The existence of Dayah as an Islamic educational institution in Central Aceh District has a major role in the development of diversity in community. Step by step, the educational institution is developing, both in quality and quantity. Departing from this reality, this paper uses a phenomenological approach, examines the modernization of Darul Mukhlisin’s integrated Dayah educational system, which includes the Dayah education sub-systems. The modernization of the education system is characterized by changes in the aspects of (...) objectives, Teungku and Santri Dayah, implementation of an integrated curriculum, the treasury of contemporary books, use of active strategies and varied methods, environmental changes, the application of test and non-test evaluation types, and so forth. The notion of decolonisation implies the existence of a territory, entity, structure, or system which has previously been colonised by exogenous forces and thus needs to be liberated. In most African countries, the discourses of decolonisation of higher education emanate from the shared experience of imposed European colonisation that perpetuated epistemic violence on African indigenous knowledge systems. Thus, a lived experience of colonialism became a foundation for the decolonisation debates imagining and aspiring to alternative and inclusive futures. This (...) point of departure yet makes the discussion of decolonisation as the subject of only those who have had colonial experiences – an event of interruption of a specific process considered colonial and therefore, undesirable. This approach conceptualises decolonisation in a narrow sense as a linear process with a distinct historical beginning, which is colonial, and an envisaged liberating decolonial end. This article critically challenges this dominant narrative of decolonisation and reconceptualises it as a complex, dynamic, and lifelong process of re-centring. It argues that decolonisation, as a concept in higher education, goes beyond a pre-existing colonial foundation. Taking the context of Ethiopia, a country that remained independent during the European colonisation of Africa, this article aims at reconceptualising the notion of decolonisation of higher education in a space that has never been colonised. The article discusses epistemological challenges of the Ethiopian higher education system and provides a proactive alternative future departing from monolithic epistemic tradition to a pluralistic approach that accommodates diverse structures of knowledge. The structural reforms of the education system in France (1959, 1963, and 1975) were part both of a global process of democratisation of education launched after the Second World War and of a larger modernisation project in which knowledge producers (experts, scholars and consultants) played a crucial role. Instead of a national approach or a world system approach to education reforms I propose a neo-Weberian glocal perspective that focuses on knowledge producers as a status group, (...) education discourse structuration and education global networks; this perspective integrates national contexts and their peculiarities in the analysis without losing sight of the global forces. Global education networks centered in international organisations-such as UNESCO and the OECD-in which French knowledge-producers were largely involved, adopted a discourse inspired by the American school model that was adopted by scholars in different countries. The reformist network, in which scholars, experts and policy makers participated, enhanced reformist discourse structuration in the knowledge-production institutions (universities and national institutes) around social problems such as 'technological and scientific lag', 'inequality of opportunity', and 'disenchantment from the education system, thus, fostering transformations of the French education system. One of the fields of protecting human rights within the framework of standards of the Council of Europe is the protection of national minorities – with the special issue of their linguistic rights. An intensification of actions aimed at adopting legal measures in this field happened in the 1960s. The concern for a proper range and level of regulation was expressed at the level of the Parliamentary Assembly and the Committee of Ministers. National experts formulated detailed resolutions to include the (...) goals of international organizations such as CSCE and the United Nations concerning this matter. The fact that the framework convention was chosen as the means bears witness to a significant provision that the guarantee of rights were realized in the most flexible manner, including the designations and capacities of State parties. This article includes an analysis of three stages of work connected with ensuring linguistic rights for national minorities, with a special emphasis on the linguistic rights in the education system. On the one hand, actions which resulted in the acceptance of the Framework Convention for the Protection of National Minorities are shown. On the other hand, the goals and details of this Convention are described. The third section concerns the analysis of mechanisms for monitoring the realization of the rights included in the Convention. Due to limitations in the terms of reference for this work, the analysis of the convention guarantees, and their realization, was limited to linguistic rights in the education system. The practice of these actions was shown through examples in Poland and Lithuania. The right to education for national minorities including knowledge about their culture, traditions, and their input into the development of the society of a given country is one of the rights clearly stated in the Framework Convention. By the same token are linguistic rights in an education system – the right to teach the language of a national minority or to teach in the language of a minority. As practice in Poland and Lithuania shows, the situation of education of national minorities is different, although some of the problems are common: an example for that would be access to proper coursebooks in the languages of national minorities, or properly trained teachers. The exponential growth of genetic knowledge and precision medicine research raises hopes for improved prevention, diagnosis, and treatment options for children with behavioral and psychiatric conditions. Although well-intended, this prospect also raise the possibility — and concern — that behavioral, including psychiatric genetic data would be increasingly used — or misused — outside the clinical context, such as educational settings. Indeed, there are ongoing calls to endorse a “personalized education” model that would tailor educational interventions to children's behavioral and (...) psychiatric genetic makeup. This article explores the justifications for, and prospects and pitfalls of such endeavors. It considers the scientific challenges and highlights the ethical, legal, and social issues that will likely arise should behavioral genetic data become available and are routinely incorporated in student education records. These include: when to disclose students' behavioral and psychiatric genetic profile; whose genomic privacy is protected and by whom; and how students' genetic data may affect education-related decisions. I argue that the introduction of behavioral genetics in schools may overshadow the need to address underlying structural and environmental factors that increase the risk for psychiatric conditions of all students, and that the unregulated use of student behavioral genetic profiles may lead to unintended consequences that are detrimental for individuals, families and communities. Relevant stakeholders — from parents and students to health professionals, educators, and policy-makers — ought to consider these issues before we forge ahead with a genomically informed education system. This study uses secondary data to examine Obiora’s education ethics vis-à-vis the higher education system in Nigeria. The discourse centered on government educational agencies such as the National Universities Commission (NUC); National Board for Technical Education (NBTE); National Commis-sion for Colleges of Education (NCCE) and Tertiary Education Trust Fund (TETFund) and their roles in the management of the educational system in Nigeria. This paper first extracted 11 indicators from four aspects of infrastructure, educational equity, teaching quality, and scientific research level and established a multidimensional higher education evaluation system. After that, according to TOPSIS and the entropy method, a comprehensive score of the development of higher education was obtained, and a comprehensive index of higher education was proposed. According to the level of the score, we divide the development status into 5 categories, and use discrete Hopfield neural network (...) for verification. In addition, we applied the model to many countries and chose Vietnam to conduct an in-depth analysis of the model, including reforming policies and evaluating policy effects based on cobweb model. The article considers modern tendencies prevailing in the higher education system while training technical specialists nowadays. According to the authors, excluding the humanitarian courses from curriculum results in the complete dissolution of subjectivity in the impersonal world, which is deprived of “living” knowledge, that is, definite knowledge of a definite person. The application of such an approach is illustrated by the actor–network theory (ANT). While studying several works by ANT founders, it turned out to be clear that such (...) an approach eliminates any differences between natural and humanitarian, engineering, and philosophical knowledge. As a result, the net emerges consisting of numerous actants and which requires from every participant his “building‐in” a model with the functions being delegated to him in advance. The article concludes that an “alive” component is disappearing from the higher education nowadays when the main stress is being made on the knowledge acquired a priori, not a posteriori. (shrink)

The education systems can be analysed by using the distinction along different types of welfare regimes. Esping-Andersen (1990) described the Scandinavian universalistic, Continental corporatist, and Anglo-Saxon liberal models. The purpose of the paper is a comparative analysis of the development of educational systems in the Baltic states. We used the PISA 2012 survey data and compared the Baltic countries with three “old” EU member states: UK representing the Anglo-Saxon liberal model, Germany for the Continental corporatist model and Finland as (...) an example of the Scandina­vian model. PISA 2003, 2006 and 2009 data were used for a retrospective analysis of countries’ performance. We considered four aspects of the organization of the national school systems: human and material resources in schools, leadership and the level of school autonomy, assessment, school selectivity and ability grouping. In this respect, the dialogue of philosophy and religion is considered relevant to the topic. Besides this aspect, the work also mentions the dogmatic imprint of philosophy during the Stalinist epoch and the dogmatic inertia after 1990 – manifested in different and apparently opposed forms. Moreover, the study suggests that the improvement of the prestige of philosophy depends not only upon the self-criticism that Romanian philosophy has to develop but also upon the influence that this spirit of self-criticism could have on decision-makers. Philosophical self-criticism is a precondition and, at the same time, a part of the reform that philosophy initiates in the field of knowledge. Thus, the paper is to underline the importance of philosophy in giving direction and in providing the framework for social reform. The Islamic education curriculum in Indonesia tends to be partial and dichotomous. However, Muhammadiyah has reformed the holistic–integrative curriculum as a solution for the sustainability of education. This study aims to reveal a special curriculum reform in the holistic–integrative Muhammadiyah education system to solve the dichotomous problems and the inadequacy in the Islamic education curriculum in Indonesia. Furthermore, the study describes a specific curriculum model that includes all aspects of students’ personality and integrates science and (...) technology with Islamic values. Data were collected from previous studies and special curriculum documents of Al-Islam, Kemuhammadiyahan and Arabic Language (ISMUBA). Curriculum documents were obtained from elementary, junior and Muhammadiyah senior high school, published by Primary and Secondary Education Assembly of Muhammadiyah Central Board in 2017. Data analysis used a content model with a systematic and rational framework. The results showed that the special reform curriculum based on the holistic–integrative model develops students’ potentials, including spiritual, emotional, intellectual and transcendental intelligence, in an integrated manner. Contribution: The holistic–integrative curriculum is a future Islamic education model for the sustainability of private Islamic education system in Indonesia that can form a good, faithful, pious and a noble community. The article analyzes the dependence of the phenomenon of education on the type of civilization in space of which the life of the world community takes place. It is based on the interaction of social institutions of the market, science and education. It “proceeds” on the surface by the division of social labor, which generates a specific form of social system of education in dependence on the social division of labor in specific socio-economic conditions. To reproduce (...) effectively its structural and functional parameters, the author suggests resorting to the paradigm of the «life cycle of educational systems in the context of a civilizational approach» based on the use of cognitive analysis. Its advantage is only that the concept «grasps» the phenomenon of education as a whole. This means that the phenomenon of civilization education is studied as a social institution and social system of the industrial society. To analyze the dynamics of knowledge change, two methodological conditions must be used: to apply the civilizational approach and the paradigm of the life cycle of social systems, since this phenomenon has a long-lasting dimension in space and time; the meaning of educational content at each stage of industrial civilization life is distinguished: natural knowledge prevailed at the stage of its origin; at the stage of growth - technical knowledge that corresponded to the essence of civilization itself; at the stage of maturity - scientific knowledge turned into ideologues of social development, which led to the emergence of technocratism and “drove” the planetary community into a dead end; at the stage of decline - technological knowledge led to the loss of mainstream guide of social development and began the catastrophic destruction of the social organism of the planet, which entails a change in the type of civilizational development; the solution is seen in the rise of the planetary community into the space of informational civilization, the transition of education to mastering methodological knowledge corresponds to it. Within universities, a tension exists between research and teaching and learning, where research is often accorded a higher status creating a Cinderella effect by rendering teaching and learning of lesser importance. World university rankings, also referred to as global rankings, are contentious although they have become a permanent feature of the higher education system internationally. Lindsay argues that institutions have emphasized the importance of publications and prestige, which contribute to national and institutional reputation. Publications increase rankings thereby contributing (...) to the lower prestige given to excellent teachers as compared to excellent researchers. This has consequently led to a decline in the attention given to teaching. Pressure exists in the HE system to play the ranking game without acknowledging that there are expertise and pockets of teaching excellence in universities. Through their performance criteria, global rankings are transforming universities into becoming similar and conforming to a single hierarchy. In order to compete in the global HE market and improve their rankings, some universities have adopted a business model to mitigate the effects of globalisation and have begun to view themselves and higher education as a business. Global ranking systems thus have the agency either to perpetuate teaching and learning as the Cinderella function in HE, through the ranking game or to holistically focus their performance criteria on all the core functions of universities. Quantitative analyses are commented; also discussed are elements regarding the curricular integration of philosophy, aspects concerning the initial formation in philosophy and possibilities of insertion on the labor market. The article discusses some elements of the status of philosophy in high school, as well as the necessity of offering philosophy as a mandatory discipline in the curriculum, the (...) necessity of taking several active measures to regain philosophy’s specific place as formative discipline in the Romanian educational system. This study explores the type-based vocational education system from the perspective of China. Introduction. Higher education systems at the present stage of development are facing new serious challenges. On the one hand, universities function as independent units, on the other, they are part of the regional system, they attract and share the attention of the stakeholders interested in the system (applicants, students, research and teaching staff, business structures, etc.). The purpose of the study is to assess the competitiveness of regional higher education systems through the formed system of (...) indicators, as well as to draw conclusions about the degree of uniformity in the development of these networks. Methods. To assess the state of the higher education system in Russia, the author uses an indicative method of analysis, which makes it possible to determine the degree of compliance of the indicator values achieved by now with the criteria that meet the set requirements for the development of society. Scientific novelty of the research. The novelty of the research consists in forming a set of indicators, which makes it possible to draw conclusions about the competitiveness of regional systems and the degree of their development uniformity, as well as the number of universities in the regional system and their influence on the entire system, according to their uniform development relative to each other. Results. Following the results of diagnosing the regional higher education systems, the author identifies the regions-leaders and the regions-outsiders. The diagnostic results are compared with the data of international rankings. Conclusions. The conclusion states that the region with fewer but equally developing universities (for example, the Belgorod region or the Republic of Tatarstan) have higher indicators of competitiveness. On the contrary, regional higher education systems, represented by a large number of universities, but with unevenly developing performance indicators, are characterized as less competitive, i.e. the performance indicators of the leading university are leveled within the system as a whole. The development of thinking skills is considered as both the goal and function of education, and the process of thinking as a means of education. Education is broadly understood as the creation of an image, and narrowly as the complex of social institutions that carry out educational activity. As a mechanism of socialization, education is one of the most important historically formed tools for (...) the training and development of thinking ability, which is the main instrument of the evolutionary strategy ofhomo sapiens.The article discusses the ontological status of thought as an attributive property ofhomo sapiensthat defines human being. Thinking is a psychic reality rooted in biological processes, the fundamental basis of all cognitive and human activity-based processes. The author conducts a philosophical analysis of the concepts of thinking, good thinking, qualitative thought, and education. Philosophizing is considered as a special type of thinking, and the article researches its instrumental function, the potential ability to produce sanity, prudence, an analytical approach to any situation, and the ability to make independent decisions. Common to all philosophizing subjects will be that they will act as “demiurges” of their world, which they will be able to fill with their own meanings and values. Philosophical thinking is free thinking, which has a playful character, and therefore it can be defined as a game of meanings. The article describes existing approaches to the development of the philosophical education of children. The author draws attention to the advantage of the Russian system of higher education in connection with the compulsory teaching of philosophy, and argues to develop philosophical education for schoolchildren. The article concludes that the philosophical component of education at all levels, from elementary school to university, is an effective way to form high-quality thinking among students. (shrink)

A Higher education system is closely related to a country’s development. Governments need to make appropriate adjustments to ensure the healthy and sustainable development of higher education. To measure and evaluate the development status of the national higher education system and propose a set of policies, the following work has been done in this paper: First, this paper establishes a comprehensive evaluation index system based on the AHP-FCE model. The healthy development of education (...) in significant countries was compared horizontally and vertically. The results of weighted scores were used to determine the Japanese higher education system as the research object. Secondly, this paper uses factor analysis and principal component analysis to evaluate the level of sustainable development of higher education, detecting development barriers that migrate from the current to the future. This paper proposes a healthy and sustainable development policy blueprint from four aspects. Finally, this article uses the ARMA time series model to predict the development trend of Japanese higher education in the next 30 years and formulates a timetable for corresponding implementation arrangements. In addition, this paper quantitatively evaluates the effectiveness of the policies we propose and their impact on reality and provides references for other countries in the world. (shrink)

Different countries have different education systems and their advantages and disadvantages. It is necessary to optimize their own higher education system and formulate policy plans to fully realize the optimization of the higher education system. For this reason, we propose to establish a continuous evaluation model of higher education health. This study mainly uses principal component analysis and entropy weight method to determine the evaluation model of higher education health status and makes autoregressive (...) moving average model time series analysis based on the higher education evaluation model, which is obtained by studying long-term trends. The future development of education realizes the evaluation of sustainability. For Vietnam, that needs to be adjusted, the evaluation indicators based on the health status of the higher education system in developing countries will be added, tested, and adjusted and combined with the ARMA model prediction to determine the time period for the policy to meet reasonable expectations, and targeted development policies are proposed. Finally, we test the sensitivity of the established model, evaluate and analyze the advantages and disadvantages of the model, And combine the full text analysis to get the final conclusion. The paper analyses the use of the Romani language in the Slovak educational system. It focuses on the informal use of Romani in schools, as about 10% of all pupils speak Romani as their mother tongue but there are no schools that use Romani as the language of instruction. The theoretical framework draws mainly on the work of P. Bourdieu and S. May on the symbolic power of language. The empirical chapter is based on qualitative data collected at ten (...) primary schools in different parts of Slovakia, as well as interviews with decision makers and experts. On the basis of the empirical research, three questions are posed. (1) Is Romani used in schools and if so how? (2) What attitudes do school staff have on the use of Romani? (3) Is the theory of Stephen May applicable to Slovakia and is Romani perceived to have merely sentimental value while Slovak is considered to have instrumental value? The article concludes that the perceived value of Romani in Slovakia is very low. From the point of view of school staff, it has no instrumental value and is perceived as a barrier rather than a benefit. (shrink)

This paper constructs the teaching of tasawuf as a scientific methods in the higher education in Indonesia. The inclusion of systematic approach is based on the teaching of tasawuf by Kiai Emet Ahmad Khotib from Cirebon West Java Indonesia. This study implemented habitus research method and historical method that centered on library research. Habitus is the mental or cognitive structure through which people deal with the social world. A person is endowed with a set of internalized schemas through which (...) they perceive, understand, appreciate and evaluate the social world. It is through such schemes that people produce their practices as well as perceive and evaluate them. Qualitative approach was applied as the basis of data analysis in this study. Results show that Kiai Ahmad Khatib is the successor of the Islamic boarding school al-Ishlah Bobos 1925-1990 of Cirebon. He set 15 system of tasawuf as the scientific system. Basically, the theory was addressed to declare Allah as the Goal, sincerity as the basis for charity or doing _iqror_ deed declare Allah, the stage of Hub or love. In the promise to Allah a learner avoid the betrayals, primarily Betrayal of Allah, Betrayal of the Prophet, Betrayal to Humans, Betrayal to the motherland. The rule of tarbiyah included in the education system should include among others: Plenary System (Manhaj mutakamilah), Upgrade and Enhancement System, One Way System, Choice System, _Tasykil_ system/form, Humans have character traits that are easy to bend, easy to straighten This trait is used as the basis by experts in fostering human awakening from weakness. While discussing about the real nature of philosophy in present time, we should have a single criteria as if it to be acceptable to all (...) reasonable people of the world. In defining Positive Philosophy it may be said, The Positive Philosophy is an attempt to achieve an intellectual detachment from all philosophical systems, and not to solve specific philosophical problems, but to become sensitively aware of what it is we do when we philosophize. It is an attitude as well as a methodology for both academician and common person. It make education process positive so that it can make something useful for societal growth and in working process it also make the person sensitive about the societal problems and make them ready to be a part of social change. I am not negating something, here “positive” word is not an antonym but it is an adjective. Where there are merely religious, metaphysical and passive ideologies in our education system, we are not able to have a good and creative education. Positive Philosophy is working on that issues which have some worth for human. It is a process to do something creative. We are using innovative method. An innovator could be rebellion because he breaks the established method, norms and redefines the layer of thought. Innovation not simply implies questioning, reshaping, restricting but also developing through transformation. A teacher can play an important role in promoting this discussion because a teacher has the capacity to influence students with their thoughts and personality and engages them to creative activities. Innovativeness needs to be included in the curriculum. Once one becomes habitual to this attitude he/she will be ready to do some positive or creative. The aim of this article is to describe the basic parameters of a value-oriented approach to assessing the education results as a possible basis for the methodology for assessment of the educational work in the general system of education. The key methods we used were content analysis of text sources, cross-reference analysis, comparative analysis, and humanitarian examination of juristic documents. The interpretation of education as a unity of teaching and upbringing for the state as a key (...) subject of education, which forms the requirements for the results and organization of the educational process, sets the task of assessing personal, subject and metasubject educational results. The philosophy of education faces a challenge regarding the determination of the expediency of assessing educational results, the conceptual basis of assessment, fixing the orientation of assessment on the conditions of educational organzations' activities, and on the results achieved by students. A practical managerial task is to develop an attitude towards using formalized procedures and methods for assessing educational results. The article proposes a value-oriented approach to assessing the educational work in the general education system of the Russian Federation based on an analysis of key regulatory documents of the Russian education system, the interpretation of upbringing as a process of forming value-semantic attitudes. The approach is based on identifying three main groups of value orientations to build a possible system of indicators that fix educational results: "Value orientations related to life, health and safety"; "Value orientations of social interaction"; "Value orientations of personal development". Values are an essential element in regulating human behavior, which guides the process of defining goals and choosing the means to achieve them. Values acquire a functional character in value orientations and can serve as indicators of education results at the level of students as a collective subject. It seems impossible to single out the contribution of individual actors to the output of education and to avoid contradictions between the value-semantic attitudes that exist in the space of modern culture. For the education system, the subject of assessing the quality of upbringing as a purposeful process can be both the quality of the organization of upbringing work and the outcomes of upbringing efforts. The results of education as a manifestation of value orientations in the activities of students can be considered based on quantitative and qualitative indicators, which is significant for making managerial decisions at different levels.
