In Britain before 1911, the vast majority of the population provided medical care for themselves and had evolved a variety of schemes that checked the power of organized medicine and encouraged a steady improvement in standards. The evidence is that at the end of the nineteenth century about 5–6 percent of the population relied on the poor law, 10–15 percent on free care from charitable institutions, 75 percent on mutual aid, and the remainder paid fees to private doctors.

"Hume's History of Great Britain, published in the middle of the eighteenth century, remained the standard work for well over a century. It is a masterpeice, even if its author is now better known for A treatise on human nature. Grounded on an almost sociological view of the 'progress of society', Hume's is perhaps the most European of all the classic narrative histories of Britain. Moreover it embraces far more than the merely political, and it was Adam Smith (...) who pointed out that Hume was the first historian to deduce political effects from commercial and industrial causes. The volume, covering the years 1603-49, was the first to be written and was published as a self-contained entity. Between 1825 and 1895, Victorian Britain witnessed a significant blossoming of interest in foreign theological literature. Much of this interest, together with a concomitant anxiety, focused on the negotiation of German biblical criticism and the new challenges and possibilities this criticism introduced. This article thematizes this transnational literary and theological encounter, paying particular attention both to the major book series that undertook to mediate (especially German) criticism to Britain, and to the burgeoning periodical literature that supplied ’foreign intelligence’ (...) and short translations. Translation served as both a liberalizing force as it introduced critical results that troubled some proponents of orthodoxy, but also offered a channel for resistance as doctrinally conservative strands of German biblical scholarship found a warm reception. This paper attempts to show how racial prejudice and selective, usually inarticulate, racial discrimination influenced attempts to conduct an objective examination of charges of cruelty in the training and exhibition of performing animals in Britain in the early twentieth century. As the debate intensified, and following the appointment of a parliamentary Select Committee, one explanation often given by both sides for shortcomings in the treatment of performing animals was the alleged cruelty particularly or exclusively attributable to the “alien enemy,” (...) “foreigners,” and distinct racial groups. The Committee faced the problem of assessing attributions of real cruelty as opposed to unproven charges that may have resulted from irrational, emotive, or strategic prejudice. This paper examines the context in which such charges were made, and the degree to which they might have been introduced or resorted to in order to serve the prejudices or interests of each side in the controversy. Summary Historians of science in Britain lack a firm institutional base. They are to be found scattered around in various departments in universities, polytechnics and museums. Their history over the last thirty-five years can be seen as a series of flirtations with those in more-established disciplines. Beginning with scientists, they then turned to philosophers, moving on to historians and then to sociologists: from each of these affairs something was learned, and the current interest determined which aspects of the history (...) of science were seen as most interesting. At first it was settling who really discovered what; then an interest in concepts, methods and case-studies; then understanding the broader historical context of science; and after that seeing science in its social context, with special emphasis on institutions and professionalization. Where we shall go next is unclear: these vagaries may be no more than examples of intellectual fashion, but we may hope that they represent a zig-zag route towards deeper understanding. (shrink)

Probably no doctrine has excited as much horror and abuse as atheism. This first history of British atheism, first published in 1987, tries to explain this reaction while exhibiting the development of atheism from Hobbes to Russell. Although avowed atheism appeared surprisingly late – 1782 in Britain – there were covert atheists in the middle seventeenth century. By tracing its development from so early a date, Dr Berman gives an account of an important and fascinating strand of intellectual history.

Romantic sensibility and political necessity led Humphry Davy, Britain's most prominent scientist in the first quarter of the nineteenth century, to pantheism: nature worship, involving for him a fervent belief in the immortality of the soul. Rapt with a vision of sublimity, from mountain tops or balloons, men of science in succeeding generations also found in pantheism a reason for their vocation and a way of making sense of their world. It should be seen as an alternative both to (...) active participation in church life (like Faraday's) and to a gritty agnosticism (like Huxley's), indicating again how subtle and complex relationships were between science and religion in the nineteenth century. Each year a national day of commemoration of the war dead is celebrated on 11th November in the United Kingdom. Despite public controversy about the nature and purpose of remembrance, there has been no significant discussion of the role schools should play in this event. In this centenary year of the outbreak of the First World War, with the government planning to send groups from every secondary school in Britain to tour the battlefields of the western front over the (...) next four years, the question of how war should be remembered in schools is more pressing than ever. In this bold and rigorous pamphlet, David Aldridge takes a hard look at the reasons usually advanced for involving children and young people in commemorating the war dead, and finds many of them wanting. He critically examines the high profile in schools of charities, like the Royal British Legion, with vested interests in certain kinds of commemoration. And he argues forcefully for a justification of remembrance in schools that requires a major rethink of established rituals and practices. This is a compelling treatment of a topic high on the agenda of teachers and education policy-makers and will be an invaluable resource for anyone involved in planning centenary commemorative events for children and young people. It has been argued that if an animal is psychologically like us, there may be more scientific reason to experiment upon it, but less moral justification to do so. Some scientists deny the existence of this dilemma, claiming that although there are scientifically valuable similarities between humans and animals that make experimentation worthwhile, humans are at the same time unique and fundamentally different. This latter response is, ironically, typical of pre-Darwinian beliefs in the relationship between human and non-human animals. Another (...) irony is that debate about such issues has facilitated the participation once more of philosophers in questions concerning experimental psychology: ironic because laboratory-oriented psychologists, especially since the turn of the last century, had been eager to establish the independence of their subject from any influence of philosophy and its investigative methods, as well as from any kind of anthropomorphism.In Britain, certainly more so than in the United States, ethical constraints have prevented the development of psychological research with animals along certain routes. By the 1980s British professional and academic societies had published codes of conduct and guidelines for their members, in part responding to public concern about the welfare of animals in the psychological laboratory. What led to the establishment of these codes and guidelines? This paper analyses the historical background against which professional concern for ethical cost in experimental animal psychology began to take shape, leading to the societies’ open pronouncements of the 1980s. This paper is concerned with the application of science to a practical activity. The story begins in the late eighteenth century, a period of agricultural innovation, with various authors urging that definite chemical knowledge should replace rule of thumb in the application of fertilisers. In the work of Archibald Cochrane, ninth Earl of Dundonald, we find this exhortation beginning to give way to descriptions of actual chemical experiments, and interpretations of equilibria in the soil. But it is only with Davy's (...) Agricultural chemistry of 1813 that we get clear descriptions of soil analyses that could be undertaken by a farmer, accompanied with a certain amount of biochemical information on the growth of plants. Davy's recommendations were essentially conservative; he provided support for the best practices already being recommended by innovators. His book is interesting too, for the light it casts upon his more theoretical writings. (shrink)

While the title of the volume is The Russellian Origins of Analytic Philosophy, the underlying theme is the comparatively little discussed problem of how the elements of a proposition come together to form a unity, as indicated in the book’s subtitle: “Bertrand Russell and the Unity of the Prop­ osition”. Stevens traces this concept, as a unifying thread or “central concern”, throughout Russell’s many philosophies which constitute for Stevens a “consis­ tent and constantly evolving philosophy” (p. 2) stretching from the earliest log­ ical writings to the later works of the 1930s and 1940s. This is an important and well written volume, which Russellians should have in their personal and uni­ versity libraries. That the “unity of the proposition” is a problem at all requires the reader to return to the neo-Hegelian idealism which Russell encountered as a student at Cambridge.1 Russell, inXuenced by Peano and Frege, broke with the doctrine of internal relations, defended by Bradley and others, according to which external relations are unreal and false appearance. However, an important element of idealism remains even during the Principia period, due to Russell’s continued belief that a proposition is a non-linguistic, non-mental, abstract entity; these elements are all of the same ontological kind, which can be identiWed through analysis and recombined so that their synthesis reconstitutes the original “unity of the proposition”. This turns out to be a very tall order which will occupy Russell for nearly half a century. Consider the standard example Russell gives: “Desdemona loves Cassio”. According to Russell, this proposition (independently of its truth or falsity) actually contains its “simple constituents”z—zwith “Desdemona” and “Cassio” being things and “loves” a concept. If there is some relation Lz which relates “Desdemona” and “loves” and another relation Rz which relates “loves” and “Cassio”, then there are Wve constituents, not three. Moreover, there is now room for inWnite regress, with a relation L2 linking “Desdemona” and L, R2 linking “loves” and “Cassio”, and so on. Pearcy's The Grammar of Our Civility: Classical Education in America (Baylor University Press, Waco, Tex. 2005) is a book every classicist should read. Pearcy's focus is on the state of classics in our country today: where we are, how we got there, where we need to go. His book is wide-ranging, tightly argued, and carefully researched. Pearcy's assessment of the present state of (...) classics in America strikes me as overly bleak, but his analysis deserves our close attention. Chapters 1 and 2, which trace the history of classical studies in Europe and America since the Renaissance, are filled with valuable information and insights; chapter 3 dissects four interlinked arguments that, to Pearcy's thinking, explain the parlous state of classics today—and threaten its future survival; and chapter 4 offers thoughtful suggestions as to how classicists might respond to these challenges. I doubt that most readers will agree with all of Pearcy's analysis—I certainly do not—but I found his book consistently stimulating. He writes that his purpose is to provoke a conversation, not to solve a problem (118); it is a conversation that will benefit us all, and this book is a welcome and timely catalyst.Pearcy's starting point, and the theme to which he repeatedly returns, is what he identifies as an essential difference between classical studies in Europe (including Great Britain) and classical studies in America. To quote from Pearcy's account of Vittorino da Feltre, whom he sees as an architect of what we now call "liberal education," classical education was designed above all "to take those who would... rule and those who might be admitted to the governing class and to form their minds and souls in such a way that they would be the best rulers (8)... "Renaissance classical education... [was] designed to educate members of the governing class by exposing them to the best patterns of conduct, modes of thinking, and products of culture..." (9). In Europe this form of education made sense in that its presupposition of a governing class matched the social and political realities of the countries in question. In America, by contrast, the advent of democracy undermined the central assumptions of such education and threatened its relevance to our society: "The necessary openness of thought in a democracy has a consequence that is fatal to [End Page 595] the paradigm of classical liberal arts education. In a democratic society, the freedom and theoretical equality of all citizens make it necessary to avoid privileging any single set of beliefs or ideas" (23).Pearcy's hypothesis is thought-provoking, but it strikes me as overly neat. A quick glance at two individuals, one English, the other American, offers some corroboration and also raises some intriguing questions. Leonard Woolf majored in classics at St. Paul's School and Cambridge, and, though his origins were not "aristocratic," upon graduation he entered the ranks of the governing class as a civil servant in Ceylon. The progression matches Pearcy's model, and Woolf even comments on it in terms similar to those Pearcy uses: "The male members of the British aristocracy of intellect went automatically to the best public schools, to Oxford and Cambridge, and then into all the most powerful and respectable professions."1 By contrast, S. S. McClure, the American publisher, migrated from Ireland to the States at age nine as a virtual pauper, spent eight years putting himself through Knox College, and chose to major in classics for reasons similar to those Pearcy identifies as the basis for classical education: "During the years that he reads and studies Greek a boy gets certain standards that he uses all the rest of his life, long after he has forgotten grammar and vocabulary."2 Unlike Woolf, however, McClure found to his dismay that though he had graduated third in a class of thirty, his classical education did not open doors to a professional career: "I talked with other boys, and found that most of them had arranged for the immediate future. The chapter focusses on the Scottish natural philosophy of the late eighteenth century represented by John Anderson (1726–1796) and John Robison (1739–1805), which is considered a link between Newton’s natural philosophy and nineteenth-century physics in Britain (Kelvin and Maxwell). Anderson and Robison have to be seen in a tradition of Scottish Newtonians established in the seventeenth century by David Gregory and John Keill and specifically shaped in the Mid-eighteenth century through the chemical-physical work of Joseph Black and the (...) common-sense philosophy of Thomas Reid. These latter Newtonians built on Newton’s theory of matter and short-range forces as indicated in Query 31 of his Opticks (Black) but also on his Rules of Reasoning of the second edition of his Principia (Black and Reid) and in this way created the theoretical framework in which Anderson and Robison developed their natural philosophy. In the center of their natural philosophy, which was oriented on experimental investigations, were the manifold open questions of the Baconian sciences of that time - theories of heat, light, electricity, magnetism as well as the understanding of the phlogiston. The chapter thus provides insight into the specific way in which the Newtonian camp participated in early modern natural philosophical speculations about minute particles of matter, fluids, or the propagation of light and heat. David Bordwell's new book is at once a history of film criticism, an analysis of how critics interpret film, and a proposal for an alternative program for film studies. It is an anatomy of film criticism meant to reset the agenda for film scholarship. As such Making Meaning should be a landmark book, a focus for debate from which future film study will evolve. Bordwell systematically maps different strategies for interpreting films and making meaning, illustrating his points with a (...) vast array of examples from Western film criticism. Following an introductory chapter that sets out the terms and scope of the argument, Bordwell goes on to show how critical institutions constrain and contain the very practices they promote, and how the interpretation of texts has become a central preoccupation of the humanities. He gives lucid accounts of the development of film criticism in France, Britain, and the United States since World War II; analyzes this development through two important types of criticism, thematic-explicatory and symptomatic; and shows that both types, usually seen as antithetical, in fact have much in common. These diverse and even warring schools of criticism share conventional, rhetorical, and problem-solving techniques--a point that has broad-ranging implications for the way critics practice their art. The book concludes with a survey of the alternatives to criticism based on interpretation and, finally, with the proposal that a historical poetics of cinema offers the most fruitful framework for film analysis. Arguing for the merits of an antipodean perspective that embraces the linked historical and current relations between Tasman, British and other worlds, this paper focuses on the majoritarian responses of those of English ancestry in Britain and within the British diaspora to wide ranging changes that potentially challenge their national supremacy in both contexts. After briefly assessing some of the approaches to exploring the identities of the 'English/ British' separately in Australia and New Zealand, some suggestions are made about (...) how majoritarian narratives are best reframed, conceptually and methodologically, both within the antipodes and the broader contexts within which they have always been placed. The adoption of an antipodean perspective is deemed necessary in order to understand how changes in majority status and shifts in national identity are mutually constituted within and across the above worlds. This article looks at the politics of successive Conservative governments in Britain in the 1980s and ‘90s through the lens of the increasing politicisation of Paganisms in that period. A wave of moral panics in the late ‘80’s and early ‘90s concerning marginal communities – such as Ravers, New Age travellers and anti-road protesters – and their ‘riotous assemblies’, culminated in the Conservative Government of John Major enacting The Criminal Justice and Public Order Act of 1994. This was seen (...) by these communities as legislation against alternative lifestyles and, in some respects, an infringement of spiritual freedom. Using the case study of technoshamanism – a Pagan meeting of ‘rave’ culture and neo-shamanism – I wish to examine how the political and Pagan religious landscapes of ‘80s and ‘90s Britain intersected and led to politically engaged forms of Pagan practice often centred around grassroots lifestyle and environmental politics. This will be explored with especial reference to the politicisation of The Spiral Tribe, a technoshamanic collective of the early ‘90s, and their increasing involvement in resisting the 1994 Act and promotion of campaigns such as Reclaim the Streets. George Clough‘s donation of old master prints raised the Whitworth Institute‘s collection to international standing. Simultaneously, it presented Manchester with a viewing experience that was possibly unique in Britain, and placed on permanent display one of the nations finest collections of engravings, etchings and woodcuts so as to offer a visual history of the medium of print. Clough had a special interest in Marcantonio Raimondi, collecting over forty prints by him at a time when such works commanded high prices. (...) An account is given of the work on glacial phenomena in the English Lake District from the time of Adam Sedgwick until the mid-twentieth century, with emphasis on the nineteenth century. In the early years, the following theories were envisaged: 'diluvialism'; the theory of 'waves of translation'; the theory of 'ice rafting'; the 'glacial-submergence' hypothesis ; and the 'land-ice' theory. While it was quite easy to recognize ice action and the former existence of glaciers, it was difficult to work out (...) a persuasive sequence of events that would account satisfactorily for the great variety and quantity of evidence available, considering land-forms, and the distribution of moraines, tills, gravels, and glacial erratics. When the first systematic geological survey was being undertaken in the Lake District both local amateurs and the surveyors favoured the glacial-submergence theory, but there were problems about explaining the distribution of glacial erratics, and controversy developed as to whether this distribution was best explained in terms of floating icebergs or landice. The problem was difficult in that there was uncertainty as to how many glaciations there had been, though the preferred number was two, following the early observations in Wales by Andrew Ramsay, in Lancashire by Edward Hull and others, and by some Continental geologists, of two different tills, and one intermediate water-deposited unit. These seemed to have equivalents in the Lake District. However, the Scottish surveyors, under the influence of their theorist colleague, James Croll, with his astronomical explanation of ice ages, favoured multiple glaciations. Croll himself sought to apply the land-ice theory to explain the distribution of glacial erratics in the regions round the Lake District. James Geikie read widely in the Continental literature, and thought that the theory of several glaciations, developed by Albrecht Penck in the 1880s, on the basis of observations of the valleys and rivers terraces running north from the Alps, fitted well with Croll's theory. Thus the idea of a sequence of glaciations was applied to Britain with some success, partly as a result of Geikie's advocacy. But the evidence of such a sequence in the Lake District itself was by no means clear, and it was not developed for the region until the work of Frederick Trotter and Sidney Hollingworth . In the meantime, much geomorphological work on the form and formation of lakes and tarns had been done by the chief aficionado of Lakeland geology, Cambridge professor, John Marr. But he thought there might have been only one major glaciation. The paradox is that, for England, the glacial sequence has had to be worked out more by examination of deposits in the flatter southern regions, as much as in the mountains where the glaciers were formed and most active. In the Lakeland mountains, as in other parts of the world, the last glaciation has tended to remove or obscure the products of earlier glaciations. (shrink)

For centuries Andean civilization and ecology has afforded a special fascination for European travellers and officials. In this volume, eight writers - anthropologists, economists and historians working in Bolivia, Britain, France, Ireland and Peru - describe and analyse aspects of rural society in various Andean regions. They focus on the impact of capitalist development on both the peasant economy and the landed elite in the Andes and the ways in which that impact has been shaped by a specific Andean (...) culture and a characteristic Andean ecology and climate. Their discussion of Andean specificity centres on the notion of verticality, first developed by John Murra to describe political and economic adaptation to climatic variation in the Andean eco-system. The volume represents a substantial contribution to our understanding of Andean rural society and the nature of the Latin American peasantry and peasant economy. This article examines Friedrich Engels's little noticed communitarian sympathies, especially as expressed in his 1844 article 'kommunistischen Ansiedlungen'. These sympathies are in conflict with the considered and more critical view of communitarian socialism that he subsequently came to share with Karl Marx. I have four ambitions in the article: first, to provide some characterisation of this 'communitarian moment' in Engels's early intellectual evolution; second, to raise a number of worries about the argument of this particular article; third, to illuminate some (...) of the interesting variety in nineteenth-century communitarianism; and fourth, to insist on the complexity of questions about 'feasibility'. I maintain that Engels underestimates the variety of contemporary communitarianism, and that his appeal to the existence of intentional communities in America and Britain as proof of the feasibility of communism is unsuccessful.
