A cutting-edge survey of formal methods directed specifically at dealing with the deep mathematical problems engendered by the study of developing systems, in particular dealing with developing phase spaces, changing components, structures and functionalities, and the problem of emergence. Several papers deal with the modelling of particular experimental situations in population biology, economics and plant and muscle developments in addition to purely theoretical approaches. Novel approaches include differential inclusions and viability theory, growth tensors, archetypal dynamics, ensembles with variable structures, and (...) complex system models. The papers represent the work of theoreticians and experimental biologists, psychologists and economists. The report entitled An Analysis of the Canadian Research and Development System for Agriculture/Food which was presented to the Science Council of Canada in July, 1991 contains many far-reaching recommendations for revisions of the research and educational components of the Agriculture/Food System in Canada. The report calls for research of holistic and interdisciplinary nature. It calls for determination of research priorities by broadly constituted committees which would include reporesentaitves heretofore not included in the process of decisionmaking regarding (...) scientific research. In addition, it calls for restructuring of the agricultural education system. The Co-editors of this Journal, believe that these recommendations should be wildely discussed and, therefore, requested publication of the Executive Summary of this Report. (shrink)

Collaborative Governance Organizations (CGOs) are commonly established to manage Socio-Ecological Systems (SESs). Collaborative processes are designed to gather information relevant to SESs from a diverse set of actors and to foster shared learning in the face of ecological adversity. Little is known, however, about how CGOs develop attention to emerging ecological adversity, which is critical for providing effective and timely responses that enhance SES resilience. The biophysical mechanisms driving emerging ecological adversity cut across a wide range of spatial and temporal (...) scales. Developing attention to these mechanisms requires identifying cross-scale interdependencies and allocating limited attentional resources between local vs. global concerns, and short-term vs. long-term issues. This study explores the process of developing organizational attention to climate change in French river basins. We propose a model in which CGOs’ systemic attention develops through key interactions with the State, scientific councils, and their biophysical environment. (shrink)

Frege's development of the theory of arithmetic in his Grundgesetze der Arithmetik has long been ignored, since the formal theory of the Grundgesetze is inconsistent. His derivations of the axioms of arithmetic from what is known as Hume's Principle do not, however, depend upon that axiom of the system--Axiom V--which is responsible for the inconsistency. On the contrary, Frege's proofs constitute a derivation of axioms for arithmetic from Hume's Principle, in (axiomatic) second-order logic. Moreover, though Frege does prove (...) each of the now standard Dedekind-Peano axioms, his proofs are devoted primarily to the derivation of his own axioms for arithmetic, which are somewhat different (though of course equivalent). These axioms, which may be yet more intuitive than the Dedekind-Peano axioms, may be taken to be "The Basic Laws of Cardinal Number", as Frege understood them. Though the axioms of arithmetic have been known to be derivable from Hume's Principle for about ten years now, it has not been widely recognized that Frege himself showed them so to be; nor has it been known that Frege made use of any axiomatization for arithmetic whatsoever. Grundgesetze is thus a work of much greater significance than has often been thought. First, Frege's use of the inconsistent Axiom V may invalidate certain of his claims regarding the philosophical significance of his work (viz., the establishment of Logicism), but it should not be allowed to obscure his mathematical accomplishments and his contribution to our understanding of arithmetic. Second, Frege's knowledge that arithmetic is derivable from Hume's Principle raises important sorts of questions about his philosophy of arithmetic. The development and application scope of the Internet of Things is also becoming more and more extensive. Especially in the application of power testing improved systems, great progress has been made. This article aims to study how to analyze the system detection equipment based on the Internet of Things. This article describes the basic theoretical knowledge of the Internet of Things and power detection improved systems. A clustering analysis algorithm and a support vector machine algorithm based on the (...) Internet of Things are proposed. In the experiment of this article, the scoring items of the expert’s traditional detection system include complex technology, inconvenient use, and incomplete intelligence. Among them, the highest score for complex technology is 8.6 points, the lowest score is 7 points; the highest score for inconvenience is 8.6 points, and the lowest is 8.3 points. It can be seen that related experts believe that the traditional power detection improved system is not only very complicated in technology, very inconvenient to use but also incompletely intelligent. The development of the countries of Eastern Europe as a democratic legal state is primarily determined by how rational and efficient the organization of state power is. Recently, one can observe a tendency for riveted attention to change from central to local government, which is represented by local authorities. Local self-government is one of the fundamental democratic foundations of the constitutional system in postmodern society. That is why its modern transformation is being updated by the role of the (...) most important factor in the development of the entire system of Ukrainian statehood. And having chosen the European direction as the vector of external integration, it became expedient to study the experience of countries that have gone through a complex, but progressive, path of reform in a postmodern society. Comparing the European integration aspirations with the program of changes that Ukraine needs, one should choose the right benchmark on which one can or must rely on in the process of modern institutionalization of the power system. In our opinion, the option of choosing a country of permanent democracy, which have gone the path of many years of change, containing revolutionary upheavals, and have a specific historical development, is erroneous. But neighboring European countries, not only bordering Ukraine, but have also gone through similar stages of development, can set the basic vector for domestic institutional changes. For a long time, the Interstate Association of the Visegrad Four Countries has been a partner and conductor of Ukraine’s foreign policy. (shrink)

Ultimately, pension systems should be the basis for development of the Republic of Srpska. They should significantly improve strengthening of financial markets, enhancement of capital markets, higher growth rates of the Republic of Srpska, idecrease of (...) unemployment. Private pension funds are to change the habits and ideas of every future insurance holder, aiming to make the pension rights a matter of concern of every individual, instead being the obligation and ballast of the society. Today, stabile financing of pension systems and their funds is becoming increasingly questionable. A gap is emerging between the area of rights gained by law and financial possibilities for their implementation. Pay-as-you-go systems, i.e. systems of inter-generation solidarityare particularly endangered. Adequate systematization of gathered data, i.e. evidence, should provide conclusions that pension systems are a limitation todevelopment of national economy. This claim is present in underdeveloped and developing countries, with developed economies also facing grave problems. (shrink)

Drawing on a range of literature, I introduce two new concepts for understanding and exploring distributed cognition: resilience engineering and degeneracy. By re-examining Ed Hutchins’ (1995) ethnographic study of the navigation team I show how a focus on the developmental acquisition of cognitive practices can draw out several crucial insights that have been overlooked. Firstly, that the way in which agents learn and acquire cognitive practices enables a form of resilience engineering: the process by which the system is able (...) to overcome and adapt to errors and the vagaries of nature. Secondly, that the best way to engineer a resilient system is through promoting degeneracy – how differing structures produce the same function – at the level of cognitive practices. These two features show that focusing on cognitive practices and developmental trajectories is important for both greater explanatory leverage; and is also useful in regard to the practicalities of designing real-world cognitive systems. Previous discussions of the origins of writing in the Ancient Near East have not incorporated the neuroscience of literacy, which suggests that when southern Mesopotamians wrote marks on clay in the late-fourth millennium, they inadvertently reorganized their neural activity, a factor in manipulating the writing system to reflect language, yielding literacy through a combination of neurofunctional change and increased script fidelity to language. Such a development appears to take place only with a sufficient demand for writing and reading, (...) such as that posed by a state-level bureaucracy; the use of a material with suitable characteristics; and the production of marks that are conventionalized, handwritten, simple, and non-numerical. From the perspective of Material Engagement Theory, writing and reading represent the interactivity of bodies, materiality, and brains: movements of hands, arms, and eyes; clay and the implements used to mark it and form characters; and vision, motor planning, object recognition, and language. Recently there is an increasing technological development in intelligent tutoring systems. This field has become interesting to many researchers. In this paper, we present an intelligent tutoring system for teaching information security. This intelligent tutoring systems target the students enrolled in Advanced Topics in Information Security in the faculty of Engineering and Information Technology at Al-Azhar University in Gaza. The successful early acquisition of reading literacy represents a crucial learning process determining the further course of academic development (Stanovich, 2009). During this process, interactions between children and their proximal social environment are of utmost importance. Therefore, we introduce a systemic framework for the development of learning potential (e.g., Mudrak et al., 2015, 2019, 2019b; Ziegler & Stoeger, 2017) and explore the interactions between the social and motivational processes associated with reading literacy development in school-age children. We (...) base our analysis on a representative Czech sample of fourth-grade pupils involved in the Progress in International Reading Literacy study (PIRLS, Martin et al., 2016). On the basis of the systemic framework, we hypothesized hierarchical relationships among family socioeconomic status, related developmental resources (including parental support, expectations, and reading resources), children’s reading motivation (including reading engagement and reading confidence), and manifested learning outcomes (including school grades and reading competence). We implemented three structural equation models to test the hypothesized relationships. The first model tested the direct effect of developmental resources on reading competence. The second model included the motivational variables as mediators between resources and competence. The third model included school grades as mediators between resources and motivational variables. Our analyses indicated the good fit of the proposed models. The final model explained 37.8 % of the variance in children’s school grades and 46.5 % of the variance in reading literacy test scores (compared to 34.8 % in the first model). Moreover, parental socioeconomic status was strongly associated with parental expectations, which were associated with reading confidence, partially through the effect of parental expectations on children’s school grades. Reading confidence was the main predictor of reading literacy within the model, followed by the direct effects of parental resources. The results illustrate complex processes through which the family environment affects the development of learning competencies such as reading literacy by providing children with the relevant social and material resources associated with their motivation and school outcomes. Recent years have seen widespread calls to transform food systems to address complex demands such as feeding a growing global population while reducing environmental impacts. But what is a food system and how can we most effectively work to change it? “Food System” can be found describing more limited dietary regimens as well as sector-specific supply chains going back to the 1930s, but its use to describe very large, dynamic, coupled socio-ecological systems gained traction in academic and civil (...) society publications in the 1990s and this use of the term has increased dramatically in recent years. When the influential food system actors from non-governmental organizations, foundations, consultancies, and the UN that this research focuses on talk about food systems, they seem to be talking about the same thing. Yet the interpretive flexibility of the concept obfuscates that people may have very different framings that may be deeply incompatible. Drawing from interviews, participant observation, and document analysis, this paper examines what food systems thinking does in terms of setting the stage for how we enact the food system and efforts to intervene in it. It reveals that rather than leading to more expansive understanding, the unexamined use of the concept food system might actually serve to sharpen divides. (shrink)

The early development of autobiographical memory is a useful case study both for examining general relations between language and memory, and for investigating the promise and the difficulty of interdisciplinary research in the cognitive sciences of memory. An otherwise promising social-interactionist view of autobiographical memory development relies in part on an overly linguistic conception of mental representation. This paper applies an alternative, ‘supra-communicative’ view of the relation between language and thought, along the lines developed by Andy Clark, to (...) this developmental framework. A pluralist approach to current theories of autobiographical memory development is sketched: shared early narratives about the past function in part to stabilize and structure the child’s own autobiographical memory system. The effects of psycholinguistic variables on reading development are critical to the evaluation of theories about the reading system. Although we know that the development of reading depends on both individual differences (endogenous) and item-level effects (exogenous), developmental research has focused mostly on average-level performance, ignoring individual differences. We investigated how the development of word recognition in Chinese children in both Chinese and English is affected by (a) item-level, exogenous effects (word frequency, radical consistency, and curricular (...) grade level); (b) subject-level, endogenous individual differences (orthographic awareness and phonological awareness); and (c) their interactive effect. We tested native Chinese (Putonghua)-speaking children (n = 763) in grades 1 to 6 with both Chinese character and English word identification (lexical) decision tasks. Our findings show that (a) there were effects of both word frequency and age of acquisition in both Chinese and English, but these item-level effects generally weakened with increasing age; (b) individual differences in phonological and orthographic awareness each contributed to successful performance; and (c) in Chinese, item-level effects were weaker for more proficient readers. We contend that our findings can be explained by theoretical models that incorporate cumulative learning as the basis for development of item-level effects in the reading system. (shrink)

This paper first extracted 11 indicators from four aspects of infrastructure, educational equity, teaching quality, and scientific research level and established a multidimensional higher education evaluation system. After that, according to TOPSIS and the entropy method, a comprehensive score of the development of higher education was obtained, and a comprehensive index of higher education was proposed. According to the level of the score, we divide the development status into 5 categories, and use discrete Hopfield neural network for (...) verification. In addition, we applied the model to many countries and chose Vietnam to conduct an in-depth analysis of the model, including reforming policies and evaluating policy effects based on cobweb model. Finally, we found that the application of the model is very universal, but in reality the reform is very difficult. (shrink)

When we are concerned with the logical form of a computation and its formal properties, then it can be theoretically described in terms of mathematical and logical functions and relations between abstract entities. However, actual computation is realised by some physical process, and the latter is of course subject to physical laws and the laws of thermodynamics in particular. An issue that has been the subject of much controversy is that of whether or not there are any systematic connections between (...) the logical properties of computations considered abstractly and the thermodynamical properties of their concrete physical realizations. Landauer [R. Landauer, Irreversibility and heat generation in the computing process, IBM Journal of Research and Development 5 183–191. Reprinted in Leff and Rex ] proposed such a general connection, known as Landauer’s Principle. To resolve this matter an analysis of the notion of the implementation of a computation by a physical system is clearly required. Another issue that calls for an analysis of implementation is that of realism about computation. The account of implementation presented here is based on the notion of an L-machine. This is a hybrid physical-logical entity that combines a physical device, a specification of which physical states of that device correspond to various logical states, and an evolution of that device which corresponds to the logical transformation L. The most general form of Landauer’s Principle can be precisely stated in terms of L-machines, namely that the logical irreversibility of L implies the thermodynamic irreversibility of every corresponding L-machine. The introduction of Artificial Intelligence systems has demonstrated impeccable potential and benefits to enhance the decision-making processes in our society. However, despite the successful performance of AI systems to date, skepticism and concern remain regarding whether AI systems could form a trusting relationship with human users. Developing trusted AI systems requires careful consideration and evaluation of its reproducibility, interpretability, and fairness, which in in turn, poses increased expectations and responsibilities for data scientists. Therefore, the current study focused on understanding Canadian (...) data scientists’ self-confidence in creating trusted AI systems, while relying on their current AI system development practices. This paper investigates the relation of the Calculus of Individuals presented by Henry S. Leonard and Nelson Goodman in their joint paper, and an earlier version of it, the so-called Calculus of Singular Terms, introduced by Leonard in his Ph.D. dissertation thesis Singular Terms. The latter calculus is shown to be a proper subsystem of the former. Further, Leonard’s projected extension of his system is described, and the definition of an intensional part-relation in his system is proposed. Industrial drug design methodology has undergone remarkable changes in the recent history. Up to the 1970s, the screening of large numbers of randomly selected substances in biological test system was often a crucial step in the development of novel drugs. From the early 1980s, such ‘blind’ screening was increasingly rejected by many pharmaceutical researchers and gave way to ‘rational drug design’, a method that grounds the design of new drugs on a detailed mechanistic understanding of the drug action. (...) Surprisingly, however, the chance-based method of random screening returned to center stage of industrial drug development in the 1990s in the form of ‘high-throughput screening’ (HTS). I will argue in this paper that this to-and-fro in the prominence of random screening comes with fundamental changes in the epistemic significance of chance experiments in pharmaceutical development. While up to the 1970s, random screening used to be chosen as an empirical search strategy primarily because suffi- cient knowledge of the mechanistic basis of drug action was lacking, it has turned with high-throughput screening into an experimental method that employs chance variation and testing to illuminate this mechanistic basis. As a consequence, research into the underlying mechanisms of drug action and the development of new drugs have become closely integrated. The rise of HTS therefore not only shows how chance experiments have assumed a new epistemic role in drug development. It also allows for a detailed study of the much debated emergence of a new relationship between scientific understanding and the development of technological artifacts. (shrink)

The process of nursing primary health care is the application of the scientific method in the assistencial practice of this discipline in such a way that it can offer systematic, logical and rational care. The present article has the objective to describe a system of actions and procedures to develop the ability of diagnosing in the process of nursery primary health care and be applied in teaching to favour the increasement of the egressed quality. Actions and procedures have been structured with a logical secuence to reach the diagnosing, starting with the analysis of the professional profile, the level of scientific and technical development reached and its relation with the identification of problems that constitute the base of the patient plan of care in the process of nursery primary health care. The phenomenon of information culture in the context of the Russian-Ukrainian war is analyzed. It has been proven that changes in the priorities of the development of information culture during the war are determined by the course of spiritual confrontation with the enemy, accelerated transformations of public consciousness, the peculiarities of state information policy, and the urgent need to protect the country’s information sovereignty. It is argued that under the influence of the war in Ukraine, including in the spiritual (...) and informational space, all components of information culture are being transformed, particularly its core - the information worldview. The features of the development of the information worldview as a fundamental component of information culture are identified. It is noted that living in an information society without possessing the necessary information culture poses a danger of getting lost in both virtual and real worlds simultaneously. Personal mastery of information culture in modern society is based on theoretical knowledge about the essence, content, features, and regularities of its functioning in societies with different levels of informatization. The negative impact of informational aggression on the formation of the information culture of modern youth is demonstrated. During the war, the information culture of youth is formed and changed at an accelerated pace due to the increase in information flows of both negative and positive nature and under the influence of new information technologies. One of the main problems in the process of forming the information culture of youth in the conditions of the Russian-Ukrainian war is mastering methods of countering enemy propaganda, developing critical attitudes towards information, and having a value-based worldview barrier to countering fake and anti-Ukrainian narratives. The role of knowledge and the education system in the formation of the information culture of Ukrainian society is revealed. (shrink)

Negotiation Support Systems have traditionally modelled the process of negotiation. They often rely on mathematical optimisation techniques and ignore heuristics and other methods derived from practice. Our goal is to develop systems capable of decision support to help resolve a given dispute. A system we have constructed, Family_Winner, uses empirical evidence to dynamically modify initial preferences throughout the negotiation process. It sequentially allocates issues using trade-offs and compensation opportunities inherent in the dispute.

A new model of the development of temporal concepts is described that assumes that there are substantial changes in how children think about time in the early years. It is argued that there is a shift from understanding time in an event-dependent way to an event-independent understanding of time. Early in development, very young children are unable to think about locations in time independently of the events that occur at those locations. It is only with development that (...) children begin to have a proper grasp of the distinction between past, present, and future, and represent time as linear and unidirectional. The model assumes that although children aged 2 to 3 years may categorize events differently depending on whether they lie in the past or the future, they may not be able to understand that whether an event is in the past or future is something that changes as time passes and varies with temporal perspective. Around 4 to 5 years, children understand how causality operates in time, and can grasp the systematic relations that obtain between different locations in time, which provides the basis for acquiring the conventional clock and calendar system. Developing a national code for psychologists is a complex process that requires endurance and a proper understanding of not only contemporary needs but also cultural conditions. There are many issues to be considered carefully. It is better to look at code development beyond a text creation and rather as a process in which an ethics system may be created. In order not to merely repeat well-known codes, there are several steps that should be considered. This article intends to (...) address the conflict between suitability to the larger ethical systems and creating an innovative text. The results of the development of the database of implants and plasma deposition plants in MS SQL Server 2012 are presented. The design of the infological model, the data design, the physical design, the architecture of the software and hardware complex are given. Possibilities of plasma spraying of implants with biocompatible elements are investigated. The system of classification of implants according to the type of application and manufacturing materials has been developed, implants have been classified according to the (...) geometric-topological dimensions of the components. This study aims to develop an ontology-based knowledge organization system (KOS) for intangible cultural heritage (ICH). The proposed methodology applies ontology techniques to construct a structured knowledge framework, enhancing knowledge sharing and reuse, which are critical components in knowledge-based management systems. We developed the ICH ontology model using the HOZO ontology editor, enabling us to classify and arrange ICH knowledge hierarchically into five sub-domains: Oral Traditions, Performing Arts, Social Practices, Rituals and Festive Events, Knowledge and Practices Concerning Nature and (...) the Universe, and Skills to Produce Traditional Crafts. To ensure the quality and effectiveness of the ontology, researchers used the WIDOCO tool for comprehensive documentation and employed the Oops! (Ontology Pitfall Scanner) tool to identify and rectify common pitfalls. The ontology was made publicly accessible via a dedicated web portal, facilitating its use by other researchers and contributing to the advancement of ICH informatics. Additionally, a semantic search application demonstrated the practical utility of the ontology, showcasing its capacity to handle complex queries. The evaluation process confirmed the ontology's robustness, ensuring its alignment with contemporary trends in digital humanities and semantic web technologies. This research underscores the significance of a well-structured ontology in enhancing the understanding, preservation, and dissemination of ICH, providing a robust framework for future advancements in the field. The experience of the use of applied containerized biomedical software tools in cloud environment is summarized. The reproducibility of scientific computing in relation with modern technologies of scientific calculations is discussed. The main approaches to biomedical data preprocessing and integration in the framework of the intelligent analytical system are described. At the conditions of pandemic, the success of health care system depends significantly on the regular implementation of effective research tools and population monitoring. The earlier the risks of (...) disease can be identified, the more effective process of preventive measures or treatments can be. This publication is about the creation of a prototype for such a tool within the project «Development of methods, algorithms and intelligent analytical system for processing and analysis of heterogeneous clinical and biomedical data to improve the diagnosis of complex diseases», implementted by the V.M. Glushkov Institute of Cybernetics, National Academy of Sciences of Ukraine, together with the United Institute of Informatics Problems, National Academy of Sciences of Belarus. The insurers, entering the market, can insure mostly low risks by facilitating more frequent changes of insurers by consumers and mixing the overall health insurance market. Socio-demographic variables can be risk adjusters. Since age and gender have a relatively small explanatory power, other socio-demographic variables were studied – marital status, retirement status, disability status, educational level, income level. Because insurers have an interest in beneficial diagnoses for their policyholders, they are also interested in the ability to interpret relevant information – upcoding: insurers can encourage their policyholders to consult with doctors more often to select as many diagnoses as possible. Many countries and health care systems use diagnostic information to determine the reimbursement to a service provider, revealing the necessary data. For processing and analysis of these data, software implementations of construction for classifiers, allocation of informative features, processing of heterogeneous medical and biological variables for carrying out scientific research in the field of clinical medicine are developed. The experience of the use of applied containerized biomedical software tools in cloud environment is summarized. The reproducibility of scientific computing in relation with modern technologies of scientific calculations is discussed. Particularly, attention is paid to containerization of biomedical applications, this permits to get reproducibility of the conditions in which the calculations took place, technologies of software pipelining of calculations, that allows to organize flow calculations, and technologies for parameterization of software environment, that allows to reproduce, if necessary, an identical computing environment. The main approaches to biomedical data preprocessing and integration in the framework of the intelligent analytical system are described. The experience of using the developed linear classifier, gained during its testing on artificial and real data, allows us to conclude about several advantages provided by the containerized form of the created application: it permits to provide access to real data located in cloud environment; it is possible to perform calculations to solve research problems on cloud resources both with the help of developed tools and with the help of cloud services; such a form of research organization makes numerical experiments reproducible, i.e. any other researcher can compare the results of their developments on specific data that have already been studied by others, in order to verify the conclusions and technical feasibility of new results; there exists a universal opportunity to use the developed tools on technical devices of various classes from a personal computer to powerful cluster. Hegel’s basic position so far on the various meanings of evil as necessary and thereby intelligible directly in the development of spirit might be summed up as follows. Evil is always a necessary moment of instability which gives impetus in the movement from various meanings of particularity to various meanings of universality; from the more abstract expression of potential unity and truth to the more actualized notion and unity.

The aim of this essay is to present a model of ethical technology management which assumes that elites who make the system design and development decisions should minimize the risks to stakeholders rather than maximize gains for their organizations. Given the unsettled state in ethical theory a familiar substantive Social, Economic, Environmental and Rights value set or ‘SEER’ ethic is presented. To enable foresight of the negative SEER effects of innovations a technology life cycle is introduced. A cognate (...) issue life cycle is presented to facilitate the ethical resolution of SEER issues associated with such effects. The resultant problem of increased front end load delays and costs, due to ongoing system redesign and stakeholder discussions is found to preferable to high ‘rear end load’ crisis costs, e.g., ofthe Ford Pinto, Exxon Valdez, Dalkon lUD Shield, and the Union Carbide Bhopal plant. Furthermore the model promises improved returns on the capital investments involved, indications for further research in ethics, economics and organizational theory are noted. (shrink)

Earth’s life-support system is facing megaproblems of sustainability. One important way of how these problems can be addressed is through innovation. This paper argues that responsible innovation that contributes to sustainable development consists of three dimensions: innovations avoid harming people and the planet, innovations ‘do good’ by offering new products, services, or technologies that foster SD, and global governance schemes are in place that facilitate innovations that avoid harm and ‘do good.’ The paper discusses global governance schemes based (...) on deliberation as a means to foster such responsible innovation. These schemes can provide voluntary soft-law regulations that complement and extend national and international hard-law regulations and facilitate collective innovation that contributes to SD goals. The article addresses the facilitative role of governments and international organizations in overcoming problems of deliberation and offers illustrative examples of such governance schemes. In the context of clinical and non-clinical biomedical practices, negligence is usually understood as a lapse of a specific professional duty by a healthcare worker or by a medical facility. This paper tries to delineate systemic negligence as another kind of negligence in the context of health systems, particularly in developing countries, that needs to be recognized and addressed. Systemic negligence is not just a mere collection of stray incidences of medical errors and system failures in a health (...) class='Hi'>system, but is proposed in this paper as a more pervasive kind of neglect. Several non-medical factors, such as lack of social and political will, also contribute to it and hence is more difficult to address in a health system. This paper argues that recognizing systemic negligence and including it research agenda have special moral importance for researchers in developing world bioethics, public health ethics and for health activists in the developing world. For, it can be a potent health system barrier, and can seriously impair efforts to ensure patient safety, particularly in the weaker health systems. As it erodes accountability in a health system, addressing it is also important for the twin goals of ensuring patient safety and improving health system performance. Above all, it needs to be addressed because the tolerance of its persistence in a health system seems to undervalue health as a social good. (shrink)

Achieving food system sustainability is one of the more pressing challenges of this century. Over the last decades, experts from diverse disciplines and intellectual traditions have worked to document the critical threats to food system sustainability and to define an appropriate agenda for action. Nevertheless, these efforts have tended to focus selectively on only a few components of the food system or have tended to be framed in particular discourses. Depending on the point of departure, what aspects (...) of the food system are considered threatened, and what must be sustained, can differ greatly between perspectives. In this article, we draw from systems-thinking and social-ecological systems concepts to focus on the underlying process-related attributes that could support a more sustainable food system. We then examine the support for specific system attributes in six different knowledge domains addressing sustainable agriculture and food. From this review, we identify five system attributes—diversity, modularity, transparency, innovation and congruence—that are repeatedly featured in the different knowledge domains as critical aspects of food system sustainability. We argue that in the face of considerable complexity and high uncertainty, these attributes can serve as a guide to conceptualizing food system choices adaptively and iteratively. (shrink)

Sympathetic interpretations of Kant’s frequently stressed characterizations of his "architectonic" approach to philosophy are rare. As much as such an approach seemed to gratify Kant, it has embarrassed commentators, who have complained for generations about the "Procrustean bed" or ad hoc quality of Kant’s meta-philosophical principles. The author of this book proposes to take quite seriously the idea of a "unity in Kant’s thinking," but his approach to such an issue is historical and, for the most part, unsystematic. That is, (...) rather than discuss the philosophical importance of a claim for architectonic unity, he instead announces that he will demonstrate that the "unity" of Kant’s entire corpus is the "unity of a problem-determined development in his thinking, not that of a pre-conceived or static system." The result of this approach is a well-informed, but only incidentally thematic summary of Kant’s occasionally continuous, occasionally radically altered views of various Hauptprobleme. (shrink)

In a world of limited resources, it could be argued that companies that aspire to be good corporate citizens need to focus on making best use of resources. User value and environmental harm are created in supply chains and it could therefore be argued that company business ethics should be extended from the company to the entire value chain from the first supplier to the last customer. Starting with a delineation of the linkages between business ethics, corporate sustainability, and the (...) stakeholder concept, this article argues that supply chains generally have a great innovation potential for sustainable development. This potential could be highlighted with system thinking and the use of change management knowledge, promoting not only innovations within technology but also within organizational improvement. We propose process models and performance indicators as means of highlighting improvement potential and thus breaking down normative business ethics' requirements to an opertionalizable corporate level: Good business ethics should focus on maximizing stakeholder value in relation to harm done. Our results indicate that focusing on supply chains reveals previously unknown innovation potential that seems to be related to limited system understanding. The assumption is that increased visibility of opportunities will act as a driver for change. Results also highlight the importance of focusing on sustainability effects of the core business and clearly relating value created to harm done. (shrink)

Underdevelopment increases unemployment, which further worsens poverty levels among people in rural communities and inequality in the country at large. At present, government financial institutions are failing to reach rural communities which they are meant to develop. The inability of such communities to access capital from formal financial institutions drives them to devise alternative means through which they can survive and improve their livelihoods. Stokvels are effective self-help economic development strategies in rural South Africa which do not depend on (...) external forces but rely totally on the determination of members of the community to improve their lives themselves. The creation of self-help projects such as stokvels are founded on the principle of ubuntu, which goes beyond the enrichment of the individual. Stokvels constitute an ethical framework that could improve the economic distribution in modern-day society. Adopting indigenous African ways of dealing with African problems could therefore prove an effective tool for helping to alleviate poverty in rural areas.
