Building social capital is a core element in the empowerment pilar of the poverty reduction strategy. The social capital assesment tool presented in this book is one of the important products of this iniciative.

More often than not, recently popular structuralist interpretations of physical theories leave the central concept of a structure insufficiently precisified. The incipient causal sets approach to quantum gravity offers a paradigmatic case of a physical theory predestined to be interpreted in structuralist terms. It is shown how employing structuralism lends itself to a natural interpretation of the physical meaning of causal set theory. Conversely, the conceptually exceptionally clear case of causal sets is used as a foil to illustrate how a (...) mathematically informed rigorous conceptualization of structure serves to identify structures in physical theories. Furthermore, a number of technical issues infesting structuralist interpretations of physical theories such as difficulties with grounding the identity of the places of highly symmetrical physical structures in their relational profile and what may resolve these difficulties can be vividly illustrated with causal sets. Suppose you perform two actions. The first imposes a risk of harm that, on its own, would be excessive; but the second reduces the risk of harm by a corresponding amount. By pairing the two actions together to form a set of actions that is risk-neutral, can you thereby make your overall course of conduct permissible? This question is theoretically interesting, because the answer is apparently: sometimes Yes, sometimes No. It is also practically important, because it bears on the moral (...) status of practices such as offsetting personal greenhouse gas (GHG) emissions. In this article we propose a criterion for distinguishing between cases where pairing risk-increasing and risk-reducing actions makes each action permissible, and those where it does not: the Principle of Aggregate Risk-Imposition. We work towards this by considering a range of examples that illustrate various illegitimate ways of pairing risk-increasing actions with risk-reducing ones, and asking what goes wrong in each case. We then use this criterion to evaluate GHG offsetting. Is offsetting a legitimate way of removing the risk-imposition associated with GHG emissions, or not? Controversially, we argue that this turns out to depend on the form that the offsetting takes. (shrink)

Humean Laws for Human Agents presents cutting-edge research by leading experts on the Humean account of laws, chance, possibility, and necessity. A central question in metaphysics and philosophy of science is: What are laws of nature? Humeans hold that laws are not sui generis metaphysical entities but merely particularly effective summaries of what actually happens. The most discussed recent work on Humeanism emphasizes the laws' usefulness for limited agents and uses pragmatic considerations to address fundamental and long-standing problems. The current (...) volume develops and critically examines pragmatic Humean accounts, with innovative new work on the epistemology of laws and chance, the problem of induction, counterfactuals, special science laws, and a Humean account of essence. Are groups ever capable of bearing responsibility, over and above their individual members? This chapter discusses and defends the view that certain organized collectives – namely, those that qualify as group moral agents – can be held responsible for their actions, and that group responsibility is not reducible to individual responsibility. The view has important implications. It supports the recognition of corporate civil and even criminal liability in our legal systems, and it suggests that, by recognizing group agents as loci (...) of responsibility, we may be able to avoid “responsibility gaps” in some cases of collectively caused harms for which there is a shortfall of individual responsibility. The chapter further asks whether the view that certain groups are responsible agents commits us to the view that those groups should also be given rights of their own and gives a qualified negative answer. This paper argues that decision theory presupposes free will. Although decision theorists seldom acknowledge this, the way decision theory represents, explains, or rationalizes choice behaviour acquires its intended interpretation only under the assumption that decision-makers are agents capable of making free choices between alternative possibilities. Without that assumption, both normative and descriptive decision theory, including the revealed-preference paradigm, would have to be reinterpreted in implausible ways. The hypothesis that decision-makers have free will is therefore explanatorily indispensable for decision theory. Artificial intelligence represents a key technology being inbuilt into evermore products. Research investigating attitudes towards artificial intelligence surprisingly is still scarce, although it becomes apparent that artificial intelligence will shape societies around the globe. To better understand individual differences in attitudes towards artificial intelligence, the present study investigated in n = 351 participants associations between the Affective Neuroscience Personality Scales (ANPS) and the Attitudes towards Artificial Intelligence framework (ATAI). It could be observed that in particular higher levels of SADNESS were (...) associated with higher negative attitudes towards AI (fearing AI). The findings are discussed in this work from an evolutionary perspective because primary emotional systems—according to Affective Neuroscience Theory—represent tools for survival, which have been homologously conserved across mammalian species including homo sapiens. Predictive Processing (PP) is an increasingly influential neurocognitive-computational framework. PP research has so far focused predominantly on lower level perceptual, motor, and various psychological phenomena. But PP seems to face a “scale-up challenge”: How can it be extended to conceptual thought, language, and other higher cognitive competencies? Compositionality, arguably a central feature of conceptual thought, cannot easily be accounted for in PP because it is not couched in terms of classical symbol processing. I argue, using the example of language, that (...) there is no strong reason to think that PP cannot be scaled up to higher cognition. I suggest that the tacitly assumed common-sense conception of language as Generative Grammar (“folk linguistics”) and its notion of composition leads to the scale-up concerns. Fodor’s Language of Thought Hypothesis (LOTH) plays the role of a cognitive computational paradigm for folk linguistics. Therefore, we do not take LOTH as facing problems with higher cognition, at least with regard to compositionality. But PP can plausibly play the role of a cognitive-computational paradigm for an alternative conception of language, namely Construction Grammar. If Construction Grammar is a plausible alternative to folk linguistics, then PP is not in a worse position than LOTH. (shrink)

Technologies of “artificial intelligence” and machine learning are increasingly presented as solutions to key problems of our societies. Companies are developing, investing in, and deploying machine learning applications at scale in order to filter and organize content, mediate transactions, and make sense of massive sets of data. At the same time, social and legal expectations are ambiguous, and the technical challenges are substantial. This is the introductory article to a special theme that addresses this turn to AI as a technical, (...) discursive and political phenomena. The opening article contextualizes this theme by unfolding this multi-layered nature of the turn to AI. It argues that, whereas public and economic discourses position the widespread deployment of AI and automation in the governance of digital communication as a technical turn with a narrative of revolutionary breakthrough-moments and of technological progress, this development is at least similarly dependent on a parallel discursive and political turn to AI. The article positions the current turn to AI in the longstanding motif of the “technological fix” in the relationship between technology and society, and identifies a discursive turn to responsibility in platform governance as a key driver for AI and automation. In addition, a political turn to more demanding liability rules for platforms further incentivizes platforms to automatically screen their content for possibly infringing or violating content, and position AI as a solution to complex social problems. Jennifer Nado has recently argued that conceptual engineers should focus on (re-)designing representations and may safely ignore issues of implementation. I make a general case for the methodological importance of implementation to conceptual engineering. Using the Social Norms Account as a foil, I argue for three claims. (1) Inquiring into methods of implementation is a theoretically challenging and philosophically worthwhile project in and of itself. (2) A sound theoretical understanding of implementation is imperative for theorists of conceptual engineering. It proves (...) vital for their assessment of the prospects for engineering interventions and the political risks inherent in them. (3) A sound theoretical understanding of implementation is imperative for practitioners of conceptual engineering. The usefulness of their representational (re-)designs depends on respecting broadly cognitive and social constraints on the part of the target population. I conclude that conceptual engineers have very good reasons to seriously engage with issues of implementation. (shrink)

To study how populist sentiments have increasingly influenced businesses in society, we examine how German and Swedish corporations addressed the refugee situation in their 2015 and 2016 annual reports. We find that corporations changed their communication once refugee migration became subjected to populist political sentiments, but that they did so without subscribing to those sentiments. Although populism is based on such sharp oppositions as welcoming refugees or closing borders, our analysis shows that corporations have found ways to communicate about the (...) refugee migration beyond these oppositions. Rather than taking a political stance, the corporations studied have primarily articulated the refugee situation as it pertains to their business operations. We identify four modes of articulation: the refugee as someone needing international aid, as a factor for economic analysis, as a benefit recipient, or as a potential stakeholder. These findings help nuance our understanding of how corporations navigate contested political issues. (shrink)

Expertise is often ascribed to persons who are considered exceptionally competent in a particular subject matter. In contrast to this traditional approach, the present paper introduces a contextual understanding of expertise ascriptions. More precisely, this paper introduces two different kinds of contextuality by advancing and advocating the thesis that expertise ascriptions are true if and only if their content within their context of use is true against standards in the context of assessment. This means that expertise ascriptions have indexical content (...) and are also assessment-sensitive. On this basis, a definition of expertise will be developed which outlines a series of conditions for what it takes to be an expert. (shrink)

The goal of this article is to outline a new account of the virtue of patience. To help build the account, we focus on five important issues pertaining to patience: (i) goals and time, (ii) emotion, (iii) continence versus virtue, (iv) motivation, and (v) good ends. The heart of the resulting account is that patience is a cross-situational and stable disposition to react, both internally and externally, to slower than desired progress toward goal achievement with a reasonable level of calmness. Firms operating in developing economies are increasingly expected to implement CSR practices aligned with recognized global standards. Drawing on extensive field study data in four Latin American countries, we contribute to business ethics scholarship by making visible and explaining firm shortcomings across social, environmental, and governance goals and activities of CSR. Building on and extending sensemaking literature, we find that leaders and managers responsible for their firms’ CSR activities make sense of and justify CSR shortcomings. We specify that justification based (...) on individual, organizational/industry, and macro-environmental influences serves as a mechanism that decouples firms’ actual CSR practices from recognized CSR standards. Further, we propose that detachment, involving disconnection from the local operating environment, underlies the CSR shortcomings of firms. We develop a theoretical multi-level model that specifies justification as a mechanism and detachment as an underlying driver of CSR shortcomings. (shrink)

The 2015 Nepal earthquake and subsequent avalanche at Mount Everest Base Camp is the deadliest mountaineering disaster to date. This study is novel in exploring the lived experiences of survivors and the role of mental toughness in their psychological responses to the disaster. Design: Phenomenological study. Method: Ten mountaineers, who were on expeditions during the earthquake, participated in phenomenological interviews. Data were analysed inductively and thematically, while strategies to enhance trustworthiness were also employed. Results: Seven dimensions emerged from the data, (...) which captured climbers' psychological responses to the disaster, ranging from the moments the earthquake hit to reflections on the disaster after returning home. Contrasting emotional responses were described, and suggested to depend on experience and mental toughness. Negative emotional and behavioural responses were reported in the aftermath. Some climbers reported post-traumatic stress, but also a strong desire to return to Mount Everest and continue mountaineering. Conclusions: These findings provide detailed insights into the lived experiences of climbers who survived the 2015 Nepal earthquake and Base Camp avalanche. Findings also shed light on the role of mental toughness in coping with and responding to a major natural disaster. (shrink)

This encyclopaedia entry studies the philosophy of Johann Christooh Sturm (1635 - 1704). Sturm was a philosopher, physicist, mathematician, and theologian. He corresponded with Leibniz and influenced Christian Wolff. This entry analyses Sturm's scientific method and his natural philosophy grounded in mechanism, occasionalism, and final causes. It shows Sturm's important role in seventeenth-century philosophy.

In this paper, I will present an argument against Husserl’s analysis of picture consciousness. Husserl’s analysis of picture consciousness (as it can be found primarily in the recently translated volume Husserliana 23) moves from a theory of depiction in general to a theory of perceptual imagination. Though, I think that Husserl’s thesis that picture consciousness is different from depictive and linguistic consciousness is legitimate, and that Husserl’s phenomenology avoids the errors of linguistic theories, such as Goodman’s, I submit that his (...) overall theory is unacceptable, especially when it is applied to works of art. Regarding art, the main problem of Husserl’s theory is the assumption that pictures are constituted primarily as a conflict between perception/physical picture thing and imagination/picture object. Against this mentalist claim, I maintain, from a hermeneutic point of view, that pictures are the result of perceptual formations [Bildungen]. I then claim that Husserl’s theory fails, since it does not take into account what I call “plastic perception” [Bildliches Sehen], which plays a prominent role not only within the German tradition of art education but also within German art itself. In this connection, “plastic thinking” [Bildliches Denken] was prominent especially in Klee, in Kandinsky, and in Beuys, as well as in the overall doctrine of the Bauhaus. Ultimately, I argue that Husserl’s notion of picture consciousness and general perceptive imaginary consciousness must be replaced with a more dynamic model of the perception of pictures and art work that takes into account (a) the constructive and plastic moment, (b) the social dimension and (c) the genetic dimension of what it means to see something in something (Wollheim). We treat the problem of reasoning with ambiguous propositions. Even though ambiguity is obviously problematic for reasoning, it is no less obvious that ambiguous propositions entail other propositions, and are entailed by other propositions. This article gives a formal analysis of the underlying mechanisms, both from an algebraic and a logical point of view. The main result can be summarized as follows: sound reasoning with ambiguity requires a distinction between equivalence on the one and congruence on the other side: the (...) fact that \ entails \ does not imply \ can be substituted for \ in all contexts preserving truth. Without this distinction, we will always run into paradoxical results. We present the sequent calculus \, which we conjecture implements sound and complete propositional reasoning with ambiguity, and provide it with a language-theoretic semantics, where letters represent unambiguous meanings and concatenation represents ambiguity. The international system expanded from its original European core in five great waves, each involving the fragmentation of one or more empires into a host of successor sovereign states. In the most important, (...) associated with the Westphalian settlement, the independence of Latin America, and post-1945 decolonization, the mobilization of new ideas about individual rights challenged imperial legitimacy, and when empires failed to recognize these new rights, subject peoples sought sovereign independence. Combining theoretical innovation with detailed historical case studies, this book advances a new understanding of human rights and world politics, with individual rights deeply implicated in the making of the global sovereign order. Partindo da premissa deleuziana de que a escrita possui um acentuado lastro clínico, sendo a responsável pela elaboração de um diagnóstico das forças capazes de aprisionar ou calar (...) a vida, procurar-se-á esmiuçar as ressonâncias desse lastro clínico, na concepção de filosofia como ato criativo, elaborada pelo autor. Como hipótese a ser aqui trabalhada, defende-se que a escrita deleuziana - compreendida como portadora de uma literalidade, conforme sustenta François Zourabchivili, ou como encrustada de uma poética imanentista, tal qual sugere Anita Costa Malufe - procuraria produzir uma zona de vizinhança ou indiscernibilidade entre a escrita filosófica, de caráter mais exegético, e a escrita literária, mais afectiva, de modo a produzir um deslocamento na relação do leitor com o ato de pensar.: In this essay we pretend to study the relationship between philosophy and literature in Gilles Deleuze’s thought, despite of his partnership with Félix Guattari, mapping the conceptions of writing throughout his work and considering the influence of these conceptions to forge a certain style in his philosophical texts. Starting from the deleuzian premise that writing has a strong clinical backing - being responsible for the elaboration of a diagnosis of the forces liable to imprison or silence life -, we will examine the resonances of this clinical backing in his conception of philosophy as a creative act. Our hypothesis is that the deleuzian writing - having a certain literality, as François Zourabchivili argues, or encrusted with an immanentism poetics, as Anita Costa Malufe suggests - would produce a so-called neighborhood zone or zone of indiscernibility between philosophical writing, with a more exegetical character, and literary writing, which is more affective, in order to produce a shift in the reader’s relationship with the act of thinking. The New Caledonian crow may be the only non-primate species exhibiting cumulative technological culture. Its foraging tools show clear signs of diversification and progressive refinement, and it seems likely that at least some tool-related information is passed across generations via social learning. Here, we explain how these remarkable birds can help us uncover the basic biological processes driving technological progress.

In his famous monadological metaphysics, Leibniz distinguishes between simple monads, animal monads, and rational monads or minds. This tripartite metaphysical distinction is mirrored by his discrimination between cognitive performances these three types of monads are capable of. Simple monads perceive; animal monads additionally remember, sense, and mimic reasoning by associating mental images; rational monads, furthermore, think, reflect on and know themselves, know eternal truths, and reason logically. This essay will focus on Leibniz's account of the cognitive performances of minds and (...) their relationship to those of animal monads. After Leibniz's notion of perception is introduced in section three, in section four the essay turns to his conception of sensation in animal monads. The following sections five to seven address the mental performances typical of minds and present Leibniz's conceptions of ideas, concepts, thoughts, apperception, sensation in rational monads, and conscientia. While at the beginning of the essay Leibniz's views get situated in the context of early modern philosophy of mind, especially as it relates to Descartes and the Aristotelian tradition, the essay concludes with a summary of the main innovations we find in his conception of cognition. The gravitational influence of Jupiter on Saturn produces, among other things, non-negligible changes in the eccentricity of Saturn that affect the magnitude of error of Ptolemaic astronomy. The value that Ptolemy obtained for the eccentricity of Saturn is a good approximation of the real eccentricity—including the perturbation of Jupiter—that Saturn had during the time of Ptolemy's planetary observations or a bit earlier. Therefore, it seems more probable that the observations used for obtaining the eccentricity of Saturn were done near Ptolemy’s (...) time, and rather unlikely earlier than the first century AD. Even if this is not quite a demonstration that Ptolemy used observations of his own, my argument increases its probability and practically discards the idea that Ptolemy borrowed values or observations from astronomers further back than the first century AD, such as Hipparchus or the Babylonians. States and other climate actors now commonly set ‘net zero’ targets – pledging that, by a certain date, they will put no more carbon into the atmosphere than they take out. However, there is controversy over what exactly should count as attaining such targets. The method of emissions accounting that states currently use – territorial emissions accounting – is often criticized as problematic, but a fully satisfactory explanation of the problem is needed. We argue that the key both to understanding (...) the problem and to solving it is that there is a specific kind of cooperative contribution – a mereological contribution – that a national net zero commitment needs to make to global climate action in order to meet the standards that global citizens should hold states to. On this basis, we propose an alternative method – Contributory Value-Chain Accounting – showing how it can be qualified to reflect trade relationships between net-zero-aligned countries, and defending it against the objections that it involves double counting, is infeasible and too informationally demanding, and that it would send the wrong incentive signals. The problem of distinguishing between willing and wishing and their significance for both the constitution of our consciousness as well as the constitution of our practical life runs all the way through the history of philosophy. Given the persuasiveness of the problem, it might be helpful to draw a sharp distinction between a metaphysical and a psychological or phenomenological approach to the problem. The first approach may be identified with the positions that Fichte, Schelling, Hegel, Schopenhauer and Nietzsche held, which (...) involved an identification of the will with reality/actuality in general, and which Heidegger tried to analyze in his later writings on the basis of his confrontation with Nietzsche. In this paper, however, I will not consider the metaphysical approach to the distinction; rather, I will focus on the second approach to distinguishing wishing and willing, which was initiated by Aristotle in his Nicomachean Ethics, and of which as we will see soon – Husserl and the early Heidegger are ultimately still heirs. Hence I will begin my consideration by recalling briefly the main claim in Aristotle’s discovery of the central position of will within our life. (shrink)

In this paper, we challenge the usual argument which says that competition is a fair mechanism because it ranks individuals according to their relative preferences between effort and leisure. This argument, we claim, is very insufficient as a justification of fairness in competition, and we show that it does not stand up to scrutiny once various dynamic aspects of competition are taken into account. Once the sequential unfolding of competition is taken into account, competition turns out to be unfair even (...) if the usual fairness argument is upheld. We distinguish between two notions of fairness, which we call U-fairness, where ‘U’ stands for the ‘usual’ fairness notion, and S-fairness, where ‘S’ stands for the ‘sequential’ aspect of competition. The sequential unfairness of competition, we argue, comprises two usually neglected aspects connected with losses of freedom: first of all, there is an ‘eclipse’ of preferences in the sense that even perfectly calculating competitors do not carry out a trade-off between effort and ranking; and second, competitive dynamics leads to single-mindedness because the constraints on the competitors’ choices always operate in the sense of increased competitiveness and, therefore, in the direction of an increased effort requirements. We argue (1) that competition is S-unfair even if it is U-fair, (2) that as S-unfairness increases, the ethical relevance of U-fairness itself vanishes, so that (3) by focusing as they usually do on U-fairness alone, economists neglect a deeper aspect of unfairness. In this paper, I analyse Émilie Du Châtelet’s (1706–49) account of causation which, in turn, is crucial for understanding her philosophical main work, the Institutions de physique (1740/1742). So far, the topic of causation in Du Châtelet’s thought has received but little attention despite its importance. I will show that Du Châtelet’s account of physical causation is that of physical influx much in line with the position taken by some of the most prominent eighteenth-century German metaphysicians at the time of (...) the publication of her Institutions: Martin Knutzen (1713–49), Johann Peter Reusch (1691–1758) and the pre-Critical Immanuel Kant (1724–1804). I will argue that physical influx takes place at the level of simple substances or physical monads, and I will defend my interpretation against the main objection to physical influx: that it conflicts with Leibniz’s non-transfer argument. The ultimate metaphysical details regarding how physical influx has to be understood remain an issue, that of understanding the causality of the cause. This, however, is an issue that other causal theories face, too (in their own way). (shrink)

Recent literature on the ‘exclusions’ of the modern nation-state has missed a major transformation in the legitimate mode of excluding, from group to individual-based. This transformation is explored in a discussion of universalistic trends in contemporary Western states’ immigration and citizenship policies. Conflicting with the notion of a ‘nation-state’ owned by a particular ethnic group or nation, these trends are better captured in terms of a ‘liberal state’ that has self-limited its sovereign prerogatives by constitutional principles of equality and individual (...) rights.
