Many people believe that Somalia’s economy has been in chaos since the collapse of its national government in 1991. We take a comparative institutional approach to examine Somalia’s performance relative to other African countries both when Somalia had a government and during its extended period of anarchy. We find that although Somalia is poor, its relative economic performance has improved during its period of statelessness. ABSTRACT Ruetsche claims that an abstract C*-algebra of observables will not contain all of the physically significant observables for a quantum system with infinitely many degrees of freedom. This would signal that in addition to the abstract algebra, one must use Hilbert space representations for some purposes. The standard economic and ethical case in defense of sweatshops employs the standard of the “welfare of their workers and potential workers” to argue that sweatshop regulations harm the very people they intend to help. Scholars have recently contended that once the benefits and costs are balanced, regulations do, in fact, raise worker welfare. This paper describes the short and long-run tradeoffs associated with sweatshop regulation and then examines how reasonable constructions of measures of “worker welfare” would evaluate these tradeoffs (...) finding that the standard economic and ethical case against sweatshop regulations is well supported. It is well known that the process of quantization—constructing a quantum theory out of a classical theory—is not in general a uniquely determined procedure. There are many inequivalent methods that lead to different choices for what to use as our quantum theory. In this paper, I show that by requiring a condition of continuity between classical and quantum physics, we constrain and inform the quantum theories that we end up with.

Radical virtue serves two distinct purposes: consolation in unfavorable circumstances, and prescription to achieve better ones. This paper maps out the theoretical nuances important for practical guidance. For a Stoic, radical virtue is a way to live well through environmental tragedy. For a consequentialist, it is an instrument to motivate us to combat climate change. For an Aristotelian, it is both. I argue that an Aristotelian approach fares the best, balancing the aim of external success with the aim of living (...) well through practical wisdom. This involves criticizing assumptions about living well that underlie behaviors that contribute to climate change. Some might object virtue theory suffers from application problems, and an Aristotelian approach suffers even more because it does not tell the virtuous person how to negotiate her aims. In response, Aristotelian revision starts with moral perception that adds valuable content by navigating through the messiness. (shrink)

Background Executive functions (EFs) not only play an important role in shaping adolescent’s goal-directed, future-oriented cognitive skills under relatively abstract, non-affective conditions (Cool EF), but also under motivationally significant, affective conditions (Hot EF). Empirical evidence suggest a link between EF, exercise and physical activity, specifically elite adult athletes appear to outperform amateur athletes in Cool EF; however, no previous studies have examined the relationship between Hot and Cool EFs and impulsivity during the developmentally sensitive period of adolescence comparing different types (...) of sport (open- vs. closed-skills), and levels (elite athletes vs. amateurs). Methods A total 86 boys and girls between 13 and 15 years of age (mean: 14.0, SD : 0.79) from different sports (track-and-field; team handball) were recruited. Participants were further divided into two groups: (a) 40 elite, and (b) 46 amateur athletes. They completed four Cool EF tasks including Trail-Making Test, Trail-Walking-Test, Flanker task, n-back-task, and one Hot EF task on Game of Dice task. Data on subjective impulsivity (UPPS Impulsive Behavior Scale; Barratt Impulsiveness Scale-15) was also collected. Results There was a significant overall effect for expertise in favor of elite athletes (Wilks’ Lambda = 0.61, F (14,69) = 3.19, p = 0.001, η p 2 = 0.393), but no overall main effect for type of sport or an interaction for expertise by type of sport. Specifically, elite athletes showed significantly better performances on dual tasks. For Hot EF, there were no main effects for type of sport, expertise level, training experience or training duration. We also found positive correlations among Cool EF and impulsivity measures, and between Hot EF and Impulsivity, but no significant relationship between Cool and Hot EF. Conclusion The current understanding of the decisive cognitive abilities does not correspond to sporting reality, so that the tests frequently used are not sensitive enough to distinguish between elite and amateur athletes or different sports. However, it should also be remembered that the factors underlying complex sporting performance are multidimensional and are obviously difficult to trace back to selected partial aspects. Without being able to answer this question conclusively, we proposed a 4-D classification of experimental paradigms, in which we differentiate between tasks of different specificity, between Cool and Hot EF, and between task complexity, and type of sport. “Sophisticated” theories of welfare face two potentially devastating criticisms. They are based upon two claims: that theories of welfare should be tested for what they imply about newborn infants and that even if a theory of welfare is intended to apply only to adults, we might still have sufficient reason to reject it because it implies an implausible divergence between adult and neonatal welfare. It has been argued we ought reject sophisticated theories of welfare because they have significantly counterintuitive implications (...) about neonatal welfare and because they imply an implausible divergence between the welfare of adults and that of newborns. It has been suggested that puzzles in the interpretation of quantum mechanics motivate consideration of entities that are numerically distinct but do not stand in a relation of identity with themselves or non-identity with others. Quite apart from metaphysical concerns, I argue that talk about such entities is either meaningless or not about such entities. It is meaningless insofar as we attempt to take the foregoing characterization literally. Enmity, War, Intensity Norberto Bobbio once gave a minimal definition of politics, characterizing it as the activity of aggregating and defending our friends, and dispersing and fighting our enemies.1 We know that the instigator of this definition is Carl Schmitt, although his critics have often misunderstood the reference to enmity. The way in which philosophers have thought about the scientific method and the nature of good scientific reasoning over the last few centuries has been consistently and heavily influenced by the examples set by physics. The astounding achievements of 19th and 20th century physics demonstrated that physicists had successfully identified methodologies and reasoning patterns that were uniquely well suited to discovering fundamental truths about the natural world. Inspired by this success, generations of philosophers set themselves the goal of taxonomising, codifying, (...) formalising and evaluating these reasoning patterns. Many will concede that this has been a tremendously fruitful exercise that has served both to illuminate characteristic methodological and epistemological features of the physical sciences, and to inform the way that philosophers think about the epistemic ideals served by science more generally. However, as has been widely noted, the great challenges confronted by contemporary physics have led to a number of fundamental shifts in the way that physicists formulate, assess and apply their theories of the physical world. The most prominent examples of this trend occur in the realm of theoretical high energy physics, where many of the most influential theories advocated by physicists lie beyond the reach of extant experimental methods, and are therefore extremely difficult to test empirically. The fact that whole communities of physicists have devoted so much time and effort to evaluating theories that are largely disconnected from experiments and empirical testing suggests that existing philosophical accounts of the epistemology of physics, based as they are on a broadly empiricist conception of physics, are no longer completely apt, or are at least somewhat out of date. This in turn suggests that it is time for philosophers to redirect their attention towards the characteristic reasoning strategies at play in contemporary physics. As well as clarifying the epistemic structure of 21st century physics and providing new stimulation for general debates surrounding the epistemology of science, this will also allow more philosophers to confront and engage with the existential methodological debates currently raging within physics. There is currently intense and wide spread disagreement surrounding what kinds of reasoning strategies can legitimately be employed in the assessment of competing physical theories and research programs. This special issue aims to facilitate the further engagement of philosophers in this crucial debate by collecting eight contributions that both highlight the deep philosophical issues at stake in debates surrounding the proper methodology for theory assessment in physics, and present novel philosophical perspectives on specific reasoning strategies in the physical sciences. At times of crisis, existing institutional arrangements of societies are thrown into question. Crises that occur in multiple societies simultaneously present rare opportunities for comparative empirical analysis. Social theory can reveal the framing conditions of the responses to crises and the sources of variations between them. This paper compares the immediate responses of the Australian, UK and US governments to the global COVID-19 pandemic, particularly with regard to financing lockdowns, and points out significant differences between the three approaches. Drawing on (...) Polanyi’s method of institutional analysis, we compare the responses of these same national groups to an earlier crisis, the Japanese prisoner of war camps during the Second World War, to show similar patterns of integration recurring eight decades apart. This analysis shows that aspects of moral economies that are not usually apparent can become pronounced during crises, and points to the importance of enduring social imaginaries. (shrink)

Kieran Oberman argues that there is no such thing, in realistic circumstances, as an optional war, i.e. a war that it is permissible for a state to wage, but not obligatory. Regarding a central kind of war – humanitarian intervention – this is due to what Oberman calls the Cost Principle, which says that states may not impose humanitarian costs on their citizens that those citizens do not have independent humanitarian obligations to meet. Essentially, this means that if the seriousness (...) of a humanitarian crisis is sufficient to justify imposing a certain level of cost, it must be serious enough to ground a genuine obligation to intervene. This paper offers three cases where, even if we accept the Cost Principle, war may be reasonably described as optional. These include the state’s moral relationship to amassing support for voluntary contributions to a war that would otherwise exceed the threshold established by Cost Principle (the Voluntary War); a war where it is uncertain whether costs will exceed the threshold (the Forever War); and two wars whose costs would individually fall below the threshold, but which would collectively fall above it. While none of these examples is conclusive, I conclude that Oberman must defend some further, contestable moral claims to establish that the optional humanitarian war is a myth. In many fields of biology, both the phenomena to be explained and the mechanisms proposed to explain them are commonly presented in diagrams. Our interest is in how scientists construct such diagrams. Researchers begin with evidence, typically developed experimentally and presented in data graphs. To arrive at a robust diagram of the phenomenon or the mechanism, they must integrate a variety of data to construct a single, coherent representation. This process often begins as the researchers create a first sketch, and (...) it continues over an extended period as they revise the sketch until they arrive at a diagram they find acceptable. We illustrate this process by examining the sketches developed in the course of two research projects directed at understanding the generation of circadian rhythms in cyanobacteria. One identified a new aspect of the phenomenon itself, whereas the other aimed to develop a new mechanistic account. In both cases, the research resulted in a paper in which the conclusion was presented in a diagram that the authors deemed adequate to convey it. These diagrams violate some of the normative “cognitive design principles” advanced by cognitive scientists as constraints on successful visual communication. We suggest that scientists’ sketching is instead governed by norms of success that are broadly explanatory: conveying the phenomenon or mechanism. (shrink)

BackgroundMeasurement of tinnitus-related distress and treatment responsiveness is key in understanding, conceptualizing and addressing this often-disabling symptom. Whilst several self-report measures exist, the heterogeneity of patient populations, available translations, and treatment contexts requires ongoing psychometric replication and validation efforts.ObjectiveTo investigate the convergent validity and responsiveness of the German versions of the Tinnitus Questionnaire [TQ], Tinnitus Handicap Inventory [THI], and Tinnitus Functional Index [TFI] in a large German-speaking sample of patients with chronic tinnitus who completed a psychologically anchored 7-day Intensive Multimodal (...) Treatment Programme.MethodsTwo-hundred-and-ten patients with chronic tinnitus completed all three questionnaires at baseline and post-treatment. Intraclass correlation coefficients determined the convergent validity of each questionnaire’s total and subscale scores. Treatment responsiveness was investigated by [a] comparing treatment-related change in responders vs. non-responders as classified by each questionnaire’s minimal clinically important difference-threshold, and [b] comparing agreement between the questionnaires’ responder classifications.ResultsThe total scores of all three questionnaires showed high agreement before and after therapy. All total scores changed significantly with treatment yielding small effect sizes. The TQ and TFI yielded comparable and the THI higher responder rates. The TQ | THI and TQ | TFI showed fair, and the THI | TFI moderate agreement of responder classifications. Independent of classification, responders showed significantly higher change rates than non-responders across most scores. Each questionnaire’s total change score distinguished between responders and non-responders as classified by the remaining two questionnaires.ConclusionThe total scores of all three questionnaires show high convergent validity and thus, comparability across clinical and research contexts. By contrast, subscale scores show high inconsistency. Whilst the TFI appears well suited for research purposes, the THI may be better suited to measure psychological aspects of tinnitus-related distress and their changes with accordingly focused treatment approaches. This essay is about the timing of research consent, a process that involves participants being given information about, among other things, upcoming research interventions and then being invited to waive their claims against those interventions being undertaken. The standard practice, as regards timing, is as follows: participants are invited to waive all their claims at a single moment in time, and that point in time immediately follows the information-provision. I argue that there we’re not justified in keeping to this practice. (...) What we ought to do is disaggregate the claim-waiving part of the process and move it later, such that the participant is invited to waive her claim against the undertaking of any given intervention only the immediate moment before that intervention is to be undertaken. How do digital platforms govern their users? Existing studies, with their focus on impersonal and procedural modes of governance, have largely neglected to examine the human labor through which platform companies attempt to elicit the consent of their users. This study describes the relationship labor that is systematically excised from many platforms’ accounts of what they do and missing from much of the scholarship on platform governance. Relationship labor is carried out by agents of platform companies who engage in interpersonal (...) communications with a platform’s users in an effort to align diverse users’ activities and preferences with the company’s interests. The authors draw on ethnographic research conducted at AllDone (a for-profit startup that built an online market for local services) and edX (a non-profit startup that partnered with institutions to offer Massive Open Online Courses). The findings leverage variation in organizational contexts to elaborate the common practices and divergent strategies of relationship labor deployed by each platform. Both platforms relied on relationship workers to engage in account management practices aimed at addressing the particular concerns of individual users through interpersonal communications. Relationship workers in each setting also engaged in community management practices that facilitated contact and collaboration among users in pursuit of shared goals. However, our findings show that the relative frequency of relationship workers’ use of account management and community management practices varies with organizational conditions. This difference in strategies also corresponded to different ways of valuing relationship workers and incorporating them into organizational processes. The article demonstrates how variation in organizational context accounts for divergent strategies for governing user participation in digital platforms and for the particular processes through which governance is accomplished and contested. Philip Pettit has argued that the goods of attachment, virtue, and respect are robust goods in the sense that they require both the actual provision of certain benefits and the modally robust provision of these benefits. He also claims that we value the robustness of these goods because it diminishes our vulnerability to others. I question whether robustness really reduces vulnerability and argue that even if it does, vulnerability reduction is not the reason we value robustness. In place of Pettit’s (...) account, I defend a promotional account of the value of robustness. I argue that we value robustness because it increases the probability we will enjoy a certain kind of benefit. (shrink)

This essay addresses the theoretical foundations of Danto’s vision of performance art. In his writings, Danto rarely mentions this art form and when he does so, it is for the most part in a negative way. Still, there is one clue to Danto’s deeper engagement with performance art. This is his constant references to Nietzsche’s The Birth of Tragedy. Danto finds in Nietzsche a critical tool for engaging with contemporary artists: what he calls the “Euripidean dilemma”. Luke in the preface of his Gospel says that he is going to write ‘in an orderly account’ (Lk 1:3). However, scholars have no consensus about the kind of order Luke is seeking. Many believe that Luke writes as a historian. Because Greco-Roman historians seem to have a practice to indicate in their prefaces the writing methodologies of their writings, this article aims to ascertain Luke’s writing order through a comparison of Luke’s two prefaces with those in the writings of (...) the Greco-Roman historians. Empirical advances have been made in understanding how human language, in its combinatorial complexity and unbounded expressivity, may have evolved from the communication systems present in our evolutionary ancestors. However, a number of cognitive processes and neurobiological mechanisms that support language may not have evolved specifically for communication, but rather from abilities that support perception and cognition more generally. We review recent evidence from comparative behavioural and neurobiological studies on structured sequence learning in human and nonhuman primates. These studies support (...) the notion that certain sequence learning abilities are evolutionarily conserved and engage corresponding inferior frontal brain regions across the species, regions also involved in processing language in humans. Alongside the cross-species similarities is evidence for human specialisations, illuminating the likely evolutionary pathways towards language in modern humans. We argue that cognitive abilities that were in place for animals to learn combinatorial relationships in the sensory world were available and co-opted for language in humans. (shrink)

Kant and Hegel have diametrically opposed views concerning the relationship between colour and drawing. For Hegel colour is all; while for Kant drawing is central. Through an analysis of both these positions the conclusion that is drawn is that colour and drawing have a necessary interrelation. One cannot be thought other than in relation to reach other. Taken together they are integral to the development of a philosophy of art.

How should those who value reasonable pluralism navigate ethical and epistemological challenges related to speech and inquiry in higher education? We propose the ethical pursuit of public knowledge as a guiding vision for public colleges and universities with the understanding that other institutions will serve different purposes. The ethical criterion of mutuality calls for engagement across difference and reciprocal recognition of others’ basic equality and liberty. To maintain epistemic legitimacy, knowledge-production processes in these institutions should elevate ideas warranted by public (...) reasons that have withstood rigorous critical scrutiny above those that have not. Some forms of speech—including the expression of extremist views on both the Right and the Left—will prove unreasonable and incompatible with the guiding vision and should therefore be marginalized within these institutions.
