Many people believe that Somalia’s economy has been in chaos since the collapse of its national government in 1991. We take a comparative institutional approach to examine Somalia’s performance relative to other African countries both when Somalia had a government and during its extended period of anarchy. We find that although Somalia is poor, its relative economic performance has improved during its period of statelessness. We also describe how Somalia has provided basic law and order and a currency, which have (...) enabled the country to achieve the coordination that has led to improvements in its standard of living. In this article, we address a major outstanding question of probabilistic Bayesian epistemology: how should a rational Bayesian agent update their beliefs upon learning an indicative conditional? A number of authors have recently contended that this question is fundamentally underdetermined by Bayesian norms, and hence that there is no single update procedure that rational agents are obliged to follow upon learning an indicative conditional. Here we resist this trend and argue that a core set of widely accepted Bayesian norms is (...) sufficient to identify a normatively privileged updating procedure for this kind of learning. Along the way, we justify a privileged formalization of the notion of ‘epistemic conservativity’, offer a new analysis of the Judy Benjamin problem, and emphasize the distinction between interpreting the content of new evidence and updating one’s beliefs on the basis of that content. This text is a translation of an article of B.L. Whorf “Language, mind and reality" (first published in 1941). The text was originally written for the journal Theosophist (India) during the last year of Whorf's life. The article contains a formulation of the principle of linguistic relativity that relates to the idea of that the world picture of a user of a language depends on the grammar of the language she is using. The article discusses an idea of how to extend the notion of rigidity to predicates, namely the idea that predicates stand in a certain systematic semantic relation to properties, such that this relation may hold rigidly or nonrigidly. The relation (which I call signification) can be characterised by recourse to canonical property designators which are derived from predicates (or general terms) by means of nominalization: a predicate signifies that property which the derived property designator designates. Whether signification divides into rigid (...) and non-rigid cases will then depend uponwhether canonical property designators divide into rigid and non-rigid ones. But, I shall argue, they do not, and so the only notion of rigidity gained this way is trivial. To show this, I first focus on the kind of canonical property designators which could be thought to be nonrigid, canonical designators such as having the colour of ripe tomatoes which themselves contain non-rigid property designators. An argument to the effect that such complex canonical designators are non-rigid is rebutted, five arguments to the effect that they are rigid are formulated, and finally an explanation of their rigidity based on the general nature of canonical property designators is presented. It’s not clear what supervaluationists should say about propositional content. Does a vague sentence, e.g., ‘Harry is bald’, express one proposition, or a barrage of propositions, or none at all? Or is the matter indeterminate? The supervaluationist canon is not decisive on the issue; authoritative passages can be cited in favor of each of the proposals just mentioned. Furthermore, some detractors have argued that supervaluationism is incapable of providing any coherent account of propositional content. This paper considers each of the (...) proposals for how many propositions are expressed by a vague sentence: none, some, all, or it’s indeterminate. Most of these proposals turn out to be unworkable in the metalanguage. I conclude that orthodox supervaluationists—those who identify truth with supertruth—must either relax the standard requirement that propositions be bivalent, or else alter the standard relation between sentences and propositions in which a sentence inherits its truth-conditions from the proposition it expresses. The best option going forward for the orthodox supervaluationist is perhaps the most surprising—amend the requirement that propositions be bivalent. I argue that propositions having supervaluational truth-conditions are best suited to fill the propositional roles in the semantic theory of a vague language. These propositions admit of truth-value gaps, and gappy propositions are controversial, but I argue that they earn their keep. (shrink)

The paper is a detailed reconstruction of Bernard Bolzano’s account of merely possible objects. According to Bolzano, there are some objects which are merely possible. They are neither denizens of space and time nor members of the causal order, but they could have been so. Examples are merely possible persons, mountains etc., objects which are neither actual nor persons or mountains, but which could have been both. Bolzano’s views are contrasted with the theory of Alexius Meinong, and it is shown (...) that they have a modern counterpart in the accounts of merely possible objects that were developed by Bernard Linsky & Ed Zalta, and by Timothy Williamson. Hermeneutical injustice occurs when there is a gap in the interpretive resources available to members of a society due to the marginalization of members of a social group from sense‐making practices. In this paper, I address two questions about hermeneutical injustice that are undertheorized in the recent literature: (1) what do we mean when we say that someone lacks the interpretive resources for making sense of an experience? and (2) how do marginalized individuals develop interpretive resources? In response to (1), (...) I argue that to lack interpretive resources is to lack conceptual skill or know how. In response to (2), I draw on resources from Gilbert Ryle and Andy Clark and provide a model of how marginalized individuals develop new conceptual skills by naming their shared experience and using it as a tool for scaffolding each other's conceptual performance. At the same time, I draw on the work of Gaile Pohlhaus and Kristie Dotson to show how these practices succeed only through the redistribution of epistemic power across differently situated social groups. Deirdre McCloskey is rightly one of the most recognizable names in economics. She views economics as a language that uses all the rhetorical devices of everyday conversation and therefore it should be judged by aesthetic and literary standards and not the criteria of mathematical rigor that is espoused by the mainstream. This controversial standpoint has been hugely influential and this examination of the methodological and philosophical consequences of her work is overdue, and very welcome.

Genetic testing for cancer susceptibility is an application of biotechnology that has the potential both to improve the psychosocial and physical wellbeing of the population and to cause significant psychosocia1 and physical harms. In spite of the uncertain value of genetic testing, it has captured the interest of biotechnology companies, researchers, health care providers, and the public. As more tests become feasible, pressure may increase to make the tests available and reimbursable. Both the benefits and harms of these tests lie (...) not as much in the tests themselves, as in their power to predict or alter the future. The value of the tests does not derive from the information per se, but from the ability to communicate effectively the information to patients and providers, and the behavioral responses of patients, providers, and others to this information. The work of Jean-Francois Lyotard signals the return of judgement to the centre of philosophical concerns. This collection of papers is the first devoted to his work and provides an estimation and critique of his writings, and included Lyotard's important essay on _Sensus Communis_.

In Plato's Lysis, Socrates' conversation with Lysis features logical fallacies and questionable premises and closes with a blatantly eristic trick. I show how the form and content of these arguments make sense if we interpret them from the perspective of Socrates' pedagogical goals. Lysis is a competitive teenager who, along with his friend Menexenus, enjoys the game of eristic disputation. Socrates recognizes Lysis' predilections, and he constructs his arguments to engage Lysis' interests and loves, while also drawing the boy into (...) thinking philosophically about the issues that the arguments raise about love, freedom, and happiness. This paper evaluates recent proposals for compatibilism about doxastic freedom, and attempts to refine them by applying Fischer and Ravizza’s moderate reasons-responsiveness compatibilism to doxastic freedom. I argue, however, that even this refined version of doxastic compatibilism is subject to challenging counter-examples and is more difficult to support than traditional compatibilism about freedom of action. In particular, it is much more difficult to identify convincing examples of the sort Frankfurt proposed to challenge the idea that responsibility requires alternative possibilities.

In research ethics there is a canon regarding what ethical rules ought to be followed by investigators vis-à-vis their treatment of subjects and a canon regarding what fundamental ethical principles apply to the endeavor. What I aim to demonstrate here is that several of the rules find no support in the principles. This leaves anyone who would insist that we not abandon those rules in the difficult position of needing to establish that we are nevertheless justified in believing in the (...) validity of the rules. I conclude by arguing that this is not likely to be accomplished.The rules I call into question are the rules requiring:– that studies be designed in a scientifically valid way– that risks to subjects be minimized– that subjects be afforded post-trial access to experimental interventions– that inducements paid to subjects not be counted as a benefit to them– that inducements paid to subjects not be ‘undue’– that subjects must remain free to withdraw from the study at any time for any reason without penaltyBoth canons, the canon on principles and the canon on rules, are found in the overlap among ethical pronouncements that are themselves canonical: the Nuremberg Code, the Declaration of Helsinki, the Belmont Report, CIOMS's International Ethical Guidelines for Biomedical Research Involving Human Subjects, and NBAC's 2001 report, Ethical Issues in International Research: Clinical Trials in Developing Countries. For philosophers interested in ontological issues, the writings of the important figures of Austrian philosophy in the nineteenth and early twentieth century contain many buried treasures to rediscover. Bernard Bolzano, Franz Brentano, Alexius Meinong, and Edmund Husserl, to name just four grand names of that period, were highly aware of the importance of a feasible ontology for many of the philosophical questions they addressed throughout their works.

This paper observes that in the midst of a thickening debate over the concept of “epistemic possibility,” nearly every philosopher assumes that the concept is equivalent to a mere absence of epistemic impossibility, that a proposition is epistemically possible if and only if our knowledge does not entail that it is false. I suggest that it is high time that we challenge this deeply entrenched assumption. I assemble an array of data that singles out the distinctive meaning and function of (...) epistemic possibility, which suggest it to be distinct from other modals and an attitude toward a proposition, not a part of the content of a proposition. I suggest that this data is best explained by a positive evidentialist conception of epistemic possibility, one which maintains that a proposition is epistemically possible to a subject only if there is evidence specifically in support of that proposition that is cognitively available to that subject. I suggest that this view not only offers a superior explanation of the data, but also offers a unique and straightforward strategy for undermining skeptical arguments. (shrink)

Structural history, Conceptual history, Theory of historical time, Semantics of History: the work of Reinhart Koselleck is associated with a wide spectrum of methodological orientations that emerged during the post-war period and originated from the in-depth reflection on the significance of historical sciences. Koselleck shared with numerous West-German historians the observation that historical science was experiencing a profound crisis exacerbated by the increasing influence of social sciences. However, unlike his contemporary historians, who advocated the criticism of historicism as a prerequisite (...) for reforming their discipline, Koselleck championed a radically different path to remedy to this crisis. In this paper, we shall outline the major stages of the critical dialogue between Koselleck and the West-German historiography of his time. Two distinct historical intervals emerge from this analysis: the first is marked by the influence of the structural historical model, developed by Werner Conze during the 1950s, on Koselleck’s theoretical vision; the second, which started in the 1970s, is characterized by the refusal to consider the critical social history as the basis for a holistic explanation of national history. In his recent paper, Adam Cureton presents a compelling case in support of the right of parents with disabilities to conceive and raise children. Cureton argues that caring for a parent with a disability may be beneficial for a child and the creation of a child with the intention of him/her being a carer for his/her disabled parent is objectionable. This response to Cureton's paper will focus on the creation of children with the purpose of them being carers for their (...) disabled parents. I will respond to Cureton on three counts. First, I propose that claims and are incompatible. Second, I will argue that even from a Kantian perspective it is not clear that creating a child as a carer is objectionable. Third, I will argue more broadly that the intentions with which parents bring children into the world are not predictive of the concern parents should show their children once they come into existence. Originally published in 1914, this book presents the edited text of the sequel to Cooper's major work, Characteristics. An editorial introduction and detailed notes are included. Mirror neurons are a particular class of visumotorical neurons, originally discovered in area F5 of the monkey premotorical cortex. They discharge both (1) when the animal performs a specific action and (2) when it observes a similar action. Actually, it is often assumed that this unique functioning could explain different abilities ranging from imitation behaviour to faculty of speech. In this article, we discuss the question what is meant by the expression: The neuron x mirrors the action y by perception (...) z . The problem resulted from the fact, that neurons cannot mirror anything—except in the light of a metaphorical description. How can this metaphorical description be dissolved for a distinct and explicit scientific terminology? The basic steps of our argumentation are as follows. (1) The expression to mirror can be defined in mutual relation between different types of actions in respect of at least two participants: the proponent A, who conducts a special action x (e.g. grapping a peanut (A(x)) and the opponent B who observes these actions y (B(y)) and vice versa. (2) In order to detect different tokens as a type of action and to guarantee the changes of the participants there must be constituted a speech act in a dialogue, in which types of actions are defined by the invariance of special equivalence. (3) The change of the participants represents and defines the metaphorical expression to mirror in the light of a non-metaphorical and reproducible schema. (4) Then, the invariance of the type of action can be identified in different speech acts. Three of them (called narratives) were defined paradigmatically: (4.1) the ethological-narrative; (4.2) the neurophysiological-narrative; (4.3) the language-narrative. (5) These narratives are the modelling and explicit formulations of the primarily metaphorical expression: The neuron x mirrors the action y by perception z. (shrink)

Résumé Dans cet article il s’agit de mobiliser contre le faux constat que l’œuvre d’art disparaît avec sa matière, le cas d’œuvres dont le mode d’existence est détectable mais ne se donne qu’après-coup, dans les médias d’information. Ce qui met le spectateur sur la piste d’un art sous couverture médiatique le rapproche aussi de l’activisme culturel. L’indistinction de l’un et l’autre, ce qu’on appelle l’artivisme, conduit à parler d’effacement plutôt que de disparition de l’œuvre.

Nietzsche distinguished between two forces in art: Apollonian, which represents order and reason, and Dionysian, which represents chaos and energy. Economists, Ward argues, have operated for too long under the assumption that their work reflects the scientific, Apollonian principals that inform physics when they simply do not apply to economics: 'constants' in economics stand in for variables, and the core scientific principles of prediction and replication are all but ignored by economists. Ward encourages economists to reintegrate the standard rigor of (...) the scientific method into their work while embracing the fact of the shape-shifting changeability of human beings. Economists can still aspire to scientific standards, as is demonstrated by the success of biology, in which there is considerable Dionysian variability. Economists must avoid the temptation to wish away dynamic complexity and diversity and must recognize, among other things, that the desire to take risks is fundamentally human.
