Some artificial intelligence systems can display algorithmic bias, i.e. they may produce outputs that unfairly discriminate against people based on their social identity. Much research on this topic focuses on algorithmic bias that disadvantages people based on their gender or racial identity. The related ethical problems are significant and well known. Algorithmic bias against other aspects of people’s social identity, for instance, their political orientation, remains largely unexplored. This paper argues that algorithmic bias against people’s political (...) orientation can arise in some of the same ways in which algorithmic gender and racial biases emerge. However, it differs importantly from them because there are strong social norms against gender and racial biases. This does not hold to the same extent for political biases. Political biases can thus more powerfully influence people, which increases the chances that these biases become embedded in algorithms and makes algorithmic political biases harder to detect and eradicate than gender and racial biases even though they all can produce similar harm. Since some algorithms can now also easily identify people’s political orientations against their will, these problems are exacerbated. Algorithmic political bias thus raises substantial and distinctive risks that the AI community should be aware of and examine. (shrink)

Although the concept of “AI governance” is frequently used in the debate, it is still rather undertheorized. Often it seems to refer to the mechanisms and structures needed to avoid “bad” outcomes and achieve “good” outcomes with regard to the ethical problems artificial intelligence is thought to actualize. In this article we argue that, although this outcome-focused view captures one important aspect of “good governance,” its emphasis on effects runs the risk of overlooking important procedural aspects of good (...) AI governance. One of the most important properties of good AI governance is political legitimacy. Starting out from the assumptions that AI governance should be seen as global in scope and that political legitimacy requires at least a democratic minimum, this article has a twofold aim: to develop a theoretical framework for theorizing the political legitimacy of global AI governance, and to demonstrate how it can be used as a compass for critially assessing the legitimacy of actual instances of global AI governance. Elaborating on a distinction between “governance by AI” and “governance of AI” in relation to different kinds of authority and different kinds of decision-making leads us to the conclusions that much of the existing global AI governance lacks important properties necessary for political legitimacy, and that political legitimacy would be negatively impacted if we handed over certain forms of decision-making to artificial intelligence systems. Artificial Intelligence (AI) in the 21st century is no longer perceived as a purely technological phenomenon, more and more becoming a social and humanitarian phenomenon that develops in a complex context of cultural, value, philosophical, and ethical aspects of human life. The impact of AIrelated technologies on contemporary society is still difficult to assess fully, which does not prevent enthusiastic researchers and political leaders from attempting to define a value framework that will ensure the use of AI (...) for societal development. As interest in AI grows, more and more technologically advanced countries in the world are creating their own strategies for the development and use of this technological marvel of the 21st century. These pioneering documents often seem vague and indefinite, but nevertheless they allow us to assess how the political and scientific and technological elites of these countries see the value orientations of AI technology development, both nationally and internationally. The article presents a philosophical analysis of the value orientations of AI technology development in the USA and China – modern scientific and technological leaders in this field – on the basis of strategic documents defining the development and application of AI in these countries from the position of post-non-classical scientific rationality. The authors of the article conclude that, at the contemporary post-non-classical stage of science development, the value component is not only one of the integral components of scientific and technological activities but may be decisive in determining the goals and objectives of high-tech development at the state level. In July 2017, China’s State Council released the country’s strategy for developing artificial intelligence, entitled ‘New Generation Artificial Intelligence Development Plan’. This strategy outlined China’s aims to become the world leader in AI by 2030, to monetise AI into a trillion-yuan industry, and to emerge as the driving force in defining ethical norms and standards for AI. Several reports have analysed specific aspects of China’s AI policies or have assessed the country’s technical capabilities. Instead, in this (...) article, we focus on the socio-political background and policy debates that are shaping China’s AI strategy. In particular, we analyse the main strategic areas in which China is investing in AI and the concurrent ethical debates that are delimiting its use. National Artificial Intelligence (AI) strategies articulate imaginaries of the integration of AI into society and envision the governing of AI research, development and applications accordingly. To integrate these central aspects of national AI strategies under one coherent perspective, this paper presented an analysis of Germany’s strategy ‘AI made in Germany’ through the conceptual lens of ordoliberal political rationality. The first part of the paper analyses how the guiding vision of a human-centric AI not only adheres to ethical (...) and legal principles consistent with Germany’s liberal democratic constitutional system but also addresses the risks and promises inherent to the ordoliberal problematization of freedom. Second, it is scrutinized how the strategy cultivates the fear of not achieving technological sovereignty in the AI sector. Thereby, it frames the global AI race as a race of competing (national) approaches to governing AI and articulates an ordoliberal approach to governing AI (the ‘third way’), according to which government has to operate between the twin dangers of governing too much and not governing enough. Third, the paper analyses how this ordoliberal proportionality of governing structures Germany’s Science Technology & Innovation Policy. It is shown that the corresponding risk-based approach of regulating AI constitutes a security apparatus as it produces an assessment of fears: weighting the fear of the failure to innovate with the fear of the ramifications of innovation. Finally, two lines of critical engagement based on this analysis are conducted. (shrink)

Most accounts of responsibility focus on one type of responsibility, moral responsibility, or address one particular aspect of moral responsibility such as agency. This article outlines a broader framework to think about responsibility that includes causal responsibility, relational responsibility, and what I call “narrative responsibility” as a form of “hermeneutic responsibility”, connects these notions of responsibility with different kinds of knowledge, disciplines, and perspectives on human being, and shows how this framework is helpful for mapping and analysing how artificial (...) intelligence (AI) challenges human responsibility and sense-making in various ways. Mobilizing recent hermeneutic approaches to technology, the article argues that next to, and interwoven with, other types of responsibility such as moral responsibility, we also have narrative and hermeneutic responsibility—in general and for technology. For example, it is our task as humans to make sense of, with and, if necessary, against AI. While from a posthumanist point of view, technologies also contribute to sense-making, humans are the experiencers and bearers of responsibility and always remain in charge when it comes to this hermeneutic responsibility. Facing and working with a world of data, correlations, and probabilities, we are nevertheless condemned to make sense. Moreover, this also has a normative, sometimes even political aspect: acknowledging and embracing our hermeneutic responsibility is important if we want to avoid that our stories are written elsewhere—through technology. Background In an effort to improve the quality of medical care, the philosophy of patient-centered care has become integrated into almost every aspect of the medical community. Despite its widespread acceptance, among patients and practitioners, there are concerns that rapid advancements in artificial intelligence may threaten elements of patient-centered care, such as personal relationships with care providers and patient-driven choices. This study explores the extent to which patients are confident in and comfortable with the use of these technologies (...) when it comes to their own individual care and identifies areas that may align with or threaten elements of patient-centered care. Methods An exploratory, mixed-method approach was used to analyze survey data from 600 US-based adults in the State of Florida. The survey was administered through a leading market research provider (August 10–21, 2023), and responses were collected to be representative of the state’s population based on age, gender, race/ethnicity, and political affiliation. Results Respondents were more comfortable with the use of AI in health-related tasks that were not associated with doctor-patient relationships, such as scheduling patient appointments or follow-ups (84.2%). Fear of losing the ‘human touch’ associated with doctors was a common theme within qualitative coding, suggesting a potential conflict between the implementation of AI and patient-centered care. In addition, decision self-efficacy was associated with higher levels of comfort with AI, but there were also concerns about losing decision-making control, workforce changes, and cost concerns. A small majority of participants mentioned that AI could be useful for doctors and lead to more equitable care but only when used within limits. Conclusion The application of AI in medical care is rapidly advancing, but oversight, regulation, and guidance addressing critical aspects of patient-centered care are lacking. While there is no evidence that AI will undermine patient-physician relationships at this time, there is concern on the part of patients regarding the application of AI within medical care and specifically as it relates to their interaction with physicians. Medical guidance on incorporating AI while adhering to the principles of patient-centered care is needed to clarify how AI will augment medical care. (shrink)

Throughout Mary Shelley’s early life, she was exposed to numerous well-known and influential people regarding cultural, political, and socio-economic matters. As she began writing, these influences undoubtedly played a role in her narrative. Her novel, _Frankenstein_, written during the time of the first Industrial Revolution in Britain, was one such novel that exhibited her political and economic influences through science fiction. This article addresses many of those influences, including the introduction of the machine into manufacturing. It further addresses (...) how Frankenstein’s Monster may have been one of the first created forms of artificial intelligence (AI). We further expound upon many economic concepts that have persisted through time and are relevant today given the faciliatory aspects, as well as the uncertainty, of AI. We relate these through the literary piece _Frankenstein_ to explore how a two-century-year-old tale provides a blueprint for understanding the conflict among humans and machines and provides a roadmap for harmonization in the past, present, and future. Across the world, Artificial Intelligence (AI) is being used as a tool for political manipulation and totalitarian repression. Stories about AI are often stories of polarization, discrimination, surveillance, and oppression. Is democracy in danger? And can we do anything about it? In the age of ubiquitous computing and artificially intelligent applications, social machines serves as a powerful framework for understanding and interpreting interactions in socio-algorithmic ecosystems. Although researchers have largely used it to analyze the interactions of individuals and algorithms, limited attempts have been made to investigate the politics in social machines. In this study, I claim that social machines are per se political machines, and introduce a five-point framework for classifying influence processes in socio-algorithmic ecosystems. By drawing from scholars (...) from political theory, I use a notion of influence that functions as a meta-concept for connecting and comparing different conceptions of politics. In this way, I can associate multiple political aspects of social machines from a cybernetic perspective. I show that the framework efficiently categorizes dimensions of influence that shape interactions between individuals and algorithms. These categories are symbolic influence, political conduct, algorithmic influence, design, and regulatory influence. Using case studies, I describe how they interact with each other on online social networks and in algorithmic decision-making systems and illustrate how the framework is able to guide scientists in further research. An eminent political thinker uses our history with states and corporations--"artificial agents" to which we have granted immense power--to predict how AI will remake society. Countless books, news reports, and opinion pieces have announced the impending arrival of artificial intelligence, with most claiming that it will upend our world, revolutionizing not just work but society overall. Yet according to political philosopher and historian David Runciman, we've actually been living with a version of AI for 300 (...) years because states and corporations are robots, too. In The Handover, Runciman explains our current situation through the history of these "artificial agents" we created to rescue us from our all-too-human limitations--and demonstrates what this radical new view of our recent past means for our collective future. Artificial intelligence, while presenting itself as a novelty in the fields of education, science and the business industry, is likely being used as a hegemonic tool for economic and political control. Concerns about privacy ethics, class division and the specter of AI-incited biowarfare controlled by supremacist-minded entities that benefit from the datafication of individuals for economic profit and the attainment of politicized control-seeking objectives are the axial arguments of this position paper. As a result, this review makes (...) a case that AI is being used as a tool of hegemony by presenting an analytical framework derived from the ‘less mainstream’ varied corpus of literature published between 1984 and 2024. Furthermore, while the literature also reveals attempts to monitor misuse of AI, to date there have been no solutions offered concerning privacy and surveillance, alternatives to the potential loss of jobs through automated AI or the menace of AI-operated biological warfare already being tested in war-torn parts of the world. Resolving the existing hegemonic challenges is of paramount importance and must be properly addressed in order not to be met with an existential crisis threatening the continuity of humanity. It began with Turing's famous "can machine think?", a philosophical question that too many were quick to transform into a more prosaic "can Thought be mechanized?" Only in this perspective can the history and the technological success of AI be duly explained and understood, one of the tasks this book engages in. -/- It is important for philosophers to take AI seriously, and for AI researchers to see their (...) discipline through the lenses of the adventure of the Spirit of man. The conclusion is that - paraphrasing Von Clausewitz's declaration about politics - "AI is a continuation of Philosophy by other means". The article argues that AI can enhance the measurement and implementation of democratic processes within political parties, known as Intra-Party Democracy (IPD). It identifies the limitations of traditional methods for measuring IPD, which often rely on formal parameters, self-reported data, and tools like surveys. Such limitations lead to partial data collection, rare updates, and significant resource demands. In October 2016, the White House, the European Parliament, and the UK House of Commons each issued a report outlining their visions on how to prepare society for the widespread use of artificial intelligence. In this article, we provide a comparative assessment of these three reports in order to facilitate the design of policies favourable to the development of a ‘good AI society’. To do so, we examine how each report addresses the following three topics: the development of (...) a ‘good AI society’; the role and responsibility of the government, the private sector, and the research community in pursuing such a development; and where the recommendations to support such a development may be in need of improvement. Our analysis concludes that the reports address adequately various ethical, social, and economic topics, but come short of providing an overarching political vision and long-term strategy for the development of a ‘good AI society’. The European Union’s Artificial Intelligence Act (AI Act) is a groundbreaking regulatory framework that integrates technical concepts and terminology from the rapidly evolving ecosystems of AI research and innovation into the legal domain. Precise definitions accessible to both AI experts and lawyers are crucial for the legislation to be effective. This paper provides an interdisciplinary analysis of the concepts of AI system, general purpose AI system, foundation model and generative AI across the different versions of the legal text (...) (Commission proposal, Parliament position and Council General Approach) before the final political agreement. The goal is to help bridge the understanding of these key terms between the technical and legal communities and contribute to a proper implementation of the AI Act. We provide an analysis of the concept of AI system considering its scientific foundation and the crucial role that it plays in the regulation, which requires a sound definition both from legal and technical standpoints. We connect the outcomes of this discussion with the analysis of the concept of general purpose AI system and its evolution during the negotiations. We also address the distinct conceptual meanings of AI system vs AI model and explore the technical nuances of the term foundation model. We conclude that rooting the definition of foundation model to its general purpose capabilities following standardised evaluation methodologies appears to be most appropriate approach. Lastly, we tackle the concept of generative AI, arguing that definitions of AI system that include “content” as one of the system’s outputs already captures it, and concluding that not all generative AI is based on foundation models. The topic of the impact of artificial intelligence on law, the legal profession and legal culture, in general, has not yet been sufficiently discussed in the Croatian scientific community. This paper aims to encourage a more comprehensive analysis of the relationship between the increasing use of artificial intelligence in our daily lives and the specifics of practising the legal profession in such an environment. Artificial intelligence is still a broad and heterogeneous field. It is (...) therefore justified to ask the question: Which of the many technologies currently being developed can be applied in the field of law? Which legal matters can be “entrusted” to the new technologies? To answer such and similar questions, it is necessary to have an excellent knowledge of both artificial intelligence and the law, as well as the areas in which they intersect. We have chosen criminal law, which is a part of public law and the ultimate social mechanism for responding to undesirable behaviour, as our object of study. We pay particular attention to its two important aspects: the element of culpability in a criminal offence and the possibility of autonomous decision-making in criminal law. The reflections have shown that Croatian criminal law may have the ability and potential to adapt to the challenges of artificial intelligence when it comes to culpability. On the other hand, the necessity and value of artificially intelligent decisions are questionable given the fundamental characteristics of criminal law. In conclusion, the authors express a departure from views of artificial intelligence as a decision-making substitute in criminal law but support the view that artificially intelligent legal technologies are an aid to decision-making. Moving from a behavioral definition of intelligence, which describes it as the ability to adapt to the surrounding environment and deal effectively with new situations (Anastasi, 1986), this paper explains to what extent the performance obtained by ChatGPT in the linguistic domain can be considered as intelligent behavior and to what extent they cannot. It also explains in what sense the hypothesis of decoupling between cognitive and problem-solving abilities, proposed by Floridi (2017) and Floridi and Chiriatti (2020) should be (...) interpreted. The problem of symbolic grounding (Harnad, 1990) is then addressed to show the problematic relationship between ChatGPT and the natural environment, and thus the impossibility for it to understand the symbols it manipulates. To explain the reasons why ChatGPT does not succeed in this task, an investigation is carried out and a possible solution to the problem in the artificial domain is proposed by making a comparison with the natural ability of living beings to ground their own meanings from some basic cognitive-sensory aspects, which, it is explained, are directly related to the emergence of self-awareness in humans. Thus, the question is raised whether a possible and concrete solution to the Symbol Grounding Problem would involve in the artificial domain the development of cognitive abilities fully comparable to those of humans. Finally, I explain the difficulties that would have to be overcome before such a level could be reached, since human cognitive capacities are intimately linked to intersubjectivity and intercorporeality. It is important and necessary to take into account modern principles of designing a su- stainable and secure AIS and solving the problem of Harmonization between 2 worlds: Real and Virtual, especially in their hybridization. Our immediate future is a hybrid nonlinear world. Note that digitalization, artificial intelligence and robotics will be the main drivers of global economic growth by 2030E. An important paradigm and platform is the Integrated System: for Industry 4.0, DE and AI, taking into account the complex principle of I2K2+SH. If the transition of the Ukrainian economy to an innovative one does not take place in the next 3-5 years, Ukraine will remain in the backyard of civilization. (shrink)

The aim of this article is, on the one hand, to take up and discuss some key categories and concepts in semiotics, in an attempt to analyze the mechanisms underlying current artificial intelligence (AI) models, with a focus on ChatGPT. Although many of these concepts are already being debated, they remain crucial in relation to semiotic and sociosemiotic categories. Concepts such as generativity, perception, textuality, and the effects of meaning, as well as the notion of language itself, require (...) a new semiotic evaluation, including in relation to a cultural history of AI, and the metaphors associated with it. In addition, this article aims to propose more of a general observation and review of some theoretical problems and sociosemiotic issues related to the advent of AIs with some correlated examples, such as in the field of political communication and conflict. Some recent uses of artificial intelligence for facial recognition, evaluating resumes, and sorting photographs by subject matter have revealed troubling disparities in performance or impact based on the demographic traits of subject populations. These disparities raise pressing questions about how using artificial intelligence can work to promote justice or entrench injustice. Political theorists and philosophers have developed nuanced vocabularies and theoretical frameworks for understanding and adjudicating disputes about what justice requires and what constitutes injustice. The (...) interdisciplinary community committed to understanding and conscientiously using big data could benefit from this work. Thus, in the spirit of encouraging cross-disciplinary dialogue and collaboration, this piece examines contemporary scholarship in political theory and philosophy to illustrate some of the vocabularies and frameworks political theorists and philosophers have developed for thinking about justice and injustice. It then draws on these frameworks to illuminate how the use of artificial intelligence can implicate questions of justice, with a focus on institutional discrimination, structural injustice, and epistemic injustice. Ultimately, the piece argues that the use of artificial intelligence—far from representing a decision to take power out of human hands—represents a novel way of harnessing human power, making questions of justice central to its conscientious undertaking. In recent years, concerns over the risks posed by artificial intelligence have mounted. In response, international organizations have begun to translate the emerging consensus on the need for ethical AI into concrete international rules and standards. While the path toward effective AI governance faces many challenges, this essay shifts attention to an obstacle that has received little attention so far: the growing illiberal backlash in IOs. Prompted by Poland's recent rejection of a European position on AI due to (...) the document's mention of “gender equality,” we argue that Poland followed a strategy that illiberal actors now regularly employ in IOs. To combat gender norms and women's rights across issue areas, illiberal contesters first identify the progressive language in international documents and then threaten to veto those documents—unless such language is watered down or removed. This spoiling strategy, we argue, may not only lead to the compromising of fundamental human rights norms but may also prevent much needed rules for AI from being adopted altogether. Against this background, we urge scholars and practitioners concerned with AI ethics to pay closer attention to illiberal backlash politics. IOs are emerging as spaces where progressive AI rules and standards are increasingly contested—and where they need to be defended to safeguard fundamental rights in an age of rapid technological change. This paper critiques a conception of intelligence central in AI, and a related concept of reason central in moral philosophy, from an ecological feminist perspective. I argue that ecofeminist critique of human/nature dualisms offers insight into the durability of both problematic conceptions, and into the direction of research programmes. I conclude by arguing for the importance of keeping political analysis in the forefront of science and environmental ethics.

The present study focuses on the situation in which mind-reading machines will be connected, initially through the incorporation of weak AI, and then in conjunction to strong AI, an aspect that, ongoing, will no longer have a simple medical role, as is the case at present, but one of surveillance and monitoring of individuals—an aspect that is heading us towards a future techno-panoptic singularity. Thus, the general objective of this paper raises the problem of the ontological stability of human nature (...) which, within the limits of the technological singularity of mind-reading machines, leads to the loss of autonomy and a reduction in freedom when it comes to human thoughts. In this paradigm, the hypothesis of a future era of technological singularity is prefigured to be a cumulation of factors in which artificial intelligence holds a dominant position in relation to the human agent, in a techno-panoptic system of human supervision, in the form of a new world order of manifestation/imposition of power—that of a “singleton.” The theoretical objective analyzes the phenomenon of “deterritorrialization” of the Foucauldian panoptic mechanism —which is based on the “biopolitical” system of “biopower”—and its “reterritorialization” in the “territory” of the techno-panoptic singularity, where the scenario of a strong AI “singleton”, represents the alienation of the Being into a hard technological determinism. Artificial intelligence (AI) national strategies provide countries with a framework for the development and implementation of AI technologies. Sixty countries worldwide published their AI national strategies. The majority of these countries with more than 70% are developed countries. The approach of AI national strategies differentiates between developed and developing countries in several aspects including scientific research, education, talent development, and ethics. This paper examined AI readiness assessment in a developing country (Palestine) to help develop and identify the main (...) pillars of the AI national strategy. AI readiness assessment was applied across education, entrepreneurship, government, and research and development sectors in Palestine (case of a developing country). In addition, it examined the legal framework and whether it is coping with trending technologies. The results revealed that Palestinians have low awareness of AI. Moreover, AI is barely used across several sectors and the legal framework is not coping with trending technologies. The results helped develop and identify the following five main pillars that Palestine’s AI national strategy should focus on: AI for Government, AI for Development, AI for Capacity Building in the private, public and technical and governmental sectors, AI and Legal Framework, and international Activities. The ontological presupposition of artificial intelligence (AI) is the liberal autonomous human subject of Locke and Kant, and the ideology of AI is the automation of this particular conception of intelligence. This is demonstrated in detail in classical AI by the work of Simon, who explicitly connected his work on AI to a wider programme in cognitive science, economics, and politics to perfect capitalism. Although Dreyfus produced a powerful Heideggerian critique of classical AI, work on neural networks (...) in AI was ultimately based on the individual as the locus of intelligence. Yet this conception of AI both fails to grasp the essence of large language models, which are a statistical model of human language on the Web. The training data that enables AI is the surveillance and capture of data, where the data creates a model to approximate the entire world. However, there is a more hidden ideology inherent in AI where the goal is not to perfect a model but to control the world. As prompted by an argument between Mead and Bateson, social change is prevented by the application of cybernetics to society as a whole. The goal of AI is not just to replace human beings, but to manage humans to preserve existing power relations. As the source of intelligence in AI is distributed cognition between humans and machines, the alternative to AI is collective intelligence. As theorized by Licklider and Engelbart at the dawn of the Internet, collective intelligence explains how computers weave together both human and non-human intelligence. Rather than replace human intelligence, this produces ever more complex collective forms of intelligence. Rather than meta-stabilize a society of control, collective intelligence can go outside individualist capitalist ontology by incorporating the open world of the pluriverse, as theorized by Escobar. Collective intelligence then stands as an alternative ontological path for AI which puts intelligence at the service of humanity and the world rather than a technocratic elite. (shrink)

The article is devoted to the ethical aspects of artificial intelligence functioning. The problem of the safe coexistence of man and artificial intelligence is taking on increasing importance. The definition of artificial intelligence and the explanation of the difference between weak, strong artificial intelligence and super-intelligence are given. The first ethical problem of artificial intelligence functioning is the existential question of human redundancy due to the spread of artificial (...) intelligence. The article emphasizes that artificial intelligence, on the one hand, frees a person from certain areas of activity, facilitating their existence, on the other hand, it makes them superfluous in production and in personal life. The second is the problem of responsibility for the actions of artificial intelligence. The article argues for the necessity of human responsibility for the actions of artificial intelligence because artificial intelligence does not have consciousness. The third problem is the intensification of the phenomenon of stupidity in society. Artificial intelligence creates the conditions for the increasing cleverness of some segments of the population and stupidity of others, which can result in even greater mental and property inequality. This Open Forum contribution critically interrogates the use of space race rhetoric in current discussions about artificial intelligence (AI). According to this rhetoric, similar to the space race of the twentieth century, AI development is portrayed as a rivalry among superpowers where one country will win and reap major benefits, while others will be left behind. Using this rhetoric to frame AI development tends to prioritize narrow and short-term economic interests over broader and longer-term societal needs. Three particularly (...) problematic aspects of using space race narrative in AI discussions are highlighted: first, perceiving technology development globally as a zero-sum game; second, pressuring governments to regulate less; and third, prioritising high technologies over social issues. This contribution invites to challenge underlying political assumptions of the AI space race discourse and to open up conversations about alternative futures. (shrink)

Before embarking on a discussion of the regulation of artificial intelligence (AI), it is first necessary to define the subject matter regulated. Defining artificial intelligence is a difficult endeavour, and many definitions have been proposed over the years. Although more than 70 years have passed since it was adopted, the most convincing definition is still nonetheless that proposed by Turing; in any case, it is important to be mindful of the risk of anthropomorphising artificial (...) class='Hi'>intelligence, which may arise in particular from its very definition. Once we have established the subject matter regulated, we must ask ourselves whether lawmakers should pursue an approach that seeks to regulate artificial intelligence as a whole, or whether by contrast they should regulate applications of artificial intelligence in specific sectors or individual areas. The proposal for a regulation on artificial intelligence published on 21 April 2021 implements the former approach whilst also pursuing geopolitical goals. After providing an initial overview of the notion of artificial intelligence, this article investigates the geopolitical context to the proposal for a regulation, and then goes on to illustrate the regulatory model embraced by the proposal as well as related critical aspects. The average annual profits before fees of the $10 billion plus Renaissance Technologies’ hybrid Medallion “Leveraged, High Frequency, Artificial Intelligence ” trading hedge fund between 1988 and 2019 were about 66 percent. Total trading profits during this period were over $100 billion. The fund has never had a losing year. The fund is not open to the general public. First, distinctions among, in more or less historical order, the traditional market-maker trading model, the hedge fund trading model, the (...) artificial intelligence trading model, and the hybrid LHFAI trading model are discussed. Second, the micro components of the LHFAI trading model are explained in the context of Renaissance Technologies’ Medallion Fund. Third, key positive contributions of the model with respect to profitability, low annual volatility, market liquidity, and intellectual property development; negative ethical issues concerning exclusive access, tax fairness, financial transparency, shared responsibility for losses and systemic risk, and short vs. long-term capital allocation are discussed. Potential reforms that retain the positives, reduce the negatives, and that could positively transform the model are discussed. Fourth, potential impacts that the potential reforms might have on the macro LHFAI form of finance capitalism and the larger finance capitalism political-economic system are considered. The growing interest in AI in advance capitalist societies can be understood not just in relation to its practial achievements, which remain modest, but also in its ideological role as a technological paradign for the reconstruction of capitalism. This is similar to the role played by scientific management during the second industrial revolution, circa 1880–1930, and involves the extension of the rationalization and routinization of labour to mental work. Nurses have traditionally been regarded as clinicians that deliver compassionate, safe, and empathetic health care (Nurses again outpace other professions for honesty & ethics, 2018). Caring is a fundamental characteristic, expectation, and moral obligation of the nursing and caregiving professions (Nursing: Scope and standards of practice, American Nurses Association, Silver Spring, MD, 2015). Along with caring, nurses are expected to undertake ever‐expanding duties and complex tasks. In part because of the growing physical, intellectual and emotional demandingness, of nursing as well (...) as technological advances, artificial intelligence (AI) and AI care robots are rapidly changing the healthcare landscape. As technology becomes more advanced, efficient, and economical, opportunities and pressure to introduce AI into nursing care will only increase. In the first part of the article, we review recent and existing applications of AI in nursing and speculate on future use. Second, situate our project within the recent literature on the ethics of nursing and AI. Third, we explore three dominant theories of caring and the two paradigmatic expressions of caring (touch and presence) and conclude that AI—at least for the foreseeable future—is incapable of caring in the sense central to nursing and caregiving ethics. We conclude that for AI to be implemented ethically, it cannot transgress the core values of nursing, usurp aspects of caring that can only meaningfully be carried out by human beings, and it must support, open, or improve opportunities for nurses to provide the uniquely human aspects of care. Over the coming decades, Artificial Intelligence will profoundly impact the way we live, work, wage war, play, seek a mate, educate our young, and care for our elderly. It is likely to greatly increase our aggregate wealth, but it will also upend our labor markets, reshuffle our social order, and strain our private and public institutions. Eventually it may alter how we see our place in the universe, as machines pursue goals independent of their creators and outperform us (...) in domains previously believed to be the sole dominion of humans. Whether we regard them as conscious or unwitting, revere them as a new form of life or dismiss them as mere clever appliances, is beside the point. They are likely to play an increasingly critical and intimate role in many aspects of our lives. The emergence of systems capable of independent reasoning and action raises serious questions about just whose interests they are permitted to serve, and what limits our society should place on their creation and use. Deep ethical questions that have bedeviled philosophers for ages will suddenly arrive on the steps of our courthouses. Can a machine be held accountable for its actions? Should intelligent systems enjoy independent rights and responsibilities, or are they simple property? Who should be held responsible when a self-driving car kills a pedestrian? Can your personal robot hold your place in line, or be compelled to testify against you? If it turns out to be possible to upload your mind into a machine, is that still you? In an era of digital revolution, artificial intelligence, big data and augmented reality, technology has shifted from being a tool of communication to a primary medium of experience and sociality. Some of the most basic human capacities are increasingly being outsourced to machines and we increasingly experience and interpret the world through digital interfaces, with machines becoming ever more ‘social’ beings. Social interaction and human perception are being reshaped in unprecedented ways. This book explores this technologisation of the (...) social and the attendant penetration of permanent liminality into those aspects of the lifeworld where individuals had previously sought some kind of stability and meaning. Through a historical and anthropological examination of this phenomenon, it problematises the underlying logic of limitless technological expansion and our increasing inability to imagine either ourselves or our world in other than technological terms. This paper looks at philosophical questions that arise in the context of AI alignment. It defends three propositions. First, normative and technical aspects of the AI alignment problem are interrelated, creating space for productive engagement between people working in both domains. Second, it is important to be clear about the goal of alignment. There are significant differences between AI that aligns with instructions, intentions, revealed preferences, ideal preferences, interests and values. A principle-based approach to AI alignment, which combines these elements (...) in a systematic way, has considerable advantages in this context. Third, the central challenge for theorists is not to identify ‘true’ moral principles for AI; rather, it is to identify fair principles for alignment that receive reflective endorsement despite widespread variation in people’s moral beliefs. AI has become engulfed in hysteria-its expectations have been exaggerated, widely confused, and erroneously distorted. Playing God with Artificial Intelligence dispels the misconceptions surrounding AI and forms a realistic betterment in understanding, as there is an uncensored belief in something not entirely understood. (...) It offers a more accurate and comprehensive notion of what is believed to be AI, what it isn't, and what it might achieve in the future. Playing God controversially presents numerous suppositions as to how to create an intelligent agent that can think and reason independently. With the establishment of a 'freedom of thought,' it considers plagiarising nature and explores the development of an ethical and morally responsible 'being' who will have an innate ability to acquire and apply knowledge and skills. The book examines several philosophies to strengthen its conjecture in support of the birth of an intelligent agent, Zavier-who might become humankind's saviour. The book explores the process of shaping and architecting a digital mind, encompassing awareness and a level of consciousness that may one day bestow 'free will' to this creation. Artificial intelligence receives attention in media as well as in academe and business. In media coverage and reporting, AI is predominantly described in contrasted terms, either as the ultimate solution to all human problems or the ultimate threat to all human existence. In academe, the focus of computer scientists is on developing systems that function, whereas philosophy scholars theorize about the implications of this functionality for human life. In the interface between technology and philosophy there is, however, one (...) imperative aspect of AI yet to be articulated: how do intelligent systems make inferences? We use the overarching concept “Artificial Intelligent Behaviour” which would include both cognition/processing and judgment/behaviour. We argue that due to the complexity and opacity of artificial inference, one needs to initiate systematic empirical studies of artificial intelligent behavior similar to what has previously been done to study human cognition, judgment and decision making. This will provide valid knowledge, outside of what current computer science methods can offer, about the judgments and decisions made by intelligent systems. Moreover, outside academe—in the public as well as the private sector—expertise in epistemology, critical thinking and reasoning are crucial to ensure human oversight of the artificial intelligent judgments and decisions that are made, because only competent human insight into AI-inference processes will ensure accountability. Such insights require systematic studies of AI-behaviour founded on the natural sciences and philosophy, as well as the employment of methodologies from the cognitive and behavioral sciences. In this essay, we explore the philosophical and theoretical resonances of the artwork Qatipana from the perspective of some key insights of Gilbert Simondon’s information processing system approach. Qatipana (Quechua word that means flow, sequence, transmission) is a hybrid ecosystem of information flow which, even though not the kind of dispositive systems theory was designed to read, offers some valuable empirical insights to test some key aspects of Simondon’s information processing systems. In particular, we are interested in observing how Simondon’s (...) becoming and individuation play out in an algorithmic cycle performed by the cognitive system of an Artificial Intelligence agent: how does mono-technology and computerization of cultural techniques influence the nature of knowing the affection of being with others (people, things, animals)? We contrast Simondon’s contributions with the work of Norbert Wiener and Stafford Beer on information in cybernetics and the cosmotechnics and Technodiversity of Chinese philosopher Yuk Hui. Furthermore, we offer a provisional assessment of the reach, limits, and possibilities this kind of symbiotic crossing of technologies and arts: it is a field filled with challenges and unresolved complexities that should encourage us to recognize the urgency that is implied in the disruptive (and creative) we can see unfolding in social and political life. The already pervasive (and growing) presence of computational systems has become both a tremendous risk and a vertiginous deployment of liberating opportunities. The challenge of this work is to connect physics with the concept of intelligence. By intelligence we understand a capability to move from disorder to order without external resources, i.e., in violation of the second law of thermodynamics. The objective is to find such a mathematical object described by ODE that possesses such a capability. The proposed approach is based upon modification of the Madelung version of the Schrodinger equation by replacing the force following from quantum potential with (...) non-conservative forces that link to the concept of information. A mathematical formalism suggests that a hypothetical intelligent particle, besides the capability to move against the second law of thermodynamics, acquires such properties like self-image, self-awareness, self-supervision, etc. that are typical for Livings. However since this particle being a quantum-classical hybrid acquires non-Newtonian and non-quantum properties, it does not belong to the physics matter as we know it: the modern physics should be complemented with the concept of the information force that represents a bridge to intelligent particle. As a follow-up of the proposed concept, the following question is addressed: can artificial intelligence system composed only of physical components compete with a human? The answer is proven to be negative if the AI system is based only on simulations, and positive if digital devices are included. It has been demonstrated that there exists such a quantum neural net that performs simulations combined with digital punctuations. The universality of this quantum-classical hybrid is in capability to violate the second law of thermodynamics by moving from disorder to order without external resources. This advanced capability is illustrated by examples. In conclusion, a mathematical machinery of the perception that is the fundamental part of a cognition process as well as intelligence is introduced and discussed. (shrink)
