"A climate crisis and other pressures on planetary ecology are causing profound anxieties. Climate change threatens to trap hundreds of millions of people in dire poverty and to separate further an already deeply divided world. However, a new generation of activists is offering inspiration, serving as a hope-maker. This book offers an accessible and empirically informed philosophical discussion of climate change, global poverty, justice, and the importance of political responses, both internationally and domestically, that offer hope. Increasing global economic integration and recent military interventions in the name of human rights have forced questions of global justice into political discussions. Is the unequal distribution of wealth across the globe just? What's wrong with imperialism? Are the most indebted countries obligated to pay back their loans to international financ.

One of the more refractory problems in contemporary discussions of consciousness is the problem of determining what a mental state's being conscious consists in. This paper defends the thesis that a mental state is conscious if and only if it has a certain reflexive character, i.e., if and only if it has a structure that includes an awareness of itself. Since this thesis finds one of its clearest expressions in the work of Brentano, it is his treatment of the thesis (...) on which I initially focus, though I subsequently bring in Sartre where he addresses himself to an important point not considered by Brentano. As part of this investigation, the paper also, more specifically, aims to exhibit as perspicuously as possible the relationship between self-awareness and the phenomenal, or 'what-it- is-like', dimension of conscious experience. I attempt to show, in particular, that the phenomenal character of at least perceptual consciousness can be fully explained in terms of self-awareness, i.e., in terms of a low-level or 'implicit' self-awareness that is built into every conscious perceptual state. Research in basic and clinical neuroscience of music conducted over the past decades has begun to uncover music’s high potential as a tool for rehabilitation. Advances in our understanding of how music engages parallel brain networks underpinning sensory and motor processes, arousal, reward, and affective regulation, have laid a sound neuroscientific foundation for the development of theory-driven music interventions that have been systematically tested in clinical settings. Of particular significance in the context of motor rehabilitation is the notion that musical (...) rhythms can entrain movement patterns in patients with movement-related disorders, serving as a continuous time reference that can help regulate movement timing and pace. To date, a significant number of clinical and experimental studies have tested the application of rhythm- and music-based interventions to improve motor functions following central nervous injury and/or degeneration. The goal of this review is to appraise the current state of knowledge on the effectiveness of music and rhythm to modulate movement spatiotemporal patterns and restore motor function. By organizing and providing a critical appraisal of a large body of research, we hope to provide a revised framework for future research on the effectiveness of rhythm- and music-based interventions to restore and train motor function. In Medicine, Society, and Faith in the Ancient and Medieval Worlds Darrel Amundsen explores the disputed boundaries of medicine and Christianity by focusing on the principle of the sanctity of human life, including the duty to treat or attempt to sustain the life of the ill. As he examines his themes and moves from text to context, Amundsen clarifies a number of Christian principles in relation to bioethical issues that are hotly debated today. In his examination of the moral (...) stance of the earliest syphilographers, for example, he finds insights into the ethical issues surrounding the treatment of AIDS, which he believes has its closest historical antecedent not in plague but in syphilis. He also shows that the belief that all healing comes from God, whether directly, through prayer, or through the use of medicine -- a sentiment commonly held by contemporary Christians -- cannot be accurately attributed to any extant source from the patristic period. Indeed, all the Church Fathers were convinced that healing sometimes came from evil sources: Satan and his demons were able to heal, for example, and Asclepius was a demon "to be taken very seriously indeed.". In a recent article in the British Journal for the Philosophy of Science, Heesen and Bright argue that prepublication peer review should be abolished and replaced with postpublication peer review (provided the matter is judged purely on epistemic grounds). In this article, I show that there are three problems with their argument. First, it fails to consider the epistemic cost of implementing the change to postpublication peer review. Second, it fails to consider some potential epistemic benefits of prepublication peer review, (...) which involve avoiding bias. Third, it fails to consider some potential epistemic disadvantages of postpublication peer review, which stem from the greater number of papers that would be published under that system. (shrink)

In their recent book Philosophical Foundations of Neuroscience, Max Bennett and Peter Hacker attack neural materialism (NM), the view, roughly, that mental states (events, processes, etc.) are identical with neural states or material properties of neural states (events, processes, etc.). Specifically, in the penultimate chapter entitled “Reductionism,” they argue that NM is unintelligible, that “there is no sense to literally identifying neural states and configurations with psychological attributes.” This is a provocative claim indeed. If Bennett and Hacker are right, then (...) a sizeable number of philosophers, cognitive scientists, neuroscientists, etc., subscribe to a view that is not merely false, but strictly meaningless. In this article I show that Bennett and Hacker's arguments against NM, whether construed as arguments for the meaninglessness of or the falsity of the thesis, cannot withstand scrutiny: when laid bare they are found to rest upon highly dubious assumptions that either seriously mischaracterize or underestimate the resources of the thesis. This article defends two theses: that a mental state is conscious if and only if it has phenomenal character, i.e., if and only if there is something it is like for the subject to be in that state, and that all state consciousness involves self-consciousness, in the sense that a mental state is conscious if and only if its possessor is, in some suitable way, conscious of being in it. Though neither of these theses is novel, there is a dearth (...) of direct arguments for them in the scholarly literature and the relationship between them has so far gone underrecognized. This article attempts to remedy this lack, advancing the claim that if all conscious states have phenomenal character, then all state consciousness involves self-consciousness. (shrink)

Roughly, instrumentalism is the view that science is primarily, and should primarily be, an instrument for furthering our practical ends. It has fallen out of favour because historically influential variants of the view, such as logical positivism, suffered from serious defects. -/- In this book, however, Darrell P. Rowbottom develops a new form of instrumentalism, which is more sophisticated and resilient than its predecessors. This position—‘cognitive instrumentalism’—involves three core theses. First, science makes theoretical progress primarily when it furnishes us with (...) more predictive power or understanding concerning observable things. Second, scientific discourse concerning unobservable things should only be taken literally in so far as it involves observable properties or analogies with observable things. Third, scientific claims about unobservable things are probably neither approximately true nor liable to change in such a way as to increase in truthlikeness. -/- There are examples from science throughout the book, and Rowbottom demonstrates at length how cognitive instrumentalism fits with the development of late nineteenth- and early twentieth-century chemistry and physics, and especially atomic theory. Drawing upon this history, Rowbottom also argues that there is a kind of understanding, empirical understanding, which we can achieve without having true, or even approximately true, representations of unobservable things. In closing the book, he sets forth his view on how the distinction between the observable and unobservable may be drawn, and compares cognitive instrumentalism with key contemporary alternatives such as structural realism, constructive empiricism, and semirealism. -/- Overall, this book offers a strong defence of instrumentalism that will be of interest to scholars and students working on the debate about realism in philosophy of science. In a recent contribution to Learning for Democracy, Richard Bailey argues that Thomas Kuhn advocated an indoctrinatory model of science education, which is fundamentally authority-based. While agreeing with Bailey’s conclusion, this article suggests that Kuhn was attempting to solve an important problem which Bailey only touches on – how to ensure that science students do not become hypercritical. It continues by offering a critical rationalist solution to this problem, arguing that paradigms qua exemplars should be historical problem-solving episodes, rather than (...) model solutions to puzzles. This book examines the threat that climate change poses to the projects of poverty eradication, sustainable development, and biodiversity preservation. It offers a careful discussion of the values that support these projects and a critical evaluation of the normative bases of climate change policy. This multidisciplinary book brings together a series of critical engagements regarding the notion of ethical practice. As a whole, the book explores the question of how the current neo-liberal socio-political moment, and its relationship to the historical legacies of colonialism, white settlement, and racism, informs and shapes our practices, pedagogies, and understanding of encounters in diverse settings. Drawing largely on the work of Sara Ahmed’s Strange Encounters: Embodied Others in Post-Coloniality, each chapter in this book takes up a particular encounter (...) and unravels the elements that created these meetings in specific times and spaces. Sites of encounters included in this volume range from the classroom to social work practice and from literary to media interactions, and take place both within Canada and internationally. Paramount to the discussions is a consideration of how relations of power and legacies of oppression shape self and others, and draw boundaries between bodies within an encounter. From a social justice perspective, Unravelling Encounters exposes the political conditions that configure our meetings with one another, and inquires into what it means to care, to respond, and to imagine oneself as an ethical subject. This paper examines the UN provisions concerning the legitimate use of force, which justified the 1991 Gulf War, and Michael Walzer's arguments, which can be read as a justification of the UN provisions. After a brief historical sketch of the approach to internationalism of Marx, Lenin, and the early Bolshevik regime, alternative internationalist criteria of Jus ad Bellum are proposed, which assume certain forms of common oppression among peoples of different states. If certain forms of common oppression can be defended (...) (in the case of Marxist theory, exploitation and imperialism), and if one shares Walzer's concern for individual rights, then the internationalist criteria for Jus ad Bellum are morally superior to the UN's and Walzer's. Analogien lassen sich aus unserem vernünftigen Nachdenken und Argumentieren kaum wegdenken. Ganz zurecht stellen sie eines der klassischen Themen der Argumentationstheorie dar. Doch wie genau sollte die argumentative Rolle von Analogien in Argumentrekonstruktionen dargestellt werden? Das ist die Leitfrage dieses Beitrags. Zunächst wird mit Michael Dummetts Schach-Analogie ein prominentes Beispiel dargestellt und eine genauere Charakterisierung des Analogiebegriffs vorgeschlagen. Danach wird die gängigste Rekonstruktionsform von Analogien diskutiert, das Analogieargument, und in einigen Punkten verfeinert. Vor diesem Hintergrund schlägt der Beitrag eine zweite, (...) alternative Rekonstruktionsform vor, in der zwei analoge Argumente an die Stelle eines einzelnen Analogiearguments treten. Nachdem diese beiden Rekonstruktionsformen an einem weiteren berühmten Beispiel vorgeführt wurden, an Peter Singers Teich-Analogie, wird diskutiert, wie sich diese beiden Varianten gegenseitig ergänzen und welche Stärken und Schwächen sie haben. Es zeigt sich, dass Analogien nicht nur in Form von Analogieargumenten einen zentralen Topos eines Einzelarguments darstellen. Darüber hinaus kann die Untersuchung analoger Argumente bereits selbst als argumentationstheoretische Topik verstanden werden. (shrink)

Combining phenomenological insights from Brentano and Sartre, but also drawing on recent work on consciousness by analytic philosophers, this book defends the view that conscious states are reflexive, and necessarily so, i.e., that they have a built-in, implicit awareness of their own occurrence, such that the subject of a conscious state has an immediate, non-objectual acquaintance with it. As part of this investigation, the book also explores the relationship between reflexivity and the phenomenal, or what-it-is-like, dimension of conscious experience, defending (...) the innovative thesis that phenomenal character is constituted by the implicit self-awareness built into every conscious state. This account stands in marked contrast to most influential extant theories of phenomenal character, including qualia theories, according to which phenomenal character is a matter of having phenomenal sensations, and representationalism, according to which phenomenal character is constituted by representational content. It is common parlance among philosophers who inquire into the nature of consciousness to speak of there being something it is like for the subject of a mental state to be in it. The popularity of the ‘what-it-is-like’ phrase stems, in part, from the assumption that it enables us to distinguish, in an intuitive and illuminating way, between conscious and unconscious mental states: conscious mental states, unlike unconscious mental states, are such that there is something it is like for their (...) subjects to be in them. The ‘what-it-is-like’ phrase, however, has not gone unopposed; some very clever philosophers have vigorously disputed it. Peter Hacker, for example, has argued that the phrase should be abandoned because it is ungrammatical, and Paul Snowdon has argued that it should be abandoned because the propositions expressed by its usage are either trivial or false. This paper mounts a case for the claim that neither of these conclusions is warranted. Against Hacker, it is argued that the arguments he produces for the ungrammaticality of the phrase are unpersuasive, and against Snowdon it is argued that he fails to consider a plausible and independently motivated interpretation of the phrase, and that, on this interpretation, the propositions expressed by its usage are non-trivially true. The principle of global equality of opportunity is an important part of the commitment to global egalitarianism. In this paper I discuss how a principle of global equality of opportunity follows from a commitment to equal respect for the autonomy of all persons, and defend the principle against some of the criticism that it has received. The particular criticisms that I address contend that a moral view based upon dignity and respect cannot take properties of persons—such as their citizenship—as morally (...) arbitrary, that any justification of what counts as equal opportunity sets must be based upon national cultural understandings, that a positive account of equality of opportunity cannot adequately handle the fact of value pluralism across the globe, and that the principle of equality of opportunity is incompatible with national self-determination. In the course of defending the principle of equality of opportunity from these criticisms, I make revisions to my previously published defense of the principle. (shrink)

This paper challenges a recent argument of Bird’s, which involves imagining that Réné Blondlot’s belief in N-rays was true, in favour of the view that scientific progress should be understood in terms of knowledge rather than truth. By considering several variants of Bird’s thought-experiment, it shows that the semantic account of progress cannot be so easily vanquished. A key possibility is that justification is only instrumental in, and not partly constitutive of, progress.

First, I answer the controversial question ’What is scientific realism?’ with extensive reference to the varied accounts of the position in the literature. Second, I provide an overview of the key developments in the debate concerning scientific realism over the past decade. Third, I provide a summary of the other contributions to this special issue.

First, I argue that scientific progress is possible in the absence of increasing verisimilitude in science’s theories. Second, I argue that increasing theoretical verisimilitude is not the central, or primary, dimension of scientific progress. Third, I defend my previous argument that unjustified changes in scientific belief may be progressive. Fourth, I illustrate how false beliefs can promote scientific progress in ways that cannot be explicated by appeal to verisimilitude.

Anthropogenic climate change is a global process affecting the lives and well-being of millions of people now and countless number of people in the future. For humans, the consequences may include significant threats to food security globally and regionally, increased risks of from food-borne and water-borne as well as vector-borne diseases, increased displacement of people due migrations, increased risks of violent conflicts, slowed economic growth and poverty eradication, and the creation of new poverty traps. Principles of justice are statements of (...) what persons are owed either by others or by institutions and policies. Climate change gives rise to many concern of justice. This article briefly summarizes some of the most important of these, including claims to have climate change mitigated, claims regarding the sharing of the costs of climate change mitigation, claims for investment into adaptation, and claims to be compensated. This paper, which is based on recent empirical research at the University of Leeds, the University of Edinburgh, and the University of Bristol, presents two difficulties which arise when condensed matter physicists interact with molecular biologists: the former use models which appear to be too coarse-grained, approximate and/or idealized to serve a useful scientific purpose to the latter; and the latter have a rather narrower view of what counts as an experiment, particularly when it comes to computer simulations, than the (...) former. It argues that these findings are related; that computer simulations are considered to be undeserving of experimental status, by molecular biologists, precisely because of the idealizations and approximations that they involve. The complexity of biological systems is a key factor. The paper concludes by critically examining whether the new research programme of ‘systems biology’ offers a genuine alternative to the modelling strategies used by physicists. Teachers committed to seeing philosophy as a way of life (PWOL) often focus on assignments that help students develop personal practices, so they experience peace of mind, independence, and a cure from anguish. While we applaud these goals, our work highlights another important aspect of philosophy as a way of life that sometimes is overlooked. We want our students to experience a transformation toward seeing themselves as moral agents, growing in civic virtues, and developing “cosmic consciousness.” To reach this end, (...) we utilize a civic engagement (CE) project that we call the “Experiments in Ethics.” This CE project consists of a series of small, interrelated assignments or “experiments” that help students develop habits and certain civic dispositions. While students complete the experiments throughout the semester, we argue that civically engaged philosophy as a way of life extends beyond the confines of the classroom and the semester as our students cultivate the ability to see themselves as ethical agents capable of making changes in their own lives and the communities in which they live. In his seminal paper ‘Alternate Possibilities and Moral Responsibility’, Harry Frankfurt argues against the principle of alternate possibilities (PAP)—the principle that persons are morally responsible for what they have done only if they could have done otherwise—by presenting a case in which, apparently, a person is morally responsible for what he has done even though, due to the presence of a counterfactual intervener, he could not have done otherwise. According to a compelling (yet relatively under-discussed) response to Frankfurt’s attack on (...) PAP, Frankfurt has not succeeded in showing that the principle is false, since in the scenario he asks us to imagine the agent has an alternate possibility: he can (unwittingly) force the intervener’s hand by revising his decision to perform the action in question and thereby avoid performing the action himself. This response to Frankfurt has been objected to, however, on the grounds that the agent does not avoid performing the action since the intervener acts upon an involuntary prior sign. The goal of this article is to show that this objection fails. While it is true that the prior sign upon which the intervener acts is involuntary, it is a consequence of a change of mind that is voluntary. It follows that the agent does what is needed to avoid performing the action in question (in the counterfactual sequence). (shrink)

Abstract:Enlightenment era optimism that technological and educational developments offer a progressive path to plenty and liberation supports a hope that human toil may be progressively reduced. The Development Thesis defended by G. A. Cohen is a piece of that Enlightenment optimism. The Development Thesis holds that productive forces tend to develop throughout history. The tendency for such an increase in productive forces to occur is, according to Cohen’s argument, due to persistent facts about human nature. If Cohen is correct, there (...) is a tendency toward progress of an important sort, and this progress is due in significant part to human nature. But the development of productive forces also destroys nonhuman natural value. In the era of the Anthropocene this is occurring on a planetary scale. The simultaneous development and destruction entails that claims of progress must rely on an all-things-considered judgment. But due to the plurality of the relevant values, which cannot be compared according to a common metric, rational disagreement about the existence of progress and our progressive nature can be expected to persist. It is a common view that the axioms of probability can be derived from the following assumptions: probabilities reflect degrees of belief, degrees of belief can be measured as betting quotients; and a rational agent must select betting quotients that are coherent. In this paper, I argue that a consideration of reasonable betting behaviour, with respect to the alleged derivation of the first axiom of probability, suggests that and are incorrect. In particular, I show how a rational agent might assign (...) a ‘probability’ of zero to an event which she is sure will occur. (shrink)

Treaty Norms and Climate Change MitigationDarrel MoellendorfCurrently the international community is discussing the regulatory framework to replace the Kyoto Protocol after 2012. The unveiling of the new framework is scheduled to occur at the December 2009 COP in Copenhagen. The stakes are high, since any treaty will affect the development prospects of per capita poor countries and will determine the climate change–related costs borne by poor people for centuries to come. Failure to arrive at an agreement would have grave effects (...) on the development prospects of poor countries, many of which will experience the most severe effects of climate change. The original UNFCCC treaty recognizes these kinds of concerns and requires that further treaty negotiation pay them heed. Any agreement will be required to conform to UNFCCC norms related to sustainable development and the equitable distribution of responsibilities. In this paper I argue that UNFCCC norms tightly constrain the range of acceptable agreements for the distribution of burdens to mitigate climate change. I conclude that any legitimate treaty must put much heavier mitigation burdens on industrialized developed countries. Of the various proposals that have received international attention, two in particular stand out as possibly satisfying UNFCCC norms regarding the distribution of responsibilities. (shrink)

This article explores the practical significance of the notion of ‘World 3’ – a domain of abstract entities – for inquiry and education. First, it explains how ‘objectifying’ our thoughts and statements, viz. treating them as if they are objective, can help in inquiry to: promote impartiality towards ideas on the basis of their source and the manner in which they are presented; enable more effective communication; and encourage wider participation in debates. Second, the article examines how ‘objectification’ can be (...) useful in group learning scenarios, insofar as these involve group inquiry. (shrink)

Devoted to making available, in English, contributions to philosophical comprehension originating in German, _Contemporary German Philosophy_ will be a yearbook following volumes reviewing the 1960-80 period. _CGP_'s aim is in no sense to displace the German language as a medium for philosophical discourse, but rather to provide for the reader who is more at home in English some points of access to such of the more pivotal recent and contemporary contributions originating in German as can lend themselves to translation. In (...) the selection of German-language articles for translation, some preference is given to authors whose work for the most part has not yet appeared in English. Original articles by German scholars also will be featured, and there will be reviews and comments by a worldwide body of scholars concerned with German philosophical traditions. _CGP_ is open to the full range of philosophical interests and orientations to which philosophy in the German language and tradition contributes. It is open as well to items which consider the bearings of insights within such allied fields as mathematics, political science, historiography, and linguistics upon philosophical issues. The term "contemporary" is intended to refer, not to any particular style of doing philosophy, but to philosophical literature of recent origin. (shrink)
