Probabilistic models have much to offer to philosophy. We continually receive information from a variety of sources: from our senses, from witnesses, from scientific instruments. When considering whether we should believe this information, we assess whether the sources are independent, how reliable they are, and how plausible and coherent the information is. Bovens and Hartmann provide a systematic Bayesian account of these features of reasoning. Simple Bayesian Networks allow us to model alternative assumptions about the nature of the information (...) sources. Measurement of the coherence of information is a controversial matter: arguably, the more coherent a set of information is, the more confident we may be that its content is true, other things being equal. The authors offer a new treatment of coherence which respects this claim and shows its relevance to scientific theory choice. Bovens and Hartmann apply this methodology to a wide range of much discussed issues regarding evidence, testimony, scientific theories, and voting. Bayesian Epistemology is an essential tool for anyone working on probabilistic methods in philosophy, and has broad implications for many other disciplines. (shrink)

In “Judy Benjamin is a Sleeping Beauty” (2010) Bovens recognises a certain similarity between the Sleeping Beauty (SB) and the Judy Benjamin (JB). But he does not recognise the dissimilarity between underlying protocols (as spelled out in Shafer (1985). Protocols are expressed in conditional probability tables that spell out the probability of coming to learn various propositions conditional on the actual state of the world. The principle of total evidence requires that we not update on the content of the (...) proposition learned but rather on the fact that we learn the proposition in question. Now attention to protocols drives a wedge between the SB and the JB. We have shown that the solution to a close variant of the SB which involves a clear protocol is P*(Heads) = 1/3 and since Beauty’s has precisely the same information at her disposal in the original SB at the time that she is asked to state her credence for Heads, the same solution should hold. The solution to the JB, on the other hand, is dependent on Judy’s probability distribution over protocols. One reasonable protocol yields P(Red) = 1/2, but Judy could also defend alternative values or a range of values in the interval [1/3, 1/2] depending on her probability distribution over protocols. Addresses ‘too-odd-not-to-be-true’ reasoning in the assessment of testimony. This is the curious phenomenon that an initially less plausible report from multiple independent witnesses may elicit more confidence than an initially more plausible report.

A coherent story is a story that fits together well. This notion plays a central role in the coherence theory of justification and has been proposed as a criterion for scientific theory choice. Many attempts have been made to give a probabilistic account of this notion. A proper account of coherence must not start from some partial intuitions, but should pay attention to the role that this notion is supposed to play within a particular context. Coherence is a property of (...) an information set that boosts our confidence that its content is true ceteris paribus when we receive information from independent and partially reliable sources. We construct a measure cr that relies on hypothetical sources with certain idealized characteristics. A maximally coherent information set, i.e. a set with equivalent propositions, affords a maximal confidence boost. cr is the ratio of the actual confidence boost over the confidence boost that we would have received, had the information been presented in the form of maximally coherent information, ceteris paribus. This measure is functionally dependent on the degree of reliability r of the sources. We use cr to construct a coherence quasi-ordering over information sets S and S’: S is no less coherent than S’ just in case c_r is not smaller than c_r for any value of the reliability parameter. We show that, on our account, the coherence of the story about the world gives us a reason to believe that the story is true and that the coherence of a scientific theory, construed as a set of models, is a proper criterion for theory choice. There are two curious features about the backward induction argument (BIA) to the effect that repeated non-cooperation is the rational solution to the finite iterated prisoner’s dilemma (FIPD). First, however compelling the argument may seem, one remains hesitant either to recommend this solu- tion to players who are about to engage in cooperation or to explain cooperation as a deviation from rational play in real-life FIPD’s. Second, there seems to be a similarity between the BIA for the FIPD and the (...) surprise exam paradox (SEP) and one cannot help but wonder whether the former is indeed no more than an instance of the latter. I argue that there is an important difference between the BIA for the FIPD and the SEP, but that a comparison to the SEP can help us understand why the conclusion of the BIA for the FIPD strikes us as a counterintuitive solution to real-life FIPD’s. A core issue in the debate over what constitutes a fair response to climate change is the appropriate allocation of emission rights between the developed and the developing world. Various parties have defended equal emission rights per capita on grounds of equity. The atmosphere belongs to us all and everyone should be allocated an equal share. Others have defended higher emission rights per capita for developing countries on grounds of historical accountability. Developed countries are largely responsible for the threat of (...) climate change due to their past emissions and, since they currently continue to enjoy the benefits thereof, they should be willing to accept lower emission targets. However, in reality we see that developed countries currently have much higher emission rates per capita and will continue to have higher rates than developing countries for some time to come. There is talk of “grandfathering” – setting emission targets for developed countries in line with their present or past emission levels. What, if anything, can be said in defense of grandfathering? The coherentist theory of justification provides a response to the sceptical challenge: even though the independent processes by which we gather information about the world may be of dubious quality, the internal coherence of the information provides the justification for our empirical beliefs. This central canon of the coherence theory of justification is tested within the framework of Bayesian networks, which is a theory of probabilistic reasoning in artificial intelligence. We interpret the independence of the information gathering processes (IGPs) in (...) terms of conditional independences, construct a minimal sufficient condition for a coherence ranking of information sets and assess whether the confidence boost that results from receiving information through independent IGPs is indeed a positive function of the coherence of the information set. There are multiple interpretations of what constitute IGPs of dubious quality. Do we know our IGPs to be no better than randomization processes? Or, do we know them to be better than randomization processes but not quite fully reliable, and if so, what is the nature of this lack of full reliability? Or, do we not know whether they are fully reliable or not? Within the latter interpretation, does learning something about the quality of some IGPs teach us anything about the quality of the other IGPs? The Bayesian-network models demonstrate that the success of the coherentist canon is contingent on what interpretation one endorses of the claim that our IGPs are of dubious quality. (shrink)

Bayesian Coherence Theory of Justification or, for short, Bayesian Coherentism, is characterized by two theses, viz. (i) that our degree of confidence in the content of a set of propositions is positively affected by the coherence of the set, and (ii) that coherence can be characterized in probabilistic terms. There has been a longstanding question of how to construct a measure of coherence. We will show that Bayesian Coherentism cannot rest on a single measure of coherence, but requires a vector (...) whose components exhaustively characterize the coherence properties of the set. Our degree of confidence in the content of the information set is a function of the reliability of the sources and the components of the coherence vector. The components of this coherence vector are weakly but not strongly separable, which blocks the construction of a single coherence measure. (shrink)

Bovens (2010) points out that there is a structural analogy between the Judy Benjamin problem (JB) and the Sleeping Beauty problem (SB). On grounds of this structural analogy, he argues that both should receive the same solution, viz. the posterior probability of the eastern region of the matrix in Table 1 should equal 1/3. Hence, P*(Red) = 1/3 in the JB and P*(Heads) = 1/3 in the SB. Bovens’s argument rests on a standard error in implementing Bayesian updating, (...) which is spelled out in Shafer 1985. When we are informed of some proposition, we do not only learn the proposition in question, but also that we have learned the proposition as one of the many propositions that we might have learned. The information is generated by a protocol, which determines the various propositions that we might learn. We should then update not on the proposition in question, but rather on the fact that we learned this proposition as one of the many propositions that we might have learned. A well-known application of this insight is the Monty Hall problem (MH) as Speed (1985: 276) points out in a discussion of Shafer 1985. As an illustration, let us apply Shafer’s insight to the MH. In the MH, the contestant in a game show learns that there is a goat behind two of three doors X, Y and Z and a car behind one door. She is asked to pick one of the three doors. The contestant picks door X. Monty will then open one of the remaining doors, which he knows to have a goat behind it. Suppose Monty opens door Y. The contestant is then asked whether she wants to …. There is a long philosophical tradition of addressing questions in philosophy of science and epistemology by means of the tools of Bayesian probability theory (see Earman (1992) and Howson and Urbach (1993)). In the late '70s, an axiomatic approach to conditional independence was developed within a Bayesian framework. This approach in conjunction with developments in graph theory are the two pillars of the theory of Bayesian Networks, which is a theory of probabilistic reasoning in artificial intelligence. The theory has been (...) very successful over the last two decades and has found a wide array of applications ranging from medical diagnosis to safety systems for hazardous industries. Aside from some excellent work in the theory of causation (see Pearl (2000) and Spirtes et al. (2001)), philosophers have been sadly absent in reaping the fruits from these new developments in artificial intelligence. This is unfortunate, since there are some long-standing questions in philosophy of science and epistemology in which the route to progress has been blocked by a type of complexity that is precisely the type of complexity that Bayesian Networks are designed to deal with: questions in which there are multiple variables in play and the conditional independences between these variables can be clearly identified. Integrating Bayesian Networks into philosophical research leads to theoretical advances on long-standing questions in philosophy and has a potential for practical applications. (shrink)

Consider the following two seemingly unrelated questions. First, why does Rousseau (1993 [1762]) believe that the formation of factions or partial associations is not conducive to the general will in Du Contrat Social, II, 3? Second, why do federal assemblies typically strive for some form of degressive proportionality, i.e. a balance between equal and proportional representation, for the countries in the federation? We will show that there is a surprising connection between these questions. We turn to our first question. It (...) is often thought that Rousseau’s opposition to factions can be interpreted in reference to the Condorcet Jury Theorem. The Condorcet Jury Theorem states that if voters are more likely to be right on some issue than not and cast their votes independently, then the chance that the majority is correct converges to one as the number of voters goes to infinity. This interpretation is tempting, but it is inconsistent with some crucial textual evidence. We turn to our second question. Consider a federation of countries with a decision-making assembly in which each country casts a block vote. On equal representation, the vote of each country has the same weight. On proportional representation, the weights of the votes are proportional to the countries’ population sizes. In between these extremes, we can let the weights increase as a function of population sizes, but smaller countries receive greater weights and larger countries receive lesser weights than proportionality would warrant. Such weightings are called degressively proportional weightings. How can degressive proportionality be justified? And does this justification provide us any guidance as to how these weights should be set? A correct understanding of Rousseau’s misgivings about the formation of factions will hold the key to these questions. (shrink)

This paper addresses a problem for theories of epistemic democracy. In a decision on a complex issue which can be decomposed into several parts, a collective can use different voting procedures: Either its members vote on each sub-question and the answers that gain majority support are used as premises for the conclusion on the main issue, or the vote is conducted on the main issue itself. The two procedures can lead to different results. We investigate which of these procedures is (...) better as a truth-tracker, assuming that there exists a true answer to be reached. On the basis of the Condorcet jury theorem, we show that the pbp is universally superior if the objective is to reach truth for the right reasons. If one instead is after truth for whatever reasons, right or wrong, there will be cases in which the cbp is more reliable, even though, for the most part, the pbp still is to be preferred. (shrink)

EU states agreed on 23 September to implement a refugee quota system which will distribute 120,000 refugees across the EU, despite four member states – the Czech Republic, Hungary, Romania and Slovakia – voting against the proposal. Luc Bovens and Anna Bartsch write that regardless of the wider debate over whether a quota system is justified or not, it is vital that the ‘distribution key’ determining how many refugees are assigned to each state is fair. They argue that the (...) distribution key proposed by the European Commission is ill-conceived and regressive, and that a fairer system with recalculated quotas may go some way toward convincing the dissenting states to support the system. I examine the normative status of various wanting-to-believe cases and wanting-to-desire cases.

Colorado’s Amendment 36 proposed to switch Colorado’s representation in the Electoral College from winner-takes-all to proportionality. We evaluate unilateral and uniform switches to proportionality both from Colorado’s perspective and from an impartial perspective on the basis of a priori and a posteriori voting power measures. The present system is to be preferred to a unilateral switch from any perspective on any measure. A uniform switch is to be preferred to the present system from Colorado’s perspective on an a priori measure, (...) and from an impartial perspective on an a posteriori measure. The present system is to be preferred to a uniform switch from Colorado’s perspective on an a posteriori measure (with some qualifications), and from an impartial perspective on an a priori measure. I argue that character planning differs from sour grapes in that the former but not the latter leaves the agent with a coherent preference structure.

Much of the contemporary philosophical literature on authenticity is secondary work on figures like Kierkegaard, Nietzsche, Heidegger, Sartre, and Camus. I would like to find a different voice by searching for inspiration in the artistic expression that the theme of authenticity has found in the oeuvre of the Japanese film-maker Akira Kurosawa. To be authentic is to be true to ourselves. But what is it to be true to ourselves? The locution suggests that authenticity has something to do with the (...) self and has something to do with being truthful or sincere. Kurosawa’s *Ikiru* illustrates that authenticity requires the creation of a coherent self-image. *Rashomon* illustrates that authenticity requires an attitude of sincerity. -/- There is a tension between both components, which accounts for the precarious nature of the project of authenticity. Much of Kurosawa’s oeuvre can be seen as an exploration of this theme. (shrink)

We develop a probabilistic criterion for belief expansion that is sensitive to the degree of contextual fit of the new information to our belief set as well as to the reliability of our information source. We contrast our approach with the success postulate in AGM-style belief revision and show how the idealizations in our approach can be relaxed by invoking Bayesian-Network models.

Gender-neutral bathrooms are usually framed as an accommodation for trans and other gender-nonconforming individuals. In this paper, we show that the benefits of gender-neutral bathrooms are much broader. First, our simulations show that gender-neutral bathrooms reduce average waiting times: while waiting times for women go down invariably, waiting times for men either go down or slightly increase depending on usage intensity, occupancy-time differentials and the presence of urinals. Second, our result can be turned on its head: firms have an opportunity (...) to reduce the number of facilities and cut costs by making them all gender-neutral without increasing waiting times. These observations can be used to reframe the gender-neutral bathrooms debate so that they appeal to a larger constituency, cutting across the usual dividing lines in the ‘bathroom wars’. Finally, there are improved designs and behavioural strategies that can help overcome resistance. We explore what strategies can be invoked to mitigate the objections that gender-neutral bathrooms (1) are unsafe, (2) elicit discomfort and (3) are unhygienic. (shrink)

Choice often proceeds in two stages: We construct a shortlist on the basis of limited and uncertain information about the options and then reduce this uncertainty by examining the shortlist in greater detail. The goal is to do well when making a final choice from the option set. I argue that we cannot realise this goal by constructing a ranking over the options at shortlisting stage which determines of each option whether it is more or less worthy of being included (...) in a shortlist. This is relevant to the 2010 UK Equality Act. The Act requires that shortlists be constructed on grounds of candidate rankings and affirmative action is only permissible for equally qualified candidates. This is misguided: Shortlisting candidates with lower expected qualifications but higher variance may raise the chance of finding an exceptionally strong candidate. If it does, then shortlisting such candidates would make eminent business sense and there is nothing unfair about it. This observation opens up room for including more underrepresented candidates with protected characteristics, as they are more likely to display greater variance in the selector’s credence functions at shortlisting stage. Wlodek Rabinowicz suggested in an e-mail conversation (2001) to me that one might be able to use a particular Hats Puzzle to make a Dutch Book against a group of individually rational persons. I present a fanciful story here that has the same structure as Rabinowicz’s Dutch Book. How has Germany performed with regard to accepting asylum applications and refugees? Luc Bovens and Jane von Rabenau assess recent data on acceptance rates and the size of the refugee population in Germany, finding that the country has one of the lowest acceptance rates in western/northern Europe. The size of the refugee population in Germany is more moderate by western/northern European standards, however recent developments suggest official data has likely overestimated the size of this population.

Some proponents of the pro-life movement argue against morning after pills, IUDs, and contraceptive pills on grounds of a concern for causing embryonic death. What has gone unnoticed, however, is that the pro-life line of argumentation can be extended to the rhythm method of contraception as well. Given certain plausible empirical assumptions, the rhythm method may well be responsible for a much higher number of embryonic deaths than some other contraceptive techniques.

I investigate what, if anything, can be said in defense of Volkswagen's decision to install a cheat device in their diesel engines to evade NOx emission testing.

The Tragedy of the Commons is often associated with an n-person Prisoner’s Dilemma. But it can also have the structure of an n-person Game of Chicken, an Assurance Game, or of a Voting Games (or a Three-in-a-Boat Game). I present three historical stories that document tragedies of the commons, as presented in Aristotle, Mahanarayan and Hume and argue that the descriptions of these historical cases align better with Voting Games than with any other games.

Meijs and Douven (2005) present an interesting pair of alleged counterexamples and an algorithm to generate such counter-examples to our criterion for a coherence quasi-ordering over information sets as outlined in our 2003a and 2003b accounts. We agree that our criterion does not always provide an ordering when we would intuitively say that one set is more coherent than the other. Nonetheless, we think that our criterion can be salvaged.

"The Personal is Political": This was an often-heard slogan of feminist groups in the late sixties and early seventies. The slogan is no doubt open to many interpretations. There is one interpretation which touches on the epistemology of social facts, viz. the slogan claims that in assessing the features of a political system, personal experiences have privileged evidentiary value. For instancte, in the face of third person reports about political corruption, I may remain unmoved in my belief that the political (...) powers are morally upstanding, and it is only when I myself am adversely affected, that I come to change my views. There are two standard patterns of explanation of this type of belief formation: (i) We know that third-person reports may be lessreliable than first-person experiences; (ii) If the third-person reports are no less reliable than first-person experiences, we may just be dealing with a standard pattern of epistemic irrationality. However, we argue that there is also a much more surprising pattern of explanation: under certain conditions, a Bayesian argument can be proffered to the effect that it is rational to change one's beliefs in the face of personal experiences and not in the face of third-person reports, even if these experiences and reports are equally reliable. Hence, the feminist slogan (at least on one particular interpretation of it) receives unexpected support from Bayesian comers. We also show that this pattern of explanation has surprising repercussions on the question of the evidentiary value of miracles in philosophy of religion. (shrink)

In the novel "Het Been" by the Flemish writer Willem Elsschot. In the novel, a businessman becomes obsessive over the fact that a victim of his unscrupulous business practices refuses to forgive him. This raises the following questions: Why does one find it upsetting when the victim of one's wrongdoing refuses to accept our apologies? Why does one find it upsetting when the victim is unwilling to grant us the forgiveness that we are asking for?

I taxonomize a half-century of examples of intransitive preferences into four structures: (i) Cycles of Negligible-Value-Differences and Missing-Values; (ii) Condorcet-Voting-Paradox Style Cycles (iii) Sen’s-Libertarian-Paradox Style Cycles; and (iv) Sorites Cycles.

We investigate what nudging techniques could increase the acceptance of gender-neutral restrooms.

The Puzzle of the Hats is a puzzle in social epistemology. It describes a situation in which a group of rational agents with common priors and common goals seems vulnerable to a Dutch book if they are exposed to different information and make decisions independently. Situations in which this happens involve violations of what might be called the Group-Reflection Principle. As it turns out, the Dutch book is flawed. It is based on the betting interpretation of the subjective probabilities, but (...) ignores the fact that this interpretation disregards strategic considerations that might influence betting behavior. A lesson to be learned concerns the interpretation of probabilities in terms of fair bets and, more generally, the role of strategic considerations in epistemic contexts. Another lesson concerns Group-Reflection, which in its unrestricted form is highly counter-intuitive. We consider how this principle of social epistemology should be re-formulated so as to make it tenable. (shrink)

One of the stated aims of the “2008 Policy Plan on Asylum” by the European Commission is increased ‘responsibility sharing’ between Member States with respect to asylum seekers. Luc Bovens and Günperi Sisman assess the extent to which UNHCR outcome data reflect these aims between 2006 and 2011 – from the end of the first phase of the Common European Asylum System until the latest available data. They find that Greece, Portugal and Spain take on very low responsibility for (...) asylum seekers per capita and per unit of GDP. Eastern European states do poorly per capita, but do much better per unit of GDP. There is also an overall trend towards greater responsibility sharing for acceptances and stocks per unit of GDP. The extent to which EU countries take on their ‘fair share’ of asylum seekers is a contentious issue. Luc Bovens and Jane von Rabenau write on concern within Germany that the country is taking on a higher burden than other EU states. They argue that when compared on a per capita basis with similar EU countries, Germany performs relatively poorly in terms of acceptances for new refugees. Where Germany performs better is with respect to the size of the existing (...) refugee population within the country, however this may be a reflection of the difficulty refugees experience in gaining German citizenship. We consider a special set of risky prospects in which the outcomes are either life or death. There are various alternatives to the utilitarian objective of minimizing the expected loss of lives in such prospects. We start off with the two-person case with independent risks and construct taxonomies of ex ante and ex post evaluations for such prospects. We examine the relationship between the ex ante and the ex post in this restrictive framework: There are more possibilities to respect ex (...) ante and ex post objectives simultaneously than in the general framework, i.e. without the restriction to binary utilities. We extend our results to n persons and to dependent risks. We study optimal strategies for allocating risk reductions given different objectives. We place our results against the backdrop of various pro-poorly off value functions for the evaluation of risky prospects. (shrink)

First, Mahtani argues that both in the game The Mug and in the Sleeping Beauty we should not defer to a trusted person under a particular designation if they do not self-identify under this designation. This invites a more complex Reflection Principle. I respond that there are more parsimonious ways to avoid the challenges posed to the Reflection Principle. Second, Mahtani argues that preferences create a hyperintensional context, which poses a challenge to the Ex-Ante Pareto Principle that can be averted (...) by supervaluation. I respond that such an appeal to supervaluation would block randomization as a fair allocation device. (shrink)

This selection of short stories in world literature by both classical and contemporary writers offers a window to a wide range of ethical questions. The target audience are students in humanities courses in high school or college. The stories are organized by regions and by themes. Each story is linked up with articles in newspapers and magazines that address the theme raised in the short story. A few guiding questions are included to start the discussion.

In the first in this three-part series, Luc Bovens looks at death, immortality and the worthwhile life.

There are two seemingly unrelated paradoxes of democracy. The older one is the doctrinal paradox or the discursive dilemma. or a comprehensive bibliography, see List 1995. The younger one is the mixed motivation problem introduced by Jonathan Wolff (1994) in this journal. In the mixed motivation problem, we have voters with mixed Benthamite and Rousseauian motivations who reach a majority on an issue that is neither in the self-interest of a majority of the voters, nor considered to be conducive to (...) the common good by a majority of the voters. What has gone unnoticed so far is that both of these paradoxes share a common structure. (shrink)

Shows that the variety-of-evidence thesis is false under certain plausible interpretations and assesses the Duhem–Quine thesis for positively relevant versus independent hypotheses and auxiliaries.

Let a miracle-like event be an event that is seemingly indicative of the existence of an all-good, all-knowing and all-powerful being, and yet might occur in a naturalistic world, though this would be very improbable. Suppose that a third-person report is equally as reliable as a first-person experience of such a miracle-like event — which avoids Hume’s objection to the evidential value of reports of miracles. The question addressed in this chapter is: Is it the case that, under the assumption (...) of equal reliability, a first-person experience still has greater evidential weight than a third-person report of a miracle-like event? William James (1902) answers this question affirmatively, whereas William Alston (1991) argues that they should have equal evidential weight. An appeal to Shafer’s protocols (1985) provides qualified support to James’ position in this controversy. (shrink)
