This paper puts forth Central Asian AI ethics principles and proposes a layered strategy tailored for the development of ethical principles in the field of artificial intelligence (AI) in Central Asian countries. This approach includes the customization of AI ethics principles to resonate with local nuances, the formulation of national and regional-level AI ethics principles, and the implementation of sector-specific principles. While countering the narrative of ineffectiveness of the AI ethics principles, this paper underscores the importance (...) of stakeholder collaboration, provides a comprehensive framework, and emphasizes the need for responsible AI practices. By adopting this approach, Central Asian region can contribute towards the regional integration and global discourse on AI ethics while promoting the responsible use of AI technology in their respective countries. In Post-Soviet Central Asia, China is emerging as one of the most influential players as a result of an overall increase in its global role. The Central Asian region forms a crucial part of the Belt and Road Initiative thanks to its strategic location and natural wealth. Relations between China and Central Asian countries have been developing very dynamically over the past two decades and China has had a substantial impact on the five economies. (...) Although the Chinese approach is quite cautious regarding politics and security, there is much greater interest in the economic side, most significantly in energy and infrastructure. The purpose of this study is to explore the key issues behind China’s economic presence in the region and to determine subsequent challenges for Central Asian countries. The forms of Central Asian shamanism owe their relative homogeneity both to a commonly shared tradition and the influence of Islam. It is, however, possible to distinguish two distinct tendencies, which correspond to the two ethnic groups that inhabit this region, one Iranian-speaking and the other Turkish-speaking. At the same time, the process of Islamization does not in itself prevent the preservation of certain elements of shamanism pertaining both to the thought and practice of these Muslim peoples, (...) nor to their secondary, non-official religious activities. BackgroundIn the pandemic time, many low- and middle-income countries are experiencing restricted access to COVID-19 vaccines. Access to imported vaccines or ways to produce them locally became the principal source of hope for these countries. But developing a strategy for success in obtaining and allocating vaccines was not easy task. The governments in those countries have faced the difficult decision whether to accept or reject offers of vaccine diplomacy, weighing the price and availability of COVID-19 vaccines against the concerns over (...) their efficacy and safety. We aimed to analyze public opinion regarding the governmental strategies to obtain COVID-19 vaccines in three Central Asian countries, focusing particularly on possible ethical issues.MethodsWe searched for opinions expressed either in Russian or in the respective national languages. We provided data on the debate within three countries, drawn from social media postings and other sources. The opinion data was not restricted by source and time. This allowed collecting a wide range of possible opinions that could be expressed regarding COVID-19 vaccine supply and human participation in the vaccine trial. We recognized ethical issues and possible questions concerning different ethical frameworks. We also considered scientific data and other information, in the process of reasoning.ResultsAs a result, public views on their respective government policies on COVID-19 vaccine supply ranged from strongly negative to slightly positive. We extracted the most important issues from public debates, for our analysis. The first issue involved trade-offs between quantity, speed, price, freedom, efficacy, and safety in the vaccines. The second set of issues arose in connection with the request to site a randomized trial in one of the countries (Uzbekistan). After considering additional evidence, we weighed individual and public risks against the benefits to make specific judgements concerning every issue.ConclusionsWe believe that our analysis would be a helpful example of solving ethical issues that can arise concerning COVID-19 vaccine supply around the world. The public view can be highly critical, helping to spot such issues. An ignoring this view can lead to major problems, which in turn, can become a serious obstacle for the vaccine coverage and epidemics’ control in the countries and regions. (shrink)

This article examines byline issues and journalism ethics in an Asian context, with particular focus on how journalists invent and subsequently publish articles under various non-existent authors. The study took place between April and August 2022 in Kazakhstan, Kyrgyzstan and Uzbekistan, where ethical misbehavior in journalism is normalized and academic institutions in the region fail to develop students’ ethical approach to journalism. It is well known that journalists write about politically sensitive issues under pseudonyms or other names in (...) authoritarian contexts, but this study adds to scholarship exploring why and under what circumstances journalists in an Asian context use non-existent authors even when writing on nonsensitive and trivial matters. The findings suggest that journalists choose to and/or are forced to publish articles using multiple pseudonyms by political, economic, and individual circumstances. The findings are discussed in relation to the theory of deontological ethics. (shrink)

Central Asian researchers are underrepresented in the global research production in social sciences, resulting in a limited Central Asian perspective on many social issues. To stimulate the production of local knowledge, it is important to develop strong research cultures, including knowledge of ethical practices in research with human participants. There is currently scarce evidence about research ethics regulations used by social science researchers working in the Central Asian region. This article reports findings from (...) an online survey conducted in Kazakhstan, Kyrgyzstan, and Uzbekistan ( n = 296) from October 2021 to January 2022. Focusing on three Central Asian countries, this article addresses the following research questions: What are the attitudes and practices of social science researchers based in Central Asia toward research ethics regulations and research ethics committees (RECs)? Is research ethics training associated with improved attitudes and practices in relation to research ethics among social scientists based in Central Asia? Is research experience associated with improved attitudes and practices in relation to research ethics among social scientists based in Central Asia? Regression analyses results demonstrate that locally based social scientists with prior research ethics training implement ethical procedures in their empirical research practice more often compared to researchers without any prior research ethics training. The preliminary findings indicate that research ethics training is positively associated with Central Asia-based social science researchers’ engagement in ethical research, thus potentially increasing the amount and quality of empirical social science research produced in the region. In the last decades of the XX century the world community precisely realized the huge danger of the ecological situation which had been developed on our planet under influence of negative technogenic and other anthropogenous factors. Very complex there were ecological conditions in the territory of the former USSR, including Central Asian region, in particular Uzbekistan, which had experienced all the toughness of the former colonial regime. Understanding the consequences of the ecological catastrophe in the region (...) helps to model sociopolitical and economic activities in the field of preservation of the environment, to realize the fact, that in the system of interstate and interethnic relations the ecological policy should have a priority direction, and its integration, in general,is a modern globalization of international sociopolitical, economic and other relations. Thus, necessity of all-round development of coordination and integration of the ecological policies of the all States of our region, and also near and far abroad. Main principles of interstate ecological relations have been fixed in the declaration of Rio de Janeiro (1992) where it is underlined that “close cooperation and mutual aid of the countries in economic, political, ecological andcultural fields” is necessary, demanding modeling of nature protection actions on a global scale. Principles of integration of the ecological policy which are carried out by the States of the Central Asia, correspond to the regulations of Conference of Rio de Janeiro and equitable to the interests of all people living both inside and outside the region. Scholars in Central Asia have long started exploring the nexus between law and technology. Contemporary Central Asian legal academia is producing research which stands at the junction of law, philosophy, and technology. Central Asia is comparatively not advanced in technology production and imports most the technologies from neighboring tech giants. These technologies are imported as a package along with the laws and regulations proposed by the technology manufacturing country. It has been observed that these regulations don‘t (...) correlate with the existing local and regional legal systems. To meet these demands, this article proposes a new discipline / branch of legal sciences named as ―Central Asia Tech Law to accommodate the technological progression of the 4th industrial revolution. This branch of law strives to promote globalized legal mechanisms to treat technology as per the demands of the Central Asian region and in line with the international norms and standardization. Another purpose of Central Asia Tech Law is to increase the interaction with regional social and applied scientists to set regional technological standards and preferences for Central Asia. (shrink)

The conditions for development of a regional system of national security in Central Asia in the post-Soviet period are reviewed in a new geopolitical context. The emergence in the region of new political actors of the first echelon - the USA, the European Union and the People's Republic of China as well as the second echelon - Turkey, the Islamic republic of Iran, India and Pakistan is emphasized. The role of the above countries in ensuring political and economic (...) security is traced. The regional integration situation is analyzed. Available regional threats, some of them of global nature, are looked into, their characteristic features described for each New Independent State. Interstate conflicts and their resolution potentiality in the current situation are investigated. The unity of the region in combatting international terrorism and extremism is pointed out. Regional threats which endanger the West are identified. Special attention is given to politicization of Islam, radical fundamentalism and their belligerent manifestations which took place in Central Asia. The membership of Central Asian countries in such security-focused interstate organizations as the Collective Security Treaty Organization and the Shanghai Cooperation Organization as well as relations with the UN and the NATO are laid stress on. A great military and technical dependence of the armed forces of Central Asian countries on the Russian factor is pointed out. Some facts of the geopolitical confrontation between Russia, the EU, the USA and China are referred to. Conclusions are drawn as to incapability of countries of the Central Asian region to stand up to current geopolitical challenges on their own and the lack of a regional security system. The necessity of multi-vector foreign policy as a form of guarantee against external aggression is brought into focus. (shrink)

In this article I suggest that in the Soviet period Central Asians cultivated and conceptualized Islam as an episteme. They did this by reaching beyond alienating categories offered to them by the state. I argue that the constitution of an Islamic culture was made possible, among other things, by Central Asians’ encounters with the past, most notably with what they perceived as an Islamic past. We observe the curious phenomenon of Central Asians’ continuous interaction with the Islamic (...) historical sites that escaped the bulldozers of the Soviet campaigns of religious repression. For some, encounters with the past might be accidental. For many others, the exploration of the past represented a purposive, self-conscious, and reiterated emotional act. I show that Central Asians in the Soviet period—even if at school they were taught little about, and were usually offered a distorted vision of, the Islamic history of their region—were still able to access their past through the surviving architectural presence of Islam. Monumental sites, however, were not enough for Muslims to understand the past and use it to construct their own identity. Such artifacts acquired meaning through an interpretive framework provided by Sufi narratives about saints and their miracles. Therefore, shrines represented for Central Asia a collective memory space, i.e., a place in which the past was preserved for mobilization in the present through narrative. (shrink)

During the last millennium the world economic and geopolitical conflicts were to a great extent connected: different crises in the World System's evolution stimulated geopolitical shifts and vice versa. This article argues that in the 15th century different geopolitical events and conflicts in Central Asia initiated the fall of the previous World System and the rise of the new one. This transformation resulted in the fall of overland and river trade routes, including the Great Silk Route, which passed through (...) Central Asia. World trade shifted to sea and ocean routes, and European countries became the center of the new World System. Now, in the beginning of the 21st century a new transformation of the World System is underway. The center of economic and political development is migrating gradually to the East: this is why the geopolitical role of the Central Asian states is increasing. Central Asian states are a very important part of the New Silk Route; this route is to connect Eastern Asia with Europe and the Middle East. The United States, China, Russia, and other states are ardently competing to control the New Silk Route. Hence, different geopolitical, social, and military conflicts are probable in Central Asia. So economic and political integration in Eurasia between Russia, China, the United States and Central Asian states is very important for the geopolitical stabilization of the region. In addition to their historical interest, cultural heritage buildings are valuable because they contribute significantly to the economy by providing key attractions at a time when tourism and leisure are major industries. The need for preserving historical constructions is thus not only a cultural requirement, but also an economical and developmental demand. Herein, among different Iranian heritage buildings, pigeon towers, or dovecotes, are of a great importance. Hundreds of dovecotes, dating largely to the Safavid period, dot the fields in the vicinity of Isfahan. On the other hand, valleys formed by creeks in central parts of Anatolia seem to have offered suitable environments for ancient settlements. Cappadocia region and two valleys nearby the town of Gesi accommodate a number of villages surrounded by hundreds of dove cotes in different types. This paper investigates different types of dovecotes in Iran plateau and Central Anatolia, Turkey. The results show there is a fundamental difference between the structures of dovecotes in these two countries. However, ancient dovecotes in Iran and Central Anatolia can be considered good examples of 'architecture without architects' or ' spectacular vernacular architecture'. Master builders who designed and constructed these buildings for such a simple function, created impressive forms without much pretension and bringing forth the tectonic aspects of the art of architecture. Women political participation is understood to be a part of civic rightsbut their participation is hindered by various factors. Numerous researchershave claimed that Islam as a religion, Muslim social culture and traditioninhibit women from political participation in Muslim societies. However, thereare a number of Muslim majority countries where women occupy the highestpublic offices and head ministries. How can this contradiction be explained.This article examines women political participation in Central Asian Muslimrepublics by looking at socioeconomic, parliamentary representation andinformal participation (...) factors. The study argues that socioeconomic factors inthe republics still do not allow much liberal public space for women to takepart in politics; however, in terms of parliamentary representation the republicsmaintains a record that sometimes are better off than many mature democracies.In terms of informal participation the region records better visibility of womenin politics. Eric Voegelin’s Asian Political Thought brings together scholars from both Asia and the West to reflect upon the political philosopher’s thought about China, Japan, Korea, Central Asia, and India, showing how Voegelin’s approach can illuminate the region but also what are the possibilities that Asia offers in the twentieth-first century.

Three inevitable realities instigate this study. Primarily, the goal of security in the region will most likely be accomplished just if as a minimum some level of cooperation is achieved between the major countries of the region. Second, Afghanistan cannot advance economically or enhance its security and administration independently without some cooperation from India and Pakistan. Third, although many strategists view the idea of Pak-India cooperation with distrust, there are many common grounds where both can gain considerable security, (...) governance, and economic advantages. Most of the existing studies are focused on the assumptions that how peace in the region will come. First view is about involvement of USA and European countries on one side and stake holders in Afghanistan on the other. Some believe in a trilateral pattern i.e. Western World, Afghan stake holders and Pakistan. Many also highlight the importance of support from neighboring countries like Iran, the Central Asian Republics, and China. This study highlights the significance of a trilateral solution in Afghanistan and the steps forward from this particular aspect. The possible answer to security dilemma of Pakistan in the context of Afghanistan is a solution within the region. (shrink)

This paper examines the topic of Yogācāra idealism through a little studied Buddhist meditation manual, the so-called ‘Yogalehrbuch’ or ‘Qizil Yoga Manual’, a primarily Buddhist Sarvāstivāda Abhidharma text with Mahāyāna Yogācāra strands. What does this unique Central Asian text say about Buddhist meditation practices called yogācāra or yoga? It centres on methods of vivid visualization that are somewhat specific to the Central Asian region of Kucha on the Silk Road. To understand the Manual’s practice and (...) definition of yogic meditation, this paper considers how some of the hyper-real visualizations in the dhātuprayoga section relate the mind to reality and whether Yogācāra meditation can be said to propose idealism as a metaphysical theory about the nature of reality. The paper also asks whether neurocognitive research insights can be useful in understanding what some regard as a ‘hallucination-like’ quality of some visualizations, which destabilise distinctions between appearances and reality. Furthermore, it argues that analyzing the materiality of meditation, particularly the environment of the cave, helps us to better understand the text’s techniques of yogic visualization. The paper concludes that the ‘Qizil Yoga Manual’ facilitates soteriological idealism and suggests that factoring in the material contexts of meditation is useful, both in deciphering the text’s meditation methods and in discussing the metaphysical theory of idealism. To ensure informed consent is tailored to ethnic Asian communities, it is necessary to establish an ethical foundation that is relevant to the specific populations. We hypothesized that certain communitarian factors unique to traditional Kyrgyz culture may influence an individual's decision to participate in research. Guided by Seedhouse's (2005) Rational Field Theory, we conducted qualitative, in‐depth interviews with cultural experts in Kyrgyzstan to identify the ethical foundations of decision‐making for informed consent in Kyrgyz culture. The results indicate that Kyrgyz (...) people have a distinctive decision‐making style influenced by their nomadic culture and history, which values and prioritizes family integrity and reputation. These findings indicate that a multidimensional approach based on socio‐cultural sensitivities is necessary to assess the appropriateness of consent procedures. We believe our results may have implications for revising the guidelines of local and regional research ethics committees in Kyrgyzstan and other Central Asian countries. (shrink)

While Western attention might have been shifting towards Kirgistan in recent decades, little is truly known about this central Asian country and its people. In words and pictures, this photoethnographic catalogue exposes the reader to the unique culture and customs of the place. At the heart of the presentation are the people and traditions of the Talas region. Mountainous landscapes, an oriental way of life, hospitable people, national break-up and revolution: these are the things most commonly associated (...) with Kirgistan. The real history and culture of the country, however, proves to be much more multi-facetted, as this book of photographs and ethnographic essays has documented. With the rise of the Soviet Union, the Kyrgyz, once a nomadic people, were forced to settle, though they have retained much from their nomadic days and value living in harmony with the land. The publication illuminates local histories, day-to-day customs, social structure and the way of life. Central to the investigation are the people. Who are they? How do they live? What do they live from? Chapters on livestock and agriculture, homemaking, school, religion, festivities and village structure round off the impression. The lengthy period during which the authors immersed themselves in the region has made for a very insightful and personal account of Talas and the whole of Kirgistan. (shrink)

It answers that they do, beginning with their geographic concentration in the Eurasian region, broadly defined to include the territorial spaces stretching from Russia, Turkey, the Gulf states and Iran in the west through to the central Asian republics, China and Japan, Indonesia, Australia, New Zealand and Fiji in the far east. The region is the new geo–political centre of gravity of our planet. It is also the heartland of the new despotisms, which are proving to be powerful actors, both in the region and within a wide range of global settings. The essay explains why the old–fashioned term despotism deserves to be revived, and why the new despotisms of our time should not be thought of simply as a type of territorial state. (shrink)

South Asian regional integration is seemingly confronting many challenges. The aim of this paper is to identify those challenges and also look for prospects. Although regional integration in South Asia has adopted a kind of institutionalization, it is yet to deliver any concrete outcomes. High-politics and the not-so-conducive regional economic structures hinder any effectual culmination. However, constructivism, as a theory, is given due credence in this paper when looking for future prospects. Examines democracy in the Philippines using the political thought of Jürgen Habermas. Winner of the 2016 Outstanding Scholarly Work Award for the School of Humanities presented by Ateneo de Manila University This book is a pioneering study of Philippine democracy, one of the oldest in the Asian region, vis-à-vis Habermasian critical theory. Proceeding from a concise examination of the theory of law and democracy found in Habermas’s Between Facts and Norms, Ranilo Balaguer Hermida explains how the law occupies (...) the central role in both the legitimation of political power and the attainment of social integration. He then discusses how Habermas proposes to resolve the tension that exists in modern society between democratic norms and social facts, through the adoption of a lawmaking procedure whereby the informal sources of issues and opinions from the public sphere are allowed to develop and interact with the formal deliberations and decision processes inside the political system. He also explores certain provisions of the present Philippine Constitution that were expressly intended to restore democratic institutions and processes destroyed by decades of martial law, as well as the problems and hindrances that stand in the way of their full implementation. A well-developed perspective in the study of urban systems is that cities are complex systems that manifest as networks of interdependent economic units. These units might be occupations, industries, labor skills, patent technologies, etc. Much research has focused on describing the nature of these networks, quantifying their links, and suggesting applications for policymakers. In this paper, we examine the US skill network, focusing on the relationship between network centrality and economic performance. Here, nodes are represented by individual labor skills, and (...) edge weights are derived from the colocation pattern of skill pairs among 384 US metropolitan statistical areas. The centrality of skills, using three centrality measures, is then aggregated to the occupational and metropolitan level. We find that occupations with higher skill centrality are associated with greater annual salaries, and metropolitan areas with higher skill centrality have higher productivity rates. Overall, these results suggest that the application of traditional network metrics to this view of cities as complex networks can offer new insights into the dynamics of regional economies. (shrink)

After the end of World War II, East Asia gradually formed what can be referred to as a quasi-anarchical regional order. The quasi-anarchy system is defined by the anarchy system associated with a sub-hierarchical system, so this system possesses the characteristics of both anarchy and hierarchy in terms of security relations among states. The states in a quasi-anarchical order can be differentiated into three types according to the method through which they seek security. They comprise that of self-help states, the (...) state that provides security guarantees to client states (security guarantor), and states that receive security protection from the security guarantor (client states) within the quasi-anarchy. The standard security relationship between states consists of two types: the first is a competitive security relationship; the second is a security-dependent relationship. The quasi-anarchical order in East Asia has restricted the continuance and positive effect of a rising China's reassurance policy through three mechanisms: dependence, reliance on support, and imitation. After being at the periphery for decades, India's proactive engagement with East and Southeast Asia has gradually transformed it into an active participant in Asian regional organizations and multilateral processes. This paper examines early Indian attempts at forging pan-Asian unity and assesses the motivations and impact of its Look East Policy. It evaluates India's changing role towards regional cooperation in South Asia and sub-regional groupings, the impact of domestic politics, and discusses how China has influenced Indian perceptions and (...) strategy towards Asian regionalism. This relationship has been studied in multiple large cities. However, there is no report of the relationship of the two factors mentioned above in urban agglomeration in a particular region of China. Ten cities located in the central-southern region of Liaoning province are selected as research samples in this study. The spatial growth rate and urban compactness (...) index of the sample cities were calculated using the land use and population data of these cities in three time phases: 1995, 2005, and 2015. Then, the geographical growth features, the population density changes, and the link between these two in the sample cities were investigated at these three periods. Our results revealed that the studied cities of central-southern Liaoning province expanded at the three time phases under the driver of positive population density growth, but the effects of urban population change on urbanization growth modes across time were uneven across different periods. Our study showed a trend that active transition of different urbanization growth modes was associated with decreased population density. (shrink)

Resumo: A relevância do estudo deve-se ao fato de que a cultura da Ásia Central é de grande interesse para a ciência sociológica moderna, enquanto objeto de estudo da interação intercultural, como um fenômeno multifacetado, complexo, controverso e dinâmico. O tópico da influência da cultura e da filosofia ocidentais na ciência das regiões mais orientais, de acordo com os autores, tem sido bastante negligenciado. O objetivo do artigo é estudar a influência da cultura ocidental na ciência dos estados da (...) Ásia Central e do Cazaquistão, incluindo a direção filosófica, histórica e cultural. A abordagem comparativa foi usada para estudar materiais sobre o desenvolvimento da ciência ocidental e sua distribuição nas culturas de países estrangeiros, bem como a análise desses materiais. Como resultado, foi deduzida uma série de afirmações que confirmam a influência da ciência ocidental na ciência do Cazaquistão e dos países da Ásia Central. Concluiu-se que as ideias democráticas, os sentimentos educacionais e os movimentos revolucionários, na Rússia, tiveram um impacto significativo na Ásia Central e no Cazaquistão. (shrink)

The recent progression in AI, nanomedicine and robotics have increased concerns about ethics, policy and law. The increasing complexity and hybrid nature of AI and nanotechnologies impact the functionality of “law in action” which can lead to legal uncertainty and ultimately to a public distrust. There is an immediate need of collaboration between Central Asian biomedical scientists, AI engineers and academic lawyers for the harmonization of AI, nanomedicines and robotics in Central Asian legal system.

Comparative study between Tibetan Bon and Buryatian Bø religion of ancient Shamanic traditions.

During the last years the demand for regionally and culturally harmonised machine design is increasingly on the agenda. The problem of localising products like machine tools instantly poses the question for new procedures that allow including the regional and cultural adaptations into the design processes of machine tool companies. How to transform the general insight into the necessity of culture- and region-adapted technologies and how to embed it into a design procedure comprising applicable design attributes is the crucial problem (...) addressed. The present paper conceptualises two distinct ways in which scholars may try to make sense of a document or set of documents, and considers why so few attempts are made to marry these two approaches. By subjecting the collected contents of an early 20th-century documentary scroll from Nasaf first to an ‘evocative’ reading and then to an ‘antiphonal’ one, I consider what we may glean from considering each reading in the light of the other.

And rightly so, for Forest Recollections is a valuable study of twentieth-century wandering ascetics in northeast Thailand.The author (...) includes minibiographies of Ajaan Man Phurithat (1871–1949) and nine of his disciples, who also are now no longer in this world. The nine, all ethnic Laotians from the Isaan, are Waen Sujinno, Dun Atulo, Fan Ajaro, Thet Thetrangsi, Li Thammatharo, La Khempatato, Cha Photiyan, Juan Kulachettho, and Wan Uttamo. Her account of the lives of these holy men is woven into a history of Siam, beginning in the middle of the Fifth Reign as King Chulalongklon implemented a series of sweeping reforms, including centralization of the bureaucracy. The increase of central authority over outlying regions of the kingdom had a direct impact on the Sangha (the community and hierarchy of Buddhist Monks) and the forest tradition (which is a fusion of Buddhism, animism, and local customs that had been practiced for centuries). The book provides a background account of how regional Buddhist traditions were affected by various Sangha reforms in the twentieth century and is divided into three sections: forest communities prior to 1957; the “forest-invasion” [End Page 235] period (1957–1988); and the “forest-closure” period (1989 to the present).For centuries, wandering monks had acted as both physical and spiritual healers for villagers they encountered on their travels. The changing political situation, however, resulted in wandering monks being co-opted and used by the elite. In the name of development, monks endorsed the construction of dams and wide modern roads, the wearing of Buddhist amulets, and the erection of ever more elaborate temple buildings. Many were eventually to lose the influence they had once exerted over rural people. With the notable exception of Ajaan Man Phurithat, however, most of them did not realize the very real threat posed to their way of life by an increasingly powerful centralized administration.Tiyavanich has utilized Thai-language sources extensively, an effort that is hardly matched by any previous Western scholar. But despite the excellent research and the obvious care she took in writing her dissertation, Tiyavanich has failed to fully grasp the complexity of the Sangha order and the reality of the wandering monks themselves. What we get instead is a wide-angle portrait that lacks depth. It is rather unfortunate, for example, that she did not interview wandering monks who are still alive, such as Ajaan Maha Bua and Ajaan Viriyang, or foreign-born monks who are practicing in this same tradition, such as Pannavaddho Bhikkhu (of English birth) and Ajaan Sumedho Bhikkhu (an American). Some important figures have been left out, too. There is no mention, for instance, of Ajaan Bunnag, and this is a great pity for his life story reflects the failed attempts of a wandering monk to gain independence from the centralized power of the state. Conservationist monk Phra Prajak Khuttajitto gets only a brief mention, and even the world-famous Buddhadasa Bhikkhu receives scant attention. If the author had been acquainted with the Sekiya Dhamma group of monks or if she had ever read Sanitsuda Ekachai’s excellent Seed of Hope, her account would have been strengthened. To become more broadly applicable, positions on AI ethics require perspectives from non-Western regions and cultures such as China and Japan. In this paper, we propose that the addition of the concept of harmony to the discussion on ethical AI would be highly beneficial due to its centrality in East Asian cultures and its applicability to the challenge of designing AI for social good. We first present a synopsis of different definitions of harmony in multiple contexts, such as music (...) and society, which reveals that the concept is, at its core, about well-balanced relationships and appropriate actions which give rise to order, balance, and aesthetically pleasing phenomena. The mediator for these well-balanced relationships isTaktwhich is an ability to act thoughtfully and sensibly according to the specific situation and to put things into proportion and order. We propose that the central challenge of building harmonizing AI is to make intelligent systems tactful and also to design and use them tactfully. For an AI system to become tactful, it needs to be able to have an advanced sensitivity to the specific contexts which it is in and their social and ethical implications and have the capability of approximately inferring the emotional and cognitive states of people with whom it is interacting. The aim of this Web-based survey of 15 German companies with an international profile was to identify which higher-level values serve as a basis for a company culture that promotes integrity and can thereby also be used to promote crime prevention. Results on about 2000 managers in German parent companies and almost 600 managers in Central and North European branch offices show that a major preventive role can be assigned to a company culture that promotes integrity. This requires a (...) ‘tone from the top’, ‘ethical leadership’ from the direct superior, and a general set of values that can be encouraged through training courses. Moreover, employees have to perceive these values as promoting their careers. The survey reveals that the companies in this study have basically succeeded in establishing their system of values in their Central and North European as well as their Asian branch offices. Moreover, it shows that the main values preventing crime on the management level are trustworthiness and consistency. Open communication is an important value on all levels of a company, and this is supplemented by transparency, compliance with the rules, and a rejection of behaving in one’s own interest. It is concluded that in spite of regional differences, major international companies can possibly make an important contribution to bringing about cultural change in regions with an affinity for corruption by implementing a culture that promotes integrity in both their company and their daily business. The Association of South East Asian Nations (ASEAN) countries has fostered economic growth recently but in the process has encountered a number of serious problems regarding environmental destruction, such as the air and water pollution. In addition, due to rapid population growth and urbanization, there are emerging concerns about decline of the environment in those countries in the near future. One of the surveys that tries to measure the attitudes of ASEAN citizens on environmental issues is the ASEAN Barometer (...) survey conducted in 2009. This paper aims to unfold how ASEAN citizens evaluate environmental problems and what underlie their evaluations using the aforementioned ASEAN Barometer survey. The results of analysis will mainly reveal the next three points: (1) Filipinos showed higher environmental consciousness; (2) people in a less developed country were more likely to worry about environment deterioration and showed more commitment to the environmental movement, but, at the same time, they were more reticent about their immediate ecological activities; (3) those who thought that central governments needed to commit more to environmental problems and should take greater responsibility for environmental deterioration. Those who expected regional international organizations to take more measures were more inclined to engage in environmental activities. (shrink)
