homogeneous majority and the need for cabinet coalitions after 1918 (...) - result of the proportional representation - someeffects which tended to erode parliamentary autonomy more substantially occurred. At several occasions the election of the Speakers was postponed until the result of cabinet formation was known. In addition, the coalition parties had to make an agreement for the partition of the two Speakers' positions. The coalition practice also affected procedure. Since agreements were less easily implemented in a secret ballot, the provisions of the parliamentary statute were put aside for an election by acclamation to strengthen party discipline. In this context a further shift in the election process occurs: from the parliamentary groups to the party leadership. Eventually, the appointment of the Speakers becamepart of the cabinet formation itself. This practice appears to be firmly established in the 1970' and has been criticized severely. It can be considered one aspect of the decline of parliaments in this period. (shrink)

On Marx et Marxisms. In response to the questions addressed by Jacques Bidet and Bruno Tinel, Gérard Duménil, Michael Löwy and Emmanuel Renault here outline the approach they adopted in their two recently published books on Marx, and on Marxisms . The questions raised here mainly hinge on the articulation between the political, the philosophical and the economic dimension of Marx’s writings, and the way these can be mobilised within contemporary debates.

Plus fondamentalement peut-on penser l’être sensible (...) du corps à partir d’une philosophie du sujet et de ses catégories (je/tu, moi/toi, le même/l’autre)? Ou faut-il adopter un point de vue plus large, celui de l’Être qui ouvre notre corps sensible à d’autres types de corporéité (artistique, politique, historique)? C’est l’occasion de croiser et de confronter les approches d’Emmanuel Lévinas et de Maurice Merleau-Ponty, pour tenter d’éclairer l’aventure à laquelle notre corps nous convie : et si le corps avait quelque chose à nous apprendre? This book presents the deterministic view of quantum mechanics developed by Nobel Laureate Gerard 't Hooft. Dissatisfied with the uncomfortable gaps in the way conventional quantum mechanics meshes with the classical world, 't Hooft has revived the old hidden variable ideas, but now in a much more systematic way than usual. In this, quantum mechanics is viewed as a tool rather than a theory. The book presents examples of models that are classical in essence, but can be analysed by (...) the use of quantum techniques, and argues that even the Standard Model, together with gravitational interactions, might be viewed as a quantum mechanical approach to analysing a system that could be classical at its core. He shows how this approach, even though it is based on hidden variables, can be plausibly reconciled with Bell's theorem, and how the usual objections voiced against the idea of 'superdeterminism' can be overcome, at least in principle. This framework elegantly explains - and automatically cures - the problems of the wave function collapse and the measurement problem. Even the existence of an "arrow of time" can perhaps be explained in a more elegant way than usual. As well as reviewing the author's earlier work in the field, the book also contains many new observations and calculations. Levinas on the possibility and need for humanist ethics In Humanism of the Other, Emmanuel Levinas argues that it is not only possible but of the highest exigency to understand one's humanity through the humanity of others. Communication is an important feature of the living world that mainstream biology fails to adequately deal with. Applying two main disciplines can be contemplated to fill in this gap: semiotics and information theory. Semiotics is a philosophical discipline mainly concerned with meaning; applying it to life already originated in biosemiotics. Information theory is a mathematical discipline coming from engineering which has literal communication as purpose. Biosemiotics and information theory are thus concerned with distinct and complementary possible meanings of the word (...) ‘communication’. Since literal communication needs to be secured so as to enable semantics being communicated, information theory is a necessary prerequisite to biosemiotics. Moreover, heredity is a purely literal communication process of capital importance fully relevant to literal communication, hence to information theory. A short introduction to discrete information theory is proposed, which is centred on the concept of redundancy and its use in order to make sequences resilient to errors. Information theory has been an extremely active and fruitful domain of researches and the motor of the tremendous progress of communication engineering in the last decades. Its possible connections with semantics and linguistics are briefly considered. Its applications to biology are suggested especially as regards error-correcting codes which are mandatory for securing the conservation of genomes. Biology needs information theory so biologists and communication engineers should closely collaborate. (shrink)

It is put forward that modern elementary particle physics cannot be completely unified with the laws of gravity and general relativity without addressing the question of the ontological interpretation of quantum mechanics itself. The position of superstring theory in this general question is emphasized: superstrings may well form exactly the right mathematical system that can explain how quantum mechanics can be linked to a deterministic picture of our world. Deterministic interpretations of quantum mechanics are usually categorically rejected, because of Bell’s (...) powerful observations, and indeed these apply here also, but we do emphasize that the models we arrive at are super-deterministic, which is exactly the case where Bell expressed his doubts. Strong correlations at space-like separations could explain the apparent contradictions. (shrink)
