The claim that behaviourally undetectable inverted spectra are possible has been endorsed by many physicalists. I explain why this starting point rules out standard forms of scientific explanation for qualia. The modern ‘phenomenal concept strategy’ is an updated way of defending problematic intuitions like these, but I show that it cannot help to recover standard scientific explanation. I argue that Chalmers is right: we should accept the falsity of physicalism if we accept this problematic starting point. I further argue that (...) accepting this starting point amounts to at least implicitly endorsing certain theoretical claims about the nature of introspection. I therefore suggest that we allow ourselves to be guided, in our quest to understand qualia, by whatever independently plausible theories of introspection we have. I propose that we adopt a more moderate definition of qualia, as those introspectible properties which cannot be fully specified simply by specifying the non-controversially introspectible ‘propositional attitude’ mental states (including seeing x, experiencing x, and so on, where x is a specification of a potentially public state of affairs). Qualia thus defined may well fit plausible, naturalisable accounts of introspection. If so, such accounts have the potential to explain, rather than explain away, the problematic intuitions discussed earlier; an approach that should allow integration of our understanding of qualia with the rest of science. Evidence from a University of Zimbabwe oral history project suggests that many rural women in colonial Rhodesia played an active role in undermining patriarchal customs which they experienced as oppressive. These women defied family norms by choosing their own marriage partners, prioritizing the formal education of their daughters and finding ways to generate income to secure greater degrees of autonomy. This study compliments other research which depicts women's primary form of resistance to be moving from rural to urban areas, by (...) showing what options some women exercised while remaining within rural society. Are countries especially entitled, if not obliged, to prioritize the interests or well-being of their own citizens during a global crisis, such as a global pandemic? We call this partiality for compatriots in times of crisis “crisis nationalism”. Vaccine nationalism is one vivid example of crisis nationalism during the COVID-19 pandemic; so is the case of the US government’s purchasing a 3-month supply of the global stock of the antiviral Remdesivir for domestic use. Is crisis nationalism justifiable at all, and, (...) if it is, what are its limits? We examine some plausible arguments for national partiality, and conclude that these arguments support crisis nationalism only within strict limits. The different arguments for partiality, as we will note, arrive at these limits for different reasons. But more generally, so we argue, any defensible crisis nationalism must not entail the violation of human rights or the worsening of people’s deprivation. Moreover, we propose that good faith crisis nationalism ought to be sensitive to the potential moral costs of national partiality during a global crisis and must take extra care to control or offset these costs. Thus, crisis nationalism in the form of vaccine nationalism or the hoarding of global supplies of therapeutics during a global pandemic exceeds the bounds of acceptable partiality. (shrink)

Under the 1951 Refugee Convention, there are two necessary conditions for refugeehood: a well-founded fear of persecution for reasons of race, religion, nationality, membership of a particular social group or political opinion and alienage – that is, being outside of one’s country of nationality or habitual residence. In 1985 Andrew Shacknove famously argued that both of these conditions should be rejected. Shacknove’s paper prompted much debate about the suitability of the persecution condition, but his rejection of the alienage requirement has (...) received significantly less attention. In this paper I argue, against some recent defenders of the Convention, that Shacknove was right to claim that the alienage condition should be rejected. On my view, people who would be granted refugee status if they crossed a border, but who remain in their country of nationality, should also be eligible for refugee status. (shrink)

Upshot: I offer responses to the commentaries on my target article in five short sections. The first section, about the plurality of lived worlds, concerns issues of quite general interest to readers of this journal. The second section presents some reasons for rejecting “enabling” as well as “constitutive” representational approaches to understanding the mind. In the remaining three sections, I clarify aspects of sensorimotor direct realism relating to the self, qualia, counterfactuals, and the notion of “mastery.”.

Over the past decade, Convergence Research has increasingly gained prominence as a research, development, and innovation (RDI) strategy to address grand societal challenges. However, a dearth of research-based evidence is available to aid researchers, research teams, and institutions with navigating the complexities attendant to the specifics of Convergence Research. This paper presents a multilevel research agenda that accounts for an integral understanding of Convergence Research as a complex adaptive system. Furthermore, by developing a framework that accounts for ancillary, yet essential, (...) systems associated with Convergence Research, we enrich the agenda with a literature-steeped discussion that considers how systems-based practices of collaboration, inquiry, and context interact with the processes and products of Convergence Research. Finally, we synthesize and apply insights from the reviewed literature by providing paths for empirical exploration emphasizing systems-based practices. In so doing, we delineate an extended boundary for a research stream that both clarifies and enlarges our understanding of Convergence Research as a ‘system-of-systems’. (shrink)

The effect of oxytocin on cognitive bias was investigated in rats in a modified conditioned place preference (CPP) paradigm. Fifteen male rats were trained to discriminate between two different cue combinations, one paired with palatable foods (reward training), and the other paired with unpalatable food (aversive training). Next, their reactions to two ambiguous cue combinations were evaluated and their latency to contact the goal pot recorded. Rats were injected with either oxytocin (OT) or saline with the prediction that rats administered (...) oxytocin would display a shorter average latency to approach on ambiguous trials. There was no significant difference between latencies to approach on ambiguous trials compared to reward trials, but the rats were significantly slower on the aversive compared to the ambiguous conditions. Oxytocin did not affect approach time; however, it was unclear, after follow-up testing, whether the OT doses tested were sufficient to produce the desired effects on cognitive bias. American media is very quick to ask victims of anti-Black violence if they forgive their victimizers. The media’s nearly reflexive framing is a symptom of the broader, cultural demand that Black victims grant forgiveness for racist violence. Reading Juliet Hooker and Myisha Cherry, this paper links the current preponderance of such demand for forgiveness to a demand for apology in America’s lynching tradition. Drawing from Sonya Renee Taylor, Ida B. Wells, and Frederick Douglass, I give a history to both (...) kinds of normative demands and show how, though they appear as seem­ing contraries, demands for forgiveness and apology function together as methods of anti-Black violence. I then draw from work in transformative justice to differentiate the perspectives of asking, giving, and demanding forgiveness. When understood through the perspective of victims, a certain kind of embodied forgiveness can have liberatory potential. However, observers’ demands for forgiveness too often function as a method of racial oppression. (shrink)

The two center time dependent Dirac equation, for an electron in the external field of two colliding ultrarelativistic heavy ions is considered. In the ultrarelativistic limit, the ions are practically moving at the speed of light and the electromagnetic fields of the ions are confined to the light fronts by the extreme Lorentz contraction and by the choice of gauge, designed to remove the long-range Coulomb effects. An exact solution to the ultrarelativistic limit of the two-center Dirac equation is found (...) by using light-front variables and a light-fronts representation. Previously unexplained experimental results obtained at CERN's SPS are explained in this way and predictions are made as to where one should look, in momentum space, and in space-time, if one wants to study and observe non-perturbative electromagnetic pair-production effects in extremely relativistic heavy-ion collisions. Training for members of research ethics committees varies from state to state in Europe. To follow this up, the European Forum for Good Clinical Practice organised a workshop in March 2007 to explore these issues and look for solutions. This article summarises the discussion, providing ways forward to develop REC training.

In order to be eligible for refugee status under the 1951 Refugee Convention, an individual must have a well-founded fear of persecution for reasons of race, religion, nationality, membership of a particular social group or political opinion. A major problem with this condition for refugee status is that it leaves significant protection gaps, for it is generally agreed that individuals fleeing indiscriminate violence or generalized harm do not satisfy this requirement. In this paper, I evaluate existing arguments both defending and (...) critiquing the persecution condition, and then outline my own account of the criteria that should replace it. I argue that my view is preferable to alternatives suggested in the literature because it satisfies three key desiderata: 1) it eliminates protection gaps; 2) it is feasible to implement in a world like ours; and 3) it preserves the importantly political nature of the institution of refugeehood. The separation of biomedical and psychosocial approaches to mental illness has hampered both research and treatment because only a fully integrated view of life permits a person to develop wisdom and well-being. The latest collection of essays from the cutting edge of psychedelic research, based on talks given by their authors at Breaking Convention 2019, held at The University of Greenwich, London. The largest symposium of its kind, Breaking Convention features more than 120 academic presentations biennially, and is widely regarded as the foremost global platform for serious research into psychedelic science and culture. Within these pages are essays demonstrating a shift in psychedelia. In 1952, Waldemar Gurian, founding editor of The Review of Politics, commissioned Eric Voegelin, then a professor of political science at Louisiana State University, to review Hannah Arendt’s recently published The Origins of Totalitarianism . She was given the right to reply; Voegelin would furnish a concluding note. Preceding this dialogue, Voegelin wrote a letter to Arendt anticipating aspects of his review; she responded in kind. Arendt’s letter to Voegelin on totalitarianism, written in German, has never appeared in print before. (...) She wrote two drafts of it, the first and longest being the more interesting. It contained an early reference to her thinking about the relationship among plurality, politics, and philosophy. It also invoked her notion of the compelling “logic” of totalitarian ideology. But this was not the letter Voegelin received. Because of this, he misunderstood significant parts of her argument. Below, the two versions of Arendt’s letter are translated. They are prefaced by a translation of Voegelin’s initial message to Arendt. An introduction compares Arendt’s letters, offers context, and provides a snapshot of Arendt’s and Voegelin’s perceptions of each other. Their views of political religion and human nature are also highlighted. Keyed to Arendt and Voegelin’s letters are pertinent aspects of the debate in The Review of Politics that followed their epistolary exchange. (shrink)

Human rights advocates often use inflated and thus underspecified terminologies when addressing the content of their claims. One example of such loose terminology is the term ‘well-being’, as currently employed in connection with a definition for the right to health. What I call the ‘well-being conception of health’ conflates the distinct ideas of basic and non-basic health needs, as well as those of individual autonomy and freedom. I call this the conflation problem. This paper argues for the need of an (...) understanding of the right to health, nuanced enough to capture not only these distinct ideas, but also their moral relevance for the common good. (shrink)
