Hyperpolitics and Political Commitment in the Twenty-First Century What do the January 6th invasion of the Capitol and the anti-racist demonstrations of mid-2020 have in common? Both birthed some of the largest protest movements in American history, but also diminished rapidly after their initial, pre-revolutionary peak. This article reads the recent political sequence through the concept of ‘hyperpolitics’. In contrast to previous types of post-politics or mass politics, ‘hyperpolitics’ stands for a distinctly novel mode of political commitment characteristic of the (...) 2010s, in which a formerly apolitical public sphere finds itself intensely repoliticized, imposing itself on other domains such as the private, cultural, or economic. The return in question yet also runs across parameters that are more low-cost, low-entry, and low-duration than previous twentieth-century types, in stark contrast Max Weber’s typology of politics as the ‘slow boring of hard boards.’. Scientific communication takes place at two registers: first, interactions with colleagues in close proximity—members of a network, school of thought or circle; second, depersonalised transactions among a potentially unlimited number of scholars can be involved (e.g., author and readers). The interference between the two registers in the process of peer review produces a drift toward conflict of interest. Three particular cases of peer review are differentiated: journal submissions, grant applications and applications for tenure. The current conflict of interest policies do (...) not cover all these areas. Furthermore, they have a number of flaws, which involves an excessive reliance on scholars’ personal integrity. Conflicts of interest could be managed more efficiently if several elements and rules of the judicial process were accepted in science. The study considers the problem of ensuring electromagnetic compatibility of EMI-based functional destruction means with other radioelectronic equipment as part of a complex for countering unmanned aerial vehicles. To solve this problem, it is proposed to create a methodology that combines a set of diverse approaches and methods. This study focuses on the use of hollow and thin passive conductors, the use of a magnetodielectric in a reflection symmetric modal filter, the use of reflection symmetric structures for decomposing the train (...) of ultrashort pulses, and the use of a meander line as a protective means against USPs. Russia’s war against Ukraine has grave consequences in several political categories. These include: a reassessment of the school of ‘political realism’, one of whose proponents claims to have predicted the war. Was the West partly ‘responsible’ for the war? Second, to what extent does the war of aggression, as an undeniable violation of law, damage the status of international law and justice? Third, the war is embedded in political developments that stretch back a century. It is examined in its context (...) within American foreign policy since the Wilsonian peace programme, in relation to the dangerous reluctance of the EU to pursue a decisive geopolitical policy towards Russia, and interpreted in the light of Stalinist echoes within Russian politics. The neuroanatomical substrates controlling and regulating sleeping and waking, and thus consciousness, are located in the brain stem. Most crucial for bringing the brain into a state conducive for consciousness and information processing is the mesencephalic part of the brain stem. This part controls the state of waking, which is generally associated with a high degree of consciousness. Wakefulness is accompanied by a low-amplitude, high-frequency electroencephalogram, due to the fact that thalamocortical neurons fire in a state of tonic depolarization. Information (...) can easily pass the low-level threshold of these neurons, leading to a high transfer ratio. The complexity of the electroencephalogram during conscious waking is high, as expressed in a high correlation dimension. Accordingly, the level of information processing is high. Spindles, and alpha waves in humans, mark the transition from wakefulness to sleep. These phenomena are related to drowsiness, associated with a reduction in consciousness. Drowsiness occurs when cells undergo moderate hyperpolarizations. Increased inhibitions result in a reduction of afferent information, with a lowered transfer ratio. Information processing subsides, which is also expressed in a diminished correlation dimension. Consciousness is further decreased at the onset of slow wave sleep. This sleep is controlled by the medullar reticular formation and is characterized by a high-voltage, low-frequency electroencephalogram. Slow wave sleep becomes manifest when neurons undergo a further hyperpolarization. Inhibitory activities are so strong that the transfer ratio further drops, as does the correlation dimension. Thus, sensory information is largely blocked and information processing is on a low level. Finally, rapid eye movement sleep is regulated by the pontine reticular formation and is associated with a ''wake-like'' electroencephalographic pattern. Just as during wakefulness, this is the expression of a depolarization of thalamocortical neurons. The transfer ratio of rapid eye movement sleep has not yet been determined, but seems to vary. Evidence exists that this type of sleep, associated with dreaming, with some kind of perception and consciousness, is involved in processing of ''internal'' information. In line with this, rapid eye movement sleep has higher correlation dimensions than slow-wave sleep and sometimes even higher than wakefulness. It is assumed that the ''near-the-threshold'' depolarized state of neurons in the thalamus and cerebral cortex is a necessary condition for perceptual processes and consciousness, such as occurs during waking and in an altered form during rapid eye movement sleep. We, the finite spatiotemporally embodied subjects, are therefore not a 'cosmic coincidence' but rather necessary for the existence of the material system of space-time, which, on the other hand, encompasses us and is in no way (...) a fiction or construction (subjectivity thesis). This brand of realism is hermeneutical because it treats knowing as a special case of reading and translating - of things into spoken language - (readability thesis), and in giving room to the discovery that completeness and consistency, as in mathematics, are likewise incompatible in the description of the world (antinomy thesis). In seinem im Stil einer vorlesungsartigen Einführung in die Ethik verfaßten Buch stellt Anton Leist die unausweichliche Bedeutung der Ethik für jeden einzelnen in seinem eigenen Leben heraus. Verstanden wird die Moral in einem an Kant orientierten Vorschlag als eine ideelle Konstruktion, die objektive Kriterien sowohl entwickelt wie ihnen gehorcht. Inhaltlich entsteht dabei eine universelle Moral, die allerdings von internen Widersprüchen bedroht ist. Die persönlichen und unpersönlichen Beziehungen, die Forderungen nach Hilfe und Nichtschaden stehen widersprüchlich zueinander und benötigen einer (...) neuen Zuordnung. Der moderne Universalismus ist auch heute noch weitgehend ein Programm – wenn auch, wie der Autor zeigt, ein grundsätzlich realisierbares. (shrink)

The validity of dream recall is discussed. What is the relation between the actual dream and its later reflection? Nielsen proposes differential sleep mentation, which is probably determined by dream accessibility. Solms argues that REM sleep and dreaming are double dissociable states. Dreaming occurs outside REM sleep when cerebral activation is high enough. That various active sleep states correlate with vivid dream reports implies that REM sleep and dreaming are single dissociable states. Vertes & Eastman reject that REM sleep is (...) involved in memory consolidation. Considerable evidence for this was obtained by REM deprivation studies with the dubious water tank technique. In addition to five Finnish pilgrims, twenty or so local grandmas and grandpas attended the now-traditional early morning prayer, which this year fell on Holy Saturday, the very liturgical day on which Joseph Ratzinger was born and baptized. Other destinations on a do-it-yourself Ratzinger pilgrimage included Freising (studies and ordination), Regensburg (professorial years), Altötting (favorite Marian sanctuary), childhood villages and towns (Tittmoning, Aschau am Inn, Hufschlag, Traunstein), and of course Munich (seminary and episcopal years), with beer, good food, and Apfelstrudel at the Augustiner Klosterwirt.Such a trip is highly recommended, even though there were no Ratzinger books in the "Theology" section of University of Regensburg's bookshop, reflecting his persona non grata status in German academia. In Altötting, however, Peter Seewald's magnificent biography was on offer, as well as icon-like pictures of Pope Benedict and candles with his image on them—good for both admirers and critics!In English, Seewald's biography is divided into two volumes (for my review of volume 1, see Nova et Vetera [English] 20, no. 3), the second one comprising three parts: (1) professor, (2) prefect, and (3) Pope. The book was certainly worth the wait and does not disappoint: the research and analysis are excellent, the style is enjoyable, and interesting new details are revealed, such as the "endless outbursts of crying" and "violent quarrels with cardinals" of "popess" (as the housekeeper was called in the curia) Ingrid Stampa, who "kept Ratzinger's diary, edited official speeches and even decided who could meet the Holy Father" (351).As a journalist, Seewald is especially strong on the German press coverage [End Page 285] of Ratzinger. During his time as archbishop of Munich, "Ratzinger took part so frequently in the public debate that the Süddeutsche Zeitung feared that it would be a 'big shock' for millions of Upper Bavarian Catholics if his name did not appear in any edition of the four Munich daily papers" (109). Ratzinger's predominantly negative media image seems to stem to a great extent from the actions of Hans Küng. Asked about the cancellation of Küng's missio canonica at a youth event in 1979, Ratzinger said off the cuff that it was right, since Küng was actively disputing essential doctrines of the Catholic Church (128). The comments were published without authorization, which led to Küng accusing Ratzinger of "falling back on pre-conciliar customs of heresy-hunting, insinuation and defamation" (129). After the publication of Vittorio Messori's The Ratzinger Report in 1985, Küng "crashed in with a sweeping blow in the Hamburg weekly Die Zeit" (170), not failing to bring up his "litany of complaints: the 'case of Galileo,' the 'Chinese rites controversy,' 'putting all the most important European thinkers on the Index (Descartes, Kant, Sartre etc.),' '9 million victims of witch trials'" (171). According to Seewald, this momentous article, ending with the claim that Ratzinger was "afraid of the truth more than anything else," provided the endlessly reproduced media image of the prefect.Seewald singles out the Bild journalist Andreas Englisch as a striking example of the kind of deliberate manipulation typical of so-called expert reporters. After Benedict XVI's election, Englisch admitted with apparent remorse that, in previous reporting, in order to make John Paul II's "light shine more brightly," he had "needed an enemy to make the story more dramatic" (192). Seewald continues: "However, Englisch had no scruples about later applying his business model to books about Pope Francis, whom he raised almost to heaven, in order finally to shove the retired Benedict XVI down to hell" (192... The Precautionary Principle is a guide to coping with scientific uncertainties in the assessment and management of risks. In recent years, it has moved to the forefront of debates in policy and applied ethics, becoming a key normative tool in policy discussions in such diverse areas as medical and scientific research, health and safety regulation, environmental regulation, product development, international trade, and even judicial review. The principle has attracted critics who claim that it is fundamentally incoherent, too vague to guide (...) policy, and makes demands that are logically and scientifically impossible. In this paper we will answer these criticisms by formulating guidelines for its application that ensure its coherence as a useful normative guide in applied and policy ethics debates. We will also provide analyses of cases that demonstrate how our version of the principle functions in practice. (shrink)

Aphantasia is a condition that is often characterized as the impaired ability to create voluntary mental images. Aphantasia is assumed to selectively affect voluntary imagery mainly because even though aphantasics report being unable to visualize something at will, many report having visual dreams. We argue that this common characterization of aphantasia is incorrect. Studies on aphantasia are often not clear about whether they are assessing voluntary or involuntary imagery, but some studies show that several forms of involuntary imagery are also (...) affected in aphantasia (including imagery in dreams). We also raise problems for two attempts to show that involuntary images are preserved in aphantasia. In addition, we report the results of a study about afterimages in aphantasia, which suggest that these tend to be less intense in aphantasics than in controls. Involuntary imagery is often treated as a unitary kind that is either present or absent in aphantasia. We suggest that this approach is mistaken and that we should look at different types of involuntary imagery case by case. Doing so reveals no evidence of preserved involuntary imagery in aphantasia. We suggest that a broader characterization of aphantasia, as a deficit in forming mental imagery, whether voluntary or not, is more appropriate. Characterizing aphantasia as a volitional deficit is likely to lead researchers to give incorrect explanations for aphantasia, and to look for the wrong mechanisms underlying it. (shrink)

This book contains 86 essays and papers by the Russian sculptor and hermeneutic philosopher Vladimir Zimmerling (1931-2017) addressed the issues in aesthetics, ethics and cultural history. The apparatus includes the introductory article, the commentary, the name and the subject indexes prepared by the book editor, Anton Zimmerling. The appendix contains 70 pictures of Vladimir Zimmerling's sculptures. Vladimir Zimmerling's conception is build on the combination of the empiricism principle with the elements of hermeneutics and metalinguistic criticism. His essays and papers (...) focus on the foundations of aesthetics and ethics. Vladimir Zimmerling was one of the pioneers of the analytic approach to the poetics of Ossip Mandelstam with his paper "Промер" ["The Measurement"], (1974-1975) devoted to 10 difficult Mandelstam's poems including "Грифельная Ода", "Слепая ласточка бросается к ногам", "Я слово позабыл, что я хотел сказать". According to a common view, conscious thoughts necessarily involve quasi-perceptual experiences, or mental images. This is alleged to be the case not only when one entertains conscious thoughts about perceptible things, but also when one thinks about more abstract things. In the case of conscious abstract propositional thoughts, the idea is that they occur in inner speech, which is taken to involve imagery (typically auditory) of words in a natural language. I argue that unsymbolized thinking and total aphantasia cast doubt (...) on this common view. Unsymbolized thinking is the experience of thoughts that does not involve imagery. Total aphantasia is the inability to produce mental images of all sensory modalities. I consider and reject the objection that these individuals are mistaken either because their thoughts do involve images, or because those thoughts are not conscious. Thus, unsymbolized thinking and aphantasia provide evidence that conscious thoughts can occur without imagery. (shrink)

I address the question of whether differences in color terminology cause differences in color experience in speakers of different languages. If linguistic representations directly affect color experience, then this is a case of what I call the linguistic penetrability of perception, which is a particular case of cognitive penetrability. I start with some general considerations about cognitive penetration and its alleged occurrence in the memory color effect. I then apply similar considerations to the interpretation of empirical studies of color perception (...) in speakers of different languages. I argue that findings such as differences in categorical perception in speakers of different languages do not show that language affects color experience. They therefore do not support the claim that color experience is linguistically penetrable. But even if we grant that color experience is different in speakers of different languages, I argue that this might still not be a case of linguistic penetration. Finally, I consider some epistemological consequences of the assumption that speakers of different languages have different color experiences. (shrink)

The aim of this article is to demonstrate that globalization, as it proceeds today, will only lead to a clash of civilizations and to the destruction of the fragile cultural identities. This leads to folds of the cultural minorities and the seeking of their recognition that can be expressed through violence. For globalization to succeed in integrating its noble objective of all cultures, it must proceed by inclusion instead of being exclusive. Intercultural dialogue has a central role in such a (...) globalization to achieve peace between cultures. In this dialogue, the community paradigm of African cultures can be used as a model for approaching any culture. (shrink)
